Harvard University recently made open electronic publishing compulsory for students, faculty & scientific staff. The basic argument behind this initiative is to secure open access to research that is funded by the government, and to ensure that commercial journal publishers cannot put unreasonable restrictions on the use and spreading of research results. In wake of Harvard's recent move to adopt an institutional open access policy, University of Bergen, Norway is also among one of few institutions around the world taking initiatives to make their R&D output openly accessible. Kang, Dean, Faculty of Education and Information Sciences, Punjabi University Patiala underlined the need for providing quality resources and services in college and university libraries. He also said that libraries are integral parts of any academic institution; hence they should strive to provide value-added library services. Speaking on this occasion, the Guest of Honour Mr. Mohammad Ahsan Tahami, President of the Punjab Branch of Pakistan Library Association, said that the workshop has provided an opportunity to him develop professional relationship with India and other South Asian countries. He further said that in this era of rapid change and obsolescence, continuous professional education and training is essential to come up to the expectations of library users. Such workshops provide an opportunity to the Library and Information Professionals (LIPs) to share their experiences, expertise, and professional problems. This workshop has been a great success and I congratulate the organizers. Prof. Jagtar Singh, the Workshop Coordinator, said that in this workshop about 100 LIPs from India and Pakistan have interacted very seriously to identify quality indicators and best practices for academic libraries. This workshop was conceived with the objectives of (a) sensitizing the stakeholders about quality issues in libraries, (b) updating them with the latest in library and information work; (c) exchanging experience, expertise, and issues facing the profession; (d) developing partnerships; (e) managing feedback from the professionals; (f) identifying quality indicators and best practices; and (g) finding out possibility of establishing a federation of library association for South Asian countries. The workshop was organized into eight technical sessions which included the inaugural, valedictory, and open session, besides five technical sessions. Though there was tremendous response to this workshop, yet only top 25 presentations could be made in five technical sessions. These included presentations from the experts, such as Dr HK Kaul, Director, DELNET on ICT Literacy for* *library educators and practitioners; Prof. RL Raina, Director, Lal Bahdur Shastri Institute of Management, Delhi on University-Industry partnership; Dr Harish Chandra, Librarian, IIT Madras on Quality indicators and best practices in the digital context; Dr. CR Karisiddappa, President, Indian Association of Teachers of Library and Information Science on Quality indicators for college libraries; Dr. DV Singh, Senior Vice President, Indian Library Association on change management; Dr M. Earlier, while inaugurating this workshop organized by the Department of Library & Information Science, Punjabi University, Patiala on 4 March 2008, Prof. R.G. Prasher, Former Dean, Faculty of Arts, Sagar University, Sagar forcefully concerned that Academic Libraries should not be starved of funds and quality manpower. Mr. M. Moni, Deputy Director General of National Informatics Centre (NIC), Govt. of India, said in his keynote address that ICT must be used to spread education and support library outreach, particularly in the rural areas. Mrs. Kalpana Dasgupta, Library Advisor, National Knowledge Commission (NKC), informed the workshop participants about the recommendations of NKC to facilitate access to quality information at grassroots level. Mr. DV Singh, Senior Vice President of Indian Library Association stressed upon developing learning resources in local languages and promoting quality consciousness among the LIPs for strategic professional learning and change management. Dr Jaspal Singh, Vice Chancellor, Punjabi University said in his presidential address that library should be a second home for the library users. He further said that from the next financial year, special grant will be made available to the Punjabi University Library to preserve valuable manuscripts and make it a model university library. Delegates at the workshop represented various institutions such as National Institute of Science Communication and Information Resources (NISCAIR), New Delhi; National Institute of Fashion Technology (NIFT) Resource Centre, Gandhinagar; Tata Institute of Social Sciences, Mumbai; MG State Institute of Public Administration, Punjab, Chandigarh; various management institutions; and Jammu, Guru Nanak Dev, Panjab, Kurukshetra, and Delhi universities. The workshop was also represented from cross section of library networks and associations at international, national, and local levels, e.g. from International Federation of Library Associations and Institutions, (IFLA), International Association of School Librarianship (IASL), Developing Library Network (DELNET), Information and Library Network (INFLIBNET), Pakistan Library Association (PLA), Indian Library Association (ILA), Indian Association of Teachers of Library and Information Science (IATLIS), Confederation of Library Associations of North India (COLANI), Punjab Library Association (PLA), Haryana Library Association (HLA), Chandigarh Librarians Association (CLA), and Punjab Govt. College Librarians Association (GCLA). Various facets of academic libraries were discussed in the context of quality issues from the broader context of quality in academic libraries, changing context and change management, quality criteria, TQM, users perspectives, industry expectations and best practices, collection development, processing, preservation, dissemination and use, information services, digital context and the impact of ICTs, open source software, resource sharing and library networks, LIS education, research and training, open and distance education, etc. Mrs. Jaspal Kaur, Chairperson, COLANI and General Secretary, CLA; and Mr Kuldip Singh, Librarian, Government College, Tanda represented the delegates of the workshop in echoing their concerns regarding need for balancing theory and practice through more such workshops, conferences, seminars, and refresher courses. On RTI Act

