Library Science and Kerala University - Nothing new in the attitude

Dear friendsI dont find something new in the attitude of Kerala University towards library science and working librarians. I was a student of Kerala University during 1983. After that I wanted to have my Masters through some distance course as I did not get a chance at Kerala University. Since I was working in Government of Kerala, never had a chance to get deputed also. I wanted to try Madras University distance course in the year 1991. I came to know that the Kerala University do not recognize the Madras distance course. I approached all doors at that time including the faculty at Kerala university . But my requests were unheard by the authorities. I know that at that time also the faculty were engaged as examines for such distance courses. This is not a blame at all but as I got a chance to open up my mind I am writing this. The department never helped the librarians in the Kerala Government to come up. We had all sorts of hindrance! s and those who have come up have reached there through their own efforts. Hence it is my humble request to the faculty at Kerala University that please open up yourself and provide avenues for the working professionals.   Dr GOPAKUMAR V. Meet Mr Mugesan - the barefoot librarian

Mr Murgesan of Dindukkal in Tamilnadu is a rare personality. Born in Kumaran Thandalam village near Alankanallur in Madurai, he is a 72 year old librarian cum second handbook seller with a difference. He enjoys procuring and supplying books in Tamil Language, culture and literature useful MPhil and PhD Scholars in several universities.He has studied only up to second class! He developed a taste for books when he was running a shop for waste paper. Books and pamphlets attracted him. Started attending free seminars, debates, conferences etc. He had the opportunity of many students and teachers visiting his shop because of useful collection of books. He has named his children: IRaiMani, IRaiRani, IRaiMalar, IRaiEeasan etc. IRai stands for God in Tamil. Some customers who were surprised by his devotion to Tamil language and culture, though utterly uneducated in a formal sense, suggested that he supplies books to university research students.He has been peddling his wares with sack load of books on his back for about twenty years. He is fondly referred to as "Putthaga Taathaa" (old man with books) by students. He has helped a few thousand students to complete their research courses. One Susheela Gopalan mentioned his contribution and acknowledged his help in her PhD thesis. Since then, quite a large number of Research dissertations include his name in acknowledged page. As a librarian, I can say this is a direct honor for self less work. Murugesan does not charge anything specific for his service. He accepts whatever is given happily. He buys season ticket from Dindukkal to Madurai regularly. Within cities and towns he goes by bus or walk. Any book required by a scholar is located (within a week utmost) in a book shop or library, bought / borrowed and delivered at the residence of customer. All out of love for helping academics. He is proud to mention that the ice Chancellor of Tamil University Tanjavur, Ma Thirumalai and HOD of Tamil Dept, Smt Chandira are among his beneficiaries. Mrs. Sushila A. Motiwale passed away on 24 December 2012

Dear All, A phone call from Surender Kumar, ICAR, Indore broke a very sad news today. Mrs. Sushila A. Motiwale breathed her last on 24 December 2012. Mrs. Motiwale was a very good human being and a dedicated teacher. She instituted the 'IATLIS-Motiwale Best LIS Teacher Award' in 1980s to motivate and reassure the LIS teachers. In her last letter to me, she has expressed the desire that this is a national award and it should be equally given to best LIS teachers from all states and UTs in India. I had the opportunity to work with her for about six months in Jabalpur in 1985-86. I feel very sad on her demise. It is difficult for me to believe this news. Let us pray to God, the Almighty, to rest her soul in peace and provide courage to the family members to bear this irreparable loss. Dear professional friends, See the today Times of India newspaper 24/12/2012 page no.3SC relief to NET candidatesTNN | Dec 24, 2012, 04.19 AM IST PUNE: In a relief to thousands of aspirants taking the national<http://timesofindia.indiatimes.com/topic/The-National>eligibility test (NET), the UGC has withdrawn its decision to increase the cut-off marks for clearing the NET, following a Supreme Court order on Friday. The UGC had increased the eligibility score by 15% without notice. The national educational testing bureau of the UGC conducts the NET for determining the eligibility for lectureship