The objective is to provide trustworthy and efficient computing in Cyber space, calling for an effective Governance of cyberspace. This is a paradigm shift from eSecurity to eAssurance in cyberspace. This presentation outlines the ramifications of governing such a cyberspace that affects individual human life, social life, global business and governments on such a massive scale in a border-less world, and describes the different facets of Cyber Governance and how do we design and implement efficient, effective and trustworthy Cyber Governance systems. Ultimately Cyber Governance must lead to cyber-assurance, that Governance leads to IT value delivery and IT risk management, with due consideration of the global, national and corporate perspectives of Cyber Governance and Cyber Assurance. National Library of Turkey Secretly Sells 140 Tons of Rare Books

Many of the books and periodicals did not have paper or digital records. Booksellers and collectors in Turkey bought the National Library books for between 15 and 50 Turkish liras per kilogram. ($7.00 - $23.50 at today's exchange rate per kilogram; just over 2 pounds). The corruption was detected by the National Library when an historical book with the National Library's stamp was sold to the Konya Manuscripts Library<http://www.islamicmanuscript.org/inst.aspx?id=214> . Roughly 102 tons of books were sent to the Library's waste department in 2007; another 45 tons of similar books were sent at a later date. The waste department then opened a secret auction for the books, selling them off by the kilogram to booksellers and collectors. The Daily Hürriyet, who reported the scandal, went hunting for exlibris books from the National Library in the secondhand market in Ankara, where the library is located. The newspaper found several books with the National Library stamp, two from the 19th century and one from the ealry 20th century, priced between 400 and 1000 Turkish Lira. ($188 - $470) Culture and Tourism Minister Ömer Çelik said via his Twitter account, "The National Library is the memory of the national culture and is the institution that bridges us with the international culture. It should be protected cautiously. It will be protected determinedly." Çelik went on to say, "It seems that the neglect has links to some interests groups outside. We will crack down on these." Dear All, At the outset & as a proud alumni of Department of Library and Information Science, University of Mysore (UoM), I would like to congratulate both Prof. Shalini Urs and Prof. Khaiser Nikam for being wonderful guides and also congratulate all the five proud PhD scholars Dr. Bhoj Raju; Dr. Jaykumara; Dr. Devendra; Dr. Vinod Kumar & Smt. Shanaz for their back breaking work . Both the professors who have served MyDLIS for more than 3 decades and have contributed to the LIS Intellectual out put. The PhD scholars are very fortunate to have got nicely trained under them, which is going to pay rich dividends in their career in time to come. I am saying this based on my personal experience. I think MyDLIS has created history and its an unusual scholarly event at MyDLIS in Nov' & Dec'13. Its a proud moment that out of five PhDs awarded, four students in a row are guided by Prof. Khaiser Nikam, Chairperson, Board of Studies, University of Mysore. As a PhD student of Prof. Nikam,I feel it is very hard to get her approval for the work we do, as she always insists in taking utmost care of not only the subject content but also proper English usage. Students working under her need not worry about English corrections and subject matter, which both she is a good at. She never compromises on the quality . If we look at the titles of theses and names of eminent external examiner like Prof.B S Maheshwarappa, it goes with out saying that the works are up to International Standards. Similar is the experience with Prof. Shalini Urs , who would always want us to do little more work, when ever she gave her observations at the time of Pre - theses submission colloquium. The work carried out by PhD students should be greatly useful to the society at large. It should not be confined to the departmental development and student growth. Tail Piece !!! Just now I reliably learnt that there will not be any need for library professionals to pass NET or do PhD as the UGC is going to treat them as administrators. The conference aims to address the main issues of concern within the framework of this transformation. *Program Structure* The conference program will include plenary sessions, invited and contributed papers, poster sessions, product presentations, panel discussions and an exhibition. A series of parallel sessions will be held offering delegates a wide range of in depth presentations by leading national and international experts. *Submission of Papers* *Unpublished research papers on different themes of the conference are solicited by January ** 10**, 2014**.* Submission of full papers (not more than 5 pages) with an abstract in approximately 200 words, keywords and references on A4 size paper with margin 1.5 cm on all sides in MS Word format in 10 points New Times Roman type single line spacing. Length of the paper should not exceed 4000 words. Details such as name of the author, designation, title of the article, abstract, name of the affiliating institution, mailing address, telephone number, fax number and E-mail address are to be included.
