I am even more thrilled that the Nobel committee highlighted the work that my collaborators and I have done on India. My work shows how important it is that independent researchers have access to data, so that government statistics can be checked, and so that the democratic debate within India can be informed by the different interpretations of different scholars. High quality, open, transparent and uncensored data are needed to support democracy. I have used data from India's famous National Sample Surveys to measure poverty. Perhaps the biggest threat to these measures is that there is an enormous discrepancy between the National Accounts Statistics (NAS) and the surveys. The surveys "find" less consumption than do the national accounts, whose measures also grow more rapidly. While I am sure that part of the problem lies with the surveys — as more people spend more on a wider variety of things, the total is harder to capture — there are weaknesses on the NAS side too, and I have been distressed over the years that critics of the surveys have got a lot more attention than critics of the growth measures. Perhaps no one wants to risk a change that will diminish India's spectacular (at least as measured) rate of growth? We need better work resolving this issue. Without it, we cannot be sure what is happening to either poverty or inequality in India today. Measures that should be known and indisputable become instead the subject of bitter partisan debates. Poverty is more than the lack of money and my work with Jean Dreze has documented the improving, but still dreadful, state of nutrition in India. Former Prime Minister Manmohan Singh called stunting among Indian children a "national shame", and so it is. Our work highlighted that malnutrition is not just about a lack of calories, and certainly not about a lack of cereal calories, but is more about the lack of variety in the diet — the absence of things like leafy vegetables, eggs, and fruit. It is also crucially linked to inadequate sanitation, to the fact that women often do not get enough to eat when they are pregnant and to (in many areas) poor maternal and infant health services. Another strand of my work is about the strengths and weaknesses of randomised controlled trials and their use for policy development. My main message here is not to claim too much. These tools are not magic. For example, if we want to think about using cash transfers instead of the public distribution system, we have to consider all of the subsequent changes, what would happen to procurement and storage, and what would happen to the free market prices of grains. An experiment can be useful for part of this, but only a part, and without all the parts we cannot judge what to do. I worry too that experiments are technical solutions to political problems that really ought to be decided by democratic discussion; that experiments are often done on the poor and not by the poor is hardly an encouraging sign. Finally, I have written about inequality, and about the threat that extreme inequality poses to democracy. India has been hugely successful in building a better life for many. Some of them now have consumption patterns that look like those of the Americans or Western Europeans, and not a few have become fabulously rich. In an ideal world, the gap that has opened up between them and those left behind can be bridged if the former help pull up others. Poor people can see the new opportunities and understand that, with education and luck, their sons and daughters can prosper too. But there are also terrible dangers of inequality, if those who have escaped from destitution use their wealth to block those who are still imprisoned by it. Decent education, available and effective healthcare, and functioning sanitation are goods that benefit everyone, and the new middle class should be more than happy to pay the taxes that help others share their good fortune. Adam Smith said that "Every tax is to the person who pays it a badge, not of slavery, but of liberty." And if taxes are spent wisely, liberty can be widely shared. *The writer is professor of economics and international affairs at Princeton University. Calling for Book Chapters - Need OA Text Books

Dear Professionals, We keep seeing such kind of postings through Lis-forum and other channels calling for Book Chapters. While I don't wish to make any comment about this sort efforts by individuals making call for book chapters for their own reason, I definitely urge LIS teachers and professionals at national/institutional/departmental level to take an initiative to publish OA texts books with the help of knowledgeable/experts in various subjects. While there could be editorial teams, authors can get credit for individual chapters. There should be revisions / new edtions and new books time to time depending upon new developments. We should also request other discipline authors like Computer Science, Statistics, Management, etc to contribute chapters useful for LIS syllabus depending upon the need. This sort of efforts could be supported by UGC. The OA books could be hosted on a server either maintained by some agency or a cloud supported by UGC and the content should be searchable and full text accessible in line with those of commercial publishers. The main reason for appeal is mainly due to the fact that not many E-Books useful for LIS are available even from commercial publishers. Even if there are, most of them are Conference Proceedings and not the Text Books. Few publishers like McGraw Hill and Pearson do make available text books, but their licensing conditions are beyond purchasing power of even some rich universities. INFLIBNET has already started e-patashala, a very good initiative covering all subjects. Our attempts should be complementary/supplimentary to INFLIBNET's initiative. We LIS personnels are leaders for digitisation, OA,and DL initiatives. If we put our efforts, definitely we can come out with some way of achieving this goal. We can even think of using electronic stitching of useful chapters (not just giving link) available in various OA channels including e-patashala, for compiling them in the form of Text Books but after getting appropriate permission from concerned. These Text Books should be listed and recommended in the Syllabi. These are my personal views, teachers and practiceners can give more thoughts suggest steps to be taken, not just for LIS but for all disciplines useful for UG and PG level academic activities. I have a dream to get respected by all the students of different mindsets. So how can that be achieved?