It seems like a mysterious set of rules, and the news media occasionally reports on dire penalties imposed for copyright infringement. However, the law was designed to empower teachers and libraries, with both specific and general exceptions that facilitate education. Our goal in this course is to begin to demystify the law and help educators and librarians do their jobs more effectively. The three instructors for the course all began their careers as librarians, and all went to law school in order to assist their colleagues in schools, colleges and libraries better understand copyright. Each now holds a position where their principal role is to help sort out the copyright conundrums that arise in education and libraries. In all of these situations, our goal is to help teachers and librarians accomplish their legitimate educational goals in ways that respect copyright and reduce the fear and uncertainty that sometimes hampers creative teaching. As lawyers, we strive to find responsible ways to say “yes” when asked if a new teaching idea or library services can be considered within the confines of the copyright law. Throughout the four weeks of the course we will introduce specific examples of copyright questions that arise in education. We will both introduce a framework for analyzing copyright questions that participants can use to consider the specific issues they encounter, and we will work through real life examples. Dear All Greetings from the GIPE Library! DSpace is the most implemented digital library software around the world. According to Directory of Open Access Repository (DOAR), of the 2679 registered Repositories, 1133 (42%) are using DSpace. Whereas, in India, of the 69 Repositories, 43 (62%) are using DSpace. Due to varying technical skills of the administrators, it is observed that most of these repositories use different versions from DSpace 1.6 to DSpace 4.1 and also some of the powerful features of DSpace are underutilized. Considering this, GIPE has planned a workshop on 'Advanced DSpace' to bring all the repositories under one version and make use of the most of the DSpace features. Another purpose of this workshop will be to develop a pool of experienced DSpace experts by providing hands-on training with ample practical knowledge that will enable them to build most effective digital repositories in India using DSpace. Workshop will comprise of lectures, demonstration and hands-on training using latest DSpace in detail. Each participant will be provided with a dedicated machine. The 11 principles—meant to guide the FCC as it considers new open-Internet rules—include recommendations to prohibit the blocking of legal websites, ensure neutrality on public networks, forbid paid prioritization in the transmission of some content over others, and adopt enforceable policies. Before adopting enforceable policies, though, the FCC will have to find some that stand up in court. In January the U.S. Court of Appeals for the District of Columbia Circuit vacated the commission’s existing net-neutrality rules. The FCC responded in May by saying it would propose new rules that could permit telecommunications companies to charge extra for high-speed delivery of content. Net-neutrality advocates worried then <http://chronicle.com/article/Worried-by-FCC-Plan/146293/> that the new rules, if unchanged, could prove detrimental to cybereducation and research collaboration, among other uses of the Internet. The public-comment period for the most recent FCC proposal runs until July 15. Although the principles laid out on Thursday do not constitute an official filing with the commission, several of the organizations that signed the statement of principles will also submit a more detailed and legally oriented response to the FCC before the comment period expires. ----------Apologies for Cross Postings-------------- Dear All, I am happy to share that: Central Library, NIT Silcharhas entered into a collaborative MOU with University Library & Mortenson Centre for International Library Programme of University of Illinois at Urbana Champaign, USA to create world class LIS facilities at NIT Silchar. The MOU was signed by Prof. N. V. Deshpande, Director and Dr. Kishor Chandra Satpathy, Librarian on behalf of NIT Silchar and by Paula Kaufman, Interim Director; Susan Schnuer, Associate Director of Mortenson Centre for International Library Programs; and Walter K. Knorr, Comptroller on behalf of University of Illinois at Urbana-Champaignon 6th June 2014. The main purpose of this MOU is to facilitate the creation of a world-class, innovative, inviting and flexible library system to enhance campus learning, support research, and provide community outreach and service at NIT-SILCHAR, through consultation and collaboration with the University Library of University of Illinois at Urbana Champaign, USA. The PLANNED COLLABORATIONS of the MOU are: Specific activities and programs envisioned as part of the ongoing collaboration between the libraries include: a. Development of a technology road map for the new library at NIT–Silchar. b. Assistance in planning library facilities that support research, services, and studying. c. Professional development for staff. d. Exploration of possible exchanges of academic staff. e. Assistance in collection development. f. Support in the development of a community outreach program. g.