and for awarding junior research fellowship to ensure minimum standards for the entrants in the teaching profession and research. The NET is conducted in June and December every year. The UGC, however, made several changes in the June 2012 exam, including increasing the cut-off marks. The candidates learnt about the changes only when the UGC announced it a day after announcing the results of the exam on September 18. As per the initial notification, candidates belonging to the SC/ST sections needed 35, 35, and 60 marks respectively for qualifying papers 1, 2 and 3. The marks to be obtained by the OBCs were set as 35, 35, and 68 and for those belonging to the general category it was 40, 40, and 75. But, when the results were announced, candidates who would've been eligible as per the initial criteria failed to qualify. As per the new criteria, the percentage of marks to be scored by candidates belonging to different categories has been increased by 15%. This made several students file an affidavit with the SC against the UGC regarding change in norms. On Friday, the SC issued an order saying that the UGC's decision was invalid as it did not follow the exam policy in announcing the changes in cut-offs and that, too, in such a short period of time. An official at the University of Pune that conducts the NET exam said, "The SC decision is valid for all candidates who sat for the June 2012 examinations. REPORT Workshop on Web Content Management (WCM 2012) 18-19 December, 2012 Organized by Department of Library and Information Science Aligarh Muslim University, Aligarh with Partial support from DST, New Delhi “TWO DAY WORKSHOP ON WEB CONTENT MANAGEMENT CONCLUDED IN ALIGARH MUSLIM UNIVERSITY” Aligarh: National Workshop on Web Content Management (WCM 2012) organized by the Department of Library and Information Science, Aligarh Muslim University in collaboration with DST New Delhi, got off with recitation from the Holy Quran. Prof. Shabahat Husain, Chairman of the department and Director of the workshop welcomed the gathering and gave an introduction about the workshop. The inaugural session was presided over by Lt. Gen (Retd.) Zameer Uddin Shah, Vice Chancellor, Aligarh Muslim University. He appreciated the efforts made by the department of Library and Information Science holding such a wonderful workshop on such a novel theme of the time. During the presidential address, Lt. Gen (Retd) Zameer Uddin Shah said that the University would facilitate access to the wealth of knowledge to outside researchers. Now-a-days, research scholars are very lucky to have internet for searching the resource material. The digitalization process of the University is proceeding speedily, he added. Gen. Shah said that although he belonged to a generation that enjoyed reading printed books, he was aware that the future belonged to digitalized work and several institutions had developed e-Libraries. He said that he was committed to digitalization of all valuable books and their availability to users through the internet. Prof. N. Laxman Rao of Rajiv Gandhi University of Knowledge Technologies, Hyderabad & Ex-Professor Emeritus, DLIS, Osmania University, Hyderabad, said that 300 million websites are available for various purposes throughout the globe. Germany has the highest number of internet users as 84.7 percent people there are using this technology. He pointed out that AMU's Maulana Azad Library has the facility of accessing e-books and it is considered the best library among Indian universities' libraries with a facility of two million e-books. Prof. Rao appreciated the Digital Resource Centre developed by Maulana Azad Library during the tenure of Prof. Husain as Librarian-in charge of the Library, which provides free access to the resource material to the users. He said that the libraries were the centre of knowledge activity because of the technological advancement. He however urged the research scholars to use authentic materials. On this occasion, AMU Vice Chancellor, Gen. Shah released the "Directory of Major Scientific Research Organizations and Institutes in India" compiled by Dr. Naushad Ali P.M. The purpose of this Directory is to provide a reference source to students, researchers, scientists, academicians etc who are engaged in various research assignments in various disciplines of science and technology. The Directory covers details of more than 300 institutes all over India specializing in various disciplines of Science and Technology. Noted historian, Prof. Irfan Habib was the guest of honour of the inaugural ceremony. He hoped that more and more history materials will be available on the internet. Dr. Naushad Ali, PM, Associate Professor & Coordinator of the Workshop proposed a vote