Building metrics is the key to science and technology measurement and translating the measures to work better. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2020) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, the STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in Science and Technology System. The goal of the tutorials is to enable the participants to familiarise themselves with theoretical as well as practical aspects and application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops and discussions. The STMet has tracks on specialized topics. The STMet address the below themes, not limited. Citation-based metrics Ranking of Journals, Institutions, and Countries Discipline and Domain Analysis Economic factors Databases and datasets for evaluation Evaluation Tools and Indicators Web-based metrics Visibility and impact Internationalization Text-based Metrics Innovation indicators Wearable Devices Open data Scientific Collaboration and cooperation analysis National Evaluation Systems Open access and open publishing New indices for evaluation Altmetrics Web-based metrics Data Science and Digital Repositories Scientific Visualization e-Science in the Cloud Scientific Journalism Scientific Publications All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. Before a few years, there was a criticism that Web of Science indexed more Chinese and Korean journals because they have more subscriptions in China and Korea. All the Springer and Elsevier new journals are indexed early whereas small publishers need to fight for a longer period for the inclusion in these indexes. A society and university-based CORE ranking system has been introduced in Australia to index Computer Science journals. (http://www.core.edu.au/ They rank computer science journals and conferences very objectively. We need more ranking and journal evaluation systems by non-commercial agencies. The scientific research should be released from the clutches of commercial publishers. Who has given the mandate to the commercial publishers to rank science? The need for any system to be agile and adapt has never been more pronounced than now. All systems including education and libraries have been called not to be slavish to old practices and methods or even old paradigms and philosophies. While libraries’ role and relevance in the education process and academic life has always been considered central, in practice it has not necessarily been embedded as such. While educationists are debating and envisioning a new order for education, leaning more and more towards eLearning, it is time for the library world to re-imagine the ways and means of embedding the library processes and services into the emergent online educational systems and processes. Online search has been a standard way of scholarly literature search since the 1970s, long before eLearning and campus networking in universities and colleges. With the emergence of digital libraries in the 1990s, embedding them into emergent learning systems including MOOCs (Massive Open Online Courses) and being an integral part of OER (Open Educational Resources) has become seamless. Yet, often the Library and Information Science (LIS) profession justifiably feels left out in its role as a key stakeholder in the overall education ecosystem. The role of new age libraries did not even merit a chapter in the New Education Policy, 2019. How did we get here? Did we, the LIS profession, fail to make our presence felt and role revitalized? Or is it due to disruptive technologies? Or is it because of blinkered policy makers and education systems? How do we reclaim our position? What strategic and tactical plan is the need of the hour?
