Rights retention policy
by Subbiah Arunachalam 14 Mar '22

14 Mar '22

Friends, I received this from Prof. Peter Suber. Let us work towards promoting rights retention policy in higher education institutions and all research performing institutions in India. - Arun ***** I agree with Arun that few publishers, if any, would reject a submission just because it comes with an author addendum. An author addendum is a proposed revision to the contract, which publishers can take or leave. Publishers can reject the addendum without rejecting the submission, and many do. I don't know of a single case in which the publisher rejected the submission itself because of the proposed addendum. However, I believe that some publishers are already on the record as desk-rejecting submissions that come with Plan-S-style rights-retention notices. Plan S will track these publishers in its Journal Checker Tool. As far as I know, no publisher has ever rejected a submission just because it was covered by a Harvard-style rights-retention OA policy. There are at least 85 universities in North America, Europe, Africa, Asia, and Australasia with these kinds of rights-retention policies. However, as a matter of law (not current practice or prediction), publishers may reject any submission for any reason. Best, Peter -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Fwd: Preprints - future of scientific publication
by Subbiah Arunachalam 14 Mar '22

14 Mar '22

Friends, About 40 years a group of doctors and surgeons in Chennai (where I live) did something remarkable. Higher education institutions and research centres were struggling to find funds for subscribing to important journals. The foreign exchange position was very tight. Journal sections of libraries even in leading institutions were famished. But researchers and students needed the latest literature. This small group thought they could do something at least for practising doctors. We talk about jugad and doing the best one could do at any given situation, and finding affordable solutions to the crises we face. This group of medical professionals did exactly that, and they have now told how they did it. They deserve to be congratulated not only for what they did but also for making their story freely accessible to the world through this six-page OA article DISSEMINATING MEDICAL LITERATURE AND KNOWLEDGE IN INDIA IN THE 1980S: THE SMLRT STORY https://jmla.mlanet.org/ojs/jmla/article/view/1424 With best wishes, Arun

Predatory journals and conferences
by Subbiah Arunachalam 13 Mar '22

13 Mar '22

Friends, A major concern in scholarly communication is the proliferation of predatory journals. Unfortunately, India has earned the dubious distinction of being one of the largest centres of predatory journal publishing. Predatory journals also gave birth to a large number of predatory 'international conferences.' Librarians in HEIs and research institutions, as mediators of scholarly information, have a role to play in curbing this menace. Now the world academies have called for concerted action to combat predatory journals and conferences. Please see the report ‘Combatting Predatory Academic Journals and Conferences’ < https://www.interacademies.org/publication/predatory-practices-report-Engli…> released by the Inter Academy Partnership (IAP). A summary report is available at < https://www.interacademies.org/project/predatorypublishing>. Dear Colleagues, We would like to receive feedback from colleagues who are using TCS-iON - Library Module for their library management. Kindly send me your feedback to library(a)saiacs.org. A guide to preprints
by Subbiah Arunachalam 01 Mar '22

01 Mar '22

Friends, There is growing acceptance among scientists and scholars around the world for circulating new findings as preprints. Preprints have come to be recognized as legitimate documents. Grigori Perelman, the Russian mathematician was chosen for both the Fields Medal (considered to be the Nobel for math) and the Clay Mathematics Institute's Millennium Prize (it shouldn't really matter, but I will mention the Prize is US$ one million) on the basis of three preprints in arXiv which he did not even bother to send to a journal for publication. Of course, he declined to accept both the awards. Physicists were among the earliest to systematically gather preprints and make them available to a worldwide audience through a central server. In the past more than 30 years, *arXiv*, operating now out of Cornell University, has made available more than 2 million preprints (not only in high energy, condensed matter and astrophysics, but also in other areas like mathematics, computer science, quantitative biology, quantitative finance, statistics, electrical engineering and systems science, and economics. I must add that the preprints culture precedes *arXiv*. Preprints help advance science faster. If we were to depend solely on research papers published in refereed journals, progress in science and scholarship would be slowed down. Initially, there was some hesitancy in accepting preprints as a convenient and legitimate means of communicating new knowledge. Especially among medical researchers. Indeed, Franz Joseph Ingelfinger, former editor of *The New England Journal of Medicine <https://en.wikipedia.org/wiki/The_New_England_Journal_of_Medicine>* (*NEJM* ) stipulated in 1969 that *NEJM* would not publish findings that had been published elsewhere, in other media or in other journals. Many medical journals continue to follow this rule to this day. Says Sanjay Pai, editor of *Indian Journal of Medical Ethics*, "To my knowledge, it holds good for all journals. It's the journal equivalent of an Exclusive, which the newspapers and TV seek." Prof. Peush Sahni, Editor of *National Medical Journal of India*, says, "most journals still follow it to some extent. However, more journals will peer review papers put on preprint servers." Now there are preprint servers to cater to researchers in almost all fields. Please see https://www.coar-repositories.org/news-updates/delving-deeper-into-preprint… . A new practical guide to preprints, https://www.ouvrirlascience.fr/a-practical-guide-to-preprints-accelerating-… , would be useful to members of this list and all LIS professionals in academia and research institutions. It may be of interest to doctoral students and early career researchers. Please publicize it in your institutions.
