India: Policy memo released to build free libraries to all – Access
by madhan muthu 20 Apr '24

20 Apr '24

https://librarylearningspace.com/india-policy-memo-released-to-build-free-l… The memo seeks to establish a standard for what qualifies as a decent library and establish a curriculum for librarians so they can become ‘repositories for delivering constitutional rights’ instead of being ‘merely record keepers’. It also seeks to decentralise control so individual communities can decide how to start and run their local libraries, with help from union and state governments as well as bodies like the National Digital Library and Raja Rammohun Roy Library Foundation (RRRLF). It also advocates for robust data collection –according to the union government, of a total of 27,671 government-run libraries in India, only 7,836 exist outside southern states like Kerala, Tamil Nadu <https://indianexpress.com/article/when-is/tamil-nadu-lok-sabha-elections-20…> and Karnataka <https://indianexpress.com/article/when-is/karnataka-lok-sabha-elections-202…> .

Fwd: Open Access in India
by Subbiah Arunachalam 19 Apr '24

19 Apr '24

Friends, This is in reply to Dr Vyasamoorthy's post dated 15 April. 1. The statement "now India is the third largest contributor of scholarly research* followed by China*" is NOT true. Yes, India is the third largest in terms of number of papers published annually, but China does not follow Indi. Indeed China publishes the largest number of papers among all nations, nearly four times the number from India, as per *Web of Science* (and *Scopus*), followed by the US. 2. The STIP 2020, https://dst.gov.in/sites/default/files/STIP_Doc_1.4_Dec2020.pdf is still in the draft stage, more than three years after the draft was prepared. The draft was prepared during Prof. VijayRaghavan's tenure as PSA. I know many people who were part of the group that drafted the chapter pertaining to open access. They are knowledgeable and were proud and hapy to contribute to a useful and important task. There were different points of view and intense discussions. But now, looking back, all we have today is a mere draft, not a policy. 3. "The government is also contemplating to adopt “one nation one subscription” to make scholarly research accessible to every Indian without any cost and has started discussions with 70 publishers." The negotiation with the publishers started three years ago. The flip side of the ONOS plan is so far no agreement seems to have been reached and that every year individual institutions are asked to subscribe to journals towards the fag end of the financial year. Some members of this Forum might wish to share their experience. 4. "In India, the open access movement has gained momentum in the last few years<https://www.nature.com/articles/nindia.2020.125>. Now, it is one of the leading promoters of open access ..." Not true again. By no stretch of imagination can one call India a leading promoter of OA. India was one of the earliest to set up an institutional repository, when IISc came up with its EPrints repository (an IR) in early 2002. How many IRs do we have now? We have more than 1,100 universities, and several hundred other RPIs (research performing institutions) but most of them do not have an IR. Also, look at the per cent of the more than 100,000 papers Indian researchers publish annually that are OA - far below 50% when OA % for the world as a whole is above 50. If we are genuinely and seriously interested in adopting country-wide open access, the minimum we need to do is to (1) mandate immediate open access to at least all publicly funded research not through APC--charging journals but through institutional and global OA repositories, and (2) stop paying APC to journal publishers, especially if the research is funded/supported in some way by public body/agency. With best wishes, Arun

