Francis" <francisaloor(a)yahoo.com> Date: Thu, April 4, 2013 12:34 pm Dear Professionals, I would like to highlight a serious anomaly happened and still continuing in KeralaState on the implementation of UGC Scheme (1986, 1996 and 2006) for librarians in universities and colleges in Kerala. Though there is no provision in the UGC Scheme for the promotion from the lower cadre to the UGC Entry Cadre of Asst. Librarian/ College Librarian, in Kerala it is still continuing. While implementing UGC Scheme, in the case of other teachers, the existing Non-UGC Cadre posts like Junior Lecturer and Junior Asst. Professor have been upgraded to Lecturer and Asst. Professor respectively and all the incumbents in the Junior Lecturer and Junior Asst. Professor cadres possessing Masters Degree in the concerned subject (Exempted NET) have been inducted to the UGC Cadre and the then cadres in the Pre-UGC Scheme like Junior Lecturer and Junior Asst. Professor have been closed for ever. Due to some unscientific administrative reasons, either this type of induction to UGC Scheme was not done in the case of librarians or the NET was not insisted to the entry cadre of library professionals like Library/Professional/Reference Asst. Ultimately, now the professionals are divided into several classes and groups and many court cases have emerged only because of the system generated issues. Hence, most of the professionals,instead of concentrating in documentation and information services, they are gathering, thinking and acting on the issues on how get rid of these issues. The only way to solve these issues permanently is implementing UGC Scheme to librarians as envisaged in the Scheme. The following are the actions needed in this regard: 1. As in the case of other teachers, all existing incumbents in Library/ Professional/ Reference Asst. should be inducted to UGC Scheme as on the date of possessing Masters Degree in the concerned subject (Exempting NET). 2. To accommodate all incumbents in the Library/ Professional/ Reference Asst. cadres on induction to UGC Scheme, sufficient number of posts should be upgraded to Asst. Librarians as super numerary. 3. The existing cadre of Library/ Professional/ Reference Asst. may be closed by upgrading few posts as Asst. Librarian and the remaining posts should be downgraded to Jr. Professional/Technical Asst. (JPA/JTA) for CLISc holders. All Dept. Libraries working in one shift should have one AL and JPA/JTA each and all College Libraries and Divisions of the University Library working in two shifts should have two AL and JPA/JTA each (one each for one shift) and the existing posts of Library/ Professional/ Reference Asst. may be upgraded / downgraded accordingly. 4. It is also suggested to introduce Time Bound Promotion on completion of 5 years for JPA/JTAs, instead of the existing system of Ratio Promotion or vacancy/retirement based promotion. Dr. A.T. Dear LIS Professionals, Plagiarism is a hot topic on lis-forum, these days. We see one class of people commenting aggressively/passionately about the copyright compliance and plagiarism etc. We are also getting prompt, candid and honest responses from many. In total, a healthy, heated and very relevant discussion happening on lis-forum. Thanks to all those who have initiated these discussions on plagiarism. These discussions have really brought in awareness, fear and commitment for compliance - all the three essential for copyright compliance! I thought of sharing couple of my opinions and thoughts about the ongoing discussion. Copying and/or reproducing any portion of content without rights holder permission or proper acknowledgment is a plagiarism - A broad definition for 'plagiarism'! In couple of discussions, people have complained about following (copying?) a process or a research methodology - survey, questionnaire etc. Does a 'methodology' or a 'process' comes under copyright act? I think these are protected by the Patent Act in India (not by copyright act). In a real world environment, processes, methodologies, basic laws etc. are intended to be applied and tested. I think, the 'academic spirit' should be encouraged by allowing researchers to use and re-use any methodologies, processes and laws since they help us to prove/dis-prove a point or a concept or an outcome. The outcome/results are generally vary depending on various parameters - your scope of study, subject, geography, sample etc. To be precise, what is wrong in re-using any methodology or a process in academic writing, of course with a due acknowledgement to the original author?. However, many argue that, It can be termed as GREY area as it goes by ones interpretation... Someone on Wikipedia writes - Plagiarism is considered as an 'Academic Dishonesty'... Plagiarism is not a crime per se but in academia and industry it is a 'serious moral offence'... How do we control plagiarism in LIS profession? Is there a solution?... AUTHORS - BE ORIGINAL! - Authors should aim to be original! Write about what you understand and grasp out of your readings. Don't copy from your readings and don't forget to acknowledge your readings/articles. 