[image: Share this] <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> [image: Forward to a friend] <https://us5.forward-to-friend.com/forward?u=2e9b648776114e2888e7ea8c5&id=0e…> Big stories in Open Science *EU Ministers Urge ‘No Pay’ Academic-Publishing Model, Sparking Debate Over Feasibility and Funding <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - The European Union’s Council of Ministers has proposed a ‘no pay’ academic-publishing model, advocating for cost-free access to scholarly publications for both authors and readers. Despite strong support from academic institutions, such as the German Research Federation <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>(DFG), representatives from the publishing industry have expressed concerns over the viability of this model and the lack of clarity on its financing. The International Association of Scientific, Technical and Medical Publishers ( STM <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>) an organization for the academic publishing industry, fears implementing such a model could abolish independent European publishing companies. *Plan S Will Remove 68% of the “Transformative Journals” <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - More than two-thirds, 1,589 out of 2,326 journals (68%), of the ‘Transformative Journals’ eligible for funding within the Plan S <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> open-access initiative will be expelled from the scheme for failing to meet their requirements <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>. Plan S, which mandates immediate open access for research papers supported by international funders, requires hybrid journals to commit to transitioning to full open access. The decision signifies a shift in focus from subscription-based scholarly publishing to full and immediate- open access, with the removal of support for transformative journals from 2024 onwards. *Plan S Seeks Alternative Business Models to Article Processing Charges in Scholarly Publishing <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - Under Plan S <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>, the Coalition S group of funders is soliciting the research sector’s suggestions for alternative business models to article processing charges (APCs), aiming to reshape the open-access approach in scholarly publishing. As APCs, typically paid by research funders or institutions, become increasingly expensive and unsustainable, the Council of the EU member state governments has emphasized the necessity of developing publishing models that don’t rely on per-unit charges. In partnership with Jisc and Plos <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>, Coalition S has launched a working group to explore equitable payment models and utilize research funding to support a non-APC publishing ecosystem. *Curtin Open Knowledge Initiative’s Open Access Dashboard: Major Update and Expanded Coverage <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - The Curtin Open Knowledge Initiative <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> recently announced a significant update to their Open Access dashboard, completed migration from Microsoft Academic Graph (MAG) to OpenAlex, and released data for research outputs published in 2022. The upgraded dashboard offers improved tracking of open access outputs, now covering a total of 14,477 institutions, nearly double the previous coverage. *Soaring Academic Journal Costs Drive Illicit Downloads in Japan <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - In the wake of academic journal subscription fees skyrocketing, the use of Sci-Hub <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> to download academic papers has surged in Japan, hitting 7.2 million in 2022. This has cast doubt on the ethics of scholars but also highlights the increased pressure of academic publishing costs. Amidst the controversy, Japanese researchers express their distress over the situation, pushing for a collective negotiation at a national level and sparking a discussion on restructuring the academic publishing system. *Wiley Signs 22 Open Access Agreements in North America <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - In a significant move towards open-access publishing, Wiley <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>, a global leader in scientific publishing, has announced the signing or renewal of 22 transformative agreements with partners across the United States and Mexico. These agreements, set to begin in 2023, provide participating institutions access to Wiley’s extensive portfolio of hybrid and subscription journals. Researchers will now have the opportunity to publish their accepted articles open access, significantly increasing the availability of research. This development covers 117 institutions and is estimated to make around 3,600 articles open-access, driving the momentum of author-pay open-access publishing in North America. Aspen Institute and Omidyar Network Partner to Foster an Equitable Data Economy <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> - In a bid to envision a fair data economy, the Aspen Institute <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>, in collaboration with the Omidyar Network <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>, has assembled a diverse team of experts for a project known as the Council for a Fair Data Future <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>. This council, constituting academics, technologists, corporations, policymakers, and civil society representatives, aims to identify recommendations to make the data economy more equitable and beneficial for individuals and communities. This initiative will culminate in actionable suggestions for transforming the data economy, addressing , and implementing direct interventions. *PeerJ Launches Open Advances Series for Equitable and Barrier-Free Scientific Communication <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…> * - PeerJ <https://science.us5.list-manage.com/track/click?u=2e9b648776114e2888e7ea8c5…>, a leading publisher, introduces its Open Advances series of journals, offering global access to scientific communication without financial barriers. FYI ---------- Forwarded message --------- From: LIBLICENSE <liblicense(a)gmail.com> Date: Fri, Jul 14, 2023 at 12:03 PM Subject: Elsevier Releases Industry Study Revealing Growth Trends from the Global South among G20 Nations To: <LIBLICENSE-L(a)listserv.crl.edu> From: Ann Shumelda Okerson <aokerson(a)gmail.com <asokerson(a)gmail.com>> Date: Wed, 12 Jul 2023 22:43:54 -0400 London July 12, 2023 Elsevier <https://www.elsevier.com/en-gb>, a global leader in evidence-based clinical practice content, research publishing, and information analytics, just published the newest report analyzing global research trends with a focus on collaborations between the largest economies in the world. *Fostering collaboration: a study of scientific publications with authors in G20 countries* <https://www.elsevier.com/en-xs/events/conferences/g20-iiser-pune-summit-2/_…>, studied data from Elsevier’s industry leading SCOPUS database and uncovered that researchers in G20 nations co-authored 75% of total scientific publications worldwide from 2012-2021. The report, which was spotlighted at a seminar jointly organized by India’s Ministry of Education in partnership with Elsevier, analyses scientific production of the 19 G20 members, all of which have rigorous research and development programs. Elsevier examined 24,746,950 scientific publications from researchers at nearly 20,000 institutions. The data introduced some striking trends in global research. Global South Research Growth Of most note, for the first time India has taken over the United Kingdom as the third largest producer of research globally, behind China and the U.S. In fact, while the report shows all G20 countries saw enormous growth in their scientific capacity over the last 30 years, it revealed those belonging to the Global South saw the most growth. In the period 1999 to 2022, the number of scientific publications with authors in India grew 11.2% per year. For China the rate was 14.7%, for Saudi Arabia 16%, and for Indonesia 20.1% per year. Looking at the last decade, Indonesia’s research output grew 26% per year, Saudia Arabia was at 17%, and South Africa grew 7.8% annually compared to the world average growth rate of 3.6%. Data further reveals that China and India showed a growth rate of 9.3% and 9.7% respectively, substantially higher than that of the U.S at 0.5%. Call to libraries -- preservation of old science magazine/journals from India
by Venkat Srinivasan 09 Jul '23

