Part time research

Lot of discussion is going on the topic 'part-time Vs fill-time research'. I would like to share my ideas. All of us agree that quality of higher education in general; PhD in particular is a matter of concern. Various measures to maintain the quality have been the taken in the past. For example introduction of UGC-NET scheme, in my opinion, is a quality control mechanism adopted by UGC for employment and research grants. It is working fairly well. Different universities follow different strategies for maintaining the quality. Like many other universities, for example, University of Mysore also follows an entrance test for admission to MLISc course. Though this move was initially resisted, now it has been accepted. There may not be a huge difference. However, there is a noticeable change in the quality of input. Similarly I am sure we have to adopt some quality control mechanisms to PhDs also. A few universities have gone for entrance test for admission to PhD just like MLISc. The eligibility tests, seminars, pre-thesis colloquium etc are few other measures to maintain the quality. Probably it is in this context, universities like JNU, Kerala etc., have restricted admission to PhD only to full-timers. We all agree that quality depends upon many other factors too. No single measure would drastically change the situation. The combination of various measures might add positively to the cause. A serious research calls for time and commitment from the researchers. It is a general belief that more the time available for research, better would be its quality. If certain universities take this aspect more seriously and try to work out some measures to implement, it may not be a good idea to counter attack their motives. Instead of dismissing their attempt out-rightly, let us allow them experiment with their new stand and come out with a new model. After all, several other universities are available without such restrictions for those who really interested in pursuing their doctoral degree. University of Mysore follows an alternative strategy. It puts a bar on the maximum number of part-time researchers a guide can take. Of course, this rule is applicable to all the disciplines including library science. At the time of submission of thesis, a certification is required stating that the researcher has been in the Department/with the Guide for 100 days exclusively for research work. What does this certificate mean? Does it not mean that the university wants the researcher to be away from his/her other duties and concentrate on the research work? Instead of finding fault with the universities going for full time researchers, can we not find ways of fulfilling the requirements? Faculty Improvement Programme available to college librarians of Karnataka, wherein the librarians are allowed to take up research work for two years, is a good way out for the problem. The employers should also encourage the employees by deputing them. Many of the companies do not allow certain category of their employees to undergo any educational programs. Why is it so? Because they think that it might have an impact over the performance of the employee in the company. That means company expects the employee to be physically and mentally free to attend to the work of the company. For the similar reason, government employees are not allowed to accept part-time assignments, even though they appear to have enough spare time. It is but natural that employers take certain measures to see that their employees provide maximum service to them. Similarly, if a department wants its students to concentrate on the job (in this case the research) more seriously by imposing certain conditions, what is wrong in it? After all, it is up to the Departments/Universities to safeguard the educational standards. -- N.S. College Post Bangalore-560059 Seminar Comparative Analysis of Citation Databases: Web of Science, Scopus and Google Scholar The volume of scientific literature grew exponentially as a result of increased R& D activities after World War II. This posed different problems for users and indexers of information. The shortcomings of traditional subject indexes resulted in duplication of scientific activity. Sometimes, the terms used in subject index were ambiguous. These problems necessitated a unified index to scientific literature that was current, free from semantic difficulties and not dependent on the knowledge of subject indexers. Citation index emerged not only as retrieval tool but also used as an evaluation tool for evaluating scientists and to provide a way to search for and analyze the literature in a way not possible through simple keyword/topical searching. It also enables users to gather data on the "impact" of individual authors and journals, as well as assessing particular areas of research activity and publication. ISI (Thomson Scientific) citation databases have been used for decades as the only tools for locating citations. ISI databases (currently known as Web of Science), however, may no longer be sufficient because it covers only journal articles. There are other citation databases, which covers non-journal documents also. This seminar will present a pilot study of the new citation databases like, Google Scholar & Scopus. Dear LIS professionals I read many comments about part time Ph.D.My opinion is that working