of thanks and Mr. Mohamed Mustafa K. Project Fellow conducted the inaugural ceremony. More than thirty five professionals from all over the country were rigorously trained over two days in total of seven sessions conducted in Research Lab, University Computer Centre. Prof. S.M. Shafi (University of Kashmir), Dr. Madhusudhan (University of Delhi), Mr. Nitin Swaroop (N.S Solutions) and Mr. Salim Ali (AMU) were trainers in the workshop. Valedictory function was presided over by Prof. Shabahat Husain, Chairman, Dept. of Library and Information Science, and Dean, Faculty of Social Science, Aligarh Muslim University on 19th Dec. 2012. In the presidential address, Prof. Husain stated that the department will conduct regular programs for training the library professionals in modern technologies in future. I too support Dr. A T Francis in his opinion. Kerala University has permitted Part-Time PhD for teachers in Govt. and aided colleges in the Kerala State, for contract lecturers appointed in teaching and research centres attached to the University Depts., UIT centres and KUCTE and also to those working as Library Staff in the University of Kerala with a minimum of three years experience. It is quite a matter to think about. If UGC-NET is an essential qualification for college librarians in aided and Govt Colleges as it is required for the teaching staff, and if the college librarians are eligible to avail FIP as in the case of teaching staff in colleges, then why are they not given the chance to do part time PhD? Why only teaching staff are given that privilege? Authorities should really think over the matter and they should remember that if these aided and Govt colleges are offering Library and Information Science Courses, then these librarians definitely would have a chance for being a teaching professional. UGC Cheated while Declaring UGC-NET June 2012 supplimentary results-reg.

Dear Professional Friends, The UGC declared UGC-NET June 2012 results two times. The supplementary results declared by the UGC has given remark as pass for the following General category students who have scored 63.43% instead of 65.00%. This has also happened in OBC and SC/ST Category also. For more information you can visit http://www.ugcnetonline.in/marksDisplay.php webpage and cross check the role numbers listed below (Supplementary result sheet). I want to ask how the UGC passed the students who scored less than 65.00% in General Category and Similarly in other category also. The role numbers listed 15590114, 16590087, 16590256, 17590023, 17590040, 10590014, 11590017, 12590048, 12590070, 12590074, 12590126, 1259018, 12590574, 12590669, 15590114, 16590087, 16590256, 17551494 have passed UGC by scoring 63.43% in General Category. The UGC has not announced on what criteria they have reduced the pass percentage form 65% to 63.43%. The UGC raised the qualifying marks to 15% in each category while announcing the results. Then how they passed 63.43% scored candidate that has to be clarified. The 63.43% cannot be rounded to 64.00% or 65.00%. The UGC is fooling the students by announcing results like this. Dear all, University of Kerala has invited applications for PhD Registrations vide Notification No. Ac.E1.B1/16273/2012 dt. 10-12-2012. As per this, the following categories are permitted PhD Part-Time Registration: Part-Time Registration is permitted to Teachers in Govt. and aided colleges in the State of Kerala. Part-Time Registration in management studies is extended to those working in managerial position with a minimum of three years experience in Govt./Public Sector undertakings. Part-Time Registration is extended to contract lecturers appointed in teaching and research centres attached to the University Depts., UIT centres and KUCTE. Part-Time Registration in Library and Information Science is extended to those working as Library Staff in the University of Kerala with a minimum of three years experience. The University of Kerala and University of Calicut are the only universities in Kerala offering PhD Programme in Library and Information Science. KeralaUniversity is permitting staff of Companies for PhD programme. PhD being a statutory qualification for library staff, they are not permitted for part-time PhD!!!!!!!. Why many universities are putting negative clauses on the development of libraries as well the career development of library staff. Whether the university teachers and authorities are afraid on the career development of library staff?. While Librarians are designated as Scientists/Teachers in Central/State Govt. research institutions like DRDO, ISRO, KSCSTE, KFRI, CWRDM, TBGRI etc. and also in most of the universities in India, the librarians in universities and colleges in Kerala