* *Answer:* I personally believe that you must have a role model. The role model either in teaching or teachers you would have come across in high school level, private school level and in college level, so you have to concentrate in a unique person, to realize how worth a teacher is to you. You’re going to have two types of knowledge: one is to appreciate his/her knowledge, the teacher radiates his knowledge. The other is s/he radiates the purity of life. So you look for such a role model if otherwise nobody is available books will help you. Good books will talk about great teachers. *Q: Sir, if God comes in front of you and asks you, my child I want to take you from earth to heaven, then what is your answer? Would you request the God to give some more time to complete the goals set by you as this country to transform as developed country?* *Answer:* My feeling is such a thing will not happen. If it happens, then God knows what I need, after all he is God. He is supposed to know what his children dream. So if the dream is good, he will say you continue with the dream and complete it. Sometimes he says the dream is already met with you so you come with me. So you have to go. *Q: There are many welfare schemes in India, due to aggressive political personal gains there is not much development in the country. Sir, what is your advice to improve the present situation in the country without political intervention?* *Answer:* We are spending about hundreds of crores for the welfare throughout the country but this amount is directed in different forms. Government has accepted what is called “PURA”- Providing Urban Amenities in the Rural India. It means you cluster 20-30 villages with a huge population of 20,000 people and give them physical connectivity, electronic connectivity, knowledge connectivity, so that economic connectivity will come. Hence money will be pumped in the PURA. Government has also started nine states in the PURA system. Throughout the country we need over 7000 PURAs for the overall development. *Q: Sir, you have always been an inspiring role model particularly to youngsters on the part of education. So, what are the steps that we should follow to become better citizens of this country?* *Answer:* Since you are studying you should excel in education. Don’t get into politics and don’t compromise anything for education because if you get 90 % mark, you get one type of profession. If you get 60 % mark you get another type of job, if you fail then another type of job. So if you excel in education you will excel in your profession too. If you get time, on Saturday and Sunday go 10 km away from Puducherry and catch hold of five people who cannot read or write and teach them and it is simple, you don’t need money. Then in your home or college campus, plant five trees and for that also you don’t need money. Then you could go to a good hospital. Most people are taken care by their friends and relatives. There are some five to ten beds which nobody takes care of. Go and meet those people with some fruits and flowers. They will be very happy and moreover you also will feel very happy. The evening will be very special. All these three things you can do on Saturdays and Sundays. *Q: Sir, what is the permanent solution to overcome terrorism and poverty in the country. As students what is our role to overcome this? What is your suggestion for global warming?* *Answer:* If poverty started decreasing, there is little scope for terrorism. A major problem to global warming is due to millions of car drives. It generates 30 billion tonnes of carbon dioxide throughout the world. If we purchase 80 billion dollars of oil from various countries, we are also purchasing that much carbon dioxide, so we have to go out of that. We get solar power, wind power, nuclear power and hydro power. We have to get rid of fossil fuels. These are the problems that generate carbon dioxide. Second, every tree absorbs about 20 kilogram of carbon dioxide and lets out about 20 kilogram of oxygen. It’s a beautiful environmental help. All of you should start a mission of million trees for million people. Each one should plant at least one. *Q: Sir, India is not paying much attention to global warming?* *Answer:* India now started a National Solar Power Program. It is supposed to generate 30,000 mega watt power similar to nuclear power by 2013. *Q: Sir, you have prepared a Mission Plan 2020 for this country. The country progressed considerably. What is your advice to the University students in terms of contribution to achieve this mission?* *Answer:* India 2020 is not my mission but it is India’s mission. So to achieve this, while studying you should excel in education means you are helping India 2020. If you excel in your education, you can become a good Librarian, good Doctors and good Politicians. Likewise, if you got time, the three things I told you are also helping India. Planting trees you are helping the environment. Try to educate those in need of. Each student suppose you take five people, teach them to read and write. Within ten years, literacy rate will be hundred percent. The third thing is going to a hospital and giving them happiness. *Q: Religion is the path to reach God. I am practicing Christianity. Through books I understand that you respect all religious equally from your childhood days onwards. Because of narrow thinking, there are lot of conflicts between religions which ultimately leads to terrorism. Sir, my question to you is - to achieve equal respect towards each religion, what should the government do to the youth in this country? In what way religious organizations or missionaries should help the Indian youth to achieve this?