[Final Reminder] Dr T.B. Rajashekar Memorial (17th) Webinar-based Online Lecture, 2022, on Saturday, 21 January 2023, at 11 a.m.
by Francis Jayakanth 20 Jan '23

20 Jan '23

Dear All, Greetings from the NCSI-Net Foundation (https://ncsinet.in/) NCSI-Net Foundation, in association with the J.R.D. Tata Memorial Library, Indian Institute of Science, Bengaluru, cordially invites you and your colleagues/students to Dr T.B. Rajashekar Memorial (17th) Lecture, 2022, on "Role E-Prints/Preprints in Scholarly Communication." By: Dr T. S. Kumbar Advisor (Library & Institute Archives) Indian Institute of Technology Gandhinagar Palaj, Gandhinagar 382 055| Gujarat. Date & Time: Saturday, 21 January 2023 at 11 a.m. Webinar Link: http://bit.ly/3HQAYjA Note: the webinar will be held on the Microsoft Teams platform. If you try to join the meeting using a smart phone, you will have to install the Teams application on your smartphone. The talk will be presided over by: Professor Subbiah Arunachalam, Visiting Professor, DST Centre for Policy Research, Indian Institute of Science, Bengaluru. Abstract of the talk: The traditional model of scholarly communication is undergoing a major change. For a long time, peer-reviewed journals formed as a widely accepted and recognised research communication channel. This model of communication has its advantages and disadvantages. With the advent of the web, a greater push for open access, especially open science frameworks and the urge to share research results among the scientific community much faster than the traditional journals lead to the emergence of preprints. Recently, COVID-19 accelerated the process and focused on Preprints more than before. The physics, mathematics and computer science researchers took the lead and redefined how scholarly communication must take by setting up a preprint archive, viz. arXiv.org as early as 1991. This preprint archive has set an example and brought in major changes. As a result, we now see more than a dozen active preprint archives that have gradually embedded themselves as one of the accepted channels of scholarly communication by researchers, funding agencies, publishers, and institutions. Considering that the fast and significant developments are taking place in preprints which should be of greater interest to library professionals, the talk will focus on the history of preprints and the current landscape, perspectives on preprints: advantages, disadvantages, concerns and challenges. The talk will also cover other areas such as technical infrastructure, models of preprint servers, key players in the preprints landscape and their roles, developments in the Open Science Framework Platform, aggregators, discovery platforms and other related aspects. An attempt will be made to briefly cover the role that the librarians can play in creating an awareness among researchers, academicians, and institutions not just to value preprints as a source of information, but also to recognise them as the very first place to share their research. A small case study carried out recently by IIT Gandhinagar Library will also be covered. An effort will be made to draw attention to ongoing discussions about social media coverage, open peer review and future developments as expressed by the experts in the scholarly communication domain. About the speaker: Dr T. S. Kumbar is currently (Nov 2021) working as Advisor (Library & Institute Archives) at IIT Gandhinagar. He has worked at the same Institute for almost a decade (since Feb 2012) and was actively engaged in setting up a state-of-the-art library service. Prior to this, he worked as Chief Librarian at DA-IICT, Gandhinagar, where he set up the library services from the very beginning. He was also with INFLIBNET Centre as Scientist D, where he initiated a number of new programs, including SOUL Software, E-Resources Consortium, Union Catalogues, ETD, DDS, and Retrospective Conversion, to name a few. Before moving to INFLIBNET, Dr Kumbar worked as Assistant Librarian at IIT Bombay, supervised serials, information services, and resource sharing and was involved in automating the library. Dr Kumbar holds PhD in Library Science from Gulbarga University, for which he was awarded Gold Medal. He has published more than 30 research papers and edited quite a few volumes in the areas of Library science. He is a recipient of • Fulbright Fellowship in Library & Information Technology 2001 • Canadian Faculty Research Fellowships 2006 • American Library Association Fellowship 1995-96 He has been awarded ‘Best Young Librarian’ by Satkal Trust and ‘Best Librarian’ by MANLIBNET in recognition of his contributions to the Profession. IIT Gandhinagar also honoured him with a long service award in 2022. He is a member of over a dozen national and international professional associations, including IFLA, ALA, SLA and NDLTD, and has been actively contributing to their activities and has been a member of committees setup by DST, MoE’s E-ShodhSindhu National Consortium. He currently serves as a member of the Library Advisory Committee of two universities and was on the Board/Council of ACM & IEEE, USA. About Professor Subbiah Arunachalam Prof. S. Arunachalam is globally known for his expertise in Scientometrics and their use for assessing the research impact on a wide scale ranging from individuals and departments to institutions and countries. He is probably the first in India to do scientometrics research and to talk about and advocate open access. His interests include scientometrics, science policy, information science, public understanding of science, openness in scholarly communication, ICT for Development and rural knowledge centres and improving information access for both scientists and the rural poor. He is one of the earliest in developing countries to use citation indexes to study developments in science and science policy. He was instrumental in CSIR, DBT and DST adopting Green open access as official policy. He is probably the only Indian Hon. Fellow of CILIP, UK. We look forward to seeing you at the event. With best regards, Francis Francis Jayakanth J.R.D. Tata Memorial Library IISc, Bengaluru - 560012 francis at iisc.ac.in