are categorized as non-teachers. The High Court of Kerala verdict states that the Librarians in KeralaAgriculturalUniversity are “Teachers” as per KAU Act. Waknis were major resource persons in translating Maharaja Sayajirao Gaekwad�s ideology and thinking of library movement, to implementation stage." *P. S. G. Kumar (Quoted in Maharaja Sayajirao Gaekwad III: A Visionary Ruler) There is no doubt that Dickinson was the founding father of modern librarianship in British India and for that matter of Pakistan. If his wish for further work of reorganizing libraries had been accepted by the then British authorities, libraries in this part of the world would have progressed far rapidly than these did in the next 40 years after his departure from India. *Mumtaz A. Anwar, Hon. Professor, DLIS, University of the **Punjab**, ** Lahore*** The moving spirit behind library movement in Andhra was Padmashrt Iyyanki Venkataramanayya. Popularly known as Iyyanki. �He completed his school education in 1903. He could not prosecute his studies further owing to his deep involvement in the National Movement. Iyyanki realized that illiteracy was the root-cause of the social and economic problems of India. He felt that libraries were as powerful as educational institutions in eradicating illiteracy. This led him to start the library movement. He joined the Ram Mohun Library as its Secretary in 1911. This library made rapid strides under his leadership. He also worked as the Secretary. Andhra Desa Library Association from its inception in 1914 to 1939. He built-up the Andhra Movement as a model to the entire country. *P. S. G. Kumar, Former Head, DLIS, **Nagpur** **University**, **Nagpur*** He (Ranganathan) was of the strong conviction that libraries are force in education including adult education. His dream was to provide free book service to all Indians. �Crusader in him never stifled the scientist he was. He possessed a radical and fertile mind. His deliberations on the theory of library science metamorphosed its very face. In his first book *The Five Laws of Library Science *(1931), now a classic (reprinted many times); he gave library science its normative principles. This book is a sum and summary of his entire library philosophy and became the fountain head of all his later writings. M. P. Satija, Former Professor & Head, DLIS, GNDU, Amritsar He (S. Bashiruddin) was pioneer in many respects. He was first fullfledged AMU librarian. He brought all the books including the prestigious collection of manuscripts, for the first time, under one roof in MA library. He was the first to introduce �Certificate in Library Science in the University. He was the man who started first of all a postgraduate degree course as �Bachelor in Library Science� in the country. He was the first to open job avenues for girls in the University Library, Aligarh. He was the unique librarian who served four other university libraries after being relinquished from Aligarh. Dr. S R Ranganathan was the �Father of Library Science� in India whereas Prof. Bashiruddinn was exceptionally a harbinger in the field of Library Science. In recognition the Government of India awarded him Padma Shri in June 1976 although he deserved to be considered for a higher Padma award. Habibur Rahman Chighani, Former Director, Khuda Bakhsh Oriental Library, Patna In the words of Keswan,"what is Marshall's contribution to librarianship? The answer is he himself and in that answer is contained a world of significance. What he has done is to build a great tradition of service to scholarship, both postgraduate and undergraduate which has to be seen to be believed. ...His professional life with its deep involvements and incorruptible integrity was so exemplary that he led without wanting to lead". "We the librarians of India would like to salute him on the occasion of his retirement and to say that we feel taller because he was and is one among us." K. Navalani, Former Professor & Head, DLIS, Punjabi University, Patiala I will now turn my attention to Kesavan�s contribution to the National Library, the Indian National Bibliography (INB), and his profession in Indiaand in other countries. Kesavan took charge of the Imperial Library in March 1948. The challenge that he first faced concerned Pakistan�s claim to a part of the stock of books in the Imperial Library and other governmental libraries as a consequence of partition. In a famous picture that appeared in the American weekly *Time Magazine*, Kesavan is seen as a harried librarian sitting between two piles of books on either side labeled India and Pakistan L. J. Haravu, Trustee, Kesavan Institute of Information and Knowledge Management, Mysore Prof. Das Gupta was a great teacher, with amazing depth of