On 22nd September, 2006, UGC wrote this letter to all Universities that the Commission in its meeting held on 25th August, 2006 approved exemption from NET to M.Phil and Ph.D. Degree holders for appointment to the post of Assistant Librarian & Assistant Director of Physical Education. *After arrival of this circular, Job seekers attempting for NET/SET/SLET take admission for M.Phil. courses in regular or open universities or through distance education. * * *2. Next, this was published on January 15, 2009 in Hindustan Times Delhi Edition… NET must from next year by Chetan Chauhan, Hindustan Times, New Delhi, January 15, 2009 The detail news is available at http://sites.google.com/site/mloscsite/Home/important-files *Some Teachers and Librarians got exempted from NET/SET/SLET and some get conditional exemption as their proposals were sent by their Universities to UGC for exemption.* * * *3.* *Then, as per draft ugc notification on revision of pay scales, minimum qualifications for appointment of teachers in universities and colleges & other measures for the maintenance of standards, 2009, * *3.0.0. RECRUITMENT AND QUALIFICATIONS* *3.1.0 *The direct recruitment to the post of Assistant Professors, Associate Professors and Professors in the Universities and Colleges shall be on the basis of merit through all India advertisement and selections by the duly constituted Selection Committees as per the guidelines prescribed through this notification to be incorporated under the Statutes/Ordinances of the concerned university. The composition of such committees should be as prescribed by the UGC in this notification. *3.2.0 *The minimum qualifications required for the post of Assistant Professors, Associate Professors, Professors, Principals, Assistant Directors of Physical Education, Deputy Directors of Physical Education, Directors of Physical Education, Assistant Librarians, Deputy Librarians, Librarians will be those as prescribed by the University Grants Commission in this notification. *3.3.0 *The minimum requirements of a good academic record, 55% of the marks at the master’s level and qualifying in the National Eligibility Test, or an accredited test, shall remain for the appointment of Assistant Professors. *3.3.1 *Holders of Ph.D. degrees as on the date of notification of these regulations, along with those candidates who are awarded a Ph.D. degree through a process of admission, registration, course work and external evaluation as have been/or may be laid down by UGC through its regulations, and so adopted by the university shall alone be exempted from NET. Respected All, *Gmail provides you with an easy way to type and send e-mail in your language of choice* For those of you who prefer to communicate in Hindi but did not have an easy way to type and send e-mail in your language of choice, Gmail has something to offer you. Google has launched a new feature in Gmail that makes it easy to type e-mail in Indian languages. When you compose a new mail in Gmail, you should now see an icon with an Indian character. This feature is enabled by default for Gmail users in India. If you do not see this function enabled by default, you will need to go the "Settings" page and enable this option in the "Language" section. Once you click the Indian languages icon, you can type words the way they sound in English and Gmail will automatically convert the word to its Indian local language equivalent. For example, if a Hindi speaker types "*namaste*", it will get transliterated to its phonetically equivalent Hindi text. Gmail currently supports five Indian languages -- Hindi, Tamil, Telugu, Kannada and Malayalam. So you can select the language of your choice from the drop-down list next to the icon. According to Chandramouli Mahadevan, software engineer, Google, "We built this new feature using Google's transliteration technology, which is also available on Google India Labs, Orkut, Blogger and iGoogle. I hope you find this feature useful to communicate with those of your friends and family who prefer to write in their native language, and it will be available soon to businesses and schools using Google Apps. Now back to replying to all those Hindi e-mails I got from my family and friends today!" Google's Gmail service will celebrate its fifth birthday tomorrow. Gmail, known as Google Mail in Germany, Austria and the United Kingdom, was made available to the public by Google on 1 April 2004, after extensive rumours of its existence during testing. Dear Friends, Excerpts of Conference on ‘Scholarly Communication in India in the Age of the Commons (Open Access)’ organized by ICAST, NAL, Bangalore on 26th March 2009. The inaugural session of the conference begin with worm welcome by Dr. I. R. N. Goudar, Head of ICAST. Prof. Subbaiah Arunachalam, CIS, was briefed the significance of conference in the present scenario. Dr. A. R. Upadhya, Director, NAL was highlighted the importance of open access movement and its impacts on scholarly communication. Keynote address on ‘Journals, open access, copyright, repositories – some viewpoints from a academy’ was delivered by distinguished Vice President of Indian Academy of Sciences, Prof. N. Mukunda. He begins his speech with the Darwinian ideas of evolution and how it relates to open access movement. He emphasized on the number of research publication and how difficult to get the full text articles which are under the clutches of copyrights. Prof. Mukunda was also inaugurated the DRC@NAL. Dr. Poornima, Dy. Head, ICAST was the comparer of all the sessions of the conference and also briefed about the DRC@NAL. The first conference talk starts with Prof. John Willinsky of Stanford University on ‘Global and Local for Making Research and Scholarship Publicly Available’. He has quoted the Charles Darwin’s discovery of science and contributions of Newton. He has explained the today’s implications of openness and research publication of openness. He