Dear All: Greetings DST-CPR-IISc (@DSTCPRIISc) <https://dstcpriisc.org/> invites you to: ✨ *Eugene Garfield Birth Centenary Celebration* ✨ 📅 Date: 16 September 2025 🕑 Time: 14:00–16:00 IST || 08:30–10:30 GMT 🌐 Mode: Online *Lectures by Prof. Mike Thelwall & Prof. Anthony (Ton) F. J. van Raan.* 🔗 Please express your interest by registering here: https://t.co/Q5MWIwIa1A || https://t.co/YaPsVXEQkp || ( https://x.com/DSTCPRIISc/status/1961363262685196425?t=em_aeOCwFfG4xaOvs7PKJ… ) _________________ Have you read Garfield’s two-part essay on Ranganathan, published in *Current Contents* in 1984? Garfield said: "A partial indicator of Ranganathan’s international impact is the number of citations to his work in Science Citation Index (SCI ) and Social Sciences Citation Index (SSC1 ). Over 400 publications cited his work over a 20-year period, Prolegomena to Library Classification, his comprehensive work on classification theory, is his most-cited publication. But, for a number of reasons, these citations are only a fraction of what a thorough search would establish. Not the least of three reasons is that our coverage in the field in the early days of SCI and SSC1 was rather selective and limited. Still, when compared to other library notables, it is remarkable how often Ranganathan’s work is cited, *Indeed, when I began my recent talk at the Madras University library, I was moved to tell the audience that Ranganathan is to library science what Einstein is to physics."* https://garfield.library.upenn.edu/essays/v7p037y1984.pdf (Part 1) https://garfield.library.upenn.edu/essays/v7p045y1984.pdf (Part 2) -- Madhan, M

Sixth International Conference on Science & Technology Metrics (STMet 2025) October 13-14, 2024 Macau Millennium College, Macau (Near Hong Kong) and also at Posts and Telecommunication Institute of Technology November 7-8, 2025 Ho Chi Minh, Vietnam https://www.socio.org.uk/stm Co-located with Springer Real-Time Intelligent Systems (https://www.socio.org.uk/rtis) Participants can attend either in Macau or Vietnam. Building metrics is the key to science and technology measurement and translating the measures to work better. The metric is not confined to drawing numbers and analysing. Selecting a metric depends on synthesising multiple directions and evidence-based data, producing scientific and technological evaluation benchmarks and standards, and implementing them with real data to mark a full-fledged system. Recently, we have witnessed the emergence of new metrics-based models that aim to reflect the growth of science and technology. The proposed Science and Technology Metrics (STMet 2025) conference addresses the issue of assessing various aspects of science and technology using multiple metrics, which can be best expressed through different approaches. In addition to the standard conference track and the Doctoral Symposium, STMetrics will host several workshops and tutorials related to the conference theme. The workshops offer participants a friendly and interactive atmosphere for presenti ng novel ideas and discussing the application of metrics in Science and Technology Systems. The tutorials aim to enable participants to familiarise themselves with the theoretical and practical aspects, as well as the application of metrics. The proposed conference includes invited talks, presentations, tutorials, workshops, and discussions. The STMet has tracks on specialized topics. The STMet addresses the themes below, but is not limited to them. The proposed conference includes invited talks, presentations, tutorials, workshops, and discussions. The Delhi High Court has at last given its verdict on the case filed by Elsevier *et al.*, against Ms Alexandra Elbakyan and Sci-Hub. Please see https://spicyip.com/2025/08/sci-hub-now-completely-blocked-in-india.html. The Hon'ble judge of the Delhi High Court has heard the arguments of both sides and given his verdict as per the provisions of Indian laws. Sci-Hub and similar shadow libraries will be banned in India and the government agencies in charge of providing Internet access to people will ensure that no one can access those sites from the Indian soil. This decision will affect tens of thousands of users of journal articles in the sciences, social sciences, the humanities, and whatever area one may pursue. I am sure a lot of people - mostly graduate students, teachers in colleges and universities and researchers in research institutions outside of academia, doctors and journalists - will feel the pinch. But I have a hunch, innovative people will find a way out. After all, India is known for 'jugaad.' But I want all of you to think why there was a need at all for a Sci-Hub or a Lib-Gen to emerge in the first place. Is it not because authors not only do the research and submit it to journals but also referee articles written by others for free and finally when the paper is accepted by a journal they transfer the copyright to publishers of the journals. We can start the change from India. From now on let all researchers in India decide to retain the copyright to their work and not surrender it to the publisher. Second, another equally important initiative, is that all researchers make the first announcement of their new findings (results) in the form of a preprint which could then be publicly peer reviewed. Let the funding agencies in India (DST, DBT, UGC, DAE, etc.) mandate immediate open access through preprinting and retention of copyright to one's research findings by the authors. -- Arun http://orcid.org/0000-0002-4398-4658 http://www.researcherid.com/rid/B-9925-2009

