The Indian Institute of Science and the Centre for Internet and Society are holding an afternoon workshop on Wednesday the 2nd of November on the topic of 'Open Access to Academic Knowledge'. The event will take place in the Seminar Hall of the National Centre for Science Information, within the Indian Institute of Science from 14:30 to 17:00.The event will involve a few short presentations and then a discussion. IATLIS Awards – Call for Nominations In the last general body meeting of the Indian Association of Teachers of Library and Information Science (IATLIS) held on 18 November 2010 at University of Pune, Pune, the increase in the number of LIS teachers and IATLIS members was highly appreciated. In view of the increase of LIS teachers and members, it was resolved to give the following awards on an annual basis. Therefore, IATLIS invites nominations from LIS teachers /professionals / researchers for the following two awards: 1. IATLIS – Motiwale Best LIS Teacher Award 2011 2. IATLIS – Mrs. Ratna Laxman Rao Best LIS Teacher / Professional Award 2011 Eligibility for IATLIS – Motiwale Best LIS Teacher Award, and IATLIS – Mrs. Ratna Laxman Rao Best LIS Teacher / Professional Award: Executive Council Members of IATLIS are not eligible to be nominated for these awards. The nominee should have at least 10 years of teaching experience at the post-graduate level or 10 years professional experience at a senior level, and should be in service. A person can receive the award only once and one person can nominate only one LIS teacher / professional for each award at a time. Nominations on plain paper should be accompanied by bio-data, list of publications, details of professional activities, and contribution to IATLIS activities. The nominations will be considered by an Awards Committee constituted by the IATLIS Executive Committee. An award will not be given in case majority of the Committee Members feel that no one has been found suitable for that award. The documents being various types such as: CDROMs - received with books / journals Only CDROMs / DVD - but now unavailable for purchase Loose Issues - Very old Working Papers (Received on gratis) Out of print books Annual reports Special reports received as complimentary Gratis documents but priced publications Gratis documents with no price mentioned Old Books - Latest edition if not available Bound Volume of Journal The main concern is how to decide the cost for above mentiond documents. With all sorts of information being freely available on the web, it may seem that the role of a librarian in present context is changing rapidly. Subbiah Arunachalam * Royal Society journal archive made permanently free to access 26 October 2011 The Royal Society has today announced that its world-famous historical journal archive – which includes thefirst ever peer-reviewed scientific journal – has been made permanently free to access online. Around 60,000 historical scientific papers are accessible via a fully searchable online archive, with papers published more than 70 years ago now becoming freely available. The Royal Society is the world’s oldest scientific publisher, with the first edition ofPhilosophical Transactions of the Royal Society appearing in 1665. Henry Oldenburg – Secretary of the Royal Society and first Editor of the publication – ensured that it was “licensed by the council of the society, being first reviewed by some of the members of the same”, thus making it the first ever peer-reviewed journal. Philosophical Transactions had to overcome early setbacks including plague, the Great Fire of London and even the imprisonment of Oldenburg, but against the odds the publication survived to the present day. Its foundation would eventually be recognised as one of the most pivotal moments of the scientific revolution. Professor Uta Frith FRS, Chair of the Royal Society library committee, said: “I’m delighted that the Royal Society is continuing to increase access to its wonderful resources by opening up its publishing archives. The release of these papers opens a fascinating window on the history of scientific progress over the last few centuries and will be of interest to anybody who wants to understand how science has evolved since the days of the Royal Society’s foundation.” Treasures in the archive include Isaac Newton’s first published scientific paper, geological work by a young Charles Darwin, and Benjamin Franklin’s celebrated account of his electrical kite experiment. And nestling amongst these illustrious papers, readers willing to delve a little deeper into the archive may find some undiscovered gems from the dawn of the scientific revolution – including accounts of monstrous calves, grisly tales of students being struck by lightning, and early experiments on to how to cool drinks “without the Help of Snow, Ice, Haile, Wind or Niter, and That at Any Time of the Year.” Henry Oldenburg writes in his introduction to the first edition: “...it is therefore thought fit to employ the Press, as the most proper way to gratify those, whose...delight in the advancement of Learning and profitable Discoveries, doth entitle them to the knowledge of what this Kingdom, or other parts of the World, do, from time to time, afford...”, going on to state that potential contributors are: “...invited and encouraged to search, try, and find out new things, impart their knowledge to one another, and contribute what they can to the Grand design of improving natural knowledge, and perfecting all Philosophical Arts, and Sciences.” Thomas Huxley FRS wrote in 1870: “If all the books in the world, except the Philosophical Transactions, were to be destroyed, it is safe to say that the foundations of physical science would remain unshaken, and that the vast intellectual progress of the last two centuries would be largely, though incompletely, recorded.” The move is being made as part of the Royal Society’s ongoing commitment to open access in scientific publishing. Opening of the archive is being timed to coincide with Open Access Week, and also comes soon after the Royal Society announced its first ever fully open access journal, Open Biology. Mahatma Gandhi University to gain from PURSE

Mahatma Gandhi University, Kottayam, is one among the 30 universities in India selected by the Department of Science and Technology for funding under the DST-PURSE programme. Under it, the university will receive Rs.9 crore for development of research infrastructure. The university has been placed eighth among the 30 top Indian universities selected under this programme based on its h-index (a measure to assess the quality of research in science), university authorities say. The Promotion of University Research and Scientific Excellence (PURSE) scheme provides substantive research grants to universities based on the scientific publications in Science citation indexed journals through the SCOPUS database. The department identified universities with h-index ranging from 42-26 for R&D support during 2010-11. Mahatma Gandhi University had an h-index of 35. The university will receive Rs.3 crore every year for three years. The grant is to be utilised by the School of Chemical Sciences, the School of Biosciences, the School of Environmental Sciences, and the School of Pure and Applied Physics, along with interdisciplinary centres such as the Centre for Nanosciences and Nanotechnology, Centre for Intensive Research in Basic Sciences, Inter-University Common Instrumentation Centre.
