How to run Koha fines script manually

Dear Friends, Most of the libraries have installed Koha in ordinary computer and they shut down it after working hours. Fine will not calculate in this context. Fine calculation in Koha occur in 12 AM midnight. You can manage fine calculation by running fine calculation script. Here is the method, Open *Applications > Accessories > Terminal* Apply following commands, *sudo su* *cd /etc/cron.daily/* *./koha-common* Run this script at opening hour of the library. Scaling of Universities..

Dear Colleagues/Experts, Some decades before, admissions to various courses (including medical science and engineering) were organized on the basis of board and university marks. But due to differences in level of markings among the universities/boards, a new system - competitive examinations were adopted. In this way, the importance of marks in universities/boards deteriorated. Evaluation system of all the universities/boards are not similarly effective and marks provided by them do not reflect the ability of a student at a national parameter. In the same fashion, UGC brought NET. But it is also being experienced that competitive examinations too are not much successful in selection of meritorious candidates. It is proved by question papers out in various examinations at several occasions. I think that there should be scaling indexes of universities/boards by UGC and apex bodies so that it can be determined marks provided by universities/boards are at which positions. Prof. Shalin R Urs – Executive Director, ISiM Speaks at the Valedictory of the 20th Refresher course at MyDLIS-ASC-UoM

On Thursday , 16th Jan’ 2014, curtains came down and it was time to bid good bye to nearly 40 participants who attended the refresher course in LIS at the Academic Staff College, University of Mysore , Mysore. “When you are in love, awe and admiration it gets communicated” said Prof. Khaiser Nikam in her opening remarks while welcoming Prof. Shalini R Urs, who incidentally had reached a mile stone in her carrier by completing 38 years of service as a faculty at the University of Mysore on the 16th of Jan 2014. She was the key speaker and the chief guest for the valedictory of the 20th Refresher Course at MyDLIS-ASC-UoM, Mysore, which was jointly organized by Academic Staff College and MyDLIS (Department of Library and Information Science), University of Mysore, Mysore. Prof. Khaiser, the course coordinator & Chairperson MyDLIS, was a bit emotional and said the 20th refresher course would not have been complete and there would be a vacuum if she had not got Prof. Shalini R Urs, an internationally acclaimed academic, most sought after speaker in prestigious meets, conferences and a frequent flyer and a globe trotter, to address the participants. The participants were very lucky to hear her, give an appropriate message in her valedictory address. HERE IT GOES!!! Purpose of refresher course is to refresh: it is same as in digital world, where refresh button is clicked to get the updated content if it is NOT getting updated automatically. The libraries and profession of librarianship are in a perpetual state of flux for a variety of reasons said Prof. Shalini Urs while speaking at the valedictory function of 20th refresh course in Library and Information Science on the theme“Supporting Academic Best Practices by LIS Professionals”, Prof. Shalini Urs touched upon two major issues in her talk-- (i) to understand that Library as an Institution and LIS as a Profession are distinct and their future is also different and (ii) repositioning libraries and LIS to support academic best practices throughout the entire life cycle of information and move away from access focus. The future of libraries will remain great, that does not mean that the future of the LIS profession as we know it today, will also be great. Historically libraries (Ex: Alexandria) are a millennia old and while LIS, as profession is about 150 years old, therefore as profession we are very young. Libraries being part and parcel of our civilization are revered and respected institutions. Now there is a need to re imagine the library in context of transformative changes that are happening. Libraries shall continue to stay, so also the profession. But, Alas! We may not be part of it. We may lose control over both because of the ICTs, which have transformed them. We may have to reclaim it! To maintain our leadership, we will have to reposition and be there throughout the entire life cycle of information and not just the consumption end. Historically libraries (and LIS professionals) have been supporting the academia in the ‘consumption/use’ end and not at the ‘creation/generation’ end. Academic best practices means supporting academic integrity (Ex: avoiding plagiarism) etc. The role of our profession is secondary and it means we are in the service sector to give service to the library users. The primary function of the academia is to read, write and talk. Libraries so far have focused mainly on assisting the reading function of its customers than the writing function. Internet is free and it supports the reading/access function very well. Countries like Brunei, Malaysia, which I have visited have surged ahead both in economic development as well as in supporting academic best practices. A country like Malaysia, which got independence at the same time as India, is way ahead in supporting writing function- style guides, Referencing; inculcating academic integrity (helping in avoiding Plagiarism-which is equal to actual theft)- said Prof. Urs. Things like ‘Turnitin’, a cloud base plagiarism detection tool which teachers, students, journal editors use to maintain quality in academic output may be introduced to the readers-just an example. Metaphorically LIS professionals should become like ‘Turnitin’ supporting best practices. If consumption of information is one end of information cycle the other end is information generation. Apart from traditional information management tool like catalogues etc., reference management systems must be provided to the users (Ex: Zotero). Let us re- imagine the library not from the consumption side but from the information generation side both from a physical infrastructure as well as intellectual infrastructure side physical spaces and provide an opportunity for a users to collaborate; discuss on the lines of the iconic New York Public Library (NYPL) which made waves in planning to shift its vast collection to a remote place but converting its current space for helping users access the Internet and also supporting children and students to creatively use the space. Library as a Place—report by the Council of Library and Information Resources (CLIR) emphasis this importance - said Prof. Shalini Urs to the budding academic librarians. University-wide Research Data Management Policy: OCLC study report

