Dear Members, We're pleased to announce the rescheduled details for The Dr. T.B. Rajashekar Memorial Lecture 2025. This annual event commemorates the late Dr. T.B. Rajashekar's lasting contributions to the library and information science field, particularly in advancing India's open access and digital library infrastructure. We're pleased to announce that Mr. Madhan Muthu, Director (Library) at O.P. Jindal Global University, Sonipat, Haryana, India, will deliver this year's memorial lecture on the topic: Building Open Access Infrastructure Using Interoperable Technologies and Capacity Building: The Idea Behind T.B. Rajashekar’s Initiatives About the Lecture: The lecture will revisit Dr. Rajashekar’s pioneering work promoting interoperable institutional repositories and empowering LIS professionals through open-source technologies and nationwide training programs. It will reflect on the relevance of his vision in today’s global push for open, accessible, and interoperable scholarly infrastructure and discuss how Indian library professionals can continue to build on this legacy. Interoperable institutional repositories came to India as early as the open access movement began gaining momentum worldwide, thanks to the pioneering initiatives of T.B. Rajasekar and his colleagues at NCSI in the early 2000s. They established India's first such repository and made significant efforts to empower librarians nationwide by conducting workshops to share their expertise on open-source platforms. Indian librarians had valuable opportunities and support, such as tools and training, to promote open access in India. However, have they truly taken advantage of those opportunities? Mr Madhan's talk will explore Rajasekar's emphasis on interoperable, institutionally defined repositories that enable easy, web-wide access and visibility of research papers through seamless metadata sharing. He will also discuss why Rajasekar’s foundational work remains essential, why it must be continued, and what librarians in India can do to carry forward his legacy, particularly now (though belatedly), when there is growing global recognition of the value of interoperable repositories. Madhan will further highlight recent developments in metadata aggregation and improvements in secondary information services. Event Details: Platform: Microsoft Teams Mode: Online only Date & Time: Wednesday, 13 August 2025 at 3:30 PM (IST) Meeting Link: http://bit.ly/4l9lh71 We warmly invite you to join us for this insightful session as Mr. Madhan Muthu reflects on the past achievements and looks ahead to the future of open access. Prof. K A Isaac Festschrift
by Subbiah Arunachalam 11 Aug '25

11 Aug '25

Friends, Greetings from IISc, Bengaluru. I wish to congratulate the four editors of Prof. K A Isaac Festschrift, Dr K. P. Vijayakumar, Dr K. P. Sadasivan, Dr M. G. Sreekumar and Dr K. G. Sudhier, for taking upon themselves the most admirable responsibility of honouring a great teacher with a well thought out Festschrift. Remembering great teachers and honouring them both during their lifetime and after their passing is indeed a noble trait. I have had the privilege of speaking to the students of the Department founded by Prof. Isaac, several years ago, thanks to an invitation from Prof. K P Vijayakumar. The volume has come out very well. I wish to make a confession. Although the request to contribute a chapter arrived months ago, I was reluctant to write for the simple reason I had not known Prof. Isaac personally. But Dr Sadasivan was insistent and I couldn't say no to him and I had to finish writing the paper in a few days. My paper was not in the format the editors wanted nor could I write an abstract. *I thank the editors profusely for converting my paper to the format they had chosen as well as for writing an abstract. * In the abstract there is a sentence where I am bracketed with Stevan Harnad, Peter Suber and Eugene Garfield. Narcissistic and vainglorious you would think. I totally agree with you. I am just a pygmy in front of them. If Harnad, Suber and Garfield can be compared to Gandhi and Nehru in India's Independence movement, I would have been a footsoldier carrying the flag and belting out patriotic slogans. I know my place. I didn't even go to a library school. I am an accidental information professional. With warm regards, Arun http://orcid.org/0000-0002-4398-4658 http://www.researcherid.com/rid/B-9925-2009

Friends, Soon Mr Muthu Madhan of O P Jindal Global University will be delivering his T B Rajashekar Memorial (online) Lecture. Before we listen to him, we may benefit by reading this article in the latest issue of *Katina*, https://katinamagazine.org/content/article/open-knowledge/2025/is-open-acce… . I wonder if some enterprising doctoral student of LIS in an Indian university would look at the user profile of OA articles (restricting to users in India) and the public impact (including social and industrial) of open access literature. Interview with Professor Christine L. Borgman, UCLA on " The Commons of Science and the Invisible Infrastructure of Knowledge"
by Shalini Urs 28 Jul '25

28 Jul '25

*Dear colleagues and professional friends,* I'm delighted to share the 26th episode in my *InfoFire* series—an interview with *Professor Christine L. Borgman*, Distinguished Research Professor and Presidential Chair in Information Studies (Emerita) at UCLA. Titled *“The Commons of Science—Why It Takes a Village: Collaboration, Curation, and the Invisible Infrastructure of Knowledge,”* this article and embedded video conversation explore the critical role of information science in shaping the evolving ecosystem of Open Science and Research Data Management (RDM). The article offers conceptual grounding, context, and scholarly framing for the discussion, while the interview itself dives deeply into issues such as data sharing and reuse, the ethics and challenges of data stewardship, and the often-invisible infrastructures that underpin knowledge production—particularly in the field of astronomy. What makes this episode especially compelling are Professor Borgman's closing reflections: *“We’ve been underappreciated in the information field—but if we stay in our own little corner, we’ll stay underappreciated. The only way forward is through collaboration and showing what we can do.”* I invite you to read the article, watch the interview, and reflect on how we, as a community, can advance our leadership in Open Science and data stewardship—areas where the LIS field has both a responsibility and an opportunity to lead. Here is the link to the article: https://informationmatters.org/2025/07/the-commons-of-science-why-it-takes-… Warm regards, Shalini -- Dr. Shalini Urs Executive Director Emerita International School of Information Management University of Mysore Mysuru 570006 India

Sixth International Conference on Science & Technology Metrics (STMet 2025) October 13-14, 2024 Macau Millennium College, Macau (Near Hong Kong) and also at Posts and Telecommunication Institute of Technology November 7-8, 2025 Ho Chi Minh, Vietnam https://www.socio.org.uk/stm Co-located with Springer Real-Time Intelligent Systems (https://www.socio.org.uk/rtis) Participants can attend either in Macau or Vietnam. Building metrics is the key to science and technology measurement, and translating the measures to work better. The metric is not confined to drawing numbers and analysing. Selecting a metric depends on synthesising multiple directions and evidence-based data, producing scientific and technological evaluation benchmarks and standards, and implementing them with real data to mark a full-fledged system. Recently, we have witnessed the emergence of new metrics-based models that aim to reflect the growth of science and technology. The proposed Science and Technology Metrics (STMet 2025) conference addresses the issue of assessing various aspects of science and technology using multiple metrics, which can be best expressed through different approaches. In addition to the standard conference track and the Doctoral Symposium, STMetrics will host several workshops and tutorials related to the conference theme. The workshops offer participants a friendly and interactive atmosphere for present ing novel ideas and discussing the application of metrics in Science and Technology Systems. The tutorials aim to enable participants to familiarise themselves with the theoretical and practical aspects, as well as the application of metrics. The proposed conference includes invited talks, presentations, tutorials, workshops, and discussions. The STMet has tracks on specialized topics. The STMet addresses the themes below, but is not limited to them. The proposed conference includes invited talks, presentations, tutorials, workshops, and discussions.
