Important Update Regarding LIS-Forum Service Interruption

Dear LIS-Forum Community, I hope you're doing well. As many of you know, the LIS-Forum has been an invaluable platform for scholarly discussions and knowledge sharing for nearly 30 years. However, I regret to tell you that we recently experienced some challenges impacting the service. Over the last couple of years, we have encountered intermittent disruptions due to issues related to the delivery of bulk emails. Specifically, the sheer volume of messages—9,000 to 10,000 emails daily— has occasionally led to service downtime. I understand how frustrating this has been for our dedicated members, and I sincerely regret any inconvenience caused. Recently, the LIS-Forum experienced an extended downtime of approximately 45 days. The root cause was once again related to limitations imposed by Microsoft 365 on our bulk email distribution. As the sole administrator, I manage the LIS-Forum without any support. Balancing this responsibility with my full-time job has been challenging. To ensure uninterrupted service, I am actively exploring online hosting services. While this transition may involve recurring costs, it promises enhanced service reliability. I appreciate your patience and continued engagement with the LIS-Forum. I hope this communication reaches all the members so that they are aware of the reasons for the service being down. A new search engine for books. Bookbuzz.org I searched for "Eternal Echoes" by Sadhguru Jaggi Vasudev. A listing of nine copies was given with prices ranging from USD 21.85 to USD 151.03. All are available from sellers abroad - inclusive of packing and shipping. I wonder who might go for the costliest version? I remember a time when if you spend Rs 100 on books you can set off Rs 130 from your profits as tax-free. There is no such incentive now? Can we overcome the challenges posed by applying AI solutions and leverage their potential for all of us? Our feedback on your Koha ILMS cloud hosting tender requirements

Hi LIS Community, We would like to share our feedback on the tendering requirements that Librarians are making for Koha cloud hosting for your consideration for the next tender. We welcome your feedback on this. I will take a moment to introduce SocialWell. We are a data + content startup recognized by Odisha Startup and Microsoft Startup programs. We are supporting libraries in Koha cloud hosting as part of our digital content strategy. We have designed, developed, and implemented two large-scale, multi-lingual, and multi-content digital libraries at global and national scale - Globethics Library (https://globethics.net) and Mekong School Digital Library (https://library.mekongschool.org). We are in the process of implementing of a national digital library in an East African country. Koha Cloud Hosting tender requirements 1. Tenders require the agency to be based in the institution's state - This is not required. If you have implemented any ILMS, it's trivial to get the data and import in Koha. Should be accomplished within 3 days. 2. Tenders require the agency to have implemented Koha cloud hosting for the same university: This clause is not required. There is no technical challenges and expertise required in Koha cloud hosting that you would need a validation from your own university. 3. Tender require Rs. 10,000 to Rs. 20,000 EMD: We literally charge Rs. 10,000 per year for the cloud hosting, as we charge only what our cloud provider charges us. If the contract value itself is Rs. 10,000, how can we justify giving an EMD of Rs. 10,000? 4. Entire process takes 2 months to close: Now that you know the contract value, the process should be digitized requiring no paper trail and your selection of the agency can be completed in one week and deployment in another 1 week. Why we are doing this 1. We want to bring innovations in the library space that would lead to at least 5X usage of your resources. 2. In the short term, the UI for Koha is not at all user friendly. We want to revamp that UI and make the UI open source. We don't want to create a project unless we have around 20 libraries using our services. 2. Unjustifiable tender clauses are preventing us to submit applications. We look forward to hearing your feedback. The worldwide revenue from academic publishing stands at over $19 billion per year. Out of this figure, over 50% is attributed to 5 major publishing companies – Elsevier, John Wiley & Sons, Taylor & Francis, Springer Nature, and SAGE. [These corporations are collectively referred to as the publishing oligarchs] The academic publishing industry has one of the biggest profit margins, sometimes amounting to 40%. Major players in academic publishing generate larger profit margins than some of the most successful tech companies, like Google and Amazon. Elsevier is the biggest academic publishing company in the world, generating over $3.35 in revenue. SAGE, Springer Nature, and John Wiley & Sons all generate over $1.5 billion annually. **** The Indian Government is planning to adopt the *One Nation One Subscription* (ONOS) plan. The implementation has been postponed at least twice. If adopted, it would mean paying unaffordably huge sums to these (and other publishers). It is difficult to believe that the publishers will agree to accept a penny less than what they have been earning from India currently. Indeed, they will ask for much more for two reasons, viz. their journals would become accessible to many times more institutions and individuals than at present, and usually they increase prices of journals/ bundles by 6-10% every year. Argentina attempted a similar programme in 2021. Their pilot programme was restricted to providing access to universities and students but not the lay public. India would do well to join the worldwide movement of community-led open science and promote initiatives such as Green open access, interoperable institutional and global repositories, preprints followed by post public peer review,open access databases, and work closely with non-commercial efforts like the Leiden ranking With warm regards, Subbiah Arunachalam

