Thanks to all professional colleagues who shared their views on this important topic. I have some few observations : 1. As Mr. Mishra said that there is shortage of technological advanced manpower. It is not true. In India, it has been seen that we are deliberately emphasizing that there is a shortage of quality manpower in every field whether it is teaching, librarianship or any other. It is ridiculous to say because India has a population of 1.25 billion. There are lakhs of brilliant persons are unemployed, but due to lack of proper recruitment system we are unable to get these people. 2. I am 100% agree with the comments given by Moorthy Sir. But the question is that if there is internal candidate who is meritorious and deserving, then call only 6-7 candidates to full fill the procedure. In reality, institutions are calling 70-100 candidates for this process. Recently one of the prominent institute in Delhi has called 70 candidates for one post of AL in SC category, while it was known to most of the candidates that internal candidate will be selected. Though it was different matter that the candidate was deserving. 3. Many times it has also been observed that in-spite of having meritorious internal candidate, external candidates are selected due to political pressure and sometime it is also happening that after the selection committee meeting, interview results are changed. These both the situations were faced by me also. And due to these manipulations, we are lacking quality people in Library science. If we really want quality people in this profession or in whole academics, than we have to start our recruitment process through SSC and UPSC. Dear Professional Friends, GREETINGS FOR THE DAY...!!! I do agree with the point raised by Dr. Sahab on implementation of RDA, which is need of the hour and the beautiful suggestions given by Dr. N.S.Harinarayana. Good thinking from a good people with a professional zeal. Thanks for awakening the State / National Associations and their role Sir. Adverting to the suggestions No.4&5 given by Dr. N.S. Harinarayana- As we all know, there are too many associations in the State / National level and most of them are in sound sleep. The associations are hardly activate once in 2-3 years (during elections and formation of new governing body). Poor individual professional cannot expect more from such associations. There are hundreds of burning issues facing by the librarians irrespective of their discipline- mainly related to HR. Broadly, to name few- (Applies to both the Librarians of Govt. and Private institutions): 1. Cadre & Recruitment policy, 2. Standard procedure of appointment, 3. Uniformity in qualification for different cadre in different sector / institutions, 4. Pay Parity, 5. Standardization of designation, 6. Conducting training programmes for freshers (like in any other departments), 7. Updated, uniformity in LIS curriculum etc. Basic Infrastructure issue in the PU(+2) / Degree Colleges in the state is another main area one should concentrate. Next priority may be given to the IT-implementation and its policy related issues. Of course there are few standard guide lines given by Dr. SRR and others long back. But again needs to check with its relevance and the percentage of its application in the present scenario. As you are aware, most of the committees formed by the State / Central Governments to frame / review the policies and procedures related to librarianship converted as curse to the profession. Most of the report/verdicts / implementation of rules are yielding adverse effect to the profession. Ex: FDP Minor / Major projects to Librarians-dropped out. Friends, my question is, who is responsible for all these? Who is going to bell the cat? Ultimately an Association, hope you will agree with me. Do we need an association which is helpless to concentrate on these issues? Kindly raise your voice, awake and fight for the real cause. Please Note: Views are personal. Dear Vinod K. Mishra, I read the posts on the forum. We might be agree that some external candidates with internal jacks have worse candidature than some internal candidates. But, there are also candidates that are external and have no internal jacks. They may be merited or without merit. It is the selection process that should be capable to choose right candidates. Selection of internal candidates

This is with reference to comments made out by some of our colleagues on the selection of internal candidates.I do agree that selection process must be fair and transparent enough so that no body guess otherwise.We do believe that still there is honesty & transparency in the selection process at large, however, sometimes somehow some institute manipulate the process.I do agree with Dr Singh that institute should have framed its promotion policy/guidelines for their incumbent and be fair in making the selection process more transparent.This would eventually ensure equal & fair opportunity to all.However, it is also true that sometimes internal candidate seems to be equally competent and therefore deserves to be selected.So in my personal opinion it is the selection process which matters most and, therefore, each & every institute should adopt the fair means of selection process. I don't agree with the remarks made by Mr Mishra that there is lack of devoed and technologically sound manpower.It is quite unfornute to hear this from a person holding responsible position.I have been knowing personally a large number of library professionals who are more committed and devoted to this profession ,but unfortunately couldn't find a proper place where they would get proper exposure to new and emergent technologies.Moreover, it is the duty and responsiblity of the UGC/MHRD to ensure quality education in the field of LIS.Those Institutions which are pioneers in the field must extend their resources to others.Problem is with the availability of skilled and professional manpower in the various Deptt of LIS, poor infrastructures, lack of coordination amoongst DLIS,etc. regards Rajesh Kr Pandey AL(SLBSRSV) -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Dear all professionals, I am also fully agreed with Mr. Vinod Kumar Mishra. It was there, it has been there, and it will be there. But yes, it is true that many institutions/organisations do have some interview procedure also advertisement procedure for the sake of their point to show UGC or concerned authority. It has to be done by the institution. For example, UGC/AICTE granted institution need have librarian with NET/SET qualified. Sometimes they are taking non NET/SET candidate and putting advt. each and every year to show that they are not getting NET/SET qualified Librarian in their organisation and leting the existing librarian to continue. If we see this one side, it is also good for those who are really good and qualified but don't have NET/SET. We are soliciting nominations of candidates for the InfoShare Membership Award. The award will be given to students (master and/or PhD) and professionals. Please include a one-page curriculum vitae and a one-page description of why this person is deserving of membership, including their willingness to promote ASIS&T within their networks and build relationships between ASIS&T and the national/regional organizations. Awardees will be decided by a vote of the SIG-III officers. All curricula vitae will be kept private, accessible only to SIG-III officers. Each membership award will be for one year, with the possibility of renewal for a second year if the new member proves to be a strong advocate for ASIS&T in their home country during the course of the year.
