Suresh is Vice President and Research Fellow, Knowledge Management, at Infosys Ltd. He is one of the leading experts in the field of Knowledge Management in India. He has also contributed to various KM initiatives in academia, government and industry and is on the advisory boards of national and international institutions. He has written extensively on knowledge management in various forums and has secondary interests in education and learning. He obtained his BTech from IIT-Kanpur, MTech from IIT-Madras and PhD from the Indian Institute of Science, Bangalore. Resource Persons: Dr. A. Neelameghan Prof. A. Neelameghan, an internationally acclaimed scholar in Library and Information Science and Former Professor and Head, Documentation Research and Training Centre, Indian Statistical Institute, Bangalore was formerly Head, Section on Institution Building and Networking, UNESCO/PGI and Regional Advisor for Asia-Pacific, UNESCO. He undertook Technical Assistance missions to developing countries in Asia, Arab League States, Africa, Latin America and the Caribbean sponsored by UNESCO/PGI, UNDP, and IDRC. These missions included formulation of national information policies, development of information institutions, organizing and teaching in national and regional training workshops in information studies. He established a regional post-graduate programme for training science information specialists in South Asia at the University of Philippines in Manila, the School of Information Studies for Africa at the University in Addis Ababa, Ethiopia, a similar programme for Latin America at the University of Simon Bolivar, Caracas, Venezuela, and a national training programme for China in Beijing. He retired from UN civil service in 1986. Following graduate and post-graduate studies in Madras, India, he studied documentation and information in science in USA on Rockefeller Foundation and Fulbright scholarships. He is currently associated with the Sarada Ranganathan Endowment for Library Science (1963-) and the Ranganathan Centre for Information Studies (1993-), both not-for-profit national charitable trusts promoting research, lectures, and publications in information studies. His areas of special interest are information for socio-economic development, capacity building in developing countries, indigenous information and spiritual information. Dr. K. S. Raghavan Dr. K. S. Raghavan is a Visiting Scientist at KAnOE- the Centre for Knowledge Analytics and Ontological Engineering at PESIT. Earlier, he was a professor at the Documentation Research and Training Centre (DRTC) of the Indian Statistical Institute (ISI) and the Dean (Academic) and Head of the Department of Library and Information Science at the University of Madras where he was also the Chairperson of the School of Information and Communication Studies and the School of Mathematics, Computer and Information Science. He is a member of the Editorial Advisory Board of the international journal Knowledge Organization and has published widely in areas such as knowledge organization, multilingual thesauri and education for information. He holds a BSc in Physics and Mathematics and a Bachelor�s in Library Science from the University of Mysore, a Master�s in Library Science from the University of Delhi and the PhD from University of Mysore (1986). He recently edited a volume titled Categories, Contexts and Relations in Knowledge Organization. Dr. Kavi Mahesh Dr. Kavi Mahesh is the Director of the Centre for Knowledge Analytics and Ontological Engineering � KAnOE and a Professor of Computer Science at PES Institute of Technology, Bangalore, India. He is also a Principal Consultant with the Knowledge Management Group at Infosys Ltd. His areas of interest are knowledge management, epistemology, ontology, classification studies, text processing and unstructured data management. He has two US patents and has published two books, 13 book chapters and over 50 papers. He was previously with Oracle Corporation, USA and New Mexico State University and has consulted with Hewlett Packard, United Nations and EasyLib.com. He holds an M. However, the demand for our bilingual dictionaries has been growing at the rate of 20-25 per cent per year," Ranjan Kaul, Managing Director of Oxford University Press India, told PTI here. The publishers of the world's most definitive work on English already have bilingual dictionaries in Hindi, Marathi, Odia, Kannada, Gujarati and Telugu while their Bengali one was launched here recently. "We are now trying to add more Indian languages on the list like Malayalam, Punjabi, Assamese, etc., as the aspiration to learn English is growing in smaller towns and cities all over the country," Kaul said. The UNESCO adopted Open Access strategy in 2011, and with effect from 1 July 2013 it has become fully Open Access. Capacity building to promote Open Access is one of the important strands of the UNESCO strategy. The UNESCO Open Access Forum 2011 also recommended training of young researchers and library professionals on Open Access. As a first step, we would like to seek help of experts though a discussion on this platform to identify Knowledge, Skills and Attitudes needed for Open Access by Library and Information Professionals and Researchers. So, we will have two strands of discussion: One for Librarians and the other for Researchers. This week we start with training needs for Librarians� Librarians play a significant role in providing access to peer reviewed information published in journals and help manage local repositories. Sometime back we did a Delphi study with select experts, which revealed the following as key areas for the librarians to study: Module 1: Foundations 1. Introduction to Open Access: Definition, types (green, gold, delayed), OA journals (gold and