India’s One Nation One Subscription deal enriches publishers and benefits few -Muthu Madhan
by Siddu Huded 05 Dec '24

05 Dec '24

Dear All, I thought this blog post might interest you. Contrary to its intended goals of reducing subscription costs and improving access to scientific literature in India, Muthu Madhan argues the much-hyped One Nation One Subscription policy risks significantly increasing expenditure while delivering little in return. You can read the full blog post here: https://blogs.lse.ac.uk/impactofsocialsciences/2024/12/05/indias-one-nation… Warm regards, Siddu Huded

Sudden demise of Hildrun Kritschmer
by Koteswara Rao Mamidi 03 Dec '24

03 Dec '24

Sad to hear about the sudden death of Hildrun Kretschmer a well known information scientist of our times. COLLNET is a great initiative and I am proud to be associated with it on the advice of my PhD supervisor Prof K S Raghavan. Dr Kretschmer was my external research examiner and her in-depth analysis and report helped me a lot. The LIS fraternity had lost a good library professional and a good human being who appreciates the LIS work done in our country. May her soul rest in peace. Dr M Koteswara Rao Retd. Librarian University of Hyderabad On 30 Nov 2024, at 7:50 PM, Puttaraj Choukimath <choukimath(a)gmail.com> wrote: Sir, deeply saddened to know about demise of Dr.Hildun Kretschmer.. I had an opportunity to meet her (as a couple) during CALIBER-2004, at JMI New Delhi along with our greatest LIS professional Late.Dr.VS Cholin sir. She was so passionate about our Country, INFLIBNET Centre, Collnet, etc and liked visiting again and again. A kind lady and inspired a lot about the service towards the Library patrons. Digital preservation of our research publications

Friends, Here is an article . url: d41586-024-03842-z Title: Act now to stop millions of research papers from disappearing (In *Nature*): It is important for every publishing author to preserve the digital version of each one of their publications/reports/conference presentations in a global archive/repository such as Zenodo (maintained by CERN, but anyone can use it at no cost). Librarians at Academic and other research performing institutions may assist researchers in this task. Millions of research papers vanishing. We should hasten digital preservation
by Subbiah Arunachalam 29 Nov '24

29 Nov '24

Friends, A major problem has been flagged by Dr Martin Paul Eve. He says "Act now to stop millions of research papers from disappearing." Digital preservation is not keeping up with the growth of scholarly knowledge. Recognizing its causes is the first step to securing records everywhere for future generations. Please see Nature, 26 Nov 2024. Also, please see https://science.slashdot.org/story/24/03/07/0614207/millions-of-research-pa… [DOI: 10.1038/d41586-024-00616-5 <https://doi.org/10.1038/d41586-024-00616-5>]. In an experimental search of a few thousand research articles, about a quarter of papers in different fields, all having DOI, were untraceable. That is really alarming. ONOS, APC and ranking academic institutions, the earlier we do away with them the better
by Subbiah Arunachalam 28 Nov '24

