Date: Wednesday, 16th May 2012 at 3:00 pm Venue: Committee Room, Central Library, JNU, New Delhi About the Talk The proposed talk is based on personal experiences of the researcher in various archives and libraries of India. It was her doctoral research that brought her face to face with the working of the Indian archives. The Public Record Act which was passed in 1993 regulates the management, administration and preservation of public records. The talk will highlight weaknesses in the Public Record Act in dealing with present scenario. The Researcher believes that various government departments have little clue regarding the preservation and maintenance of the valuable historical documents that are being look after by them. The art of conserving, classifying and weeding out of these documents largely remains unknown to most of them. It would not be an exaggeration to state that the Indian archives are facing a deep crisis as far the maintenance of its public records is concerned. The talk reveals the dismal condition of archives in India. It further seeks new ways i.e. what more needs to be done in order to preserve the documental legacy of India. About the Speaker Ms. Shilpi Rajpal is PhD Scholar in the Department of History, University of Delhi. At present, she is in final phase of her thesis writing entitled ‘ Madness and Delinquency in Colonial North India ’ 1850-1947’. She was awarded the University Teaching Assistantship in 2009 for the period of four years in the University of Delhi. She has also taught as a Guest Lecturer in Department of Germanic and Romance Studies, Arts Faculty, University of Delhi (August 2007 – March 2009). Helo friends I want to share few experiences that are unique in Indian Library situation. You must have never heard in academic libraries. Please read in full and express your impression. 1. Prof. (Dr.) Talat Ahmad, Vice Chancellor, Kashmir University with the suggestion of the University Librarian, nominated two prominent citizens on their University Library Committee to get their support in developing the library. Mr Shaik Ghulam Rasool, former Chief secretary of the State and present MLC + Prominent medical practitioner Prof. (Dr.) G.Q Allaqaband. This unique strategy had helped a lot for the development of University Library system as their influence was very useful. How- please read? 2. In recent Library Committee meeting on 7 May 2012, When Dr. REYAZ RUFAI, University Librarian had put up the proposals and asked for the budget, for automating the departmental libraries. Mr. Rasool immediately without lapse of time sanctioned Rs 50 lakhs from his constituency fund. It is a wonderful gesture on his part and support is highly admirable by the whole library profession in and outside country. 3. When other proposals such as establishment of book bank came Prof. (Dr.) G.Q Allaqaband, immediately promised to get the fund from Local MLA and MP. Prof. (Dr.) G.Q Allaqaband is a well respected citizen and has great influence in the State. Next day through his influence and contacts got Rs 20 lakhs from Mr Irfan Shah, MLA and Rs 10 Lakhs from Dr Mustafa Kamal, MLA. It is presumed that much more is in offing through these prominent citizens. 4. Prof. (Dr.) Talat Ahmad, VC wanted to link the University Library to the Public Libraries and extend the services to the common man using ICT. These words he suggested in his opening remarks. Look at the concern for the common man. The VC wants to provide a separate cell in the University Library for Members of Civil Society to get access to wonderful resources available in the library. 5. I found many innovative ideas for discussion in this meeting. I sensed that the Kashmir University authorities and people of the State have scholarship and even now they want to promote scholarship through optimum use of Knowledge resources. 6. I have realized many things from this meeting --and there is lot to learn from them such as attitude to the library management and services. I respectfully adore and appreciate all of them for their contribution for the development of the library services. You all may be aware that the ALLAMA IQBAL LIBRARY (Kashmir University Library) is one of the best managed libraries using the ICT extensively. The Librarian and the staff needs appreciation from all the professionals. Marketing theory cannot always be so succinctly described since relationships are by their nature complex. Marketing and Total Quality Management (TQM) are closely and clearly interlinked. Marketing focuses on capturing and analysing customers' needs; TQM involves the question of whether products and services do correspond to customers' expectations and needs and whether both are congruent with each other. TQM has been defined as "a systematic process which focuses on understanding customer needs and improving customer services". The implementation of TQM in the Library is a useful way to evaluate the quality of library services and provide goals for improvement. One especially beneficial aspect of TQM is its emphasis on continuous improvement. The most important condition of effective library services is to support continuous enriching dialog between the library and society by agreeing upon quality targets, which relate to the maintenance or improvement of quality standards. There are some sites which used to be blogs earlier and later became full site. Once you open these kind of sites you could observe the site full of advertisements and only serves the owner’s pecuniary interests and are used with a sole focus of commercial exploitation. In such a case, the owner of such a site generally uses tools such as Google ad sense(used most widely by the owners), Ad World Network, AdAgency1, AdBonus, AdDynamix , Penny web Networks, AdOrigin,AdPepper <http://www.adpepper.com/> AdSmart<http://www.adsmart.net/>, etc. and earn huge money every month. We have to be careful to save our beloved lis-forum from becoming a money making tool to serve an individual’s pecuniary greed, if any. Most of us may not be aware of such money generating tools and may think sometimes what a nice job a site owner is doing and I found quite a few times one donates money to such sites as gifts wrongly acknowledging the effort. In this way these kind of sites not only earn money and make fat bank balance but also exploit one’s emotion.My earnest request to all is to save our forum from such traps and save its heritage. Clarification about LIS-Forum service