'Copy & paste' techniques will surely expose you one or the other day, it's a time factor! - Once your draft/write-up is ready, run it by a plagiarism detection tool. You find quite a few of them freely available on the net. They may not be perfect but they will surely help you to a great extent. TEACHERS - AIM TO BE IDEAL - We know that, teachers can't check every word and originality of it. It's an unfair expectation from society. However, teachers should teach their students about basics of academic writing and copyright compliance. - Every research scholar should attend at-least one training programme on academic writing and copyright compliance. I remember, Kerala Central University conducting such programmes recently. Such trainings/workshops would create required amount of awareness about copyright compliance and plagiarism and would surely position students and researchers to be much better authors. PUBLISJERS AND EDITORS - FOLLOW PEER REVIEW PROCESS/SYSTEM - People who care for quality and originality in publications should adopt peer review process. Short timelines, lack of experts/expertise and pressure to get more participants and papers to conferences are reasons why editors and organizers don't insist on peer review system/process - If a Conference Organizers and editors don't push for peer review system, they would be responsible for adding sub-standard content/publications to the scholarly world. Now, every conference organizers/editors ask themselves - How much of sub-standard content you have pushed (contributed!) to the scholarly world? I guess, we all senior LIS professionals, have a good share in this! POLICY MAKERS AND CONFERENCE DONERS Insist on quality of publications. Don't fund or donate if you don't see a quality process for publications in place. The professionals need papers for their CAS promotions or selections and the seminars / conferences are a channel for fast track publication. Further they are submitting for journal publication also. These developments are indeed desirable for the development and recognition of the profession. Outcome: However the outcome is not that encouraging as expected to be. The quantitative growth lead to the qualitative depreciation. Reason: Many of the professionals are not familiar with writing standards and skills. They are not familiar with difference between research article and research paper; innovative ideas and opinion studies; pasting and logical presentation; copying and citing; arbitrary citation and standard citation using a style manual These are not a part of their studies. Even if so, one will forget after examinations. Therefore there is no opportunity for the professionals to learn and acquire the skills of writing and presentation and the standards to be followed. Hence the need is to train our professionals in these aspects. Only then we can expect true academic contributions. The way out: There may be many ways to improve the situation but submitting three propositions for discussion 1. Conducting workshops on preparation and presentation of research paper not for name sake but with real zeal. 2. Applying anti-plagiarism software and reject the identified papers. This is good from the quality point of view but may demoralize the professionals. 3. Having a panel of voluntary editors who will review papers and suggest revision / modification of papers instead of outright rejection. This will improve the writing skills of the author and encourage him/her for standard contributions. I think it is high time to find solutions to the problem and enhance the standard of papers. I do not agree with Mr.Arunachalam's remarks - "Many Institutions have squandered public funds ". Open source software, whether Operating System or Applications software, are available for many other applications too and only for libraries. I would like to highlight few of these: According to some experts, 'R' is a good open source software available for statistical analysis. But, how many of the statisticians and social scientists from the publicly funded institutions and Government Departments are using it ? Why majority of them still demand for and use expensive commercial software such as SPSS, Matlab, SAS, Gauss, Stata, Mathematica, LIMDEP, GAMS, etc.? Linux is an open source Operating System. How many of the publicly funded institutions have completely abandoned Windows OS and are using OSS for workstations /PCs or for server applications? How many of these institutions are using Open Office instead of MS-Office. If not, why ? Why majority of the libraries in United States and European countries are using commercial software ? I do not have any empirical evidence to quote the numbers. However, my observations and discussion with professional friends during my visits to some of the these places revealed that majority of the big libraries in these countries prefer commercial software. It is an understatement to say that people are now seeing the light at the end of tunnel. I would like to delineate reasons and compulsion Indian libraries had to use the commercial software and to continue with it. When no suitable open source software meeting all the local requirements was available to libraries, there was no option but to go in for commercial software. Library automation using commercial software began some time in late 1980's and during this period no open source software was available. For that matter, no user friendly, easy to install and ready to use OSS was available till 2006 or so. Lots of experiments have been conducted on OSS, some with success and some with no or limited success.We always proudly share our success stories with others, but refrain from sharing the failures. Authorities in many institutions insist on quick implementation using a tested commercial software rather on experimenting with OSS, indefinitely. Secondly, it is slightly difficult to migrate to OSS or any other software when one is highly conversant with the existing one. Therefore, I would like to know from those libraries, who migrated from commercial software to Open source software, the following : 1. How much money ( Direct and Indirect cost ) and time was spent on data migration and customization? 