SLCC was inaugurated by HE Ann Ollestad, Ambassador of Norway to India in the presence of Dr. R K Pachauri, Director- General TERI and other distinguished guests. While inaugurating the library, HE Ann Ollestad, said that the SLCC will in due course, develop as a repository of valuable information resources and services in the subject area that would be readily available to researchers, policy makers and business organizations dealing with climate change issues. She extended her complements to TERI for having conceptualized the need for such a library. "Since there was no specialised library anywhere in the country dealing with climate change, so we thought of having one. Dear All, With reference to the message posted by Dr Anil Singh it is purely true that the salary of library professionals is ignored by CPCs. The importance of their work is not acknowledged by CPCs. Now the professionals of autonomous bodies who has been working in Rs6500-10500(pre-revised) are also a suffering lot due to clubbing of all the three grades (Rs5000-8000, Rs5500-9000, Rs6500-10500). The problem is not solved yet. In autonomus bodies the designation is different from organisation to organisation also required qualification & experiences is not always same (it may be BLIS or MLIS) so it may be difficult while implementing part b of 6th CPC. Respected Professionals, As we know Visvesvaraya Technological University (VTU) is the Technical University of Karnataka established under the AICTE. In VTU the status of Librarians & Assitant Librarians are considered as group 'C' and Librarians are listed with FDC's, SDS's, Stenographers, Typists, Drivers etc., whereas status of Physical Directors are considered as Group B (Annexure VIII of VTU's Annual Report). But, most of the Engineering colleges (under VTU) has given teaching staff (equal to other HOD's of the departments) states to librarians with AICTE pay scales and designations such as Librarian, Senior Librarian, Selection Grade Librarian, Chief Librarian. With reference to the above, it has been noticed by one of my professional friend in lis-forum sometime back; But unfortunately so far no association and veteran professionals have not aired their views regard this. Request all the professionals who have been member of the associations write mail to respective associations and demand them to intervene in this issue. And make them to work for the welfare of the profession and professionals instead engage in routine activities, in the larger interest of profession. Some associations keen on increasing membership but has not responded to this matter and remained as deaf. Indian Institute of Geomagnetism is a premier research institute in the field of geomagnetism and allied areas of Upper Atmospheric Physics and Solid Earth Geophysics. The Institute is successor to the Colaba Observatory which was set up in 1823 by East India Company, and where the first magnetic observations were started in 1841. It became an autonomous research institute in 1971, was named as Indian Institute of Geomagnetism and is now under Department of Science & Technology. Apart from basic and applied research, the Institute operates 10 modern magnetic observatories spread across the country and has two research centres at Tirunelveli, Tamil Nadu and Allahabad, U.P. The Institute library has comprehensive collection in the subject area of geomagnetism and its allied fields. It has collection of more than 20,000 volumes of books and bound periodicals. Other formats like maps, reprints, reports and non book material are also available to the users. Library is fully automated and all the library operations are done using SLIM21. Library facilities are also made available to our observatory staff and two research centres. Pathetic condition of Professional Assistants

Dear Professional Colleagues, According to 6th pay commission the condition of Professional Assistants are pathetic. In the 4th pay commission, the Professional Assistants were in the pay scale of Rs. 1640-2900 which were equivalent to PGT’s in Kendriya Vidyalaya’s (KV’s) and Navodaya Vidyalaya’s (NV’s). In the 5th pay commission Professional Assistants were one step downgraded i.e., equivalent to TGT of KVs and NVs and the pay scale was 5500-9000. In 6th pay commission, again Professional Assistants have been downgraded by giving the pay band of Rs.9300-34800 + 4200GP which is equivalent to PRTs. And if situation continues like this than no doubt in the 7th pay commission the Professional Assistants will get the pay scale equivalent to LDC of Govt. of India. It is very sad to say that in spite of number of Library Associations working in India, no single association has raised this issue. Each and every association is only interested in upliftment of college and university librarians. Even nobody has shown any interest in School Librarian pay scales. But luckily school librarians are classified as TGTs, hence they are enjoying the benefits of TGT scales. In many Army Schools and other Public Schools in the country, librarians have been deprived by the new pay commission. If such type of step behavior will sustain, than in future young library professional will think hundred times to join in university and colleges below the post of Assistant Librarian. They will prefer to join as school librarian. Through this forum, I would like to request to all my fellow colleagues to raise this issue in all library associations and also write a letter to UGC Chairman to look into the matter. Until and unless we will not unite, no fruitful result will come. Shri N.V. Jagga Rao is no more

Dear All, We report with profound regret the passing away of Shri N.V. Jagga Rao, formerly Deputy Librarian, Central Institute of English and Foreign Languages, Hyderabad (now renamed as English and Foreign Languages University) on June 4, 2009, 8.30 pm, Visakhapatnam. He joined the LIS profession in 1957 and served it till he breathed last. After retiring from the CIEFL, he moved over to Visakhapatnam and played a key role in the building up of a big, highly successful public library--a joint effort of local library enthusiasts, LIS teachers and LIS professionals--in Visakhapatnam. At the time of his death, he was serving as librarian of a local engineering college in Visakhapatnam. Throughout his professional career spanning over five decades, Shri Jagga Rao maintained highest standards professional integrity serving variety of libraries such as the Central Institute of Leather Research, Chennai, the American Studies Research Centre, Hyderabad, and the British Library, Hyderabad. He abhored the practice of sponsorship of library seminars/conferences by library suppliers, and wrote a highly critical article several years ago in University News (a publication of the Association of Indian Universities) on this issue. After reading this piece, Shri Tejeshwar Singh (Managind Director of Sage Publications, & TV news reader) wrote a letter to Mr. Jagga Rao appreciating the latter's views. Shri Jagga Rao loved travel a lot and he used to enjoy sharing his experiences with his colleagues and friends. He was kind, considerate and always helpful towards his colleagues. With the passing away of Shri Jagga Rao, the Indian LIS profession has lost another great personality who dedicated his entire life serving the reading community with distinction and integrity. WORKSHOP ANNOUNCEMENT NCSI-IDRC Workshop on Library Automation Packages and Digital Library Software: July 27th to 31st and August 3rd to 7th, 2009 (http://dharmaganja.ncsi.iisc.ernet.in/workshop ) Two workshops of one week duration each on Library Automation Packages (LAP) and its integration with Digital Library Software is organised at National Centre for Science Information (NCSI), Indian Institute of Science (IISc), Bangalore from July 27th to 31st and August 3rd to 7th. Topics covered include installation, Staff-Client and OPAC modules of a few LAP and its integration with Digital Library Software on Linux (Ubuntu) platform. The workshop is organised as part of a project on ILAP carried out at NCSI, funded by The International Development Research Centre (IDRC), a Crown Corporation and an agency of the Government of Canada. One of the objectives of the project is to test the available technological tools for the development of union catalogue and to train manpower to implement union catalogue at their respective institutions/libraries. To fulfill this objective a series of workshop is organised. First workshop was organised from 5th to 9th January, 2009 and this is second and third workshop in the series.
