An exemplary heroic and humane act by Karnataka Minister for Libraries doing the Library Profession proud

Dear LIS Professionals, It is truly heartening to see Kimmane Ratnakar, Minister for Primary and secondary education, Government of Karnataka (and also Libraries) setting an example, where and when not even expected. He not only stopped his car, observing a drowning car in a lake , but also jumped into the lake along with his staff to save six lives. It is not only heartening but worth emulating not just by politicians but also by one and all. On the fateful Tuesday (September 17), 2013, the minister Kimmane Ratnakar was travelling in his official Innova vehicle to Bangalore from his native town of Thirthahalli and spotted the sinking car and ordered his convoy to stop. This happened near Beguvalli, 20km from Thirthahallli, when a white Maruti Swift car overtook it. About 15 minutes later, as Kimmane's car approached the Beguvalli Lake, the minister noticed the same Swift sinking in the lake. Kimmane, his gunman Halswamy, driver Chandrashekar and escort vehicle driver Krishnamurthy jumped into the water. The four men swam to the sinking car, whose trapped occupants were flailing their hands from the windows and rescued them. This act is truly exemplary and should be applauded. I also feel it is not out of place to mention one other facet of Shri Kimmane Ratnakar, which I had the first hand experience of. Recently, I had an occasion to listen to his talk and observe him during a function in Bangalore. I must say this; he is not only erudite in his address but also very humble and bowled me over by his humility and respect for Scholarship. Library profession should applaud and be proud to have a minister of the stature of Kimmane Ratnakar in charge of libraries. May his tribe multiply! TRIBUTES TO PROFESSOR LANCASTER

Prof Lancaster’s demise is indeed a shocking and saddening news for me. His visit to Trivandrum in response to my invitation and the days he had spent as a guest of the then RRL(CSIR), Trivandrum is unforgettable. I had the privilege of organizing three programmes of Prof. Lancaster during his visit : The CSIR Golden Jubilee Lecture on Scientific Productivity at RRLT, another lecture on a related topic in the University of Kerala and a Television Programme by DoorDarshan Kendra (the then existing only electronic media channel). The two lectures were attended by packed audience in the respective halls. The DD programme was a discussion associating Dr. AD Damodaran, the then Director of RRLT and Mr. S. Parthasarathy, the then British Council Librarian, Trivandrum. When he visited my Library, we had informal discussions on quite a few issues related to LIS and some of his replies refreshingly echo still in my thoughts…. “ Library is the last place I like to visit these days” ; “ …Well, the Paperless Society has in reality, its own constraints to be 100% paperless..” ; “ The smell of a new book, of its paper, admittedly brings in the nostalgic feeling of the print world..” When I was a student of LIS, while familiarizing with Prof. Lancaster’s works and contributions on ‘Information retrieval systems’ , ‘ Paperless Information Systems’ , ‘Indexing and Abstracting’ , ‘Measurement and Evaluation ’, etc., I was delightfully excited and was gazing at him as a child gazing at the glittering star, several light years afar ! Years after, in the early 1990s, when he visited Trivandrum as my guest (accompanied by his Italian wife), it was really ‘a dream come true’ effect in my life! I thankfully remember Prof. MA Gopinath, who telephonically informed me from Bangalore about Prof. Lancaster’s India visit …in his inimitable words: “Sadasivan! A BIG FISH is here around…Want to catch him? Act swiftly!” The result : ‘THE BIG FISH’ in Trivandrum the very next week ! Prof. Lancaster was a visionary scholar, whose insight triggered a host of novel ideas in formulating new theories and models with the strong back up of empirical studies. His simplicity and human approach endeared him to his friends and the public. I request our professional fraternity to join me in respectfully paying homage to the departed ! Sharing some good news

Dear LIS Forum members I am very pleased to share a piece of good news. In a way it is a combination of more than one good thing. *Part I of the good news:* We recently registered our Foundation on a US based entity's fund raising portal - www.globalgiving.org. Global Giving helps non profits round the world, to raise funds. The registration process is lengthy, but they are very helpful, and we were able to complete all formalities well in time. Then we had to go through "a test" called the "Open Challenge". In the month of September - we had to prove that we would work hard at fund raising - *by getting a minimum total of $5000 from at least 40 different individuals* * * We are proud to state that we reached that target yesterday by raising 5000 from 47 donors. Now we will continue to be on the site on a long term basis. We can raise more funds for our project and we can even put up new projects to raise funds for. *Part II of the good news:* We got a donation of $500 from Dr. Eugene Garfield - a name that we have all revered and a person whose works we have all studied so much about! I had the privilege of meeting Dr Garfield when I was in the US for a conference where I got an award. It was simply delightful meeting him and his Indian wife (of Mumbai origin!). My young colleague later suggested that I should write to him and ask for a contribution. (I think I would never have thought of that on my own!!). So I wrote to him, and he immediately responded and sent a cheque for $500 to Global Giving - and it has shown on our Global Giving profile where we track donations. If any one of you is involved in voluntary work with charities or knows anyone who is - please ask them to check out www.globalgiving.org - and see if they can register there. It is time consuming but worth it. Dear LIS Forum Manager,kindly publish the following  matter in the LIS .forum news. Dear Professionals,          " Librarians are the real practitioners in the LIS profession. But, unfortunately they are the ultimate sufferers of all opportunities and benefits" UGC has proved it by its XII plan guidelines for major/minor research projects. In its project guidelines UGC has clearly discriminated the Librarians with teaching faculty and extended the benefit of major/minor research projects only to teaching faculty of LIS profession. With this decision, Librarians working in the degree Colleges and Universities are certainly deprived from the benefits of MRP . But, based on the recommendations of various Committees on Higher Education and the judgments of the Honourable High Courts, UGC itself has considered the Librarians as Teaching faculty and extended the benefits of UGC scales, status and FDP (FIP) facilities to Librarians on par with the teachers. Hence, the question of any discrimination between Librarians and Teaching staff of Library Science does not arise.  Therefore, the Librarians have no need to worry and afraid of the present guidelines. We have already approached and discussed the matter with the concerned authorities of UGC. In case, the things are not settled / modified within a short  period , we will take this matter very seriously and struggle for our professional existence and survival.
