National Institutional Ranking Framework (NIRF)

I got chance to skim through the National Institutional Ranking Framework (NIRF) (https://www.nirfindia.org/Home) which will be used to rank Indian Universities and colleges. We can see many reforms in the parameters. I believe they are big steps taken...hopefully at a later stage more and more our Universities will reach to the global rankings. As a librarian, I was curious to know the Publications/Citations parameters for rankings. I have not looked at other criteria on teaching, outreach, jobs etc. Out of total 500 marks, 100 marks are for Research, Professional Practice & Collaborative Performance. This is basically about research publications, collaborations, citations etc. Good thing, the ISSN boom in India will be stopped, it is really a great improvement. Now journals indexed in Scopus, Web of Science and Google Scholar only will be counted for assessment. I am not sure why Google Scholar is there as a data source, hope some one will answer. GS is not a database and there are many cases of manipulations in citation numbers. Books/Monographs should have ISBN number and published by reputed publishers. Okay, but who will decide the "reputation"? For collaboration, it says external collaboration. Not clear whether it is outside the institution or outside the country? ---------- Dr. J. K. Dhanu works with IEEE Xplore Digital Library customers throughout India and handles IEEE Xplore training (both onsite and via webinar) and presentations, internal IEEE promotions to include IEEE content within library web pages, intranets and other work-flow applications. He closely works with libraries in universities/technical institutions, students/faculty/researchers in academic, government and corporate sectors and advises effective data use for their endeavors. Dhanu has a masters degree in library and information science and is an engineering graduate. Before joining IEEE, Dhanu was with Science division of Thomson Reuters. Earlier, for measuring research we relied on bibliometric and scientometric approaches. But the main issues with these traditional metrics is that they need more time to analyse and yield results. Through Altmetrics we can provide real time result which is based on electronic sources of information, for instance, number of downloads and page views from a publisher, repository or online reference manager like Mendeley, or the amount of discussions generated in social media sites, such as, twitter, blogs, etc. The aim of this seminar is to provide a brief overview of Altmetrics including its tools, techniques and the various challenges it possesses. Hence, equipping every Library with exhaustive information at a less cost is need of the day. Here comes the role of Consortia which enable each libraries flooded with huge and exhaustive information. The Consortium Concept will also enable the remote individual libraries with information all the organizing and repackaging in ready to use from effectively through their gateway portals. Hence, the end user will also be individually efficient enough to access the desired information through the consortium portals or remote access facilities extended by the consortia. India stands seventh place in the world in Science and Technology publications contributing only 3.5% of the total international output and citation share is just 1.8% China stands second place contributing 15% of the total international output and its citation share is 7.3%. With this background enables us to understand the need for increasing the research output of India. For this we need to equip our Scientists and Researchers with exhaustive information about the state-of-the-Art growth in their respective subject areas.
