Increasing subscription prices of journals at rates higher than general inflation caused librarians to think of forming consortia, but publishers started selling online journals as bundles, and libraries ended up with many journals their researchers have very little use for. Scientists and librarians adopted open access, but publishers came up with hybrid journals and article processing charges to beat any adverse effect on their profits caused by the fast-spreading open access movement. We compare the steps taken by scientists and librarians in the West to reclaim ease of access to research findings with what is happening in India. VIRTUAL LEARNING SET TO BE REALITY IN GOVT COLLEGES The popularity of online courses and virtual learning all over the world seems to have caught the imagination of the Department of Collegiate Education (DCE) in the State as well. As many as seven government first grade colleges in Bengaluru are part of a tentative list of colleges selected for a pilot 'Virtual Class Programme' in the State. These video lectures on a variety of topics are aimed at supplementing the already available resources like libraries and laboratories. In all, about 100 colleges with at least three colleges in each district will be selected for the programme. It will be extended to all colleges in the State depending on the response. At present, the department is in the process of collecting and recording lectures on a number of subjects recommended by a group of experts. The department already has a bank of as many as 600 lectures and more are being downloaded and recorded. The topics of these lectures range across subjects such as commerce, management, history, economics, physics, chemistry, mathematics, botany, environment science, spoken English and fundamentals of computers to name a few, said Govinde Setty, a nodal officer from DCE, supervising the project. Officials claim that virtual classes will go a long way in helping students especially in times when there is a shortage of faculty or for self study. Not so expensive Information officer of DCE, N Ramesh Reddy said, "Funds required for the project in each college is very less. The content is freely available online from where we have downloaded them, while others are being recorded. This will be uploaded on a computer from where they can be transfered to a pen drive. Besides, we will also try to make them available on smart phones through WiFi. Each college requires around Rs 25,000 for the project," he said. Sandhya M, a final year student from Maharani Arts, Commerce and Management College said the concept of virtual learning would be an additional tool that will greatly help in her studies. Science reports India's OA policy

Friends: Earlier this week, we saw the news story on the DST-DBT mandatory OA policy that appeared in Nature. Now Science has also carried the news. Please see < http://news.sciencemag.org/asiapacific/2014/12/india-s-major-science-funder… >. The important question now is: When will other funding agencies in India come up with a similar (or even better) mandatory OA policy? Please write to UGC, DRDO, DAE, Dept of Space, ICMR, and other agencies investing taxpayers' money on R&D and request them to adopt an OA policy as soon as possible. CSIR-URDIP, Pune, has already set up Science Central, a central repository that would harvest papers deposited in institutional repositories of all institutions under DST and DBT. Science Central is similar to CSIR Central which harvests all repositories of CSIR labs. We are indebted to URDIP for this service. Sad Demise of Dr Velaga Venkatappaiah

Dear Moderator, Kindly circulate the News A well know Librarian Dr Velaga Venkatappaih, one of the active members of the Library Movement in Andhra Pradesh, expired on 29 December 2014 with heart attack. He was a reputed public librarian and retired as Secretary, Zilla Grantahalaya Samstha. His contributions to the cause of libraries especially for public libraries and enriching Telugu literature in LIS is phenomenal. He was also member of RRRLF. He started the Prof Kaula international prize and was also Secretary of Kaula Foundation. He wrote Model Public Library Act. He is well known for his hard work and work in public library movement. He published many papers and authored many books. His death is a great loss to the libraries especially for public library movement. We pray the Almighty to give Strength to his family to bear the loss, Let his soul rest in peace.