Open Access in India
by Padmanabha Vyasamoorthy 16 Apr '24

https://thewire.in/education/indias-path-to-open-access-a-journey-towards-a… Aloke Nandi 5 mins read Aloke Nandi 5 mins read India's Path to Open Access: A Journey Towards Accessible Scholarly Research India has a long history of disseminating knowledge through writing books, articles and other forms of scholarly work and now India is the third largest contributor of scholarly research followed by China <https://economictimes.indiatimes.com/news/science/india-is-worlds-third-lar…>. As on April 11, 2024, India has contributed 3,372,588, scholarly publications; 7,77,500 publications are published in various open access platforms. The Indian government has made efforts to promote Open Access <https://dst.gov.in/sites/default/files/STIP_Doc_1.4_Dec2020.pdf> (OA) and adopt an open access policy at the national level. The plan is to make all central and state government-funded research available to the public through free access. The government is also contemplating to adopt “one nation one subscription” to make scholarly research accessible to every Indian without any cost and has started discussions with 70 publishers <https://www.thehindu.com/sci-tech/science/the-open-access-movement-to-make-…> . Open Access is an emerging term often discussed in academic and various publishing houses. Researchers promote OA by contributing publications in various open access journals, open access repositories, open access books, and self-archiving repositories like ResearchGate. Open Access refers to free access to scholarly publications to the public without any barrier. In India, the open access movement has gained momentum in the last few years <https://www.nature.com/articles/nindia.2020.125>. Now, it is one of the leading promoters of open access and disseminates knowledge to everyone through various scholarly publishing platforms such as open access journals, open access repositories, and preprint servers. *Open access initiatives in India* *Open access journals:* There are 16 leading contributors to generate 306 open access journals from India which is higher than China and Pakistan. These OA journals are published in various subjects such as Medicine, Technology, Social Sciences, and Physical Science. Nilaranjan Barik and Puspanjali <https://www.tandfonline.com/doi/abs/10.1080/0361526X.2023.2183926#:~:text=A….> Jena reported that 79.08% of open-access journals published in Medicine subjects and leading publishers are Wolters Kluwer’s Medknow Publications, Thieme Medical and National Institute of Science Communication and Information Resources (NISCAIR). *Open access repository:* India is not only contributing to open access journals but also coming up with open-access repositories. The first Indian OA repository was launched by the Indian Institute of Science (IISc) <https://www.downtoearth.org.in/blog/science-technology/india-has-lost-its-w…> in Bengaluru. As on April 11 2024, India has over 100 open access registered at OpenDOAR <https://v2.sherpa.ac.uk/view/repository_by_country/India.html> and ranked 15 number globally. India is one of the leading OA repository contributors and is ahead of China. Various institutional repositories in the country have been implemented using open-source software and have disseminated scholarly content to the research community. *Open access digital library:* Information and Library Network (INFLIBNET) Centre, Gandhinagar hosts a national repository of theses. The INFLIBNET Centre signed MoUs [Memorandum of Understanding] with various Indian universities and has made many thesis readily available to the public without any restriction. As on April 11, 2024, 5,26,350 theses have been added to Shodhganga <https://www.google.com/url?sa=t&source=web&rct=j&opi=89978449&url=https://s…>. In addition, INFLIBNET also hosts an open access repository of synopsis of Indian researchers. The top leading contributors are Anna University (15906), Savitribai Phule Pune University (12699), and Chhatrapati Sahuji Maharaj University (101) <https://shodhganga.inflibnet.ac.in/>. *Krishikosh:* It is an institutional repository of the Indian National Agricultural Research System and was was launched by the Indian Council of Agricultural Research-Indian Agricultural Research Institute (ICAR-IARI). It hosts Ph.D. theses, M.Sc and PG theses. The National Digital Library of India (NDLI) was launched under the National Mission on Education through the Information and Communication Technology (NMEICT) programme and it was funded by the Ministry of Education. This repository is maintained by the Indian Institute of Technology Kharagpur. <https://ndl.iitkgp.ac.in/> Another open-access digital library is the National Virtual Library of India <https://indianculture.gov.in/> which is multilingual and contains books, images, audio and video files, etc. Science Central is also a renowned digital library of 42 institutional repositories funded by the Department of Science and Technology (DST) or the Department of Biotechnology (DBT), India <https://www.sciencecentral.in/>. As per a report, there are 3438 items in the Science Central and 69% of the documents <https://www.nature.com/articles/nindia.2020.125> are made full text available. *Open access preprint server:* India has launched the first preprint server called IndiaRxiv (India Archive) to promote open access scholarly literature published by Indian researchers or literature on India. It hosted various scholarly publications on various subjects. This preprint server is managed by Open Access India and hosted by the Society for Promotion of Horticulture, Bengaluru <https://indiarxiv.wordpress.com/policy/>. Despite progress, there are still certain challenges to overcome the problem of promoting open access in India. There is a lack of awareness among researchers as well as institutions to adopt the open access policy. Secondly, there is a lack of funds, and infrastructures to promote and adopt open access policy. The open access movement in India is at an unfolding stage. The future of open access in the country looks bright if organisations and funding agencies adopt open access policies and create more open-access repositories. To further promote open access, the Indian government should focus on research and development and initiatives like INFLIBNET Centre and the National Digital Library of India. *Lambodara Parabhoi is a Professional Assistant in Indian Institute of Advanced Study, Shimla.* Viewed using Just Read <https://justread.link/> Report an error <https://github.com/ZachSaucier/Just-Read/issues?utf8=%E2%9C%93&q=is%3Aissue…> Dr P Vyasamoorthy / 9490804278