New Usage Statistics feature in Koha for all your electronic resources

Dear All The Koha community recently incorporated a new Electronic Resource Management module in Koha. Starting from version 23.11, the new “eUsage” feature has been introduced within this module. This functionality empowers librarians to promptly generate usage statistics reports without relying on third-party services from different publishers. Librarians will now have the flexibility to produce customized reports at their convenience. The following steps, accompanied by examples, are outlined to activate and generate e-resource reports from Koha. It is important to note that this feature supports COUNTER 5 Code of Practice compliant reports. Friends, A paper in the latest issue of *Scientometrics* from Curtin University, Australia, *https://doi.org/10.1007/s11192-023-04894-0 <https://doi.org/10.1007/s11192-023-04894-0> , *reports "Open-access papers have a greater reach than paywalled ones in two key ways: They attract more total citations, and those citations come from scholars in a wider range of locations, institutions, and fields of research. *The study also reports a “citation diversity advantage” for open-access articles deposited in “green” public repositories*. LIS professionals may encourage researchers in their institutions to place their preprints in a suitable global preprint server (e.g. arXiv, medRxiv, bioRxiv) or the final author versions of their published papers in their (interoperable) institutional repositories (IR). If an institution does not have an IR already, one can set up one. There are many in India who have the experience in setting up IRs using EPrints, DSpace and other open source software. More importantly, we should encourage our institution's researchers (both faculty and students) NOT to publish in journals that charge article publishing charges (APC). Friends, Here is an interesting paper: Measuring back: bibliodiversity and the Journal Impact Factor™ brand, a case study of IF-journals included in the 2021 Journal Citations Report™ by Marjorie Bardiau and Christophe Dony. Please see https://insights.uksg.org/articles/10.1629/uksg.633 . *Abstract* Little attention has been devoted to whether the impact factor (IF) can be considered a responsible metric in light of bibliodiversity. This article critically engages with this question in measuring the following variables of IF journals included in the 2021 Journal Citation Reports™ and examining their distribution: publishing models (hybrid, open access (OA) with or without fees, subscription), world regions, language(s) of publication, subject categories, publishers and the prices of article processing charges (APCs) if any. Our results show that the quest for prestige or perceived quality through the IF brand poses serious threats to bibliodiversity. The IF brand can indeed hardly be considered a responsible metric insofar as it perpetuates publishing concentration, maintains a domination of the Global North and its attendant artificial image of mega producer of scholarly content, does not promote linguistic diversity, and does not incentivize fair and equitable open access by entrenching fee-based OA delivery options with rather high APCs. *** Arun http://orcid.org/0000-0002-4398-4658 http://www.researcherid.com/rid/B-9925-2009

Science’s fake-paper problem: high-profile effort will tackle paper mills

Friends, Here is a brief news story by Katharine Sanderson on high-profile efforts to tackle the menace of fake papers and paper mills in the latest issue of *Nature*. Please see https://www.nature.com/articles/d41586-024-00159-9 . We in India should be concerned too. About seven months ago Frederik Joelving exposed how a Chennai-based dental college adopted a 'nasty' publishing scheme to improve its ranking. See *Science*, 9 June 2023, 380 (6649), pp. 1000-1001 (doi: 10.1126/science.adj1032. Epub 2023 Jun 8). That, I think, is only the tip of the iceberg. Bill Ackman, one Of Harvard University's major donors, recommended a thorough plagiarism review in top universities, and suggested the use of AI to scrutinize academic works. In fact, he is threatening to fund a large-scale investigation of plagiarism in academia. This raises concerns about academic integrity and faculty careers. With regards, Arun

Friends, Recently Financial Times of London wrote about the University of Sorbonne's decision to ditch commercial citation databases and move over to OpenAlex. Here is a blog post from folks at OpenAlex. https://blog.ourresearch.org/coverage-in-the-financial-times-of-openalex-an… . If you/your library has access to the online edition of FT, please send me the full article. Most Indian libraries (and library consortia) would do well to follow Sorbonne and encourage our scientists and scholars to use open access databases and use the money saved for advancing science and scholarship. They may also support financially open access primary (non-journal) sources such as arXiv. Right now only a few Indian institutions (such as Matscience in Chennai) support arXiv with an annual grant. Public libraries to be brought under concurrent list