RFID Workshop : Knowledge Series II : Salem (Tamil Nadu)
by Tushar Popat 12 Jan '23

12 Jan '23

Dear Librarians, Namaste from RapidRadio Solutions. We are pleased to announce *"RFID Workshop - Knowledge Series II"* - an initiative/effort from RapidRadio to share the knowledge of *RFID Technology & its Integration with LMS* with the community. The workshop sessions shall be conducted at different institutes across India between 30th Sept 2021 to 31st March 2023. Detailed list of institutes and respective workshop dates will be available on https://rapidradio.co.in/library/workshop/. Keep checking the same for updated workshops. *The upcoming RFID Workshop is at SCHOOL OF ALLIED HEALTH SCIENCES, VMRF(DU), Salem, Tamil Nadu on 04 February 2023.* RapidRadio along this journey of 15 long years have acquired more than 250 library clients across India & surrounding countries. We are thankful to the library fraternity for trusting this Indian RFID manufacturer and helping us to become one of the leading players in the RFID Automation market for libraries. Over these years we have seen that the decision to purchase RFID systems & executing the project, after the decision is made, has been one of the toughest jobs for the librarian & the institute as a whole. We strongly feel that librarians who have already implemented RFID in their libraries should come forward and share their experiences with fellow librarians on how they go about this difficult decision making process. We wish to facilitate and encourage such experience sharing during workshop sessions. The complete list of speakers will be available on the web page who would be speaking at different sessions. We welcome one and all from the Library fraternity to participate in this event through filling up the registration form. Fwd: Nature announces support for authors from over 70 countries

FYI ---------- Forwarded message --------- From: LIBLICENSE <liblicense(a)gmail.com> Date: Wed, Jan 11, 2023 at 6:25 AM Subject: Nature announces support for authors from over 70 countries To: <LIBLICENSE-L(a)listserv.crl.edu> From: Ann Shumelda Okerson <aokerson(a)gmail.com <asokerson(a)gmail.com>> Date: Tue, 10 Jan 2023 12:02:42 -0500 *Authors from low-income and lower-middle income countries to be able to publish for free in Nature and the Nature research journals * London | Berlin | New York, 9 January 2023 From today, primary research from authors from over 70 countries classified by the World Bank as low-income (LIC) or lower-middle-income economies (LMICs) accepted for publication in either *Nature *or one of the Nature research journals (e.g. *Nature Chemistry*, *Nature Sustainability*) can now be published Gold open access at no cost. This move recognises that local funding is rarely available for publishing OA in specialist journals like *Nature*, whose characteristics such as in-house editorial teams and low acceptance rates make it difficult for authors from these countries who are less well-funded. Rights retention a must at Univ. Leeds
by Subbiah Arunachalam 08 Jan '23