* *Answer:* First and foremost, every schools and college should introduce Moral Science course. One hour every day, respectable teacher should present a good life of a human being who connect religions and who work for others like Saint Augustine, Kalifa Mohammed, Lord Buddha, etc. Such type of people should be presented so as to realize that good human beings connect people. Only small people disconnect people. Great ones connect people. *Q: Every day you meet so many students, attending several functions and activities directly related to the progress of youth and country at large. How are you able to manage your time?* *Answer:* Recently, I had a program at Wayanad in Kerala at 6.30 pm in the evening. I have to go to Calicut and somehow missed my Calicut flight at Delhi. So, I went up to Bangalore by air and drove by car to Calicut. When I reached there at 1 ‘0’ clock in the morning, nearly 5,000 people were waiting for me including children, parents and teachers. I was astonished to see them. So, time is always available, only thing is you have to make up your mind what you have done with the time? *Q: Sir, what’s your feeling when you visited Bunglon village in Manipur? Status of OA

The status of OA today (by Stephen Pinfield). .... .... From my investigations, a set of propositions were developed based on the OA discourse which attempt to summarise the current ‘state-of-the-art’ of OA. There are 18 of them. Admittedly, 18 is not a very attractive number – 10 or 12 would have been neater! But the number of issues that emerged from analysis of the OA discourse seems to reflect the current complexity of the situation and could not easily be reduced. So, here are the 18 propositions. The first proposition (1) is that the Green-Gold debate continues to underlie much of the discussion on OA and there remains uncertainty and disagreement about the relationship between them. There are vociferous advocates of either one or the other, although some have argued for there being complementarity rather than competition between the two. Greater clarity around this debate is not likely to emerge in the very near future, although (2) the evidence base enabling a better understanding of OA *is* growing (but still needs to be further developed). A number of different studies have been conducted over the last five years which give us a much clearer idea of the levels of OA, and (3) the available evidence does suggest that open access is now entering the mainstream of scholarly communication. A recent report, for example, suggests that 34% of the literature globally is OA within 24 months of publication (43% for the UK). Despite the growing importance of OA, (4) there undoubtedly continues to be significant levels of disinterest, suspicion and scepticism about open access amongst researchers, particularly in relation to quality. There is considerable inertia built into the existing system with reputation building (the currency of academic research) still clearly based on traditional approaches to scholarly communication (including established journal brands, impact factors etc). The pattern of adoption of OA is, however, not evenly spread across disciplines, with (5) disciplinary differences an important factor in influencing the shape of OA take-up and likely to remain so for the foreseeable future. Medical and Life Sciences researchers have tended to adopt Gold OA more than most, for example, and there seems to be particular challenges associated with OA take-up in the Humanities. Open access is not, however, simply developing in the academic community organically, (6) so-called ‘mandates’ are proving to be essential for encouraging adoption of OA. The number of such policies has grown over the last five years with the Juliet service now citing 148 different mandates for research funders worldwide requiring researchers to make the outputs OA. However, (7) there remain important country-specific differences in policies and adoption patterns. The UK’s emphasis to date on Gold OA adoption, for example, sets it apart from most other European countries. One important characteristic of policy discussions in the last five years is that there appears to have been (8) an intensified focus on the question of the ‘degree of openness’ for content. The controversy about where content should be positioned on the ‘gratis-libre’ spectrum (free to read – free to read *and*reuse) remains important. Much of this debate is focused on licenses, particularly the merits of the Creative Commons licence, CC-BY, which allows unrestricted reuse, including for commercial exploitation. One of the key features of the OA landscape since the emergence of the OA movement has been repositories, and (9) whilst there is now a large-scale global network of OA repositories, one noticeable feature of the OA discourse is that populating and sustaining repositories remain challenging issues. This applies to subject-based as well as institutional repositories. One increasingly apparent aspect of this challenge is that (10) publishers’ (increasingly restrictive) conditions on depositing outputs in repositories, including embargoes, have the potential to impede growth of Green OA. There are increasing numbers of constraints on when, where and in what form articles can be deposited in repositories, often (controversially) specifically limiting the effectiveness of mandates. Whilst there is considerable uncertainty about the precise nature of the future of Green, there are also uncertainties about Gold OA. There are (11) increasing amounts of experimentation, variation and complexity in the Gold OA market, particularly around business models. The market for paid-for Gold (normally through payment of APCs) is