2. Whether librarians themselves did the job or took help from computer professionals ? 3. Whether they could convert all the time-series administrative data or only the bibliographic data ? How do they retrieve administrative data, if it is not transferred during migration ? 4. After migration, whether they have totally discontinued the earlier software or still using the old one for some reasons? Going by certain observations and genuine reasons, it will take some more time for the LIS professionals to learn, test, understand, implement and successfully use open source software. "Never be the first or never be the last. Learn from others experience", said some one. Therefore, I do not think the main intention would be to squander public funds. With great appreciation and due respect to all those who developed or contributed for further improvements of Koha, I have few observation to make. No doubt Koha is an excellent software built on sound architecture and proven technology and has great potential to become the most preferred OSS. However, from my personal experience, I hesitate to accept Koha in its present format. The flow of work in Koha's acquisition and serial control module is not suitable for Indian libraries. I feel, these modules need lots of customization. Same is the view expressed by some of my senior professional friends who have tested it. Many libraries who have opted for Koha are directly cataloging the books and using only the circulation module and OPAC. Following are some of the requirements to make Koha more popular and acceptable without any apprehension : 1. An institution (S) to provide support such as data conversion, migration, customization and online support, for a nominal fee. 2. A Government institution to fund periodic regional Workshops and training programmes on Koha, the way CDS/ISIS was promoted by NISSAT. Opportunity may be given to professionals to give demos of additional utilities developed by them. NISSAT did this during the CDS/ISIS workshops. 3. Ready to use SQL statements to generate certain outputs/queries which are not possible at present. Such statments can be run either from MySQL prompt or from Koha's customised menus. 4. Directory of Indian experts in Koha who can offer help voluntarily. 5. A team of librarians to suggest required customization to suit requirements of Indian libraries. 6. Directory of companies who offer Koha services on cloud or at sites. 7. Directory of institutions who are using all the modules of Koha. 8. Anomaly in the Implementation of UGC Scheme (1986, 1996, 2006) in Kerala

Dear Professionals, I would like to highlight a serious anomaly happened and still continuing in KeralaState on the implementation of UGC Scheme (1986, 1996 and 2006) for librarians in universities and colleges in Kerala. Though there is no provision in the UGC Scheme for the promotion from the lower cadre to the UGC Entry Cadre of Asst. Librarian/ College Librarian, in Kerala it is still continuing. While implementing UGC Scheme, in the case of other teachers, the existing Non-UGC Cadre posts like Junior Lecturer and Junior Asst. Professor have been upgraded to Lecturer and Asst. Professor respectively and all the incumbents in the Junior Lecturer and Junior Asst. Professor cadres possessing Masters Degree in the concerned subject (Exempted NET) have been inducted to the UGC Cadre and the then cadres in the Pre-UGC Scheme like Junior Lecturer and Junior Asst. Professor have been closed for ever. Due to some unscientific administrative reasons, either this type of induction to UGC Scheme was not done in the case of librarians or the NET was not insisted to the entry cadre of library professionals like Library/Professional/Reference Asst. Ultimately, now the professionals are divided into several classes and groups and many court cases have emerged only because of the system generated issues. Hence, most of the professionals, instead of concentrating in documentation and information services, they are gathering, thinking and acting on the issues on how get rid of these issues. The only way to solve these issues permanently is implementing UGC Scheme to librarians as envisaged in the Scheme. The following are the actions needed in this regard: 1. As in the case of other teachers, all existing incumbents in Library/ Professional/ Reference Asst. should be inducted to UGC Scheme as on the date of possessing Masters Degree in the concerned subject (Exempting NET). 2. To accommodate all incumbents in the Library/ Professional/ Reference Asst. cadres on induction to UGC Scheme, sufficient number of posts should be upgraded to Asst. Librarians as super numerary. 