08 Jan '23

Richard Poynder (@RickyPo) tweeted at 4:30 pm on Sun, Jan 08, 2023: University of Leeds: New Publications Policy makes rights retention a must https://t.co/gbMp4leAgw ( https://twitter.com/RickyPo/status/1612041627324895233?t=nw7jEnXwu2dF8I_uAo…) By the way, Leeds is not the first to adopt a Rights Retention policy. As far as I know, not a single institution in India has a Rights Retention policy. Many institutions do not even have an open access policy. But there is no need to despair. Now that we want India to become the Vishwa Guru, soon the new STI policy (work on which commenced three years ago) will be out and Open Access, Open Science and Rights Retention policies will follow quickly. Best wishes. Subbiah Arunachalam -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Fwd: In France, the total cost of article processing charges has tripled between 2013 and 2020
by Shamprasad Pujar 06 Jan '23

06 Jan '23

FYI ---------- Forwarded message --------- From: LIBLICENSE <liblicense(a)gmail.com> Date: Fri, Jan 6, 2023 at 7:35 AM Subject: In France, the total cost of article processing charges has tripled between 2013 and 2020 To: <LIBLICENSE-L(a)listserv.crl.edu> In France, the total cost of article processing charges has tripled between 2013 and 2020. It is likely to double in the next decade. Hello, The French Ministry of Higher Education and Research, and the French Open Science Committee, have funded a research about the cost of APC at national level. Now we have a national estimation of the total cost for article processing charges, 30M€ / year. The cost has tripled in ten years. The cost will probably double again in the next decade. The report is there : https://www.ouvrirlascience.fr/retrospective-and-prospective-study-of-the-e… You will find, enclosed, a poster summarizing the results. Best regards Marin Dacos https://www.ouvrirlascience.fr/how-much-do-apcs-cost-french-research-instit… How much do APCs cost French research institutions? 2–3 minutes ------------------------------ *The French Ministry of Higher Education and Research publishes a study that quantifies the costs generated by article processing charges for French research institutions since 2013 and predicts their evolution by 2030.* The *Retrospective and prospective study of the evolution of APC costs and electronic subscriptions for French institutions* <https://www.ouvrirlascience.fr/retrospective-and-prospective-study-of-the-e…> quantifies the costs generated by the open access publishing model based on authors paying article processing charges (APC). The study relies on an innovative methodology and on a dataset including more than one million articles published by researchers affiliated to French institutions between 2013 and 2020. In its retrospective part, it establishes that the total costs of APC have tripled over this period, reaching €31 million in 2020. At that time, a quarter of the articles by French-based researchers gave rise to the payment of APCs. In its prospective version, the study estimates that the total cost of APCs would be 50 M€ in 2030 if the current trend continues and could reach 68 M€ in an alternative scenario of acceleration. For French research institutions, the costs generated by the publication of their researchers’ work in journals with APCs comes in addition to the costs of electronic subscriptions. Estimated at 87,5 M€ in 2020, this expenditure could reach 97,5 M€ in 2030. The study, carried out jointly by Datactivis <https://datactivist.coop/en/>t and Pleiade Management and Consultancy <https://pleiade.nl/en/>, was monitored by a steering committee comprising the French Ministry of Higher Education and Research, Couperin (Unified Consortium of Higher Education and Research Organizations for Access to Digital Publications) and the French National Center for Scientific Research (CNRS). A poster <https://www.ouvrirlascience.fr/wp-content/uploads/2022/12/APC_Cost_Study_Po…> presents the main results of the study. -- French Coordinator for Open Science To the Director-General for Research and Innovation and Director General for Higher Education and Professional Integration Ministry of Higher Education and Research – France * * * 1, rue Descartes – 75231 Paris cedex 05 (33) 6 88 89 52 85 (33) 1 55 55 81 87 *esr.gouv.fr* <https://www.esr.gouv.fr/> https://orcid.org/0000-0002-9361-5295 [image: mail_signa_mesr_2022-Dgesip-Dgri]
