It compares the features of the major platforms and is intended to help libraries focus on which features will help facilitate the success of their repository. Dear LIS colleagues, I am also series of arguments on FKLA formation. I too agree that we need not to have too many associations for our profession. Instead, we can attempt for making one existing popular Association as national body for our cause. Opening of Associations has become like political parties. If one politician doesn't like the party, he has option to switch to other party or start his own... finally he says that the change is due to demands from his party members. Same pattern we can see in this association development too. Please note, this mail is not against/blame any individual but for a trend. Long back I sent several mails to our discussion forums to make ILA (a nation-wide known association) as national body and have its centres at regional, state, district and local levels... but my mails remained undiscussed. Instead of establishing new Associations, why can't we think of making ILA as central body for negotiating/contacting government authorities for policy related decisions? and has its unit at state and district levels? As ILA has nation-wide strong network and generic in nature to include LIS professionals of all type of libraries, we can think of making it as a strong body for policy making and fight for our profession(instead of reinventing another body). Like many professional associations, ILA can start many scholarly journals to promote academic activities in our profession. For Example,, American Marketing Association, Academy of Management, INFORMS and many other professionals are known for their scholarly journal publications. I strongly believe that it is better to strengthen the existing association and channelize our efforts to bring all the associations under one broad umbrella. Any member of regional/state/local level LIS association can become member of this central body by default. If this central body concept emerges, we can fight for our rights collectively. Since major policy makers are located in Delhi, the ILA's central office can be located in Delhi and state units at state capitals. Again fortunately, the discussion on LIS associations has started, let us join together and have healthy discussions and make ILA as central body for our profession. Will this new LIS federation in Bangalore can get the approval of GOI in Delhi or bring the proposed changes in the profession? If some people think that we can replicate IFLA at International level they are totally wrong. Over the years we have seen that even after the 4th, 5th & 6th PRCs many of the important anomalies in LIS profession like eligibility criteria, pay scales, UGC projects, promotion rules, retirement age, etc, are still not resolved. The quality of LIS education has fell to its lowest, because we do not have an accredition body. The state of our public libraries is highly deplorable. We are yet to see the benefits of the new national library mission. There are many more long pending issues which needs to be addressed, so let us be content with what we have and if possible work towards improving the functioning of the existing national and state associations (which are always busy conducting seminars and conferences). I fully agree with Dr. Siddamallaiah that there is no need for any LIS federation. India is great country, let us work in a de-centralised manner and not copy others. Dear Prof. Asundi and all Professional Friends, Thank you Professor, probably you have given a cap for the discussion on the topic of formation of LIS FEDERATION. I have appended (by replying) below your expert views as many professionals would not have seen it. All responses to the discussion initiated by Dr Shekar have given sufficient insight on the issue including definition, structure, purpose, functionality, legality, delayed action by all of us in the matter, not to go for new associations, need for strengthening and sensitising the existing ones, etc. Thank you Dr. Shekar for your first Lis-forum posting resulting into lot of both heated and soothing discussions, both through Lis-forum and private mail exchanges (some of them received by me too). We definitely need to have a Federation at Karnataka state level, as JOCLAI (mentioned by Dr. MK Rao) is at national level. I am just a GC member of KALA not an office bearer. Myself being in Germany right now I will send a mail to all GC members and office bearers of KALA to take necessary steps of inviting office bearers of all state level associations and state level chapters of National Associations. Again I would like to mention again, what Mr Sathyanarayana that this move would be to give the boost for activities of all associations, give voice for Librarians, cooperate each others activities, may be without going for one more registration and definitely not consolidate power with one association. SO FRIENDS LETS US PUT COMBINED EFFORT FOR MAKING OUR PROFESSION MORE MEANINGFUL, EFFECTIVE BY PROVIDING QUALITY SERVICES AND THERE BY AN AUTOMATIC RECOGNITION IN EVERY RESPECT BOTH BY SOCIETY AND GOVERNMENT: When I was typing this mail, just now saw postings of Dr. Shekar, Dr. Kannappanavar and Dr. Vasanth Raj. Formation of "Librarians" Federation