3. The existing cadre of Library/ Professional/ Reference Asst. may be closed by upgrading few posts as Asst. Librarian and the remaining posts should be downgraded to Jr. Professional/Technical Asst. (JPA/JTA) for CLISc holders. All Dept. Libraries working in one shift should have one AL and JPA/JTA each and all College Libraries and Divisions of the University Library working in two shifts should have two AL and JPA/JTA each (one each for one shift) and the existing posts of Library/ Professional/ Reference Asst. may be upgraded / downgraded accordingly. 4. It is also suggested to introduce Time Bound Promotion on completion of 5 years for JPA/JTAs, instead of the existing system of Ratio Promotion or vacancy/retirement based promotion. Dr. A.T. Dear Professional friends I would like to share my opinion on the above issue that may lead to further discussion and help to reach a solution. Background: U.G.C. and managements are compelling the departments / libraries to organize conferences / seminars to get NAAC grade points and supporting financially. The organizers need participants hence accepting every paper that is submitted. The professionals need papers for their CAS promotions or selections and the seminars / conferences are a channel for fast track publication. Further they are submitting for journal publication also. These developments are indeed desirable for the development and recognition of the profession. Outcome: However the outcome is not that encouraging as expected to be. The quantitative growth lead to the qualitative depreciation. Reason: Many of the professionals are not familiar with writing standards and skills. They are not familiar with difference between research article and research paper; innovative ideas and opinion studies; pasting and logical presentation; copying and citing; arbitrary citation and standard citation using a style manual These are not a part of their studies. Even if so, one will forget after examinations. Therefore there is no opportunity for the professionals to learn and acquire the skills of writing and presentation and the standards to be followed. Hence the need is to train our professionals in these aspects. Only then we can expect true academic contributions. The way out: There may be many ways to improve the situation but submitting three propositions for discussion 1. Conducting workshops on preparation and presentation of research paper not for name sake but with real zeal. 2. Applying anti-plagiarism software and reject the identified papers. This is good from the quality point of view but may demoralize the professionals. 3. Having a panel of voluntary editors who will review papers and suggest revision / modification of papers instead of outright rejection. This will improve the writing skills of the author and encourage him/her for standard contributions. I think it is high time to find solutions to the problem and enhance the standard of papers. In the first instance, he declined the copying. I told him to go through both the articles and send me the truth by mail. I got the mail as under: *" Sir, As you phoned today regarding the article, I have taken/copied some (may be 15 to 20%) of the literature like abstract, references from the particular article but the data was from my survey I have copied the methodology only, not fully copied. And I used the same schedule to survey the colleges at Gadag City. One more thing that I referred all the references and collected the literature from references. It may be same what I had collected and the author of particular article copied from same references. Sir, Once again I wish to tell you that I have not copied full article as it is. I am very sorry for the same. Further, here onwards, I will not copy or put any same information what the other articles have. And the article published in SRELS was reviewed by experts also." Now I have two options before me: One to request the publishers of the journal to withdraw the article from the journal database. Two to surrender all my academic publications back to the profession. Because a sentence used by my friend has touched ma a lot. In my entire currier I have never taken any black spot like this. I have published more than 50 articles (most of them are available on Google scholar). If any of them are traced as pleagured, I will leave my profession on the same day. Just because of the foolish act of my student, I have to be targeted by immatured statements like: *"Those who have the power and money move up to the ladder no matter what their academic credentials are."* I do not know whome this statement is aiming at. But I request my younger generation Librarians to be little cautious while making statements in the forums like this. Dear Members, Greetings to you. This is in response to the mail posted by Ms. Dimple Patel regarding the API Score to be considered for the Direct Recruitment of Dy. Librarians at State, Central and Deemed Universities. I just thought of sharing some of my views about the API Scoring pattern proposed by UGC for the recruitment of Dy. Librarians. UGC has proposed following three categories for calculating the API Score: Category I: Procurement, organization, and delivery of knowledge and information through Library services Category II: Co-Curricular, Extension and Professional Development related activities Category III: Research and Academic contributions As per the information published in the Gazette of India (2010) , only the points scored under Category III will be considered for the purpose of Direct Recruitment of Dy. Librarians. The minimum API score required is 300 points. The interesting thing to note here