[ELF] Plan to lift ban on deemed tag

New Delhi. May 7: The human resource development ministry is preparing to again start awarding deemed university status to institutions, lifting a ban it had imposed in June 2009, officials have told The Telegraph. The move comes after a massive pile-up of applications from institutions aspiring to the deemed tag, which allows them to award degrees without direct legislative scrutiny unlike full-fledged universities. But the decision to re-open the deemed university “bazaar” — as some officials jokingly referred to the move — comes amid a feeling that the tough new regulations adopted will help enforce standards at these institutions. The new regulations — reported by The Telegraph on April 20 — require new aspirants to hold the highest possible rating that is offered by accreditation agencies. Institutions must exist as colleges for 15 years before they become eligible for deemed university status. They are also barred from offering distance education courses. The ban on awarding deemed university status was formally put in place by HRD minister Kapil Sibal on June 4 through an order to the University Grants Commission. The UGC was also asked to conduct an inquiry into all 130 institutions already granted deemed university status. The ministry conducted a parallel probe. While the UGC probe recommended that all 130 deemed universities be allowed to retain their tag, the ministry review found 88 of them unfit. It suggested that 44 among these 88 be given three years to try and improve their standards. It also recommended that the remaining 44 be stripped of their deemed status immediately. The Supreme Court is hearing a case on these deemed universities. The Centre had asked the Supreme Court to stay admissions to these 44 deemed universities till it decided the issue, but the court has turned the request down. [ELF] HC stays order making NET must for lecturer posts

CHENNAI: A single judge order upholding the UGC's decision to withdraw the exemption given to those who had completed MPhil before 1993 from clearing the National Eligibility Test (NET) or State-Level Eligibility Test (SLET) for appointment as lecturers has been stayed by a division bench of the Madras high court. The bench comprising Justice Elipe Dharma Rao and Justice KK Sasidharan stayed the order on an appeal filed by three guest lecturers working in government colleges on contract basis, without the NET/SLET qualification. It all started with a UGC notification dated July 11, 2009, noting that henceforth NET/SLET qualification would be the minimum eligibility for all lecturer-aspirants, including those who had completed their MPhil before December 31, 1993. That is, the notification effectively dispensed with the exemption that had been extended to those who had completed their MPhil degree before the cut-off date, from clearing the NET/SLET. The state government issued a consequent order on March 29. Challenging the notification and the consequent GO, a batch of writ petitions were filed in the high court. Last month, a single judge upheld the validity of the notificiation and the GO. Assailing the order, the present writ appeal has been filed by the guest lecturers, who contended that guest lecturers possessing pre-1993 MPhil degree were working in various colleges for a period ranging from seven years to 13 years. They said the state government must either come out with a regularisation scheme as a one-time measure or give reasonable time' for such candidates to equip themselves and clear the NET/SLET examination. Opinion on Stock verification process.....

Dear Library Professionals, I am working in an Engineering college in Pune (Maharashtra) as an Library Asst. since last 3 years. Every year we conduct stock taking process. But every time may be due to lack of sufficient staff we could not conduct it satisfactorily. We are having 25000 books collection. and printed journals near about 2000., Furniture items around 300 etc. Also our management says that circulation must be continued while stock verification. Circulation can not be stopped because every year they suggest to conduct this activity while students examination is going on. Another problem is committee members do come at their convenient time and attend their duties. In the last everyone realizes that all is not well and a report can not be generated. So what can you suggest in regard so that stock taking process will not become hard duty. What is the method for stock verification so that within a week process can be completed and an accurate report can be generated, considering that there are only 5 to 6 people available for the process. WSIS Forum 2010: Turning Targets into Action - towards 2015 07-05-2010 (Paris) The year of 2010 marks a turning point for assessing the progress made towards WSIS implementation during the past five years and for proposing new strategies to ensure the achievement of the World Summit on the Information Society (WSIS) goals by 2015. The WSIS Forum 2010 will be held from 10 to 14 of May 2010 at the ITU Headquarters in Geneva, Switzerland. The organizers, UNESCO, ITU, UNCTAD and UNDP set-up an exceptional event: More than 800 participants have registered. Four heads of UN agencies, many ministers, CEOs, civil society, representatives from academia and other stakeholders will participate in a