Dear Members Dr.(Mrs). Poornima Narayana , Head, ICAST Division of National Aerospace Laboratories, retired on superannuation on 31 May 2015. Dr.(Mrs). Poornima Narayana obtained her BSc (Biological sciences) Degree from Bangalore University, MLISc from Madras University and PhD in L & IS on topic ‘Problems & Perspectives in Design and Development of Institutional Repositories’ from Kuvempu University, Karnataka. Dr. Poornima, joined ICAST on 15/02/1978 and had long stint of 37+ years of professional service. She served in various capacities and finally became Head of the Information Center for Aerospace Science & Technology. Her notable contributions to ICAST are many, she was instrumental in automating NAL Library, which was one of the first libraries to be automated in India, and she took lead in creating database of entire library collection. Her other major contributions were Design and Development of Library Portal, Institutional Repository, AeroInfo Gateway, Union Catalogue, many more with recently launched automated publication archiving system ‘PRAKAS’ Dr. Poornima took up several projects sponsored by DSIR, NISSAT, AR&DB namely DALIC, ODIARE, KnowGate. She has to her credit more than 80 papers national and international which covers Book chapters, Journal Articles, Conference papers. She has delivered number of key note lectures in various National and International conferences Dr. Poornima is recipient of Fulbright Award in Information Sc & Tech in 2004, Outstanding Performance Award by CSIR-NAL in 1998-99 for the Creation of ICAST Portal & Database of Books, Reports, Standards and Patents, Awarded with Platinum plaque for contributions made towards CSIR Open Access Movement, by CSIR Central in 2011. She has been Member of several committees to name a few Permanent member of assessment/recruitment committees of DRDO labs, CFTRI, VITM, IAP and IISc, Nodal/Task Force Officer for NKRC (CSIR and DST Consortium), Member of Aerospace resource Panel (ARP) of AR&DB, Member of the CSIR-Open Access Mandate and many more. LIBRARIAN OF CONGRESS JAMES BILLINGTON, APPOINTED IN 1987, WILL RETIRE James Billington, the librarian of Congress who has led the world's largest library for nearly three decades, will step down at the end of the year. The 86-year-old Russia scholar was just the 13th librarian of the institution since 1800 when he was appointed by President Ronald Reagan in 1987. The library is the nation's oldest federal cultural institution and grew out of Thomas Jefferson's collection of books. It now holds a vast collection of research materials, historical resources and cultural treasures. Billington's decision comes months after a federal report outlined failures at the library regarding the electronic transfer of thousands of documents, the Washington Post reported. Many blamed Billington for wasting millions of taxpayer dollars, the paper reported. The vacancy will be filled by presidential nomination, with confirmation by the U.S. Senate, according to the statement. True, digital technology has virtually eroded traditional printing, photography and music industries causing concern, among professionals, about ‘identity crises’, ‘fear of extinction’ or ‘need for repositioning’ the profession. Several repositioning options like ‘invisible Intermediary’, ‘pro-active Librarian’, ‘embedded librarian’, etc. were also put forth by experts. A personal visit to a modern newly built (2013) huge public library, which attracts over 7000 visitors a day like a tourist spot in the centre of the city, gave an exciting real life example of repositioning the profession, that too for public libraries, by incorporating several closely related professional services. Paper - The Oligopoly of Academic Publishers in the Digital Era

The Oligopoly of Academic Publishers in the Digital Era http://journals.plos.org/plosone/article?id=10.1371/journal.pone.0127502 Abstract The consolidation of the scientific publishing industry has been the topic of much debate within and outside the scientific community, especially in relation to major publishers’ high profit margins. However, the share of scientific output published in the journals of these major publishers, as well as its evolution over time and across various disciplines, has not yet been analyzed. This paper provides such analysis, based on 45 million documents indexed in the Web of Science over the period 1973-2013. It shows that in both natural and medical sciences (NMS) and social sciences and humanities (SSH), Reed-Elsevier, Wiley-Blackwell, Springer, and Taylor & Francis increased their share of the published output, especially since the advent of the digital era (mid-1990s). Combined, the top five most prolific publishers account for more than 50% of all papers published in 2013. Disciplines of the social sciences have the highest level of concentration (70% of papers from the top five publishers), while the humanities have remained relatively independent (20% from top five publishers). NMS disciplines are in between, mainly because of the strength of their scientific societies, such as the ACS in chemistry or APS in physics. The paper also examines the migration of journals between small and big publishing houses and explores the effect of publisher change on citation impact. INDIA LAGS BEHIND IN 2015 ASIA UNIVERSITY RANKING, ONLY 9 VARSITIES MAKE THE CUT Indian universities continue to lag way behind other institutes in a latest ranking of Asian universities that is dominated by varsities from Japan, Singapore, Hong Kong, and China. According to the Times Higher Education Asia University Ranking 2015, Indian Institute of Science Bangalore comes closest at 37th place and Punjab University at 38th position, down six places from 2014, according to a statement issued by ranking body. "India's progress has faltered, it has nine top 100 universities, one fewer than last year," added the statement. The IIT's of Roorkee, Bombay, Delhi, Kharagpur and Madras, besides Aligaarh Muslim University and Jawaharlal Nehru University figure among the top 100, though their rankings have come down from 2014. University of Tokyo continued to retain the top position while Natipnal University of Singapore and University of Hong Kong retained the second and third place respectively. Japan, Hong Kong, and South Korea had each three universities in the top 20 list along with two universities from China and two from Turkey. Phil Baty, editor of Times Higher Education Rankings, said "It is a cause for concern that India has lost ground in the league table. With the country's massive numbers of under-25s putting further pressure on educational resources, it is more crucial than ever that India invests in research and strengthens its academic links with other nations or face being left behind," he said. Sir,Kindly post the mail on the forum Disparity with the college librarians Please refer to the “UGCRegulations on minimum qualifications for appointment of teachers and otheracademic staff in universities and colleges and measures for the maintenance ofstandards in Higher Education 2010” dated 30 June 2010 notified in the Gazetteof India, September 18, 2010 [Part III-Sec. 4), there is a difference betweenthe minimum API score required for category–III i.e. Research and Academic Contribution for the promotion of collegeteachers/DPE and the College Librarian under Career Advancement Scheme. Thedetails are as under: 1. Thecontents of the category –III and their weight-age i.e. API Score are common tothe college teachers, Librarian and the Director Physical Education (DPE) whereas the minimum Weightage Points (WP)norms of the API for the Librarian are higher than the teachers and DPE.(Appendix- III, Table-VIII (b), page no. 7970 of the UGCRegulations, 2010) (copy attached). But the Assessment Period Score requiredfor College Librarian for all the stages is double than the other cadres i.e.college teachers and DPE (for College Librarian for stage 1 to 2 =40, stage 2to 3 =100 and for stage 3 to 4 =90 whereas for the teachers/DPE for stage 1 to2 =20, stage 2 to 3 =50 and for stage 3 to 4 =45) (Table – II (b) and tableV (b) of the notification). 3. Thereshould be equal score for all the cadres (teachers/DPE and College Librarian)for the category-III as the contents of the category are common to all and alsothe Yearly score for this category is same for all the cadres. Libraries in India have started using cloud technology for providing information services to its users. Although there are few libraries who have adopted this technology so far yet it is expected that some more in the process.