growing and there is evidence that (12) subscription publishers are capturing a significant proportion of the growing Gold OA market, with little sign of moving to flip their business models to fully-OA delivery, choosing to remain rather with hybrid models which also maintain an income stream from subscriptions as well as APCs . One of the key questions associated with OA at the moment is what might prompt search large-scale flipping to take place? This is an important question since at the moment (13) it seems that higher education institutions are now facing a potentially lengthy transition process in making OA work on the ground with perceived costly ‘double dipping’ and constraining embargoes from publishers, along with demanding mandates from funders, looming large. To date, (14) libraries have often led policy, technical and administrative developments in institutions and have carried out advocacy to other institutional stakeholders but it is becoming clear that the OA agenda needs to be embedded more widely in institutions if it is to be fully mainstreamed. This is particularly the case since (15) open agendas are now manifesting themselves in a variety of forms institutions. Not just open access to research publications but also open data, open educational resources and other ‘opens’ which arguably need a more coordinated strategic approach institution wide. Open access can certainly fit in with institutional agendas including in particular impact (academic and societal) agendas. Impact (16) is a central issue but new ways of defining and measuring impact becoming more important many of these driven by greater openness. Linked to this, (17) the realisation of a “network-enabled” OA literature (a potential particularly associated with greater openness) whilst still in its infancy has transformative potential in terms of how researchers access and use research outputs. This in itself has significant future implications for the whole structure of scholarly communication with (18) the potential for ‘formal’ scholarly communication becoming a more open interactive ‘flow’ now becoming recognised but without clear scalable solutions yet having emerged. There is clearly enormous potential here, but there are also major challenges. He also pointed out that *"digital technologies inevitably have the same ground-breaking impact on scientific publishing as they have already had on the media, music, film and telecommunication industries".* On the eve of the Dutch Presidency of the EU, Secretary of State Dekker *“I support the initiative of the League of European Research Universities (LERU) to join forces towards Open Access in research. Dutch universities already show the importance of organising themselves in the negotiations with publishers. That way they can successfully stand their ground towards publishers. In addition, Dutch universities are even prepared to not sign new contracts, if needed. The fact that all LERU members now let go of the old subscription-based models with big deals and clearly choose for models based on Open Access, perfectly fits with the Dutch Open Science policy. In this policy, results of publicly funded research must be available free of charge for everyone. This will be a priority during the Dutch Presidency of the EU in the first semester of 2016.”* Sharing the same vision, Commissioner Moedas and Secretary of State Dekker recognized that scientific publishers need to make their business model of open access publishing fairer and fully transparent. Only a fair business model supports European research. The Commissioner and the Secretary of State supported therefore stakeholder organisations such the League of European Research Universities (LERU) in their plea for fully transparent business models. They jointly called on the publishing industry to follow the example of new publishers that have adopted innovative business models for open access, and of those established publishers who have shown commitment to open access and developed new business models. In Horizon 2020, the EU's research and innovation programme, all costs for open access are eligible for reimbursement during the duration of the project. However, the Commissioner warned that the Commission will adapt this policy if it finds that publishers are charging excessive article processing charges for opening access to articles. The Commission is setting up an Open Science Policy Platform to further investigate the transition to alternative business models, and plans to organise in 2016 a dedicated roundtable with all stakeholders involved in scientific open access publishing. *Background:* Systemic changes are taking place in the way the science and research system functions. These changes – referred to as 'open science' - entail a shift towards an open, collaborative and networked way of doing research. Open access to scientific peer reviewed publications is a key part of this phenomenon. Two dominant business models currently exist for open access: immediate open access on the website of the publisher gold open access) or delayed open access through a repository (green open access). Within gold open access, articles can be published in journals where all contributions are open access (fully gold) or in journals where only some of the contributions are openly accessible, while the rest can only be accessed through a traditional subscription system (so called ‘hybrid journals’). On the latter, there is the concern that some publishers ‘double-dip’, that is receive one payment to make an article open access, and another for the same article in the form of a subscription to the whole journal. Open access to publications is a requirement for all projects funded under Horizon 2020, the EU's research and innovation funding programme. Costs related to open access publishing are fully eligible as part of the grant. Furthermore, the EU-funded project OpenAIRE is running a pilot to reimburse costs for open access publishing after the end of the grant.