Dear all professional fraternity, I wanted to be kept away from this as it might raise some controversies. Last time I wrote on Plagiarism, it was relished by few but resented by many. I know there are some basic flaws in the formation of this Federation. First it should reflect the Profession and not positions (it is named as Librarians, but not Library.) as we see medical, Bar council, Engineers' associations etc., and as I see it from my little knowledge in forming a group of 'like minded' people, an Association, a Trust a Society should have broad base. As seen in the formation of the Federation, the first thing is a procedural lacuna. When we form an association, we call first a meeting of promoters then discuss, decide on forming, then we prepare a draft Memorandum of Association, (not Bi-law as Mr.Shekar has mentioned - it should be Bye Laws). Then one of the promoters will prepare to submit a set of documents - Names, designations, occupations, age, addresses of people (Max. 15) etc., along with the Bye Laws with a prescribed fees to the Registrar of Societies (not Registrar of Cooperative Societies). After the Registration process is completed the Registrar will issue you a Certificate of Registration, then the Promoters/Founders will meet and elect the office-bearers. This Federation has already announced the names of Office-bearers, in this context I want to know whether the Federation is Registered, when and what is the Registration No., and so on. I don't see any of this procedure is conformed to or not as the meeting was held on 15.02.2014 and as Mr. Shekar states the Bi-laws are under preparation, what is the date of registration, Registration no., and when promoters met and decided form the body and the election/nomination/selection of Office Bearers. If the procedure is not followed and yet to be conformed to, without the Memorandum of the Association, there is no locus standi for this Federation and collection of any membership announcement may lead to be illegal act. I would also like to add at this juncture, our Associations are not bound by and not under the Indian Labour Act, 1948 and cannot resort to Agitations and Strikes, only after all means and ways have been gone through, and as a last resort, we may indulge into them, and the cause should be social, as Libraries are social and service institutions and not-for-profit organisations. I wish that all professional should, at this juncture come together, do brainstorming, discuss their problems (not only on CAS, Scales, but on Status, Professional identity etc.) and come to a conclusion to form a federation in a systematic and procedural manner. What happened to some of the Associations formed with a bang and now almost no news, for instance, Indian Academic Librarians Association. Indian Library profession has lacked proper leadership, and intent to say a Spade a Spade, and lead all professionals in a homogenous manner. It has been happening since the days our first national association was formed. We must learn lessons from the past and move forward to achieve success and De-accustomize to the game of divide and rule, which had made this country suffer the colonial rule for 200 years. One of my close friend in the University would say often "Only Gandhi's will be shot dead in this Country" and the fraudulent will make merry. I appeal to all professionals to come together and discuss the issues. I think KALA is a right platform of ours as it has a history of not 25 years but of nearly 50 years. In a recent post, Beyond Elsevier<http://blogs.lt.vt.edu/openvt/2013/12/22/beyond-elsevier/>, I mentioned that Academia.edu has the only copy of this paper<http://www.academia.edu/3588790/Exposing_Scholarly_Information_as_Linked_Op…> I was looking for. While it is readable on the screen, if you click the "Download" button, you are prompted to sign in. This is not an open access paper. Open access does not require signing in or downloading software, and it enables uses beyond reading. The Budapest Open Access Initiative<http://www.budapestopenaccessinitiative.org/boai-10-recommendations> states: By "open access" to [peer-reviewed research literature], we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. This paper is essentially being used as bait to sign up new users (if you want do anything other than read a long scroll through small text). Personally, I would not want my work used as an enticement to attract new members to a for-profit site without a business model. We can predict that these sites will find a way to monetize personal information, which raises the question of whether this is a good example for researchers to set for graduate students and future scholars. The marketing pitches of these sites should be taken with more than a few grains of salt. Given the many, many existing institutional and disciplinary repositories that are already providing full open access, their talk of "sharing" and "dissemination" are marketing Kool-Aid. They may not have paywalls, but they do have log-in walls, and those are a barrier for anyone who does not want to trade their privacy for access. Additionally, some of the services treated in a "gee whiz" manner in the *Chronicle* article, such as statistics on views and downloads, have been available in most repositories for years. Academia.edu is hardly the only research networking site (since none of its competitors are mentioned, was there a *quid pro quo*between the *Chronicle* and Academia.edu?). If colleagues in your field are members of different "silos" such as Mendeley or ResearchGate, do you need to join all of them, with their various terms of use and privacy policies? The existence of these silos undermines their claims of "sharing" and "dissemination"- activities that they are clearly not providing on a network level. I hope that those wanting to take advantage of the networking capabilities on these sites will also post their work on the open web, preferably in an institutional or disciplinary repository. The private sector is again in the lead in providing services, though it should be remembered that the privatization of knowledge typically hasn't turned out well (and remember, Mendeley is now owned by Elsevier).
