Librarians pay scale downgraded in Delhi Govt. Schools

It is unfortunate that Delhi Govt has downgraded the pay scale of school librarians in all the govt. schools of Delhi (Click the Link give below). Earlier they were getting PB2+4600 which was equivalent to TGTs, but now it is PB2+4200 which is at par with PRTs. Such type of anomalies happens in our profession only. Recently CBSE introduced Library science course in CBSE affiliated schools where Librarians have to teach library science courses to class XI students which means they are doing the job of TGTs (Librarian) and as well as PGTs (Teacher). KVS has re-designated their Librarians as TGT (Library science) which are in the pay scale of PB2+GP4600. Serious Injustice towards School Librarian in NCT Delhi

Respected Knowledgeable friends, There is report from Astt. Director regarding the lowering of Grade Pay from 4600 to 4200 of Librarians in NCT Delhi. Though the Librarians mostly deal with the students from VI to XII, whereas the subject teachers who are teaching from class VI to VIII are considered as TGT with Grade Pay 4600. Then why this kind of injustice is being done towards Librarian? The report has asked even for recovery of amount paid since 1-1-2006 (6th CPC). Kendriya Vidyalays to implement New Library Policy and Procedure Manual 2013

Dear All, Kendriya Vidyalaya Sangathan (KVS) is the premier organization in School Education sector in the country administering1094 schools (Kendriya Vidyalayas) and catering more than 11 lakh students (as on 31.01.2013). Since its inception in 1963, Libraries have been given with utmost importance and been considered as integral for the academic excellence of the learners and teachers. In 2011, a national level Committee was formed to assess the status of KV Libraries and to revise the existing Library Policy, to integrate it with the dynamically changing learning environments. The objective was to redesign the entire KV Library System and set new standards and guidelines. Suggestions were invited from all stakeholders including library professionals, administrators and Associations. Meetings were held at different levels. The Members visited many reputed school libraries. They studied the situation in other countries and went through their school library standards and manuals. It was found that, although all KVs having own libraries, physical and intellectual (collection) status varies. After careful deliberations, the Committee brought out a draft proposal in 2012 and that was circulated among all Kendriya Vidyalayas around the country. The suggestions and comments received were considered during the final preparation of the Policy. The document consists of two parts (i) Library Policy and (ii) Procedure Manual. The chapters include (i) Resources (ii) Staffing (iii) Library Management (iii) Library Services and Activities and (vi) Monitoring and Evaluation. The Appendices include Annual Library Activity Plan (ALAP), Model Library Furniture Designs, Suggested Periodicals, Librarians' Diary, etc. The need of recruiting a Library Assistant was stated in the proposal with all details including his/her qualifications and duties and responsibilities. The Committee also proposed to rename the Librarians as TGT(LIS) to bring them into the academic stream and status. There are many more changes in the document to take KV Libraries into global level. KVS has approved the new Library Policy and to recruit Library Assistants in big schools. The renaming of Librarians as TGT (LIS) has also been considered and will be finalized soon. We hope that the New Library Policy and Procedure Manual will reshape the Library scenario in KVs and will set an example for other school systems. At this juncture, on behalf of all KV Librarians and as a Member of the Committee, I would like to appreciate Kendriya Vidyalya Sangathan to take this bold step and congratulate all KV Librarians who shared their time and efforts to make this venture a great success. Dear Professionals, Let us congratulate KVS, its authorities and members of the committee concerned and other KV Librarians, specfically Mr. Faisal, who took lot of interest and initiative in bringing out " New Library Policy and Procedures 2013 for KV Schools. This has put all KV Libraries in proper perspective including adoption of ICT for services, status of Librarian, additional staff, good collection building, appropriate furniture and other infrastructure, evaluation of performance, stoppage of unnecessary harassment of librarins, etc. They also conduct high quality Refresher Cources for Librarians by KVS Regional Centres. I had opportunity of addressing this group twice at Mysore. I was really impressed with the program and some of the initiatives they have taken. Some of them want to pursue PhD. Good luck for all those who take further steps in this matter. I hope all KV Librarians take the advantage of these developments and provide quality services for the benefit of school children, who's demands are increasing especially due their prelearnt ICT skills and bring good name to the profession. *UGC and Univ. Librarians May Take a Note:* The KVS has set an example for others, especially many Universities in the country, thousands degree colleges and PU colleges to follow the suit. The UGC should take an initiative in this matter and form a committee (I don't know whether such committee was set up earlier, and if there was one what is the outcome) consisting of: 4-5 Univ Librarians, who have excelled in thier career and have been successful in reshaping their libraries; 1-2 VCs; Director Inflibnet; Administartive and Finance Heads of UGC; 1-2 outside librarians from CSIR and DRDO as they have broughout similar Manual already with Vice Chairman of UGC as its Chairman. This is required as many university libraries are in bad shape due to various reasons like scarcity of staff including nonavailabilty of Univ Librarian, paucity of funds and infrastructure, apathy of management, disinterest of Library staff both towards service and equipmping themselves with ICT skills, step motherly treatment in terms of service conditions, etc. Regards, ---------------------- Dr. I.R.N. The Workshop is an initiative under the aegis of North-East Development Programme of the Institute. Therefore, the LIS professionals representing various organizations at the North-Eastern Region of India may submit their registration. Nisarg Mitra starts 'library on wheels'