Effective "research data management" is an aspect of achieving the ultimate goal of ensuring on-going access to the outputs of academic research. Through Institutional Repositories, libraries played an important role in ensuring the Institutional published research information is visible. Now the research institutions and funding agencies are addressing the basic unit (data) level management, so that the huge data created by researchers are preserved and shared for reuse and re validation. I am sure many Indian institutions must be thinking this way already.....and libraries are again asked for taking up this challenge. This report is a call for action that summarizes the benefits of systemic data management planning and identifies the stakeholders and their concerns. Here is confirmation of the fact. Recent budgetary cutbacks in the Province of Quebec have led the director of libraries at the Université de Montréal (disclosure: my university) to refuse to renew the "Big Deal" with Wiley. The publisher has responded by rather drastic price offers and absurd arguments (as you will be able to read below). In effect - and this is a new one for me - your subscription rates with a publisher may depend on how long a faithful customer you have been. In other words, if you are not a good boy or a good girl, we shall punish you. In the airplane industry, I had heard of frequent travelers enjoying free or cheap upgrades, but I had never heard that less frequent travelers had to pay more for their seats! Are publishers even worse than airlines? I have translated the French-language announcement that is available on the site of our libraries and which you can check for yourself if Molière's tongue is not too esoteric for you. The URL is http://www.bib.umontreal.ca/communiques/20140115-DB-annulation-periodiques-… One conclusion emerges immediately: confidentiality clauses are something to be rejected generally, as a collective move to put the publishers on notice that the advantage of the panoptic position is not theirs alone. The prisoner's dilemma is not to be accepted. The second thing to mention is that the director of our libraries is going to need all the support he can get from both within the university (and he has it here) and across all universities, especially ARL universities. I should hope that messages of support and ideas as to tactics, as well as sharing of similar experiments may converge toward him at richard.dumont(a)umontreal.ca . Canadian librarians, in particular, should quickly show their full support for the courageous move of our Library Director. Here is the announcement aimed at the university community that came out last afternoon and which I translated this morning: ******* January 14th, 2014. Out of 1510 periodicals in the Wiley Online Library,the Université de Montréal is cancelling subscriptions to 1142 titles at the end of January. As a result, and from this point on, the articles found in the cancelled titles will no longer be available on-line. However, access to earlier issues will be entirely maintained. This action results from a process that started a long while ago. The financial cut-backs imposed by the Québec government only accelerated the decision process. The result of the analysis is simple: libraries have been driven to the wall because of the yearly rise of subscriptions to periodicals that hover between 3% and 6%. They cannot go on cutting back the acquisition of monographs to compensate for such price increases. As a result, this conclusion, as well as the adopted solution, would have been the same a few years down the line, independently of the financial context. Please note that libraries at McGill University also subscribe to the periodicals owned by John Wiley &Sons. In 2014, the Université de Montréal pays as much as McGill but can access only 368 periodicals while McGill benefits from full access to the 1510 titles in the Wiley collection. The publisher refuses to grant us the same conditions as McGill because – such is the pretext - McGill has subscribed to the Wiley Online Library longer. If, this year,the Université de Montréal wanted access to the full collection, it would have to add $243,000(Canadian) to what McGill pays despite the fact that usage of Wiley periodicals at the Université de Montréal is 45% lower than at McGill. The unique characteristics of each periodical is what has allowed publishers, for several years, to hold its university customers captive.Publishers can set prices at will, and do so all the more easily that the market is concentrated in the hands of 5 multinational companies. Stéphanie Gagnon, Head of collections at the Université de Montréal, explains that “John Wiley & Sons is one of the multinationals with which we must deal”. Since 1986, in the larger universities of North America, the acquisition budget for periodicals has grown four times as fast as inflation. The pace of these increases is unsustainable and a crisis cannot be avoided. This reasoning has brought the Administration of the Libraries at the Université de Montréal to begin a campaign aiming at increasing the university community's consciousness in this regard. Louise Béliveau, Vice-President (students and sustainable development) of the Université de Montréal believes that “the research community must rally together if better financial conditions are to be obtained: few publishers will take the chance that a revolt might deprive them of their raw materials and a free work force. Yet, it is clear that libraries alone will not succeed because they simply do not carry the weight of the publishers' oligopoly.” The Administration of the libraries is fully conscious that such cancellations will impact teaching and research: the maintained subscriptions correspond to 71.4% of use in 2012. To alleviate this situation a little, the $3.00 fee for inter-library loans of articles is cancelled. In the coming months, Professor Vincent Larivière, an expert in bibliometrics and infometrics who holds a Research Chair in our School of Library and Information Science, will work on refining the methodology used to select periodicals. This will be followed by a broad consultation of researchers which, in 2015, will likely lead to various decision updates. In Summary * In 2012, John Wiley & Sons has announced profits amounting to $437 millions of dollars out of a total revenue stream of 1 billion dollars. * In our university, financial cutbacks imposed by the Québec Government have translated into decreases in acquisition in 2012-3 and 2013-4. * The libraries at the Université de Montréal will renew their subscriptions to 368 periodicals (out of the 1510 titles that make up the full collection of Wiley Online Library). For the same cost, McGill University has access to the full collection. * Wiley Periodicals that have been published before 2014 will remain accessible. * The subscriptions that have been maintained correspond to 71.4% of use in 2012. * Periodical articles can be ordered through Inter-library loans (ILS). Delivery is done by e-mail and within five business days. The $3 fee is cancelled to soften the impact of cancellations. * The method used to select titles will be refined and will be followed by a consultation of researchers.