hybrid), OA books, OA repositories, benefits, barriers (publisher resistance), philosophy of access to knowledge, disciplinary trends; Open Access Policy development, including funder policies 2. Copyrights and licensing mechanisms for Open Access, such as the creative commons licenses, copyleft and publishers' embargo in self-archiving Module 2: Practical Options and Systems 3. Repositories and issues involved in creating and maintaining repositories, author self-archiving 4. Open Access Journal publishing systems and processes Module 3: Initiatives, Implications and Issues 5. Searching of Open Access information (Vehicles for Open Access: OAIster and other Open Access Search Engines, PubMed), Metadata related issues, SHERPA RoMEO, DOAJ, DOAB, GOAP, OA Map, etc. 6. Impact of Open Access on dissemination of knowledge, citation advantages, estimating impact; Changing practices in scholarly communication, including open peer review, emerging approaches to recognition of scholarly works 7. Implications of online-only format for long-term preservation of OA content (Google Books, Internet Archive, Hathi Trust, other non-U.S. large initiatives) While this is useful, we need to identify the Knowledge, Skills and Attitudes to develop the curriculum and content learning materials. The UNESCO adopted Open Access strategy in 2011, and with effect from 1 July 2013 it has become fully Open Access. Capacity building to promote Open Access is one of the important strands of the UNESCO strategy. The UNESCO Open Access Forum 2011 also recommended training of young researchers and library professionals on Open Access. As a first step, we would like to seek help of experts though a discussion on this platform to identify Knowledge, Skills and Attitudes needed for Open Access by Library and Information Professionals and Researchers. So, we will have two strands of discussion: One for Librarians and the other for Researchers. This week we start with training needs for Librarians� Librarians play a significant role in providing access to peer reviewed information published in journals and help manage local repositories. Sometime back we did a Delphi study with select experts, which revealed the following as key areas for the librarians to study: Module 1: Foundations 1. Introduction to Open Access: Definition, types (green, gold, delayed), OA journals (gold and hybrid), OA books, OA repositories, benefits, barriers (publisher resistance), philosophy of access to knowledge, disciplinary trends; Open Access Policy development, including funder policies 2. Copyrights and licensing mechanisms for Open Access, such as the creative commons licenses, copyleft and publishers' embargo in self-archiving Module 2: Practical Options and Systems 3. Repositories and issues involved in creating and maintaining repositories, author self-archiving 4. Open Access Journal publishing systems and processes Module 3: Initiatives, Implications and Issues 5. Searching of Open Access information (Vehicles for Open Access: OAIster and other Open Access Search Engines, PubMed), Metadata related issues, SHERPA RoMEO, DOAJ, DOAB, GOAP, OA Map, etc. 6. Impact of Open Access on dissemination of knowledge, citation advantages, estimating impact; Changing practices in scholarly communication, including open peer review, emerging approaches to recognition of scholarly works 7. Implications of online-only format for long-term preservation of OA content (Google Books, Internet Archive, Hathi Trust, other non-U.S. large initiatives) While this is useful, we need to identify the Knowledge, Skills and Attitudes to develop the curriculum and content learning materials. I saw the posting on Lis-Forum about Dr Tapaswi's superannuation. I have known Tapaswi since his DRTC days and later more intimately at NIO. He is one of the rare breeds in the Library and Information profession. He combines in himself unique combination of qualities: of leadership, professional competency, willingness to keep on learning, the fearlessness to experiment, and the wherewithal to build strong relationships with the users of his library and its services. Like all of us, products of time and space, one has to lay down one's office. I am sure NIO library staff and the scientists will miss him and his dynamism. I would like to convey my best wishes for days after his superannuation. If I know him well, then I do believe he will continue to make a contribution to whatever cause he chooses. His work of computer applications for better library & information services had impressed UNESCO which put NIO library on the international map in 1985. Soon his vision and expertise was appreciated and India became the first developing country to be the part of the prestigious Aquatic Science and Fisheries Information System of Food and Agriculture Organization (FAO), UN in 1989. Dr. Tapaswi was the only library & information scientist from a developing country who was selected as a member of the group of experts in Marine Information Management (1992-2008) to help the 120-member Intergovernmental Oceanographic Commission (IOC) of UNESCO in development of marine information products. He was selected as the chairman of experts group for two times (1999-2004) for the development of Ocean Data & Information Network in African countries. He was the member of several national committees on e-resource negotiation, Open Access Policy, etc. Dr. Tapaswi, an alumnus of DRTC was always proactive in using technology for better services in library. An expert in CDS/ISIS with Pascal programming had developed himself automation package for NIO library during 1990s when it was a dream in India to automate the library services. The backbone of the automation package is still in use with modification in Linux OS with browser based facilities.
