Karnataka State College Librarians’ Association and the importance of accountability

Dear Sir/madam, Recently we all the college librarians were trained for five days on various aspects of technologies which can be used for our day to day activities in our libraries in Gulbarga University in collaboration with the Department of Collegiate Education. The Karnataka State Librarians Association (KSCLA) was solely responsible for planning and making it a useful event. The president and the other office bearers must be congratulated for the good job they have done. On the other front we have to be critical of the conduct of the association in certain matters in the interest of stakeholders and the profession at large. As a college librarian it is proud that we have professional organization to protect the interest of the librarians but it has to be more transparent and proactive but not limited to mere felicitation. Why this has been discussed here is in last August the whole librarians’ day was dedicated to felicitation. Chief Guests were hardly left any time to speak on the issues important for the profession. In Gulbarga we all the participants were asked to subscribe “College News” brought out by the association and we did subscribe the magazine. It was not distributed as promised by the office bearers of the association and later they told us that it was posted to your personal address so far it has not reached us. There may be genuine reasons for not posting it. But for the growth of the association it is important to stand for what they promised us. There will be a meeting of college librarian on 5th March 2010 in Mysore. They have asked all the college librarian to come with certain amount of money and the agenda is to discuss six pay commission pay scale and other matters. There are other organizations to look into the matter. There are other problems in college libraries let us fight for that. There is no space for libraries in most of the colleges. Let us fight for providing space for libraries. Financial capital is important but it is intellectual capital we need for association to grow. Collect fund once in year or twice, time and again brought out the balance sheet, inform all the stakeholders involved in about the status. Organize talk by eminent personalities on important issues librarians are facing, associate with other library organizations to expand its scope and activities. Context and relevance Social network analysis as a field of study is growing rapidly and in popularity. It is now evolving into a new paradigm across academia, business, industry, popular culture and folklore. It is both an approach and a tool to uncover and understand the hidden side of connections that drive certain phenomenon involving a network of human players. SNA is the technique of mapping and monitoring the relationships and flow of information/knowledge between individuals, teams, organizations, electronic devices, URLs and other interconnected entities. With the success of social networking tools like Facebook, Twitter, Myspace and Orkut with the masses, their influence on the group behavior and opinions are being increasingly felt every day. SNA has gained currency as an effective tool to study those invisible paths or lines that show the ties or links between people, organizations and phenomena themselves. It has been deployed to uncover and visualize hidden patterns in as diverse groups as academic communities to terrorists communities; as diverse phenomenon as correlating performance and creativity to who will be the next US president. SNA is since being perceived from being a suggestive metaphor to an analytic approach to a paradigm, with its own theoretical statements, methods, social network analysis software, and researchers. Workshop Objective . Introduce the audience to the goals and perspectives of network analysis. o Understanding of network data and issues related to collection, validity, visualization and mathematical/computer representation. o Methods of detection and description of structural properties such as centrality, cohesion, subgroups, cores, roles etc. . At the end of the course, the participants will be, o Able to examine data in 'social networks way' o Identify and formulate network analysis problems o Solve them using network analysis software and o Interpret the obtained results. Software tool used for analysis: Pajek - Program for Large Network Analysis Who should attend? Healthcare Professionals Social network analysis has been used in epidemiology to help understand how patterns of human contact aid or inhibit the spread of diseases such as HIV in a population. Information Managers The evolution of social networks can sometimes be modeled by the use of agent based models, providing insight into the interplay between communication rules, rumor spreading and social structure. Administrative Agencies SNA can also be an effective tool for mass surveillance - for example the analysis of social networks to determine whether or not a particular individual has criminal tendencies. Innovators/Change Managers Diffusion of innovations theory explores social networks and their role in influencing the spread of new ideas and practices. Change agents and opinion leaders often play major roles in spurring the adoption of innovations, although factors inherent to the innovations also play a role. Brand Managers It has been widely accepted that the social networking sites have tremendous influence on forming opinions about products/brand. An understanding of the nature and dynamics of social networking can be invaluable. Marketing Executives The digital marketing age has brought with it a plethora of options to market once products and services. Also, public opinion and reviews have never been taken more seriously than after the advent of social networking sites. An understanding of the network analysis and tools to simulate them can be precious. Academic Researchers Since every discipline in this world- social sciences, humanities, science and technology-involve human actors, SNA has gained currency as an effective research tool .The SNA paradigm offers a new and different set of concepts and analytic tools, beyond those provided by standard quantitative (particularly, statistical) methods About the Speaker: Kevin Crowston is a Professor of Information Studies at the Syracuse University since 1996. Prior moving to Syracuse, he taught for five years at the University of Michigan Business School. He received his A.B. (1984) in Applied Mathematics (Computer Science) from Harvard University and a Ph.D. (1991) in Information Technologies from the Sloan School of Management, Massachusetts Institute of Technology. He has articles and book chapters on IT and new organizational forms. His current research projects include the NSF sponsored "VOSS: Theory and design of virtual organizations for citizen science" and "Collaborative Research: CRI: CRD: Data and analysis archive for research on Free and Open Source Software and its development." As Dspace and Greenstone enters its second decade, this article takes a retrospective look at its development, the challenges that have been faced, and the lessons that have been learned in developing and deploying a comprehensive open-source system for the construction of digital libraries internationally. Open source digital library packages are gaining popularity nowadays. To build a digital library under economical conditions open source software is preferable. This paper tries to identify the extent of adoption of open source digital library software packages in various organizations through an online survey. In this paper an on line survey has been done to find out the usability of