Dear Shri P Vyasamoorty, As a person with very good knowledge about RTI act and its requirements, I would suggest that librarians are not very suitable for working as State Public Information Officers(SPIO) in the Institutions they work. The job requirements of SPIO are to receive applications, ensure access to information and dispose of applications after careful examination of merit of each one. Under the RTI Act. the cataloging, arrangement and retrieval of information need to be done by the concerned officer and not by anyone else including the SPIO. As well, an officer in sufficient command and authority in that office is the right choice for the position of SPIO so as to ensure easy access to information through the subordinate officers. The job of SPIO involves a lot of quasi-judicial decision making on which librarians are ill-equipped unlike the administrative personnel. As RTI involves a lot of administrative re-arrangement of records, the librarians can do a lot in that area, particularly in numbering and cataloguing of them. Mr D K Singhs comments on NewGenLib services at CALIBER

Dear Dr Singh I was very saddened to learn that Dr Singh of BHU library made disparaging remarks about NewGenLib and its services at the recent INFLIBNET's CALIBER meeting. You are of course completely free to express your views in public and private and I am not questioning this freedom. However, as a dispassionate third party (I have no commercial interests) involved in NewGenLib's development and support, I will be failing in my duty if I do not set the record straight. * The development company (Verus Solutions Pvt. Ltd. or VSPL) dedicated one of its staff members exclusively for BHU for 6 months to sit with your library staff. Although you paid for the staff's stay at Varanasi, kindly do not forget that this person was not available for other training and support work at all to VSPL. This did put a lot of pressure on this front. I wonder if any other vendor would have agreed to put one of its staff exclusively for BHU use for 6 months. * VSPL customized the software at BHU request for a number of things. All customizations were done free of charge. Some examples of the customization which was very specific to your needs: 1. We created easy-to-use data entry templates so that data entry operators that you appointed could enter data into the database.. 2. We developed routines for you to print 5 x 3 inch catalogue cards, a requirement that is no longer needed by other libraries, nor provided by most ILMS vendors. * VSPL conducted three training programmes at BHU library at various times (two of these were at VSPL cost) during the last two years because we wanted your staff to become as comfortable with the functional modules as possible. Unfortunately, not all of your staff took interest and many of them did not participate wholeheartedly. * Whenever VSPL received a phone call from you/colleagues or when one of your colleagues was on chat, the support staff attended to you patiently and attempted to help solve problems. * On several occasions, VSPL supported via customizations of the software, the capability for you to continue with old practices that are not necessarily considered best practices today. * VSPL helped your barcode printer vendor to use output from NewGenLib to print barcode labels. * Whenever you telephoned me, you expressed your disappointment that you yourself could not participate in the training programmes. Kindly recall that I invited you several times to come to Hyderabad and spend a few days with developers and trainers. However, your busy schedule apparently did not allow this to happen. I am the last person to claim that NewGenLib is bug free, etc., etc. But I can claim quite proudly that we (VSPL and KIIKM) are constantly testing and improving the software and new versions with new features will always be on our road map. Very soon we will release a z39.50 client which will be well integrated with NewGenLib. It is more than a year since VSPL installed the software, trained your staff, gave you email, chat and telephone support without getting an Annual Maintenance fee which incidentally BHU library has not paid. I hope you will realize why I was saddened when I heard that you spoke rather disparagingly about NewGenLib which is now open source. I am happy to let you know that it has been welcomed by many current and potentially new users. In the final analysis, neither your criticism nor my defense is important. What is enduring long after we have passed into oblivion is that the extremely valuable collection at BHU, built painstakingly by erstwhile librarians and scholars should become known and accessible to your students, faculty, researchers and indeed worldwide. Dear Friends, First of all, please do not take it personal. But this reminds me once again the serious problems with the conventional academic publishing model. Author is asking for his own paper and ready to pay. If the author himself is not able to see his own paper, what are the chances of his paper seen by his peers? Had the authors retained their (own) paper with (own) rights to self-achieve, this problem would not had occurred. Information and Library Network Centre An IUC of University Grants Commission Ahmedabad – 380 009 March 7, 2008 "Advertisement for 'SOUL Coordinator' for the different region of the Country" Information and Library Network (INFLIBNET) is an Autonomous Inter-University Centre of the University Grants Commission (UGC) located at Gujarat University Campus, Ahmedabad. Its activities are directed towards modernization of libraries