week full of high-level debates, facilitation meetings, thematic workshops, interactive sessions, knowledge exchanges and kick off meetings. There will also be an exhibition and several publication releases and two receptions for the participants. This years WSIS Forum agenda was created based on open consultations with WSIS stakeholders (see www.wsis-community.org) UNESCO will contribute to the organization of two high-level debates on social networking and ICTs for disaster management, as well as interactive sessions on Action Lines in which UNESCO is responsible including: C3 & C7: Access to scientific information; C3: ICTs and persons with disabilities; C3: ICT and gender C7: Education and ICTs C8: Multilingualism C8: Indigenous Peoples – a thematic workshop C9: Community media for disaster preparedness and; C10: Info ethics. South-Asian countries raise awareness about freedom of information 05-05-2010 (New Delhi) UNESCO's Office in New Delhi commemorated World Press Freedom Day on 3 May with the South-Asian regional consultation on Freedom of Expression: The Right to Know. The meeting was organized in cooperation with the Department of Information of the Maldives government in Male on 3 and 4 May. The consultation focused on the right to information in South Asia, its significance as a monitoring tool for transparency and accountability, and as an empowerment tool for communities. The right to information is recognised as a fundamental right, but it requires the backing of governments, the civil society, the media and the judiciary. All these actors were represented at the regional consultation. They came from Bangladesh, Bhutan, India, Maldives, Nepal, Sri Lanka and Pakistan. Participants shared experiences, information and best practices and discussed ways in which South-Asian information institutions may be strengthened. Armoogum Parsuramen, Director of UNESCO's Office in New Delhi, emphasized in his opening speech the significance of freedom of information in a globalized digital world. He also stressed the importance for governmental agencies to publish and for citizens to access information in order to prevent corruption and to increase accountability. The consultation culminated in the launch by the President of Maldives, Mohamed Nasheed, of a series of initiatives to encourage journalistic excellence in local media, such as a package of training workshops for media professionals and an award for the best journalist of the year. Dear Mr. Ghani, Thanks for showing the other side of the coin. I think this is an endless loop to blame the system, it is not only found in our profession but spread in all the disciplines. In my view, there is no parameters of quantity research, I can give many examples of great personalities in our profession who did there Ph.D along with the job and they are now prominent researcher. Its matter of research approach and hard work they made. You cannot tell that the people, who are doing their Ph.D by seating at the department, can only produce the useful theses. We can’t change the system in a day, but definitely we could aware about these facts and can put our efforts to make this profession as a respectable profession. In my personal view, money is not matter at all for prominent researcher and academician. Exception is everywhere and every profession, and we can’t remove in a day as our whole system is made like that. Govt is working towards improving the quality of higher education and certainly the things are moving faster and we could see the improvement in coming future. In this direction recently UGC has made the guidelines for minimum requirements to award the PhD degree, and also increased the nos. of JRF positions to promote the research and development. It’s a good indication for Indian research. As I noticed in the various vacancies coming to our field , It has clearly mentioned that those who has awarded PhD degree with UGC Regulation 2009 is exempted from the NET, it means the Ph.D is definitely going to be a good work with number of good publications not the useless efforts. So it does not matter that you are doing your ph.d along with your job, the work should be innovative and should have implication in respective field. 13 Ways to Protect Your Computer System

Dear colleagues, Like my last week posting on digital security and in addition to installing security products, follow these simple, common-sense precautions to reduce exposure and protect system. Let me clearly mention that passwords being used in gmail, yahoo mail, etc can be seen clealy if password cracker software are run on the systems you are using. This softwares are freely available on internet also. Do not open e-mail attachments from an unknown, suspicious, or untrustworthy source. If you're not familiar with the sender, do not open, download, or execute any files or e-mail attachments. Do not open an e-mail attachment unless you know what it is, even if it appears to come from a friend or someone you know. Some viruses replicate themselves and spread via e-mail. Stay on the safe side and confirm that the attachment was sent from a trusted source before you open it. Do not open any e-mail attachments if the subject line is questionable. If you feel that the attachment may be important to you, always save the file to your hard drive before you open it. Delete chain e-mails