Dear All, FYI Refresh & Refocus: Libraries’ new trends in supporting entrepreneurs Date: Wed, Nov 1, 2023 Time: 2pm-5pm Eastern Venue: Zoom (online) The Entrepreneurs & Libraries Conference explores how libraries and library workers support entrepreneurship in their communities and campuses. Entrelib continues to be a gathering place for academic, public, and special library workers, as well as entrepreneurial ecosystem partners, via our free online events. The event will be free and hosted on Zoom The conference’s theme Refresh & Refocus relates to the ever-expanding work that libraries of all types are doing to serve entrepreneurs in their communities and contexts. It also acknowledges that library staff approach this work with a wide range of knowledge, and access to resources. This event seeks to provide a forum for expanding library understanding about the diversity that exists among these “entrepreneurials,” their needs, and both proven and emerging ways libraries can support and sustain entrepreneurs in their journeys. It also seeks to provide an opportunity for individual staff members and their libraries to assess where serving these populations fits in their institution’s priorities and how best to align their staff and resources to serve these engines of economic growth. In 2021 more than 5.4 million new business applications from entrepreneurs were filed, surpassing the record of 4.4 million set in 2020. A recent study of 1,500 adults making a work-life change found that 33% of respondents had explored starting their own business and that 27% had considered becoming a consultant or freelancing. Examples of topics of interest include: · How libraries position themselves in entrepreneurial ecosystems · Studies of information/resource needs and practices of entrepreneurs. · Services focused on serving specific populations: teens, senior adults, immigrants, blue collar/trades, individuals impacted by systemic racism, rural populations, economically disadvantaged. · Examples of effective community partnerships and how to establish and maintain them. · While acknowledging the value of community partnerships, we are interested in “home-grown” programs developed internally by libraries leveraging the library’s staff and resources. Proposals are not limited to the topics above, the conference is interested in receiving a wide range of proposals that embrace the conference theme. We are especially interested in proposals that provide new perspectives on not only how libraries support entrepreneurs (refresh) as well as programs to provide convincing arguments for why these services should be a priority (refocus). We will be accepting the following 2 formats of presentations:1. Presentation (15 minutes) This session will include 3 longform presentations, 15-minutes each. The Programming committee invites proposals from the community for 15 minute presentations. These workshops should include an interactive component to engage participants. The Programming committee will give priority to submissions that are applicable to and engaging for multiple types of information professionals, (public, special, academic,etc.). 2. Call For Papers Fourth International Conference on Science & Technology Metrics (STMet 2023) November 13-14, 2023 BITS Pilani Dubai Campus. UAE (www.socio.org.uk/stm) Building metrics is the key to science and technology measurement and translating the measures to work better. The metric is not confined to drawing numbers and analyze. Selecting a metric depends on synthesising multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data mark the full-fledged system. Recently, new metrics-based models are emerging to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2022) conference concerns how many metrics may involve assessing different aspects of science and technology, which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, STMetrics will host several workshops and tutorials related to the conference's theme. Friends, Citations and impact factors are no longer the be all and end all of careers in research. The goal of the tutorials is to enable the participants to familiarise themselves with theoretical and practical aspects and application of metrics. The proposed conference comprises invited talks, presentations, tutorials, workshops and discussions. The STMet has tracks on specialised topics. The STMet address the below themes, not limited. All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can access the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can improve the final version of their papers accordingly. Mentoring support is available to young researchers and authors from developing countries. Selected post-conference modified versions of the papers will be published in the following journals. 1. He is a Physics graduate and pursued his Master's in Computer Applications. He has more than 13 years of academic and research experience in various institutes. Before Joining INFLIBNET Centre, he worked for the Indian Institute of Science (IISc), Bengaluru and the Indian School of Business, Hyderabad. Currently, he is a part of the Software, Research and Development group at the Centre. Let us not chase ranks but help our faculty and students in their questioning and exploring, teaching and learning

Friends, "I think higher education in India has been losing its soul for a long time, particularly in humanities and social sciences because of the pressure to get jobs. The basic purpose of higher education - of questioning and exploring - has been lost," says Prof. Suhas Palshikar, the eminent political scientist. Questioning, exploring, learning, and teaching have been put on the back burner in many higher educational institutions (HEI), nay they have been sacrificed at the altar of chasing ranks. While several institutions are indulging in citation gaming and other unwelcome practices to improve their rank, some others, I hear, are thankfully getting out of this rat race. Prof. Padmanabhan Balaram has written several editorials on the abuse of publication and citation data in *Current Science*. He has also spoken about it in many of his talks. Please listen to his LIS Academy talk (on Science publishing and the decline of scholarship), the first in their seminar series, delivered on 14 November 2020. It is available on YouTube. And yet a very large percentage of research papers from LIS departments and the doctoral (and possibly Master's) dissertations in LIS submitted to Indian universities is in citation analysis/scientometrics. Balaram says many of the papers written by Indian librarians are no good at all. But our main purpose is to serve our faculty and students to do whatever they do better, which are mostly teaching, learning, questioning, exploring, creating new knowledge, inventing, patenting, and occasionally advising the government and helping industry. HEIs are, so to say, in the business of knowledge generation and exchange. There are two parts to it, viz. enhancing *access* to knowledge generated worldwide, and making the knowledge generated by our own researchers *visible* to the world. That, in short, is scholarly communication librarianship is all about. Friends, A few days ago Mr Raja Viswanathaan of INFLIBNET delivered the 18th Dr T B Rajashekar Memorial Lecture in which he explained how NIRF assesses an academic instituion and how librarians can help their institutions improve their ranking, esp. through improving the visibility and citability of the research papers published by the institution's faculty and students. Probably because of the limited time available for the talk, he could not tell you how such efforts to 'improve citations' often degenerate into exercises in citation gaming. Many of you might have read a recent article in Science ( AAAS) wherein a popular dental college in Southern India was accused of systematic citation gamig. Of course, someone from the college did try to deny the charge, but I thought their defence did not carry conviction. Let us remember the purpose of higher education is to teach, to learn and to do research well. Academic librarians would do well to support the faculty and students in all three activities. They could ensure that all research papers of their institutions are made OA. They could play a role in their institutions embracing open science practices.