Fwd: 14th OAI Workshop will take place online 10-14 November
by Shamprasad Pujar 14 Aug '25

14 Aug '25

FYI ---------- Forwarded message --------- From: LIBLICENSE <liblicense(a)gmail.com> Date: Thu, Aug 14, 2025 at 7:32 AM Subject: 14th OAI Workshop will take place online 10-14 November To: <LIBLICENSE-L(a)listserv.crl.edu> 2025From: Danny Kingsley <danny(a)dannykingsley.com> Date: Mon, Aug 11, 2025 at 6:10 [Apologies for cross posting] *OAI14 – Open Science in a changing world* The 14th OAI Workshop will take place *online 10-14 November 2025*. This event is a premier global event on Open Science. The theme of OAI14 is *Open Science in a changing world.* Speakers and talks are added to the program continuously as soon as they are confirmed. Make sure to go to this page to get the latest info. - https://oai.events/oai14/. The registration form to register for the conference is also available here. Registration is *free* and open to anyone across the globe. - *Session 1* on 10 November is devoted to *Research Security and Openness*. The shifting geopolitical climate, marked by protectionism, restricted mobility, and disinformation, necessitates a critical reassessment of how Open Science can coexist with growing security concerns. - *Session 2* on 11 November is on *Open Infrastructures*. This session has contributions from open infrastructure organisations that facilitate the storage and availability of research outputs. They will discuss the challenge in achieving sustainability, and the infrastructure needs of regions in which they operate. - *Session 3* on 12 November looks at *Navigating AI in Open Science*. What is the impact of AI in the Open Science landscape? What are the challenges and benefits it brings? - *Session 4* on 13 November considers *Commercialization and Open Science*. When many research-performing organisations strongly encourage entrepreneurship, how does this fit with Open Science? What is the view of commercial providers on Open Science? And with new models such as Diamond Open Access, what is the financial model which should underpin it? - *Session 5* on 14 November looks at *Research Integrity*. Research integrity is increasingly at stake: retractions for scientific misconduct are worryingly growing on a daily basis, paper mills are flourishing, reproducibility is in crisis, and it seems to be strictly connected to the current research assessment criteria. The widespread misuse of generative AI is squaring the issue. How can how Open Science practices help get back to the “fundamentals” of research, which is “show me” and not “trust me” In addition to the conference, this year we are supporting satellite events worldwide <https://oai.events/oai14/satellite-events/>. As well as joining us live, consider sharing the conference with your local community by organising or attending a satellite event. I am organising a satellite event in Australia - reach out if you want more information on how to go about it. So, do not fail to register for this virtual Conference at https://oai.events/oai14/oai14-registration-form/. It is a week devoted to seeing the path that Open Science should take in a changing world. Rajashekar Memorial Lecture 2025 (Rescheduled Online Event) From: Francis Jayakanth francis(a)iisc.ac.in August 10, 2025 Dear Members, We're pleased to announce the rescheduled details for The Dr. T.B. Rajashekar Memorial Lecture 2025. This annual event commemorates the late Dr. T.B. Rajashekar's lasting contributions to the library and information science field, particularly in advancing India's open access and digital library infrastructure. This year's memorial lecture will be delivered by Dr. Madhan Muthu, Director of the Library at O.P. Jindal Global University, Sonipat. The topic is: Building Open Access Infrastructure Using Interoperable Technologies and Capacity Building: The Idea Behind T.B. Rajashekar’s Initiatives About the Lecture: The lecture will revisit Dr. Rajashekar’s pioneering work promoting interoperable institutional repositories and empowering LIS professionals through open-source technologies and nationwide training programs. It will reflect on the relevance of his vision in today’s global push for open, accessible, and interoperable scholarly infrastructure and discuss how Indian library professionals can continue to build on this legacy. Interoperable institutional repositories came to India as early as the open access movement began gaining momentum worldwide, thanks to the pioneering initiatives of T.B. Rajasekar and his colleagues at NCSI in the early 2000s. They established India's first such repository and made significant efforts to empower librarians nationwide by conducting workshops to share their expertise on open-source platforms. Indian librarians had valuable opportunities and support, such as tools and training, to promote open access in India. However, have they truly taken advantage of those opportunities? Dr Madhan's talk will explore Rajasekar's emphasis on interoperable, institutionally-defined repositories that enable easy, web-wide access and visibility of research papers through seamless metadata sharing. He will also discuss why Rajasekar’s foundational work remains essential, why it must be continued, and what librarians in India can do to carry forward his legacy, particularly now (though belatedly), when there is growing global recognition of the value of interoperable repositories. Madhan will further highlight recent developments in metadata aggregation and improvements in secondary information services.