and other spam from your inbox. It's best not to forward or reply to messages like these. Unsolicited, intrusive mail clogs up networks, may contain annoying or offensive content, and may result in security and privacy risks. Exercise caution when downloading files from the Internet. Make sure that the Web site is legitimate and reputable. Verify that an anti-virus program has checked the files on the download site. If you have any doubts, don't download the file at all. If you download software from the Internet, be especially vigilant of free software, which often carries adware or other potentially unwanted content along with it. Always read the privacy policies and end-user license agreements (EULAs) for software you install, regardless of the source. Be especially wary of screensavers, games, browser add-ons, peer-to-peer (P2P) clients, and any downloads claiming to be “cracked” or free versions of expensive applications, such as Adobe® PhotoShop® or Microsoft® Office. Avoid downloads from non-Web sources altogether. The chances of downloading infected software from Usenet groups, IRC channels, instant messaging clients, or P2P is very high. Links to Web sites seen in IRC and instant messaging also frequently point to infected downloads. Avoid obtaining your software from these sources. Update your anti-virus software often. Threats are on the increase, and they are constantly evolving. Hundreds of viruses are discovered each month. To make sure that you are protected against the newest breed of threats, update your anti-virus software frequently. That means downloading the latest virus signature files and the most current version of the scanning engine. Back up your files frequently. If a virus infects your files, at least you can replace them with your back-up copy. It's a good idea to store your backup files (on CDs or flash drives) in another secure physical location away from your computer. Update your operating system, Web browser, and e-mail program on a regular basis. For example, you can get Microsoft® security updates for Microsoft® Windows® and Microsoft® Explorer at http://www.microsoft.com/security. Vigilance is the best defense against phishing scams. “Phishing” describes scams that attempt to acquire confidential information such as credit card numbers, personal identity data, and passwords by sending out e-mails that look like they come from real companies or trusted individuals. If you happen to receive an e-mail message announcing that your account will be closed, that you need to confirm an order, or that you need to verify your billing information, do not reply to the e-mail or click on any links. If you want to find out whether the e-mail is legitimate, you can contact the company or individual directly by calling or writing to them. Do not open messages or click on links from unknown users in your instant messaging program. Instant messaging can be a vehicle for transmitting viruses and other malicious code, and it’s another means of initiating phishing scams. Use a personal firewall. A software firewall runs on your PC and can protect you from both inbound and outbound attacks. Read pop-up message before clicking OK button. Most of the users click ‘OK’ button on POP-UP windows without reading the message. A malicious software may be asking permission before getting installed. The N-LIST project provides access to more than 2,100 electronic journals and 51,000 electronic books to students, researchers and faculty from colleges and other beneficiary institutions through server(s) installed at the Information and Library Network (INFLIBNET) Centre. "Authorized users from colleges can now access e-resources and download articles required by them directly from the publisher's website once they are duly authenticated as authorized users through servers deployed in the INFLIBNET Centre," said an official press release. Faculty, staff students and researches from colleges covered under section 12B of University Grants Commission (UGC) Act are eligible to access e-resources through the N-LIST project. These colleges are required to register themselves on the N-LIST Website. Currently, 665 colleges are registered members. Registered colleges are issued Log-in IDs and passwords for their authorized users including faculty, staff, researchers and students. Colleges that are not covered under 2F/12B Act of the UGC may join as N-LIST Associate Members. The N-LIST Project is being jointly executed by the UGC-INFONET Digital Library Consortium, INFLIBNET Centre and the (INDEST-AICTE) Consortium, Indian Institute of Technology (IIT) Delhi. The project provides for cross-subscription to e-resources subscribed by the two Consortia, i.e. subscription to INDEST-AICTE resources for universities and UGC-INFONET resources for technical institutions. It also provides access to selected e-resources to colleges. Also present at the launch were Ashok Thakur and Sunil Kumar, Additional Secretaries in the Ministry of HRD and also N.K. Respected Forum Members, We are in need of your valuable reply on AICTE's Library requirements please clarify below mentioned doubts. 1. As per AICTE how many National and International print Journals required for getting approval for PGDM/MBA course.? 2. What is the criteria to say international journal like place of publication or international reputation ? 3.
