DC GIVES RS 2 LAKH TO DECAYING DIST LIBRARYUSMEET KAUR, HINDUSTAN TIMES, AMRITSAR| Giving a ray of hope to the decaying district library of its survival, which has been lying in dilapidated condition for years, the district administration has come forward with an assistance of Rs 2 lakh and has promised for a long-term expansion plan. Besides Rs 2 lakh, said Amritsar deputy commissioner (DC) Ravi Bhagat, there was a pending proposal of rs 50 lakh for the library made by Raji P Srivastava, former secretary, department of tourism and cultural affairs. "Though Srivastava has been transferred, her proposal stays with me and I will ensure that book lovers in the city are not deprived of using the district library because of its lifeless ambience." "I will soon forward the Rs 50-lakh proposal to the state government and try to get it sanctioned. Once the money is sanctioned, the library will be renovated and equipped with modern facilities. A well-to-do district library will definitely give a fillip to the reading culture in the city," the DC added. A library should be able to attract the youth as well as book lovers, but that's not the case with the Amritsar district library, which has been crying for the government's attention for its revival for years. Coming to the rescue of the lifeless library, the district administration has not just provided Rs 2 lakh for its immediate needs, but has also given books on women empowerment. In the absence of requisite funds, district librarian Prabhjot Sandhu has been adding books to the library and making electric appliances run on her own level and with the help of various organisations for over past 10 years. She got the inverter's batteries replaced thrice by requesting various organisation for help, else fans and lights wouldn't be working at the library. The DC said, "Now, with Rs 2 lakh, I am sure she can manage inverter and improve the quality of electricity appliances, which will improve lighting in the library. Moreover, the readers can now get an air-conditioned library, which will provide them some relief from scorching heat. With optimum use of the money, I am sure that the librarian can replace obsolete furniture as well." Funds will definitely revive the library, but the librarian is the lone staff there, as no recruitment for the library has been done for over a decade. As a result, there is not even an assistant librarian who can take the charge when she is on leave. Prabhjot said: "I am thankful to the DC for the allocation of funds, but the Centre should enact a public library act, which will make it mandatory for the states to ensure availability of funds, staff and infrastructure for the public libraries." "Besides, the Punjab assembly should pass the Shabad Parkash Punjab Public Library and Information Services Bill for the betterment of libraries in the state," she added. LIBRARIES-ROBBED-OF-BOOKS-AT-CALICUT-UNIVERSITY Calicut University is facing a strange situation - hundreds of books getting lost from its libraries each year due to rampant book lifting and borrowers not returning their lot. As many as 1,261 books were reported missing in the latest audit report. Taking serious note of the issue, the state government's local fund audit wing has asked the varsity to recover the loss incurred from the persons involved. Library authorities said that the scale of book lifting and non-return could be bigger if the figures from the varsity's main CHMK central library, which has around 1.2 lakh books, are included. The university - which conducted a stock verification after eight years in 2014 - is in the process of consolidating the figures. CHMK library had installed CCTV cameras inside the library last year as a deterrent. "A major issue in libraries of the varsity run self- financing institutions is that the most librarians are employed on temporary basis that make it difficult to hold them accountable for the loss," said university librarian Dr Abdul Azeez T A. The institute of engineering and technology (IET) within the varsity campus has lost 703 books while the university teacher education centre (UTEC), Kaniyambetta has lost 236 books. As many as 152 books are missing from the department of lifelong learning. The reasons were the same as mentioned above. "Only the central library has CCTV monitoring and mesh windows. Other libraries are vulnerable to book lifting. Even more worrisome is the menace of students tearing away the pages from reference books. Also, there is the issue of books issued in the name of teachers which they keep in custody or some that get misplaced. These are then transferred to the name of other teachers when they retire," an assistant librarian said. The university librarian said that as per new UGC regulations, a figure of five (missing) per 1,000 transactions - including issue, consultations and reference - can be treated as reasonable. "Though there are technologies like radio frequency identification (RFID) to protect library assets, it is not cost effective to be implemented in all libraries," an official said. Probably, it is the first Indian Institute who started this service in 2014. Thousands of ebooks are freely available on Amazon and Project Gutenberg. Also, there are some free applications available on web where free/open PDFs can be converted into Kindle compatible version. Amazon Kindle device can hold nearly 1000 ebooks. http://www.livemint.com/…/Parliamentary-panel-raises-questi…New Delhi: Raising serious questions about the quality of Doctor of Philosophy (Ph.D) holders in the country, a parliamentary panel has sought an evaluation report to understand why suitable candidates were hard