these open source digital library software. It lays down the findings from the survey. ICRIER Working Paper No. 246 Socio-Economic Impact of Mobile Phones on Indian Agriculture by Surabhi Mittal Sanjay Gandhi Gaurav Tripathi ABSTRACT Information asymmetry acts as one of the major constraints on the growth of agricultural productivity in India. The more rapid growth of mobile telephony as compared to fixed line telephony and the recent introduction of mobile-enabled information services provide a means to overcome existing information asymmetry. It also helps, at least partially, to bridge the gap between the availability and delivery of agricultural inputs and agriculture infrastructure. This paper investigates a series of questions that explore this topic: What kinds of information do farmers value the most to improve agricultural productivity? Do mobile phones and mobile-enabled agricultural services have an impact on agriculture? What are the factors that impede the realisation of the full productivity enhancing potential of mobile phones? The study found evidence that mobiles are being used in ways which contribute to productivity enhancement. As mobile penetration continues to increase among farming communities and information services continue to adapt and proliferate, the scope exists for a much greater rural productivity impact in the future. However, to leverage the full potential of information dissemination enabled by mobile telephony will require significant improvements in supporting infrastructure and capacity building amongst farmers to enable them to use the information they access effectively. Dear Colleagues, Indian Association of Special Libraries and Information Centres (IASLIC) is planning to brining out Professor Ganesh Bhattachariyya Memorial Volume, IASLIC Special Publication 'INDIA’S CONTRIBUTION TO KNOWLEDGE ORGANIZATION'. As we all know Prof.Ganesh Bhattacharyya's contribution to Library and Information Science in immense. He was man of high stature and a thorough professional. Prof.G.B. is taught and practised not only in India but in many countries of the world. He was a Head of the Documentation Research and Training Centre, Indian Statistical Institute and faculty there for more than two decades. He also headed the department of Library and Information Science, of University of Western Ontario, Canada and School of Information Studies for Africa(SISA), Addis Ababa University, Ethiopia. On the personal front Prof.G.B. was adored by the professionals he worked with and is always remembered with utmost love and respect by one and all. He is aptly described as a “Man with no Malice.” To commemorate this truly unforgettable personality, IASLIC has planned to bring this memorial volume. The proposed volume will be in two parts. Subject: Fw: News Release: How to build a business case for an Open Access policy 25 February 2010 News Release How to build a business case for an Open Access policy A new report launched today (25 February 2010) shows how universities can work out how much they could save on their profit and loss accounts as well as increasing their contribution to UK plc when they share their research papers through Open Access. The ‘modelling scholarly communication options: costs and benefits for universities’ report, written by Alma Swan, is based on different types of university. It shows how universities might reduce costs, how they can calculate these saving and their greater contribution to society by following an Open Access route. Neil Jacobs, programme manager at JISC says, “This is the first time that universities will have a method and practical examples from which to build a business case for Open Access and to calculate the cost to them of the scholarly communications process. For example working out the value of researchers carrying out peer-reviewing duties or the comparative costs of the library handling of journals subscribed to in print, electronically, or in both formats. “As universities such as Edinburgh, Salford and UCL lead the world to mandate self-archiving and adopt Open Access policies, this report gives evidence to help universities make informed decisions about how their research is disseminated. There are still issues to overcome and the benefits of adopting an Open Access route can be seen through economies of scale, the more researchers disseminate their work through this route the greater the benefits.” The key findings from the report show: • The annual savings in research and library costs of a university repository model combined with subscription publishing could range from £100,000 to £1,320,000 • Moving from Open Access journals and subscription-funding to per-article Open Access journal funding has the potential to achieve savings for universities between £620,000 per year and £1,700,000 per year if the article-processing charge is set at £500 or less • Savings from a change away from subscription-funding to per-article Open Access journal funding were estimated to be between £170,000 and £1,365,000 per year for three out of the four universities studied when the article-processing charge is £1000 per article or less • For the remaining university in the study a move from subscription-funding to the per-article Open Access journal funding saw the university having to pay £1.86m more in this scenario Jacobs adds: “While some research intensive universities may pay more for the subscription-funding to per-article Open Access journal scenario, it should be noted that many research funders, including the Research Councils and Wellcome Trust, may contribute article-processing charges as a part of normal research grants, so that all universities have a potential source of income to cover the majority of such costs. “JISC is working with partners in the sector to overcome the barriers which exist to adopting Open Access.” The report focussed on three approaches to Open Access: Open access journals - content freely available online using a business model that does not rely on subscriptions Open access repositories – the current subscription-based system is supplemented by the provision of Open Access articles in repositories Open access repositories with overlay services – content is collected in repositories and service providers carry out the publishing services necessary, for example the peer-review process Martin Hall, Vice Chancellor at the University of Salford says: “We have recently implemented an Open Access mandate to self-archive. The reason we decided to adopt this approach is that evidence shows that research published online has higher citations and can also be used as a way to promote our competitiveness internationally.” If you’re looking to implement an Open Access policy here are four aspects to consider: • Consult across the whole the university on the barriers and benefits of implementing an Open Access policy • Invest in a university repository; the small investment in setting one up will yield benefits in managing and sharing a university’s research outputs • Set up financial processes to manage income and expenditure for Open Access publication charges; this will help researchers publish in Open Access journals • Promote the Open Access policy and procedures to all staff to provide researchers with clear guidance on the opportunities open to them. As per notification no.Ad.F1/15560/2008 dated 22/11/2008, calicut university invited applications for the selection of library assistants and the exam is proposed to conduct on 7/3/2010.the interesting fact is that the syllabus for written test (objective type) (75 marks) will be based on general english,general knowledge,and test of reasoning and there will be no questions from library science!!!!