is that the API score proposed for the Direct Recruitment of Associate Professor (Stage 4) is also same. When a person is appointed to the post of Dy. Librarian, he will be placed in the pay scale of 15600-39100 AGP 8000 whereas a person who is appointed to the post of Associate Professor will be placed in the pay scale of 37400- 67000 AGP 9000. The above information published in the Gazette of India indicates that the proposed minimum API Score of 300 points will be applicable only when the person is recruited to the post of Dy. Librarian at Stage 4 i.e in the pay scale of 37400- 67000 AGP 9000 and not for the post of Dy. Librarian at Stage 3 i.e 15600- 39100 AGP 8000. I personally feel that applying the appointment criteria meant for the post of Associate Professor (Stage 4) for the appointment of Dy. Librarian (Stage 3) is incorrect both legally and logically. Library wedding proposal: one for the books

Jason Methner is the creative mind behind the illustrated account of his relationship with his girlfriend, Molly Lipsitz. He had the book, titled *A Hare-y Tale*, illustrated by friend Yoni Limor<http://yonimation.com/>and placed the bound volume among the “new arrivals” in a Chicago library for his 27-year-old girlfriend to find. The book refers to some of the activities they have done as a couple in their 4½-year relationship. In it, Methner is portrayed as the tortoise and Lipsitz as “Bunny” — because she has slept with a stuffed rabbit named Bunny since childhood. In one sketch, Bunny is shown marching off to university with a bag of her belongings tied to a stick. The book even includes a sketch of their one-year-old dog Hammer. Like the classic tortoise and hare story, Methner and Lipsitz each take life at a different pace. Methner is laid back, while Lipsitz is an A-type personality, very organized and constantly producing lists. She enjoys healthy food. He loves cheeseburgers. However, they have plenty in common, including a love of adventure, food and jogging. They also enjoy good books and libraries. So it was only natural that the marriage proposal should take place in a library. For this special moment, Methner chose the Harold Washington Library Centre, the main branch of the Chicago public library system. On March 23, he used “a lie” to trick Lipsitz into finding the 20-page book on a shelf in the branch’s Thomas Hughes Children’s Library. As Lipsitz began flipping through it, she came to an abrupt stop on page 3: the narrative mentioned Sandy Springs, her home town near Atlanta. Lipsitz grew suspicious. Methner encouraged her to read on. On the next to last page, the story read: “Although we don’t often run at same pace, do you want to slow down and spend the rest of your life with me?” And on the last page: “And Bunny said …” This was followed by an empty space for her to say “yes.” At that point, Methner got down on one knee, popped the question and pulled out a diamond engagement ring. As in all good fairytales, this book had a happy ending. She exclaimed, “Yes,” and a professional photographer concealed behind the book shelves emerged to snap the delightful moment. “I didn’t cry. That’s not really my style,” Lipsitz told the Star from Chicago. “I was just totally surprised and shocked in a good way. It was an amazingly thoughtful and creative proposal and in an unexpected place.” The Chicago Public Library posted the photos on Facebook<https://www.facebook.com/photo.php?fbid=10151737353467454&set=a.91497817453…>, which helped turn their proposal into a viral event. There was no way I was going to miss it,” she told the Star in an email. “I think it played out really well.” Library staff helped her rearrange books so that she could have a clear view of Methner’s picture book. “This is the first time I photographed a surprise proposal,” she said. Lipsitz appreciated that Methner had arranged for her to go with a friend to have a manicure that morning, not knowing it was so she would look good in photos showing the ring on her finger. No wedding date has been announced. Methner made five more copies of the book so relatives would have the book as a memento. “Most women have been very flattering to me with compliments about my creativity,” he said. “But a lot of men, especially in my friends’ group, have given me the eye roll … like, thanks for setting the bar so high.” -- Warm regards. We too faced problems in using the software in 2005-06 at DRDL, Hyderabad. We switched over from Libris to LibSys. For data export, they took enormous time. The Engineer who visited DRDL, Hyderabad took data on CD to facilitate export of OPAC data. But after 6 months expressed inability to export saying some lame excuse. Again they took the data and took more time. Meanwhile I joined DESIDOC in 2006, and was able to call their senior executives to solve the problem. All this took more than 1 year. Again they charge exorbitantly for maintenance. I understand it has the largest customer base in India and so they are dictating term (Monopoly). LIS professionals have to unitedly take on such issues raising in National Forums like Conferences, etc. Whenever we suggest a new facility--utility--improvement, they take and improve the software. But our intellectual capital (suggestions/improvements) do not get any rewards. The are used to bring new release with increased price tag. Why can't we use KOHa or NEWGENLI--the open source software???? AL MOORTHY