to find for vacant teaching posts. With over 7,000 research scholars being awarded Ph.D every year, the panel has suggested “reorienting” the entire system of evaluation of Ph.D and other research scholars. In its report tabled in Parliament last week, the Parliamentary Standing Committee on human resource development stressed on increasing the number of research fellowships and new schemes for teaching assistantship, taking into account the shortage of teaching faculty in higher educational institutes. Drawing attention to the quality aspect of Ph.D holders, the committee said they were rolling out of Indian universities like dime a dozen. “The Committee would like to have an evaluation report, if any, about the quality and standard of Ph.D holders across the country to understand why suitable candidates are difficult to find for the vacant positions. Maybe we need to reorient the entire system of evaluation of Ph.D and other research scholars,” it said in its report. Shortage of faculties in premier institutes such as Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs) and National Institutes of Technology (NITs) continues to be grim with no improvement foreseen in the near future, it said. To address the issue, it suggested that if stricter norms for the appointment of faculty is coming in the way, then University Grants Commission (UGC) and other regulatory bodies should review them on regular basis and bring in necessary changes so as to fill up the vacant posts at the earliest. “HRD ministry should take steps to enhance the prestige of the teaching profession,” it said. Two members of the commission said the representative of the HRD ministry and the UGC officials gave the impression that they may not seek any review of the court decision.On March 16, the apex court upheld the UGC's regulations of 2009 on minimum qualification for appointment of teachers in colleges and universities. According to the regulations, the eligibility for assistant professor in a college or a university is the National Eligibility Test or the State Level Eligibility Test (SLET) qualifications. However, a candidate who has a PhD that complies with the UGC's PhD norms of 2009 would be eligible for the post even if he has not cleared NET or SLET.The UGC had in 2009 provided for admission through entrance test and course work before working on the thesis. It also laid down that a teacher cannot guide more than eight PhD students and five MPhil students at any point in time. Before this, every university had its own PhD regulations.The 2009 order threatened the careers of thousands of existing PhD holders who had not cleared NET/SLET. After protests, the UGC last year decided to amend its regulations to grant an exemption to the pre-2009 PhD holders. It sent the amended regulations to the HRD ministry, which has not yet granted approval.Ruling in a case filed by a few PhD holders, the apex court held that the HRD ministry and UGC are the highest policy makers and their norms must be followed.Since no assessment has been done to ascertain if any universities were following the UGC's 2009 norms for PhDs, it is not clear which of the pre-2009 PhD holders can be granted exemption from NET/SLET. The confusion is affecting the prospects of many aspiring teachers, including those who had earned their doctorates from universities that followed rigorous norms.After serving as ad hoc faculty in Dyal Singh College under Delhi University for seven years, Manoj Singh was selected as assistant professor in March but his appointment has now been put on hold.The college has sought clarification from the varsity whether it can appoint him since he does not have NET/SLET qualification. The university has not replied because there is no clarity on the issue yet."I have done PhD from Jawaharlal Nehru University (JNU). But the college is not allowing me to join as a regular teacher after selecting me," Singh said.Out of nine candidates selected, seven have been allowed to join in this college because they had qualified NET/SLET.College principal I.S. Bakshi could not be reached for comment despite repeated calls to his mobile phone.At last week's meeting, the UGC members brought up the plight of the pre-2009 PhD holders."The UGC and government officials said that they would respect the Supreme Court direction," a member said.Another member said the HRD ministry was not approving the amendments to the regulations on the ground that many universities have started implementing the UGC regulations. Any change would add confusion and dilute quality, he said.Teachers' organisations feel the regulations should be amended since they cannot be implemented retrospectively. All India Federation of University and College Teachers' Organisations general secretary Ahok Barman said the government must file a review petition. "You cannot implement a policy retrospectively. It is a big blow to thousands of PhD holders who want to become teachers," Barman said.Former Madras University vice-chancellor S.P. Thyagarajan, who headed a committee that prepared the 2009 regulations on PhDs, hailed the Supreme Court ruling."Personally, I support the court order. There has to be some quality control in teacher appointment. All PhDs should not be treated equivalent to NET," he said. It is our belief that Facebook is improperly defining Net Neutrality in public statements and building a walled-garden where the world's poorest people can only access a limited set of insecure websites and services. Further,we are deeply concerned that Internet.org has been misleadingly marketed as providing access to the internet, when in fact it only provides access to