librarians having more experience can do part time Ph.D. The limit of experience can be decided by the individual universities.It cab be 8 years or 10 years.The only thing important is that the research work should be new and useful to the LIS and to the society. The out come of the research should be the solution to the current problems of LIS whether it may be a part time or full time Ph.D work.The working librarians having more experience cannot compete with the candidates with Ph.D with less experience.And also there should not discriminate between part time and full time Ph.D's.There should not be any restriction to gain knowledge in any subject. Why working librarians have to be kept in dark place.It is the responsibility of all the Universities to maintain quality or standards in admission and award of Ph.D's.So I request all the librarians to urge the concerned bodies to maintain quality or standards in admission and award of Ph.D's,rather than simply to stop part time Ph.D's. Dear Pujar, Thanks for the information which is a lamp post movement initiative in this profession. *a.*The issues regarding the post of Information Providers/Librarians in the organisations where those are occupied by the officials other than Librarians may be an one of the agenda. *b. *The academic and college libraries must be with technical staff for in-house instead of peons. *c.* The librarians should not just be a goldsmith of knowledge society. *d.Sir, I like your idea/image of Librarian as Ornamental role* I am also enthu to assist in such missions and make a parallel position of library professionals as it is in Europian Countries. Part-time research

Dear Mr. Rajasekharan and other professional colleagues In response to Mr. Rajasekharan's remark about Kerala University's decision to stop part-time research facility to librarians, I would like to say with all respect to him that he has also become part of the feudal librarianship. Dear Rajasekharan sir, your remark is quite unreasonable, unbecoming and unexpected from a senior professional like you. What do you expect from academic research? You must also remember that Law of Gravity was not the result of any part-time or full time research. I would like to express my solidarity with Dr. Chudamani who took Ph. D. with the interest of acquiring knowledge. I took my Ph.D. from Calicut University through part-time research. You can find more than a dozen Ph.D. theses in library science in Calicut University contributed through part-time as well as full time research. You may kindly compare these theses and come to a conclusion whether quality comes out of part-time or full time if you have deep knowledge in research methodology. There may be good and bad theses in both the groups. Sir, quality comes out of human endeavour, not through stream of research. Dozens of students and researchers including the full time scholars in central universities are contacting me regularly over phone and e-mail to clarify their doubts in research methods and for assistance. It is not because I have done full time Ph.D. You may be right in one sense that some persons are getting some posts through political influence. Let them enjoy that. Sir, if you do not know, I have Ist Rank MLISc, NET, Ph. D, PGDCA and some other degrees. Many of them I acquired after entering the library profession. I got no extra paise out of this. Even after 15 years of service, I am still a Junior Librarian without having even the eligibility to apply for the post of Deputy Librarian and I do not have research guideship in any Indian university. In your opinion this may be because of the political mafia in Kerala rather academic mafia I would say. You must not forget about people who have received and are still receiving all the benefits of UGC without doing anything. I do feel that doing something whether research or any other academic/ professional activity is better than simply sleeping in the library and receiving UGC salary. The feudal thought of some "man gods" in library science that every thing should revolve round him has already shattered the library profession in Kerala. You too have bitter experience of that kind. Respected Professionals, I am very new in the profession but i feel there is need for the thrust of knowledge in our professional for establishing thenselves among the other professions. see we all always worried abt the standard of our professionals with respect to the knowledge and compatibility with the newly emerged knowledge and trends.dont you all thinks at one side we worried abt that all and another side if any of us wants to upgrade themselves with any parttime courses we restrict them, i think this is the dual mentality. i feel our existance is still like a storekeepers, if we truely wanna to make people realise importance of our profession and ourselves we encourage the like peoples to learn and updated more for survival. Phd is not only a need for increment but also for knowledge. you all are senior and most respectful to me but i would like to say thet if u all see the reality we are (not all) legging behind. all the professions allow their professionals to join the training and courses but in case of us all upper level people think there is no need to librarians for training and other expertise. do some thing positive , if we not choose to lead, we always led by others.