28 Nov '24

Friends, Many in India are celebrating the official announcement of the Cabinet's approval of the ONOS proposal ( to the coffers thirty overseas journal publishers, some of whom report profit margins of over 30% year after year, somewhat like Mastercard and Visa (please see: https://www.c-span.org/video/?c5142491/sen-josh-hawley-visa-mastercard-this…) On top of it ANRF would underwrite the costs incurred by Govt supported academic and other research organizations towards paying APC to get papers published by researchers and students from these institutions in the journals published by these publishers. Our government talks all the time about 'Make in India,' but these two programmes will actually transfer huge sums of money, Indian taxpayers' money, to the coffers of thirty overseas journal publishers, some of whom report profit margins of over 30% year after year, somewhat like Mastercard and Visa (please see the video : https://www.c-span.org/video/?c5142491/sen-josh-hawley-visa-mastercard-this…) In the past, Western imperialist powers had to send armies and occupy our lands, subjugate our people , enslave us and plunder our wealth. Now, in what could be called modern day imperialism, we are willingly, on our own accord, giving away not only our research papers but also pay for them to be published in journals published in the west and import those journals at huge costs enriching those publishing companies and indirectly their countries. This is certainly not in tune with the oft-repeated dictums 'Make in India,' and 'Atma nirbhar Bharat.' It looks more like 'give away India' ONOS has been on and off for the past few years and I do not understand why it should have been implemented at a time when the global availability of OA content is on the rise year after year as seen from all the major databases. I do not also understand why Indian researchers should pay a huge sum of taxpayers' money as APC to get their work published when there are so many alternatives to publish without paying. The argument that if they want to publish in 'prestigious outlets to win approbation, is bunk. These talks about prestige and ranking are all bogus, points out Tatineni Prem Kumar, an independent scholar-analyst-philathropher: "Ranking of educational institutions has become a joke in India and also in the world. In India, as per NIFR, IIT Madras is number 1 in the country and IIT Bombay occupies the 5th or 6th position, According to world rankings IIT Bombay is the best in India occupying the 115th or so position, IIT Mardas is way below around 270 or so. Why is such wide disparity?," he asks. Also in a recent ranking, everyone in Indian Academia was stunned to see IISc ranked 50th in research and institutions like Saveetha and Shoolini University occupying top spots." Let us look at what is happening at the Max Planck Digital Library (MPDL) in Germany, which is thrilled to announce the launch of the Max Planck Decentralized Science Initiative “DeSci Connect”. [Courtesy: STM Publishing News] "DeSci Connect aims to transform scientific collaboration by embracing principles of *openness, transparency, and democratization*. Through the integration of Web3 technologies, the initiative fosters secure, transparent, and accountable data sharing, creating new pathways for scientific discovery. "The MPDL initiative will actively engage with the international DeSci movement to understand and shape its impact on the scientific community and to influence and guide the movement's trajectory by staying at the forefront of decentralized science developments. It will provide strategic advice to MPG management and researchers, highlighting potential new DeSci tools and methodologies that could enhance scientific outcomes. DeSci Connect aims to integrate these innovative approaches, to empower researchers to achieve greater transparency, collaboration, and efficiency in their work." “The Max Planck Decentralized Science Initiative represents a bold step towards a new era in science where collaborative and equitable research practices flourish,” said Friederike Kleinfercher, Head of the Max Planck Decentralized Science Initiative. “By harnessing blockchain technology, we are building an environment where scientific findings are more accessible, accountable, and secure for all.” *Beyond open data access, DeSci Connect fosters groundbreaking web3-models for research funding and evaluation, enabling scientists to gain direct support from the community and paving the way for sustainable, community-backed research*. The MIT Press releases report on the future of open access publishing and policy
by Amy Harris 19 Nov '24

19 Nov '24

[with apologies for cross posting] The MIT Press releases report on the future of open access publishing and policy https://mitpress.mit.edu/the-mit-press-releases-report-on-the-future-of-ope… The comprehensive report is the outcome of a National Science Foundation-funded workshop, identifying critical issues in open access publishing and how to address them Today, the MIT Press is releasing a comprehensive report that addresses how open access policies shape research and what is needed to maximize their positive impact on the research ecosystem. The report, entitled “Access to Science & Scholarship 2024: Building an Evidence Base to Support the Future of Open Research Policy<https://assets.pubpub.org/oiucyi8r/MIT%20Press%20Workshop%20-%20Access%20to…>,” is the outcome of a National Science Foundation-funded workshop held at the D.C. headquarters of the American Association for the Advancement of Science on September 20, 2024. While open access aims to democratize knowledge, its implementation has been a factor in the consolidation of the academic publishing industry, an explosion in published articles with inconsistent review and quality control, and new costs that may be hard for researchers and universities to bear, with less affluent schools and regions facing the greatest risk. The workshop examined how open access and other open science policies may affect research and researchers in the future, how to measure their impact, and how to address emerging challenges. The event brought together leading experts to discuss critical issues in open scientific and scholarly publishing. These issues include: * The impact of open access policies on the research ecosystem * The enduring role of peer review in ensuring research quality * The challenges and opportunities of data sharing and curation * The evolving landscape of scholarly communications infrastructure The report identifies key research questions in order to advance open science and scholarship. These include: * How can we better model and anticipate the consequences of government policies on public access to science and scholarship? * How can research funders support experimentation with new and more equitable business models for scientific publishing? * If the dissemination of scholarship is decoupled from peer review and evaluation, who is best suited to perform that evaluation, and how should that process be managed and funded? “This workshop report is a crucial step in building a data-driven roadmap for the future of open science publishing and policy,” said Dr. Phillip Sharp, Institute Professor and Professor of Biology Emeritus at MIT and faculty lead of the working group behind the workshop and the report. “By identifying key research questions around infrastructure, training, technology, and business models, we aim to ensure that open science practices are sustainable and that they contribute to the highest quality research.” The full report is available for download here<https://access-to-science.pubpub.org/pub/httpsaccess-to-sciencepubpuborgpub…>, along with video recordings of the workshop. About the MIT Press: The MIT Press is a leading academic publisher committed to advancing knowledge and innovation. It publishes significant books and journals across a wide range of disciplines spanning science, technology, design, humanities, and social science.