09 Jul '23

All, I am part of the team at the Archives at NCBS (https://archives.ncbs.res.in/) a public collecting centre for the history of science in contemporary India. We have a mandate to try and preserve physical and digital material within our area of focus, and we are actively looking to work with libraries across India that may have old science journals/magazines and old science books. Please do consider reaching out to us if your library has old material that fits: (a) Science magazines (like Science Today, Science and Culture, Science Reporter, etc) up to 1995 (b) Science related books (not textbooks) published in India that are out of copyright - likely early 20th century. If there is interest, we can work with your library, bring the physical material to our preservation centre in Bangalore, digitize it, and send you back a digital copy. We also do physical conservation work. There is no cost to the library through any of these processes. We are funded through specific grants for this project to enable vast public access to the history of science in contemporary India (~1850 - 1995 is our domain for now). We can offer open-access (not open-use) to this material through our open source archival platform. We have on our website the current catalog for ~150,000 objects, ranging from manuscripts and correspondence to photographs to scientific equipment. In addition to the collections visible on the website, we hold other valuable material like the papers of TSG Sastry, a physicist who worked on the Thumba rocket programme, Leslie Coleman, an early 20th century agricultural scientist in Mysore state, and MS Swaminathan. We are fortunately funded to receive, process, preserve and digitize archival material for the next few years, and this should be a stable resource for generations ahead. We are also leading efforts in developing legal and ethical standards, and digital annotation tools for archival material. A full range of activities undertaken by the archives is in the annual report, https://www.ncbs.res.in/annual-report. Data on our archival catalogue is OAI-PMH compliant, and fully interoperable with archives around the world. Thank you, and looking forward to connecting with the library community and learning more. Thanks, Venkat -- Venkat Srinivasan Archives, National Centre for Biological Sciences Tata Institute of Fundamental Research Bellary Road, Bangalore - 560065 venkats(a)ncbs.res.in | archives(a)ncbs.res.in -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Call for Proposals: Entrepreneurs & Libraries Conference Fall, 2023
by Leili Seifi 07 Jul '23

