Studies suggest that the articles which are published in open access journals are more cited. In spite of all these, there are still many issues not completely resolved such as pricing models, peer reviewing, indexing, impact factor, archiving, and the stability of this new publishing model for scientific literature. The use of open standards can assure interoperability of diverse systems and long lasting preservation. This colloquium will discuss some important ways to achieve open access by exploiting open source software and open standards in creating institutional repositories. The colloquium will further discusses some light on major issues in achieving this. Workshop GEOINFORMATICS: PRINCIPLES AND APPLICATIONS IN URBAN ENVIRONMENT MANAGEMENT 1st June 6th June 2009 Details are available at: http://ces.iisc.ernet.in http://cistup.iisc.ernet.in http://ces.iisc.ernet.in/energy Background: Geoinformatics is increasingly being used to solve complex environmental problems in domains such as management of natural resources, land use planning and management, nature conservation, and environmental monitoring, require reliable spatial information and methodologies. Geoinformatics combines expertise from the fields of: - information and communication technology (ICT); - geographical information systems (GIS), remote sensing, GPS and mapping; - environmental and social sciences such as land use planning, geography, and communication. This workshop provides an overview of the key concepts and principles in Geoinformatics and its applications in environmental management, areas of global and national environmental concern. Various tools, which can be used to address environmental problems and the role that the professionals can play in managing environment in their respective areas would be discussed. The workshop is meant for faculty (recognized engineering colleges in India) and CiSTUP stakeholders. TA would be provided to the select teachers. Faculty desiring for Travel allowance need to send a brief write-up on Relevance of Geoinformatics in India and how Geoinformatics workshop would benefit their career. Application and write-up is to be routed through their institution. Selected outstation candidates would be paid TA three-tier train / bus fare by the shortest route from the place of work to IISc, Bangalore and back. But in this trend, there are many professional or i will call them as ill-minded people who are taking benefit of OPEN ACCESS journals to earn money. These people are selling their databases purely contained open access journals only. They collects open access jounals and other literature from the net and selling it to the libraries for higher cost. And We are paying for the content what is already free. So I Request you not to be trapped by such databases and enquire before subscribing such databases and their catagory whether these are subscription based journals or open access journals. National Union Catalogue of Scientific Serials in India (NUCSSI), the first indigenous database created at NISCAIR (erstwhile INSDOC) is now available on web. It can be accessed at www.niscair.res.in/nucssi. NUCSSI helps in locating serial holdings in S&T libraries of the country. This is integrated with e-mail for routing library/ user request information. NISCAIR has taken up the job of updating the database with the cooperation and support of participating libraries to provide information to users free of cost. Login based access has been given to libraries for validating/updating the holding information of new journal titles added and old journal titles discontinued/ deleted in their library. TOPIC: Institutional Archives and the Writing of Contemporary History SPEAKER: Mrs. Indira Chowdhury PLACE: Sarada Ranganathan Endowment for Library Science (SRELS) 702, 'Upstairs', 42nd Cross, III Block Rajajinagar, Bangalore - 560 010 DATE & TIME: Saturday April 25, 2009 at 6.00 p.m. ABOUT THE LECTURE: In this presentation, Speaker shall be drawing on her recent experience in setting up the Archives of the Tata Institute of Fundamental Science in Mumbai and focus on the factors that shape the writing of contemporary history. What are the resources that contemporary history can draw on to rediscover and document the environment in which particular events took place in the not too distant past? While setting up the Archives of the Institute Homi Bhabha built, it soon became clear that examining just the annual reports and technical papers were insufficient to understand the historical circumstances that gave birth to the Institute two years before Indian independence. What resources could then be used in understanding, accessing and assessing the influence of the environment on this particular formation? What kind of institution did Homi Bhabha, whose centenary year this is, aim to create when he set up TIFR? And finally, how does a historian tap into other kinds of resources to face the challenges that any institutional archives presents? A PhD in History from the School of Oriental and African Studies, London, her book The Frail Hero and Virile History (OUP, 1998) was awarded the Tagore Prize (Rabindra Puraskar) in 2000. Also interested in lexicography she also compiled the Supplement of Indian English words published in the Oxford Advanced Learner's Dictionary in 1995. In 2004, she published The First Promise - a translation of a major Bengali novel into English. She is based in Bangalore where she has set up Archival Resources for Contemporary History a Consultancy service for Institutions, families and communities. She is a Consultant Archivist for several institutions among them, Tata Institute of Fundamental Research, Mumbai, IIT Kanpur, Naandi, Hyderabad and Dr Reddy's Laboratory, Hyderabad. Which open source ILS is best? A short answer

Dear Friends, I confronted with this query at various occasions. My view towards this topic is follows. We have to consider the truth; no ILS is perfect in all aspects. If we learn in detail, we can find that each ILS (both commercial and open source) has its own strength and weakness. In the case of Koha (version 3.1) acquisition module has only basic features. Current acquisition module may not be suitable for big library system. It does not mean Koha is not good. Open source software development is community dependent and improving day by day with the help of users and developers across the world. Next release of Koha (3.2) will introduce new acquisition module with new features. Another freedom with open source ILS is the free availability. No trial version, you can try full version. You can install two or three popular open source ILS in your test machine and make a detailed comparative study. Go through all modules and try all features in each ILS. Check whether each ILS can match with your functional requirements in your library. Basic functional modules will be same with most of the open source ILS. But you can find certain features are more suitable for the library environment where software developed. Most of the open source ILS projects are originated from different countries. Koha developed for Harowhenua Library Trust, New Zealand, Evergreen developed for PINES consortium in USA and GNUTECA developed in Brazil. In certain cases open source ILS popular in one country may not be ready to use for libraries in other countries. For example PMB open source ILS is popular in France and more suitable for library environment there. NewGenLib genuinely developed for the requirements of Indian libraries and you can find more features suitable for Indian libraries. Health of an open source ILS project depends up on the degree of involvement by users and developers group. Users valuable suggestions are necessary to fix bugs, find usability problems and make more improvements. Koha has more community support than any other open source ILS. Other things we have to consider while selecting open source ILS are availability of detailed documentation, user friendly interface, standards for interchange of data, community and commercial support. -- Vimal Kumar V.