Important Update Regarding LIS-Forum Service Interruption
by Francis Jayakanth 05 Apr '24

05 Apr '24

Dear LIS-Forum Community, I hope you're doing well. As many of you know, the LIS-Forum has been an invaluable platform for scholarly discussions and knowledge sharing for nearly 30 years. However, I regret to tell you that we recently experienced some challenges impacting the service. Over the last couple of years, we have encountered intermittent disruptions due to issues related to the delivery of bulk emails. Specifically, the sheer volume of messages—9,000 to 10,000 emails daily— has occasionally led to service downtime. I understand how frustrating this has been for our dedicated members, and I sincerely regret any inconvenience caused. Recently, the LIS-Forum experienced an extended downtime of approximately 45 days. The root cause was once again related to limitations imposed by Microsoft 365 on our bulk email distribution. As the sole administrator, I manage the LIS-Forum without any support. Balancing this responsibility with my full-time job has been challenging. To ensure uninterrupted service, I am actively exploring online hosting services. While this transition may involve recurring costs, it promises enhanced service reliability. I appreciate your patience and continued engagement with the LIS-Forum. I hope this communication reaches all the members so that they are aware of the reasons for the service being down. Thanks and best regards, Francis Francis Jayakanth JRD Tata Memorial Library IISc, Bengaluru -560012

Bookbuzz.org
by Padmanabha Vyasamoorthy 24 Mar '24

24 Mar '24

A new search engine for books. Bookbuzz.org I searched for "Eternal Echoes" by Sadhguru Jaggi Vasudev. A listing of nine copies was given with prices ranging from USD 21.85 to USD 151.03. All are available from sellers abroad - inclusive of packing and shipping. I wonder who might go for the costliest version? I remember a time when if you spend Rs 100 on books you can set off Rs 130 from your profits as tax-free. There is no such incentive now? See some details below: //BookBuzz.org is a new search engine that aims to help people shop from independent booksellers. Search results should show the cheapest copies available online from booksellers, bookstores and marketplaces. It does not display listings from Amazon or any of its subsidiaries. The website suggests book titles as the user types, which helps if you are unsure of the title. If the user enters only an author, a list of titles by that writer appears. Users can also search by ISBN to find an exact edition. BookBuzz searches for availability on a variety of sites including Alibris, Biblio, BooksRun, eBay, and the ChrisLands network of used booksellers. These businesses provide access to millions of books. “Many avid readers want to shop in a way that empowers the independent bookselling community,” said BookBuzz.org founder Terry Nathan. "We’ve responded by building a simple website that finds the book you want at the best price in seconds. I founded BookBuzz.org to make the tool I wanted for book buying, modern and user-friendly.” Search results display new and used copies. Prices include shipping. Results reflect the user’s location in the United States, Canada, UK, Australia or New Zealand. Located in Victoria, B.C., BookBuzz earns a commission if someone clicks through to a partner site and buys a book.// Dr P Vyasamoorthy / 9490804278