07 Jul '23

Dear All, FYI Refresh & Refocus: Libraries’ new trends in supporting entrepreneurs Date: Wed, Nov 1, 2023 Time: 2pm-5pm Eastern Venue: Zoom (online) The Entrepreneurs & Libraries Conference explores how libraries and library workers support entrepreneurship in their communities and campuses. Entrelib continues to be a gathering place for academic, public, and special library workers, as well as entrepreneurial ecosystem partners, via our free online events. The event will be free and hosted on Zoom The conference’s theme Refresh & Refocus relates to the ever-expanding work that libraries of all types are doing to serve entrepreneurs in their communities and contexts. It also acknowledges that library staff approach this work with a wide range of knowledge, and access to resources. This event seeks to provide a forum for expanding library understanding about the diversity that exists among these “entrepreneurials,” their needs, and both proven and emerging ways libraries can support and sustain entrepreneurs in their journeys. It also seeks to provide an opportunity for individual staff members and their libraries to assess where serving these populations fits in their institution’s priorities and how best to align their staff and resources to serve these engines of economic growth. In 2021 more than 5.4 million new business applications from entrepreneurs were filed, surpassing the record of 4.4 million set in 2020. A recent study of 1,500 adults making a work-life change found that 33% of respondents had explored starting their own business and that 27% had considered becoming a consultant or freelancing. Examples of topics of interest include: · How libraries position themselves in entrepreneurial ecosystems · Studies of information/resource needs and practices of entrepreneurs. · Services focused on serving specific populations: teens, senior adults, immigrants, blue collar/trades, individuals impacted by systemic racism, rural populations, economically disadvantaged. · Examples of effective community partnerships and how to establish and maintain them. · While acknowledging the value of community partnerships, we are interested in “home-grown” programs developed internally by libraries leveraging the library’s staff and resources. Proposals are not limited to the topics above, the conference is interested in receiving a wide range of proposals that embrace the conference theme. We are especially interested in proposals that provide new perspectives on not only how libraries support entrepreneurs (refresh) as well as programs to provide convincing arguments for why these services should be a priority (refocus). We will be accepting the following 2 formats of presentations:1. Presentation (15 minutes) This session will include 3 longform presentations, 15-minutes each. The Programming committee invites proposals from the community for 15 minute presentations. These workshops should include an interactive component to engage participants. The Programming committee will give priority to submissions that are applicable to and engaging for multiple types of information professionals, (public, special, academic,etc.). 2. Lightning Talk (7 Minutes) This session will include 5 lightning talks, 7-minutes each. The Programming committee invites proposals from the community for 7 minute lightning talks. The Programming committee will give priority to submissions that are applicable to and engaging for multiple types of information professionals, (public, special, academic,etc.). To submit a proposal please fill out the submission form <https://docs.google.com/forms/d/e/1FAIpQLSctupgHrABxLeX2I7w-jEuvtYeW2xVeijC…> . Academia exploring new approaches for evaluating researchers
by Subbiah Arunachalam 05 Jul '23

05 Jul '23

Friends, Citations and impact factors are no longer the be all and end all of careers in research. Please read this article in Science (AAAS): https://www.science.org/content/article/how-academia-is-exploring-new-appro… . You may also wish to look up https://doi.org/10.20529/IJME.2018.024 . The same way, as I have been predicting for some time, journals will no longer be the primary means of knowledge exchange. They will go the way floppy disks and CD-Rom have gone. Preprints and peer reviewed preprints will be the norm. As Alfred Lord Tennyson said, "Old order changeth, yielding place to new. Best wishes. Let us not chase ranks but help our faculty and students in their questioning and exploring, teaching and learning
by Subbiah Arunachalam 27 Jun '23

Friends, "I think higher education in India has been losing its soul for a long time, particularly in humanities and social sciences because of the pressure to get jobs. The basic purpose of higher education - of questioning and exploring - has been lost," says Prof. Suhas Palshikar, the eminent political scientist. Questioning, exploring, learning, and teaching have been put on the back burner in many higher educational institutions (HEI), nay they have been sacrificed at the altar of chasing ranks. While several institutions are indulging in citation gaming and other unwelcome practices to improve their rank, some others, I hear, are thankfully getting out of this rat race. Prof. Padmanabhan Balaram has written several editorials on the abuse of publication and citation data in *Current Science*. He has also spoken about it in many of his talks. Please listen to his LIS Academy talk (on Science publishing and the decline of scholarship), the first in their seminar series, delivered on 14 November 2020. It is available on YouTube. And yet a very large percentage of research papers from LIS departments and the doctoral (and possibly Master's) dissertations in LIS submitted to Indian universities is in citation analysis/scientometrics. Balaram says many of the papers written by Indian librarians are no good at all. You might also wish to read: 1. *Indian J Med Ethics*, 2018 Jul-Sep; *3*(3):221-229. doi: 10.20529/IJME.2018.024. https://pubmed.ncbi.nlm.nih.gov/29650499/ Evaluation of research in India -- Are we doing it right? 2. *Proc** Indian Natn Sci Acad*, *80* (No. 5) December 2014, pp. 919-929, doi: 10.16943/ptinsa/2014/v80i5/47965 Heads I win, Tails you lose: The intransigence of STM publishers By all means, let us use citation data to do research. Research like, for example, what Don Swanson of the Chicago University and Ronald Kostoff of the US Naval Laboratory have done, literature-based discovery. But our main purpose is to serve our faculty and students to do whatever they do better, which are mostly teaching, learning, questioning, exploring, creating new knowledge, inventing, patenting, and occasionally advising the government and helping industry. HEIs are, so to say, in the business of knowledge generation and exchange. There are two parts to it, viz. enhancing *access* to knowledge generated worldwide, and making the knowledge generated by our own researchers *visible* to the world. That, in short, is scholarly communication librarianship is all about. With best wishes, Arun -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.