Dear colleagues: An interesting initiative by Nisarg Mitra, NGO , to nurture science reading habit among students. Hope you may also like to read. KOLHAPUR: Nisarg Mitra, a city-based non-governmental organization (NGO), has started a 'library on wheels' campaign to inculcate the habit of reading science-related books among schoolchildren. The NGO will not only involve schools but also students, parents and school going autrickshaws. Since last week, around 40 autorickshaw drivers were approached to participate in this campaign. Over 70 schools in the city and adjoining areas have also been requested to be a part of the campaign. The aim is to create awareness about the environment, health and science among the school kids below 14 years of age. The NGO has received a good response to the campaign so far. Anil Chougule, the coordinator of Nisarg Mitra, said, "Our aim is to promote the habit of reading science among children. We have approached schools and are also involving autorickshaw drivers ferrying schoolchildren. We requested drivers to find out how many children in their rickshaws are interested in reading books during the commute to school. We received a response from 40 drivers, after which we distributed a set of 10 books to each rickshaw for 15 days without any rent." The NGO has requested schools to select 10 children, who want to read books related to the environment and science. It received a response from 50 city-based schools and 20 schools from the adjoining areas. "We have distributed a set of books to these schools. Along with the books, we also distributed a questionnaire for the children. They can also who participate in a residence camp for science awareness by solving a question paper. The winning 30 students can attend the camp," Chougule said. The basic concept of the NGO is to create awareness about environment, health and science among the school-going kids of age group below 14 years. It has requested the school-rickshaw drivers in the city, to help them reach the children and has received a good response so far. "Our idea was to enhance science reading habit in the children. We are working on the two fronts. At one end, we are involving autorickshaw drivers who transport school children and secondly we have approached schools. We requested drivers to find out how many children in their rickshaws are interested to read books during travel to school. LONDON: A nine-year-old voracious reader in the UK has managed to read an incredible 364 books in just seven months. "I mostly like books with animals or magic or adventures in them. But my life is not all about books," Faith said. Status of Librarians