expressed that, he was very pleasure to speak in India about open access. This is because of Indian scientist convincing tactics on OA. He has quoted the example of Agropedia – the open access online resource. He says that Agropedia has great contribution for agriculture. He was raised the importance of open educations movement, open knowledge resources, open source software and mentioned some of the institutions and society’s open access movement (MIT’s, IIT’s, NAL etc.,). He said that, broadly open access software’s are available in 25 languages which are open to people of idea. He explained how IPR of Science is open to public and increase ness of open science. He has pointed out the role of scholarly societies in OA movement and need to build the effective secondary education in India. He has argues on scientific judgment to access the quality of OA journals. He has concluded with some of the aspects of human rights, how the OA movement reduce the cost of learning resources and increased quality. The second speaker was Dr. D. K. Sahu, MD & CEO of Medknow Publications, he spoke on ‘Economics and Citation Impact of Open Access Journal Publishing in India’. He has presented some of the facts and problems such as lack of qualities, low citations, low impact factors of developing countries journals article. He was emphasized on publicizing model and how research is converting into knowledge. He disclosed how the open access publishers sharing cost of publication. Most of their revenues and expenses are through advertisement (print & web), institutional membership of printed journals etc. He has made graphical representation of economics, visibility, research impact, imprint quality of some of the Medknow published journals. He says that, at present Medknow published 81 open access journals from eight countries and provides immediate free access to the full text articles. He concludes that fee-less-immediate-free model journals from the developing world could gain more readers, authors and improved citations. Prof. Leslie Chan of University of Toronto was the third speaker of the conference on the topic ‘From Institutional Repositories to a Global Knowledge Commons’. He has pointed out that, how OA enables peer to peer sharing networked information economy and he has highlighted the user driven innovations, dissemination of information through philanthropy. He has remembered the OA initiatives & contributions of late Prof. T. B. Rajashekar. He has explained the some of the benefits of OA, which includes, *global dissemination*cross disciplinary enquiry*new tools for discovery*greater control of intellectual output*improved citation ratio*fastening innovation* etc. He has mentioned few reputed OA publishers, they are *Bioline Intl.*Medknow*Public Library of Science* and he was quoted few self archives, they are *arxiv.org*eprints@iisc*opendoar*. The last speaker was Dr. Sunil Abraham, Director – Policy, Centre for Internet Society, Bangalore. His topic was ‘Academic and Scholarly Communications in the Realm of Laws: Copyrights, Patents, and the PUPFIP bill. He has pointed out the fair dealing of IPR, translations, reproduction of broadcast signals and importance of scholarly communication on society and the law. He explained the implications of Protection and Utilization of Public Funded Intellectual Property Bill (PUPFIP). He says that, this bill covers all research done in pursuance to government grants and *IP intangible property* *copyrights*trademark*patent*design*semiconductor design*plant variety*. The last and final session of the conference was panel discussion. The topic of discussion was ‘Scholarly Communication and Openness: Emerging Trends’. Prof. P. Balaram, Director of IISc., was panel chair and Prof. Wiilinsky, Prof. Chan, Dr. A. R. Upadhya, Mr. N. V. Satyanarayana, CMD, Informatics and Prof. Arunachalam were the members of panel. Prof. Balaram opines in discussion that, authors will be happy if articles accepted in reputed journals and most of them will not worry about copyrights. He says that lawyers are most worrying factors in OA movement. Prof. Willinksy opined that, IR are very much necessary and are not sufficient as of now. Dr. Upadhya viewed that, success of OA movement will depend on government policies and OA gives freedom for users than publishers and authors. He also opines that, IR are first hand information. Mr. N. V. Satyanaraya said that, the subscription rates of commercial journals are rising continuously and rate never comes down so far. He has given the costly royalty statistics of authors of commercial publications. He explained the author based model, how commercial publishers making money and cost based consumer behavior. He opines that, author is a major stake holder and author has to take decision in controlling the prices. He has mentioned the importance of IR National Standards especially for Standards for Archives. And also he opined that, OA are real challenges to authors. Prof. Arunachalam said that, National Knowledge Commission has to take initiatives of OA. Finally, the panel concludes that ‘Exclusivity should be broken’ and ‘providing access to scholarly communication is important than pricing’. The conference ends with honoring panelist and vote of thanks by Mr. Satyanarayana of NAL. The conference was well organized and there were around 300 participants from academic, industry, institutions, societies, publishing and other related disciplines. Dear Friends, Excerpts of Conference on ‘Scholarly Communication in India in the Age of the Commons (Open Access)’ organized by ICAST, NAL, Bangalore on 26th March 2009. The inaugural session of the conference begin with worm welcome by Dr. I. R. N. Goudar, Head of ICAST. Prof. Subbaiah Arunachalam, CIS, was briefed the significance of conference in the present scenario. Dr. A. R. Upadhya, Director, NAL was highlighted the importance of open access movement and