and information centers for information transfer and access, to support scholarship, learning and academic pursuits by establishing a national network of libraries and information centers in universities, institutions of higher learning and R & D institutions in India. It is basically a co-operative endeavour in resource development, sharing and its utilisation at national level. Over the years INFLIBNET Centre has developed library management software called SOUL (Software for University Libraries), to facilitate automation of various in-house operations in academic libraries. SOUL software works in Client/ Server mode in Windows environment using MS-SQL server as back end tool. SOUL is attracting many libraries and till date 1425 installations have been done and more than 900 installations are in pipeline. This software is capable of handling in house operations of any type of libraries. The INFLIBNET Centre wishes to deploy SOUL Coordinators Incumbent person should be working librarian of University / College or from academic sector to take up the challenge for activities of Library Science and automation through our SOUL software. He will be responsible for promotions of SOUL software and providing after sale support to the college/institute/university under his jurisdiction of states. INFLIBNET Centre is looking for Seven (07) SOUL Coordinators for following regions: 1. Western Region 2. Southern Region 3. Eastern Region 4. Central Region 5. Maharashtra and Goa 6. Delhi, Punjab, Haryana 7. North Eastern Region Terms and Condition of the appointment: 1. Educational Qualification: Incumbent person should have minimum master’s degree in Library and Information Science (MLISc.) with IT exposure and literacy in Computer is must. 2. Experience: Working Librarian of University/College or Retired Librarian with sound experience in Library Automation 3. Age: Incumbent person should not be above 50 years in case of working librarian. 4. Period of Contract: One year from the date of appointment as a SOUL Coordinator 5. Remuneration: Rs. 3,000/- per month as honorarium. It is likely to be revised to Rs. 9,500/- per month shortly and Rs. 1,000/- per month towards the incidental expenses to the SOUL Coordinator. 6. Other terms and Conditions: * The Coordinator will be authorized to appoint two qualified graduate each from Library Science and Computer Science on consolidated salary of Rs. 5,000/- per month respectively as a Technical Assistant for period of 1 year. It is likely to revised Rs. 7,500/- per month shortly. * Travel expenses towards the promoting, installation, training and maintenance of SOUL in their assigned geographical area will be born by INFLIBNET Centre, maximum limit will be Rs. 25,000/- per annum for self and for two technical assistants on production of travelling vouchers for each journey. For travelling purpose the TA/DA rules will be applicable as per INFLIBNET Centre’s rule. * SOUL Coordinator as well as his two technical assistant will be given orientation and hands on training free of cost by INFLIBNET Centre. 7. New technology for printing books one at a time

Hello, I would like to bring your notice to a service we have recently introduced in India - print-on-demand service. This allows us to print one copy of a book at a time thus totally avoiding the need to invest in 1000 copies of book as is usually the case when books are printed using the traditional method of printing. As expected, the unit cost of a book is high. For example, a 200 page book of size 8 x 5 with a coloured cover, perfect binding and lamination costs Rs. 175/-. Compare this with the unit cost of a book when it is printed using the offset method and you will find a vast difference. A similar book can cost Rs. 40/- using the offset method on condition that you print 1000 copies. However, if you want only 1 copy or only 10 copies of the book either because they are lecture notes compiled together for a class, or because it is a collection of papers saved for future reference or because it is dissertation published handsomely in a book format, it really does not make sense to invest 40000/- (40 x 1000). A better option would therefore be to have it printed and published using the print-on-demand method where one copy would cost Rs. 175/- and 10 would cost Rs. 1750/-. Although we had never imagined such a use for this technology, a chance visit to the Central Library in Panaji, Goa, enlightened us on what this might be put to us. The Library has manuscripts dating back to pre-portuguese times that visitors to the library often wish to visit. These manuscripts and books are sometimes too delicate to leave in the hands of readers. We are therefore in talks with the library to have these works scanned and have one copy printed so that the copy can be referred to. Copyrights will of course be taken care of during the exercise. The process of having a book published is simple and allows authors to freely publish their books and manuscripts and distribute it themselves. We believe we have democratized the process of publishing and made it easy for authors to save their work for posterity. Call for Indian LIS research proposals "Supporting the dissemination of knowledge for social good in India" Emerald is offering research grant for an Indian project in the field of library and information science (LIS). The funding award will amount to up to £2,000 (US$4,200 equivalent). Applications should address the dissemination of knowledge for social good with a specific orientation toward benefit for India. Eligibility: At least one member of the research team must be based in India. Judging criteria Each application will be judged, by a panel of experts, on the five criteria below. The research must: * Be of significance, particularly illustrating how it will benefit the social good. * Demonstrate originality and innovation. * Make an outstanding contribution to theory and its application. * Illustrate the appropriateness and application of the methodology. * Demonstrate sound implications for theory and practice.
