Dear Professionals, Dr. Vasanth has made an interesting observation about innumerable number of Conferences/Seminars being organised especially in the area of LIS. While his comments about mediocre scholarly outcome of such events is matter of concern, we also need to consider the positive aspects. These events give an opportunity especially for young professionals to think, write and develop communication skills. Unfortunately many organisers accept all papers submitted many a times even the ones received on the day of the event, without even going through the papers once. We are more interested to bringout volume and get it released during the inaugural session. It is a Win Win situation for both paper presenters and organisers as both can claim good API Score. But most disappointing matter is that presenters most of the time get 2-5 minutes for presentation. Many a times authors get the credit without even making presentation due to lack of time. By providing more time say 10-15 minutes, we will not only justify their efforts, but such a step will motivate them to write quality papers to the extent possible. I have seen mixed types of seniors, few as Chairs of sessions discourage the presenters by interrupting and passing only negative remarks. I appreciate those who encourage especially youngsters and advise them appropriately to come out with better papers in future. Yes, Dr. Vasanth is right in pointing out that we have very less publications in quality and well known journals. Inspite of having hundreds of LIS Schools in the country, each of the hundreds of faculty member having at least 5 research scholars at any point of given time, we are not in a position to produce quality papers. On the other side not all practicing professionals are doing better. But there are some quality pockets in both categories, who do good teaching and provide quality service. Profession has to bank on these pockets both for quality publications and service. Our Associations, grown in big number these days should also look into the matter of giving thrust for the image of the profession by advocating quality teaching, research and practice, apart from helping their members to get their due status and respect from Government and their employers. Many colleges pay a meagre salary of 5000-10000 for Library professionals with MLIS and treat them like clerks. The post of University Librarian is a Staturay post, but still 90% of posts are vacant in the country for many years. We, Professionals and Teachers of LIS pull each others legs and also within our respective categories. We try to work in isolation, which is not a good sign. We forget that unless there is a demand for practiceners, demand for teachers will never go up and vice versa. Few examples: Few teachers create problems for research students just because he or she is student of another teacher, just because of difference of opinion,without bothering about the merit of the Theses. Just because one wants to head the library, professionals oppose extension of superannuation age to 62 years (without even caring for his own case), which is in mess especially in Karnataka. This year a number of seats have not been taken by students in few library schools. May be one day this situation if left like this, our schools will vanish, which is detrimental to both teachers and practiceners. Time and again I keep suggesting the consorted effort, supporting each others cause for the better status of our LIS community, which probably may result in quality publications too. Call-for-papers for a special issue of LIBRES e-journal (http://libres-ejournal.info/) Topic: Ontology Development and Application: Issues and Lessons Learnt Recent technological developments have enabled ready access to more information and data than can be comprehended and managed effectively. Ontology is an important knowledge organization tool and has a crucial role to play in capturing, organizing, representing and assigning meaning to information, data and knowledge. However, even after three decades of research, ontology development remains within the realm of research and has not entered the daily professional activity of librarians and information professionals. Ontology promises to enable intelligent Web applications, but such intelligent applications do not seem to have invaded the public and business domains. Many papers on ontology are merely descriptive - describing an ontology, ontology construction process, or a prototype application; there has been insufficient effort to draw out lessons and derive fundamental principles. This special issue of LIBRES seeks to identify such lessons and principles related to ontology development and application, and to suggest a direction for ontology research in the field of Information Studies. Papers that focus on issues and challenges in building large-scale ontologies, representing complex semantic constructs in languages like OWL, merging ontologies as well as successful designs for systems and experiments in the use of ontologies in knowledge management, information retrieval and knowledge discovery are sought. The special issue will also seek to bridge the gap between perceptions of the LIS community and ontology engineers to suggest a way forward. Critical papers on ontology editors – both commercial and open source software – will also be considered for publication. All submissions will be peer-reviewed. "We needed a way to catch the attention of busy, practicing scientists," says David Mellor, Project Manager at COS, "to nudge them toward a small change in their workflow that could have a big impact." Preregistration increases the credibility of statistical tests by having scientists specify details of their research plans in advance of conducting a study. That planning produces clear confirmatory tests of research hypotheses. This is distinct from exploratory analysis in which the scientist uses data to discover new hypotheses that could then be tested later. Both methods of research are important, and preregistration clarifies which is which. "In the complexity of doing research, it can be easy to blur the line between generating and testing hypotheses with data. The difference matters because if we are not careful, using statistical inference with exploratory analysis risks making 'discoveries' that are really just random noise in the data," said Courtney Soderberg a statistical consultant at COS. "No one has ever conducted a nearly worldwide competition to encourage more robust research practices." said Jolene Esposito, Project Manager at COS. "For this to succeed, we needed to build a process that is easy to use and supports a wide variety of research approaches across scientific disciplines." The Preregistration Challenge was designed with input from scientists in many domains, including biomedical, social, behavioral, and environmental sciences. This way, the Preregistration Challenge provides tools for supporting research planning addressing the key issues that are common across many scientific disciplines. "So far, a majority of the scientists entering the competition are psychologists," says David Mellor, "which is not too surprising, given the attention these issues have received in that field. Preregistration is already seen in psychology as a way to address some of their reproducibility challenges. However, reproducibility issues are not isolated to only one field, so we are engaging researchers from more domains to preregister their research. We've had several entrants from political and biomedical science, and we want to encourage more." When scientists enter a preregistration into the competition, they choose whether to make it public immediately, or embargo it for up to four years. Preregistrations must be made public by the time the study is published to be eligible for the $1000 award. "So far, over 60% of researchers are choosing to submit public preregistrations," says Sara Bowman, Project Manager at COS. "A frequently heard concern in the field is the fear of being scooped by a competitor. Researchers may be recognizing that by preregistering publicly they are establishing a time-stamped certification of when the idea occurred, establishing their priority." To be eligible for the award, each preregistration is reviewed for completeness and rule compliance. Though not as thorough as a complete peer review process, there were early concerns that this would slow down the natural pace of scientific investigations. "Reviewing each preregistration is definitely one of the riskier aspects of this competition," says David Mellor. "We could not allow this to slow down the pace of work in a researcher's lab, but we had to have a way to make sure prizes will only be awarded to research with sufficiently detailed plans. We've committed to providing reviews in 10 business days or less, and so far have been able to keep that to about 1-3 days." This is the first time that a large number of preregistrations will be done outside of clinical trials, where it is required by law. This will give the scientific community an unprecedented opportunity to evaluate its effectiveness. "There's limited empirical data out there about how preregistration really affects the basic sciences," says Courtney Soderberg. "This will be the first time that we can really measure its effect on researchers and on the reproducibility of science." The Preregistration Challenge is built on top of the Open Science Framework <https://osf.io/>, a free scholarly commons maintained by COS. Researchers use the OSF for preregistration, project and collaboration management, and archiving of data, materials, and code. COS also supports a variety of services that nudge incentives toward more open and reproducible research such as badges <https://osf.io/tvyxz/wiki/home/> to acknowledge open research practices, the TOP Guidelines <http://cos.io/top> for journals and funders to promote transparency, and Registered Reports <https://osf.io/8mpji/wiki/home/>- a publishing model in which peer review occurs prior to conducting the study. "I love working on the cutting edge of improving science," says Mallory Kidwell, Project Coordinator at COS. "Our services aim to meet scientists where they are, providing tools to facilitate greater efficiency in their work while also making their science better."