knowledge, not just in Library related subjects but also in the entire universe of knowledge, with an unparalleled eloquence, always with convincing arguments and strong convictions. As an academician, he was respected by entire teaching community of the University and was a very popular friend of all departments and faculties. Even Vice Chancellors like C. D. Deshmukh had great regard for him. The two decades from 1946 to 1966, when he was in the University of Delhi virtually he was at the helm of affairs of every library matter in the country. C. A. Augustine, Former Head, DLIS, University of Kerala, Trivandrum During the five years of his (D. R. Kalia) directorship of DPL, his fame had spread like a forest fire both within the country and abroad. He reached the end of his five year tenure on 31 January 1956, starting 1 Feb 1951. His stars were in ascendance. A month before the end of his tenure, he had a chance meeting with Dr. Luther Evans, Director General of Unesco which was holding its annual conference at New Delhi in December 1955. Impressed with Kalia�s work at Delhi Public Library, Dr. Evans queried Kalia if he could possibly be available to Unesco for extending the benefit of his experience to countries where such experiences was required, of course when he was free from his present assignment. Kalia made his mind known to Dr. Evans in the affirmative. He was thirty-five at the end of his DPL tenure. M. L. Saini, Former Librarian, University of Delhi Delhi Dr. Sharma faced an uphill task of shifting the University Library from Simla to Chandigarh. However, with the co-operation of his colleagues, shifting was done smoothly by the middle of December, 1959. ...Dr. Sharma assisted Mr. Mons. P. Jeanneret, a French Architect, in designing Panjab University Library building and its furniture. ...A magnificent five storied building of the library with its valuable collection came into existence. The first air conditioned University Library in the country, situated in the heart of the University Campus, surrounded by the teaching departments and the University hostels, can claim to be the largest library in the region. The credit goes to Dr. Sharma and his dedicated colleagues who worked day in and day out. The library was formally inaugurated by Pt. Jawaharlal Nehru, the then Prime Minister of India in October, 1963." D.R. Grover, Retired Faculty, DLIS and V.K. Grover, Deputy Librarian, A.C. Joshi Library, P.U. Chandigarh Ranganathan had remarked about Herald of Library Science when it was launched that it is *the tenth organ of librarianship in **India**� This is second such organ to be started by my friend Prithvinath Kaula*. Alas after his demise, no issue has been published. It seems that *Herald of Library Science* has also died along with him, though S R Ranganathan had wished that it will� live long under his care (Kaula). A. S. Chandel, Former Head, DLIS, NEHU, Shillong �I was very impressed by Ganesh Bhattacharyya. In my memory, the image of him is framed in gold. He influenced me on a professional level. A scholar with a theoretical bent; he made me understand the importance of the principles underlying systems for organizing information. For these activities, he mobilized all the library professionals and organised seminars to find solutions to these thorny issues. He has also carried out research on the variation of exchange rates of major foreign currencies over five years based on RBI exchange rates vis-a-vis Good Offices Committee, and suggested a formula for adoption by the libraries. A pioneer in the use of the Web for knowledge exchange and learning, Leslie has been the Director of Bioline International, a collaborative platform based at CRIA Brazil for open access distribution of research journals from close to twenty developing countries. This activity is part of Leslie’s long-term teaching and research interests in the roles of openness and control in the flow of knowledge and information and their impact on local and international development. In particular, Leslie has worked with organizations such as the Open Society Institute, UNESCO, and IDRC, in the development of alternative forms of knowledge media and communicative practices enabled by social network and collaborative software, and in the evaluation of human centered design principles and participatory approaches to media for community development. With Alma Swan, Leslie co-founded the Open Access Scholarly Information Sourcebook (OASIS) and the Global Open Access Map. A Trustee of the Electronic Publishing Trust for Development, Leslie is on the editorial board of Open Medicine, and the advisory board of the Scholarly Communication in Africa project based at the University of Cape Town.