its impacts on scholarly communication. Keynote address on ‘Journals, open access, copyright, repositories – some viewpoints from a academy’ was delivered by distinguished Vice President of Indian Academy of Sciences, Prof. N. Mukunda. He begins his speech with the Darwinian ideas of evolution and how it relates to open access movement. He emphasized on the number of research publication and how difficult to get the full text articles which are under the clutches of copyrights. Prof. Mukunda was also inaugurated the DRC@NAL. Dr. Poornima, Dy. Head, ICAST was the comparer of all the sessions of the conference and also briefed about the DRC@NAL. The first conference talk starts with Prof. John Willinsky of Stanford University on ‘Global and Local for Making Research and Scholarship Publicly Available’. He has quoted the Charles Darwin’s discovery of science and contributions of Newton. He has explained the today’s implications of openness and research publication of openness. He expressed that, he was very pleasure to speak in India about open access. This is because of Indian scientist convincing tactics on OA. He has quoted the example of Agropedia – the open access online resource. He says that Agropedia has great contribution for agriculture. He was raised the importance of open educations movement, open knowledge resources, open source software and mentioned some of the institutions and society’s open access movement (MIT’s, IIT’s, NAL etc.,). He said that, broadly open access software’s are available in 25 languages which are open to people of idea. He explained how IPR of Science is open to public and increase ness of open science. He has pointed out the role of scholarly societies in OA movement and need to build the effective secondary education in India. He has argues on scientific judgment to access the quality of OA journals. He has concluded with some of the aspects of human rights, how the OA movement reduce the cost of learning resources and increased quality. The second speaker was Dr. D. K. Sahu, MD & CEO of Medknow Publications, he spoke on ‘Economics and Citation Impact of Open Access Journal Publishing in India’. He has presented some of the facts and problems such as lack of qualities, low citations, low impact factors of developing countries journals article. He was emphasized on publicizing model and how research is converting into knowledge. He disclosed how the open access publishers sharing cost of publication. Most of their revenues and expenses are through advertisement (print & web), institutional membership of printed journals etc. He has made graphical representation of economics, visibility, research impact, imprint quality of some of the Medknow published journals. He says that, at present Medknow published 81 open access journals from eight countries and provides immediate free access to the full text articles. He concludes that fee-less-immediate-free model journals from the developing world could gain more readers, authors and improved citations. Prof. Leslie Chan of University of Toronto was the third speaker of the conference on the topic ‘From Institutional Repositories to a Global Knowledge Commons’. He has pointed out that, how OA enables peer to peer sharing networked information economy and he has highlighted the user driven innovations, dissemination of information through philanthropy. He has remembered the OA initiatives & contributions of late Prof. T. B. Rajashekar. He has explained the some of the benefits of OA, which includes, *global dissemination*cross disciplinary enquiry*new tools for discovery*greater control of intellectual output*improved citation ratio*fastening innovation* etc. He has mentioned few reputed OA publishers, they are *Bioline Intl.*Medknow*Public Library of Science* and he was quoted few self archives, they are *arxiv.org*eprints@iisc*opendoar*. The last speaker was Dr. Sunil Abraham, Director – Policy, Centre for Internet Society, Bangalore. His topic was ‘Academic and Scholarly Communications in the Realm of Laws: Copyrights, Patents, and the PUPFIP bill. He has pointed out the fair dealing of IPR, translations, reproduction of broadcast signals and importance of scholarly communication on society and the law. He explained the implications of Protection and Utilization of Public Funded Intellectual Property Bill (PUPFIP). He says that, this bill covers all research done in pursuance to government grants and *IP intangible property* *copyrights*trademark*patent*design*semiconductor design*plant variety*. The last and final session of the conference was panel discussion. The topic of discussion was ‘Scholarly Communication and Openness: Emerging Trends’. Prof. P. Balaram, Director of IISc., was panel chair and Prof. Wiilinsky, Prof. Chan, Dr. A. R. Upadhya, Mr. N. V. Satyanarayana, CMD, Informatics and Prof. Arunachalam were the members of panel. Prof. Balaram opines in discussion that, authors will be happy if articles accepted in reputed journals and most of them will not worry about copyrights. He says that lawyers are most worrying factors in OA movement. Prof. Willinksy opined that, IR are very much necessary and are not sufficient as of now. Dr. Upadhya viewed that, success of OA movement will depend on government policies and OA gives freedom for users than publishers and authors. He also opines that, IR are first hand information. Mr. N. V. Satyanaraya said that, the subscription rates of commercial journals are rising continuously and rate never comes down so far. He has given the costly royalty statistics of authors of commercial publications. He explained the author based model, how commercial publishers making money and cost based consumer behavior. He opines that, author is a major stake holder and author has to take decision in controlling the prices. He has mentioned the importance of IR National Standards especially for Standards for Archives. And also he opined that, OA are real challenges to authors. Prof. Arunachalam said that, National Knowledge Commission has to take initiatives of OA. Finally, the panel concludes that ‘Exclusivity should be broken’ and ‘providing access to scholarly communication is important than pricing’. The conference ends with honoring panelist and vote of thanks by Mr. Satyanarayana of NAL. The conference was well organized and there were around 300 participants from academic, industry, institutions, societies, publishing and other related disciplines. A small welcoming message at your library entrance.

