The 55th Annual General Meeting and the Triennial Election (2014-2016) of the Association will also be held during the seminar. The formal notice of the Meeting will be issued in due course Members intending to propose nomination(s) for election to different offices of the IASLIC for 2014-2016 should submit it along with the written consent and brief bio-data of the nominees so as to reach the IASLIC office latest by 31st August, 2013 at 8 pm. Consents in separate sheets should be sent with the nomination papers. The withdrawal of nomination should be made latest by 8 pm on 6th September, 2013. The IASLIC office remains open from 2 pm to 9 pm on all working days. It may kindly be noted that only valid members who fulfill the conditions laid down in the Clause XVII of the Memorandum of the Association of IASLIC are valid voters and are eligible to take part in the IASLIC Triennial election(2014-2016). No member whose subscription remain unpaid as on 30th June, 2013 shall be entitled to propose, to vote or to contest in the Triennial Election (2014-2016). He served the cause of Library Profession for about 3 decades and made an everlasting impression as a vibrating professional through his relentless services. With a modest beginning as a Project Officer (Libraries) in the Adult Education department, he raised to the present position evincing keen interest in the professional development. He has to his credit 12 years of teaching experience in JOC course and also for five years he taught in the department of Library and Information Science, Tumkur University as a guest faculty in the initial stages. His involvement in the professional activities helped him to serve as a Member, Vice President, President of various professional organizations of reputation. He was also closely involved in organizing in all 17 State level, National level and International level seminars and conferences. The significant leadership role he played in organizing the training program for Degree college and PU College librarians to orient towards the ICT skills is laudable and the entire professional fraternity remembers his key role in convincing the government and managing the funds for this purpose. Profession in turn has rightly rewarded him by awarding Best Librarian, 2008 and Zilla Rajyotsava Award (Tumkur District 2008). Above all Dr. Kadadeveramath has been regularly bringing out a leading professional journal “Indian Journal of Library and Information Technology (IJLIT)” which is in many way encouraging the aspiring professional writers. Rangappa, Vice Chancellor, University of Mysore, Mysore, while speaking on the 12th Annual Day Celebrations of MyLISA. Speaking from experience of his recent visit to Moscow, Prof. Rangappa said that the libraries in Moscow are unique in their aesthetic appeal of the building and quality of library service they provide. He called upon the staff of the Mysore University library to visit Mosow to bring those technologies to the University. Prior to the Annual Day function, MyLISA has organized a daylong seminar on the topic ‘Publish or Perish’. Expressing his happiness over the theme of the Seminar, he said academicians and researchers have to publish quality research papers in international journals. He called upon the organizers to conduct Seminars, Conferences and Symposiums inviting scholars from within the Country and abroad. The Vice Chancellor also assured that University of Mysore will extend its helping hand in organizing such academic activities and he also noted that there is no dearth for facilities at the University for academic events. He released the ‘MyLISA News’ and stressed the need for more academic by way of publications and conferences . On her presidential address on the occasion, Prof Shalini R. Urs, Founder President of MyLISA, called upon academicians and researchers should adopt “Publish and Prosper” approach taking a leaf out of Prof. Ragappa’s book. Challenge for survival is faced by all profession. The only solution to sustenance is ‘change for better’. She opined that even Google is facing the challenge for its survival from Facebook. Retired librarians Sri H.Y. Mahakoteshwara from CFTRI, Sri Siddalingaswamy from JSS College, Smt. Ambica Devi from Department of Archeology, Smt. Savithri G from SJCE College, Smt. he Supreme Court has held that retirement age and pay scale fixed by University Grants Commission(UGC) for professors are not binding for universities run by the states. A bench headed by Chief Justice Altamas Kabir(since retired) held that there would be no automatic application of UGC recommendations for state universities and it is for a state government to take a decision. "There is no ambiguity that the final decision to enhance the age of superannuation of teachers within a particular state would be that of the state itself. The right of the Commission to frame regulations having the force of law is admitted. However, the state governments are also entitled to legislate with matters relating to education," it said. The court passed the judgement on a bunch of petitions filed by different states and teachers from different universities on the issue of implementation of UGC guidelines and whether certain regulations framed by it had a binding effect on educational institutions being run by different states and even under state enactments. "In our view, there can be no automatic application of the recommendations made by the Commission, without any conscious decision being taken by the state in this regard, on account of the financial implications and other consequences attached to such a decision," the apex court said. It, however, dismissed the state governments' plea that the UGC has no authority to impose any conditions with regard to its educational institutions. The concepts of “reviewed research” and “reviewed publications” are gaining momentum currently. Only the reviewed and indexed research pieces qualify for the ratings and rankings of Universities and Institutions. In other words, the performance and standing of Universities are measured in terms of reviewed and indexed research papers in global databases. Thus, it is essential to bring a large number of ‘reviewed’ research papers from Indian Universities. The quality publication output is required not just only to keep a good ranking, but also to ensure a high level scholarly environment in the country. Publications reflect the character of the innovative research and it is used as a yardstick to measure the research contributions and research impact of individuals, institutions or nations. The impact of research publications is practically used also by agencies and institutions in deciding funding, tenures, promotion and other related activities. Publications are practically used as the indicator to measure the quantum of research output. The publications indexed in the databases such as Scopus and ISI Thompson only are considered as publications at the global level. A large number of Indian papers are not accepted in ranked journals and many researchers do not gain an understanding of producing better content. Publishing the papers in peer-reviewed and internationally indexed journals is increasingly important, which will increase researchers’ index and wide acceptance and academic profiling. This is also very important for the ranking of the institutions and the countries. There is a need to understand the following processes. · The ways of producing good research and writing eminent papers · Gain exposure for creating new approaches and solve research problems · Understanding the ingredients of a good paper · The characteristics of a good scientific reporting · The approach to learning good model · The content of a good research, good review and revision *Objectives & Contents of the Workshop* These issues need to be explained to Indian academic researchers, particularly the young ones. To keep them focused on such issues will be possible by orienting them via workshops and awareness programs. The INFLIBNET identified this need and consequently a training workshop is organized, to carry out this plan.