I have been following with interest the threads of postings on the status of librarians. I would like to raise a few fundamental issues. The problem of status seems very specific to Indian librarians. From my experience overseas, this does not seem to be an issue at all. 1. Status to a profession is something that is *given* by a society or community based on the usefulness of the professionals to that society or community; status is not *demanded*. 2. Each profession, vocation, or calling has a distinct role to play in society. The conception that some people are more equal than others, have a higher status or a better status, is an unfortunate distortion, an egocentric distortion that some of us propagate to give it legitimacy. 3. Another unfortunate definition of status that most of us have is that of the salaries we earn. We would all definitely like to earn good salaries and we should strive to make them at par with similar professions to ensure that the same caliber people are available to do justice to the profession. But, just because someone earns less than another no one needs to relate that to status. A mother or grandmother in a family may earn nothing at all, but if she is doing a wonderful job running the home, she will attract status. Good nurses in hospitals are regarded as indispensable because doctors cannot do without them. This even if they earn less than doctors. 4. Good teachers are put on a pedestal by students and their families and very often are remembered by them for life and even helped in ways that money cannot compensate. *A teacher's status arises from what she gives and not what she gets**.* I would again reiterate that every profession should have its status and the right salaries. Sometimes this does not happen. But it will not get corrected just by demanding for it. We need to sow the seeds for it and make it happen. 5. If librarians feel that they don’t have the status they deserve, I think they need to do some serious introspection. I would urge my library friends to ask themselves these questions: How useful have I been today to a student? What can I do to make myself more useful. Are my services relevant to the community today, or am I doing these because they have been done for so many years? When was the last time that I interacted with a faculty member? Do I know what topics are being taught in the various subjects of? Have I found out if the books being bought are useful, and if so how? These are only a few of the questions. There are many more such questions that I am sure you can think of. 6. I think that librarians in India do not interact with their users effectively and regularly. One of the serious problems is the general lack of good communication skills by librarians in India. This alone puts them at a great disadvantage. We are too much involved in the nitty gritty of librarianship (or library science) and not enough with those who need services. 7. One rather obvious symptom of the inferiority complex of librarians is seen in the number of Fetschrifts of librarians. As soon as a librarian retires, his/her junior colleagues take upon themselves to ask for contributions to a Fetschrift. A friendly publisher comes forward to sponsor or publish it. The articles are not necessarily of much value. I wonder, why we seek such satisfaction and recognition. The work you leave behind, the colleagues to whom you provide leadership, the users who remember you is adequate according to me. I wrote a case study for our book on Teaching Library Management using Case Studies. The story is a hypothetical one of how a librarian asking for status was guided by a professor and the actions that the librarian did to raise the status of the library and hence also his status. Dear Library Professionals, Let me reiterate my views on librarians. No doubt librarians are teachers in schools, colleges and universities and scientists in research institutions. They should teach students as well as teachers and do research along with other scientists. Then only students and teachers can do quality education and research. Indirect teaching of all related subjects though libraries is the main task of the libraries and librarians. To effectively do the academic process of teaching, learning and research, it requires class room teaching also by the librarians. All agricultural universities in India is handling a course, named: Library and Information Service (0+1 Credit) for their PG and PhD courses from about 40 years back as insisted by the Indian Council of Agricultural Research (ICAR, the regulatory body in agriculture similar to UGC in other subjects).Central, Navodhaya and CBSESchools are best example that their librarians are teachers and now they are planning to re-designate the librarians as TGT/PGT. All Govt. of India and Govt.of Kerala research institutions designated librarians as teachers/scientists. Unfortunately, many authorities in India also in Kerala are trying to de-link teaching/research from libraries. This is an anti-social move to be curbed at any cost. We have the primary responsibility to educate the political and administrative authorities about the important role to be played by libraries and librarians. Dear All, The CBSE has introduced "Library and Information Science" as an Academic Elective Subject in Senior Secondary Schools from the academic session 2014-'15 in classes XI-XII (Subject Code 079) on pilot basis in some selected schools. " One of the important aspects of this elective is to improve the education system for Library and Information Science at school level which may be equivalent to Diploma holders in Library and Information Science.The elective will import some of the basic of L.I.Sc to those who aspire to pursue higher studies in Library and Information Science. The Course is defined with the following objectives: 1. To develop the basic understanding of theory and practical part of Library & Information Science among student 2. To develop knowledge and skill to pursue the subject for higher education in future; and 3. To develop basic skill to work as Library Semi Professional in the Library, if drop out after +2 Level." The Library and Information Science, an academic elective (Code No 079) would nurture the interest of students and expose them to the nuances of skills and approaches required in this field. The elective can be offered by students as one of the four elective subjects and also as an additional elective subject at senior secondary stage in combination with any of the subjects that are already available in the Scheme of Studies of the Board."