a limited number of internet-connected services. In addition, in its present conception, Internet.org not only violates fundamental principles of Net Neutrality, but also threatens freedom of expression, security, privacy, and innovation. Net Neutrality supports freedom of expression by enabling people to seek, receive, and impart information. It requires that the internet be maintained as an open platform on which network providers treat all content, applications, and services equally, without discrimination. An important aspect of Net Neutrality states that everyone should be able to innovate without permission from anyone or any entity. This includes prohibiting positive discrimination, which covers price differentiation schemes like zero rating. Zero rating is the practice by service providers of offering a specific set of services or applications that do not count against data caps. These practices are inherently discriminatory and do not treat all content or applications equally which is why they have been banned in countries such as the Netherlands and Chile. Zero rating agreements endanger freedom of expression by letting service providers decide which services will be privileged over others, thus interfering with the free flow of information over networks. Zero rating is currently Internet.org's basic model: Facebook is partnering with ISPs around the world to offer access to certain applications to users at no cost. In a May 4 video, Facebook CEO Mark Zuckerberg announced new rules pertaining to Internet.org and argued that Net Neutrality and Internet.org are not in conflict. However, on the accompanying website, the new rules explicitly state that âwebsites must be properly integrated with Internet.org to allow zero rating. Internet.org misleadingly labels these zero-rated applications the âinternet,â when in fact the applications only offer access to a tiny portion of it. The project acts as a "walled garden" in which some services are favored over others â again, a violation of Net Neutrality. The project raises other freedom of expression risks. The censorship capability of internet gateways is well established -- governments often go to ISPs to block access to certain sites or services. Facebook appears to be putting itself in a similar position, where governments could pressure the company to block certain content, or even, if users must log in for access, block individual users. The company should not take on this added responsibility and risk by creating a single chokepoint for the free flow of information. We are also deeply concerned about the privacy implications of Internet.org. Facebookâs privacy policy does not provide adequate protections for new users to the internet. Given the lack of statements to the contrary, it is likely Internet.org collects data by its users when they utilize the apps and services that are part of the program, and there is a lack of transparency about how that data is used by Internet.org and its telco partners. Internet.org also concentrates internet usage in a handful of applications and services, making it easier for governments and malicious actors to surveil user traffic. Finally, the current implementation of Internet.org threatens the security of users. The May 4 update to the program prohibits the use of TLS (Transport Layer Security), Secure Socket Layer (SSL) or HTTPS encryption by participating services. This inherently puts users at risk, because their web traffic will be vulnerable to malicious attacks and, potentially, government eavesdropping. We urge Facebook to assert its support for a true definition of Net Neutrality in which ALL applications and services are treated equally and without discrimination â especially in the developing world, where the next three billion Internet users are coming online â and to address the significant privacy and security flaws inherent in the current iteration of Internet.org. Facebook should strongly support and advocate for safeguarding the principle of Net Neutrality and other user rights in its discussions with national governments and regulators, while also applying these standards to its business initiatives. TEXT BOOKS COME ALIVE Fullinfaws College recently organised a unique 'Science, Commerce and Management Exhibition' at its campus. The fascinating world of science and commerce was taken out of the text book and presented in the form of working models and meaningful skits. Topics ranging from Physics to History were displayed in models and explained to the students. There were also models that presented the literary works of poets and writers in Kannada and English. This event was organised for the students of classes 10 and 11 of various institutions. Prof Desmond TS, chairman of Fullinfaws College, who addressed the students, said that though the figures and pictures in the text books were colourful, the concepts, principles and laws had to be imagined and remembered by the students. The event provided an opportunity to more than 1,000 high school students from over 25 schools to learn many interesting facts about science and commerce. There were over 350 models in various streams like science and commerce.The experiments in light with the help of laser beams thrilled the students. The numerous models, displayed and explained by Prof Nanda Kumar, offered a first-hand experience in chemistry. It was then time for Ishrata Praveen's presentation, who enlightened the students about biology. A lot of business concepts and models were presented by the students. The importance of languages were also explained in the exhibition, giving students an opportunity for practical learning.
