The University of Kerala has extended the Part-Time Research facility to all regular full time working Library Professionals in the State, which was earlier provided only to the regular library staff of Kerala University Library. The Association represented the issue many times and coordinated the efforts to end the injustice towards all working Library Professionals in Kerala. The University has issued the Order No. Ac. E1. Does Karnataka State College Librarians Association (KSCLA) still Exist?

Dear Sir/Madam, This question is lingering in my mind after I had seen the governing members of recently formed FEKLA (Federation of Karnataka Librarians Association). Many of the members featured in the governing council have also been there in the KSCLA governing body. In fact the current president of the KSCLA Dr. Vijay Kumar is also part of this new association. How does this new association different from KSCLA? Surprising that previous president of the KSCLA Dr. Kadadevarmath is now heading the FEKLA and also many of the office bearers of KSCLA under his tenure have also part of this association. This raises some disturbing questions. I leave it there. Why present KSCLA president failed to inform its members about this new association and their role in it? KSCLA has members across the state and has the responsibility to protect the interest of the professionals who have been part of this association. But all of a sudden KSCLA governing body members without any prior discussion in any of the association’s forum have hand-in-glove with the new association. Is this putting an end to KSCLA? KSCLA has collected membership fee from its members, till today we don’t know how many librarians have taken the members and the total membership fee they have collected. KSCLA time and again collected struggling fee from many of its members, it is still clueless how it has been utilized in the interest of the profession. KSCLA has organized many seminars and conferences, with pain it has to be mentioned that many of them have been reduced to provide stage for politicians, swamijis and to do merely felicitations. Academic interests have been put at the back. Again is it time for government college librarians to think for having their own association or work closely with KALA or other national association to protect the interest of the professionals? The Access to Research initiative will give the public access to articles on health, biological research, engineering and social sciences for the first time. More than 8,000 journals from around the world are included. It is hoped this will encourage more people to use public libraries. The Publishers Licensing Society (PLS) is behind the scheme. It ensures publishers are paid for the copying of extracts of their publications, including digital copies. Several major publishers have signed up to Access to Research, meaning their material will be available free, but only when viewed by computer terminals in public libraries. The PLS says the move will "strengthen the position" of public libraries at a time when they are "under pressure". "It will have an immediate effect in extending access to the great majority of journals for the benefit of everyone in the country," it adds. The technology involved has already been tested by 10 local authorities in 250 public libraries and the initiative will now be extended throughout the UK, initially for a two-year pilot. 'Global knowledge' The Chartered Institute of Library and Information Professionals (Cilip) has warmly welcomed the scheme. "Libraries have always been and should remain a beacon for learning and education," said Darren Smart, from Cilip, but he added that there was a need for further action. "With the right reform of copyright laws to reflect the digital age, and investment in the public library service, small businesses, students, researchers and local communities across the country can get the right support for their information needs." Universities and Science Minister David Willetts said Britain's "excellent science and research base is world-renowned and one of our greatest assets". "With less than 1% of the global population, we produce over 6% of global articles," he said, "but this still means the vast majority of global research is not subject to the UK's open access policy.