Dear Members, There seem to be some confusion about the continuity of the LIS-Forum discussion list amongst some of the members. In my posting about the closure of NCSI, all that I had said about LIS-Forum was that there is a possibility that the LIS-Forum service could be administered from a different institute/organization. I haven't said anything about shutting down the list. Let me reassure all the members that the service will NOT be stopped, but there is a possibility that the service provider may change. Some institutions/organizations have already offered to continue the lis-forum service from their domains. I would like to thank all such offers. However, for the present, the list will continue from IISc domain and I'll keep you posted when it is time for the continuity of the LIS-Forum service from a different institution/organization. Solution to closure of LIS forum

Dear Members, Few days ago we heard a bad news about the closure of LIS mail updates. But there is a simple solution to run LIS forum mailing list free of cost! Create a gmail account in the name of LIS forum and in this account create a google group with appropriate name. Once the group is created, automatically we get a new e-mail ID for the group (e.g., lisforum(a)googlegroups.com) and a simple webpage(http://groups.google.com). The owner who created this group has to invite the members with the help of the link provided. Once the invited members accept the invitation they are into the group. Owner can regulate the group members with different options provided there in the group and member settings. Owner can set any member as a moderator. Now the owner and moderator can moderate the messages coming to the group. Once a member posts the message, a mail will come for moderation to owner and moderator. There are plenty of options enough to successfully run a group. I have initiate tow groups in the interest of research scholars. One is Mysore university level (mysoreuniversity(a)googlegroups.com) and another is all India level (ramgnsc(a)googlegroups.com) The groups are running successfully from past 2-3 years. I hope LIS forum will not come to an end but will have a new beginning! The shock among the professionals were visible in the many messages that appear in the forum. Some suggestions to keep alive the forum also were found posted. The NCSI has been doing a wonderful job of maintaining the forum for quiet long. It is not the simple task of allotting some server space and maintaining the software to be appreciated. The intellectual task of moderating the messages without any bias needs sincere appreciation. Who will take up this responsibility?  I openly call upon the Indian Library Association or any other State Library Association to take up the matter and do a wonderful job without any bias. Dear Friends, I may not be a regular contributor to the forum but a very regular reader. I feel Mr Jayakanthan can continue as the moderator and a set of youngsters can work closely with him and it is not a big deal for an organisation like IISc to continue the forum through its Domain. Weather the name is NCSI, IISc, Tata Memorial Library it is all the same.The Purpose for which the Forum was started should not be lost.The zeal with which T.B Rajashekar worked for the forum should be kept going.Few young enterents to the Profession of Library and Information Science can study the development of the forum for their MLISc assaignments. Closure of NCSI

Dear Members, The National Centre for Science Information (NCSI), IISc, Bangalore, does not exist anymore. The official dissolution order was issued recently. The Archives and Publications Cell at IISc will be occupying the erstwhile NCSI building. As per my choice, I have been transferred to the JRD Tata Memorial Library (JRDTML), IISc and have since reported for work there. My present contact details are appended to this mail. As many of you are aware, this discussion list (LIS-Forum) service is being administered from the erstwhile NCSI since 1997. With the closure of NCSI, there is a question mark about its continuity from the IISc domain. I haven't yet had a chance to discuss the matter related to the continuity of the LIS-Forum service from the JRDTML with the Library in-charge, JRDTML. Will do so at an earliest opportunity and let you know if the service would be continued from the JRDTML or its time for the change of the guard!