Whatever tall claims we have, we should admit one fact-libraries are faced with steep decline in toll. Maybe for an argument anyone can come up with gate register records and issue statistics. But i feel quite sure, serious reading with a widened base is nearing its extinction among the youth in this post Googlian era. In the west, they pay no heed to book loses and librarians wouldn't walk around with rules and canes, maybe that is why libraries still survive there in spite of their very thin digital divide. i admit this is third world, amidst financial crunches and vicious bureaucracy, a librarian may not be able to do himself much. But the same time it should be borne in mind that it is not only the variety of the services and the extend of stock that attracts users and potential users. It is perhaps the ambiance, ergonomics ,the welcoming look of the library and above all the sympathetic behaviour of librarian. Lately, i decided to stick a welcoming message at the entrance of my library and sat with a brief thought, and came up with some thing like this. I would like to share this little piece of thought with one and all, and thanking you in advance if u can add or embellish this with your creativity .. This is your own library.... No one here to ask you, “why are you here?.” You can lay your hands virtually on anything you find here. You need not be here only if you are in search for something specific. And above all,here,you and your questions are always WELCOME. This message ends with a reassuring quote(a quote related with my intitution's motto) motivating the young minds who come in,instilling a feeling that they would fetch/ stumble upon something they need. When we librarians go far with debates on Hi-tech, may be these little things are pushed back to dark. These little things, the guides,the additions list, messages at notice boards etc etc definitely have a severe impact upon users' mind. Right now i expect a bright future for librarians,because at this pace, 10 years from now may be only we librarians would be left with the knowledge of how subjects are interconnected. i am saying this because, google and wikipedia are tools with high PRECISION and they are always accessible, and by using them very often, the upcoming generation is satisfied with a document if they find a specific definition, a formula and most often some key words in it. They are least bothered to know the out of the text book fundamentals and subject interrelations. Open access conference seeks to free research Amulya Gopalakrishnan Posted: Mar 26, 2009 New Delhi: When Newton famously remarked that if he had seen further than others, it was by "standing on the shoulders of giants", he wasn't just being modest. He was stating the simple fact that knowledge builds on previous knowledge, that the back and forth of ideas is vital for scientific achievement. Though the current proprietory publishing model is stacked against scholars, an emerging open access movement across the world aims to free scientific content - and India has big stakes in it. A conference in New Delhi brought together open access evangelists including Prof. John Willinsky of Stanford University, Prof Leslie Chan of the University of Toronto, Prof Surendra Prasad of IIT Delhi, Dr D K Sahu of MedKnow Publications, and Narendra Kumar of CSIR. Now, all research papers published from CSIR labs will be made open access, either by putting the full text on freely available institutional repositories or publishing directly in open access journals. Meanwhile, across the world, MIT has become the first university to throw open all its research papers through the online repository software DSpace. Globally, academic tenure and promotion is traditionally linked to research published in reputed, peer-reviewed journals. These journals are owned by commercial behemoths like Springer and Reed Elsevier, who own stables of journals in various disciplines, and dictate terms to university libraries. But in recent years, journal prices have shot through the roof. Now, after years of weary negotiation, and empowered by new digital infrastructure, universities are teaming up via free institutional repository systems, to pool and circulate their collective research. In India, institutes like NIT Rourkela have adopted super-archives like DSpace for another reason — to showcase their scientific output to global peers. "NIT doesn't have the research legacy of IIT or IISC — they needed the visibility," says NIT director Sunil Kumar Sarangi. Such a knowledge commons is especially valuable to developing countries — for instance, in agricultural research or public health, it is inexcusable that countries which could benefit most from the scientific debate are left out of the loop, simply because of prohibitive pricing (some journals cost up to 20,000 dollars, annually). This only widens the gulf between the state of research here and the US or Europe. Even research produced in India with our taxpayer money is sent to big-name commercial journals and all copyright signed away, putting it out of reach for the Indian scholarly community. But all that could change if open access journals become the norm. S K Sahu, who runs MedKnow publications (over 80 open access journals), also busted claims that content on such journals tends to vanish into the ether after a few years online.