GOOD NEWS to Public Libraries!! The Union Ministry of Culture is likely to introduce a Bill in Parliament to bring libraries under the Concurrent List, where the central and state Governments have equal jurisdiction. This would mean that both Parliament and state legislatures could make laws to administer public libraries, with the central law taking precedence over the state law in case of a conflict. This decision was taken during the two-day ‘Festival of Libraries’ held in August 2023 in New Delhi, where many prominent speakers proposed the idea of more Central control over libraries. The Managing Director of the Raja Rammohun Roy Library Foundation, Kolkata, an autonomous body under the Ministry of Culture, revealed that the BJP government is planning to bring the subject of “libraries” to the Concurrent list of the Seventh Schedule of the Constitution similar to Education, which is already under the Concurrent List. These actors are mostly part of the inner core of the system, such as authors, editors, peer reviewers, publishers, and publishing infrastructure/service providers. In the outer core, we find researchers’ host institutions, including their libraries, indexing agencies, scholarly policymakers, research funders, and publishers’ societies as important actors directly supporting the inner core. And, outside the core is the area where research use takes place and research impact happens, which thus includes public and private sectors uptaking research, including businesses, practitioners, and public policymakers, and the general public at large. Sub: Research libraries in an Open Access world, and Repositories of OA books in India Friends, The recording of last month’s OASPA's webinar - *Research libraries in an Open Access world* - may be of interest to all academic and research librarians and those who want the world to embrace open access and realize the full potential of open access and open science. While there are many OA journals, I am sure you would agree that there is a need to promote open access books and make them easily accessible to all, especially to those pursuing higher education and research. About two or three months ago the famed British Library, one of the world's largest libraries, was hacked. It was a ransomware attack and the library services were paralyzed and the library is still recovering. Huge loss of money, time and prestige. More importantly, thousands of users from far and near suffered in multiple ways, including financially. A substantial proportion of the Library is devoted to Science, Technology, Medicine, etc. *Ideally, the National Digital Library at IITKh and Inflibnet could host an exclusive open access repository of all the world's * *open access* *academic and research books*. India cannot hope to become a top research nation if our students and researchers do not even have easy access to openly accessible textbooks and research books. One might ask why more than one repository of open access books? Simple. The principle of LOCKSS or Lots of Copies Keep Stuff Safe. I made a search on the number of OA books available. Google's Bard gave the following answer: Determining the exact number of open access textbooks and academic/research books is challenging due to the dynamic nature of the field and inconsistencies in categorizing resources. However, I can provide some estimates and insights based on reputable sources: Open Access Textbooks: - Estimates: The Directory of Open Access Books (DOAB) currently lists over 58,000 open access books, but not all are textbooks specifically for colleges and universities. It's safe to say there are several thousand open access textbooks available, with the number steadily increasing. - Major players: Leading organizations in the open access textbook movement include: - OpenStax: Offers high-quality, peer-reviewed open textbooks in various STEM subjects. - BCcampus Open Ed: Supports the creation and adoption of open educational resources, including textbooks, in British Columbia, Canada. - LibreTexts: A collaborative network developing open textbooks across STEM and social sciences. - Saylor Academy: Provides free, open-source college-level courses and textbooks. - National Academies Press: Publishes open access resources in science, engineering, and medicine. Academic and Research Open Books: - Estimates: Quantifying the total number of open access academic and research books is even more difficult. Many are hosted on diverse platforms and repositories, making them harder to track comprehensively. One can assume the number surpasses open access textbooks but remains difficult to pinpoint. - Major players: Key players in the field of open access academic and research books include: - DOAB: Lists a significant portion of open access academic books, though not exhaustive. - Project Gutenberg: A vast repository of older academic and research books digitized and made available for free. - HighWire Press: Publishes open access journals and books in science, medicine, and technology. - Public Library of Science (PLOS): Offers open access journals and books in life sciences and related fields. - University presses: Many universities are increasingly adopting open access models for their scholarly publications. It's important to note that the open access movement is continuously evolving, and new players and initiatives emerge regularly. Furthermore, the definition of "open access" and its application can vary, making it crucial to consult authoritative sources like DOAB and established repositories for reliable information. I hope this overview provides a helpful starting point for understanding the landscape of open access books in academia. Friends, Interested in open access and open science? The name JOHN WILLINSKY may ring a bell to many of you. Not many may have heard of JUAN PABLO ALPERIN, his Ph D student and colleague. They are directors of the PKP (or the Public Knowledge Project that provides the open access software for more than 30,000 journals), *https://pkp.sfu.ca/ <https://pkp.sfu.ca/>*. Here is an interview of both of them by Alice Meadows. Alice, by the way, is the daughter of Jack Meadows, the astronomer-turned-information scientist and author of several excellent books on scholarly communication. He came to India many years ago along with Martin Redfern, the science writer and broadcaster (BBC Radio), to conduct two week-long workshops for science writers, one at NISTADS, New Delhi, and the other at IISc, Bangalore. The Sarada Ranganathan Endowment Lectures (2023) will be jointly hosted by the Sarada Ranganathan Endowment and the Department of Library & Information Science, University of Mysore, Mysore, India. This year’s lectures will be delivered by Dr. Claudio Gnoli of the University of Pavia, Italy on 4th January 2024 on Classification in the wider philosophical perspective of informational ontology 1st lecture from 11 am – 12.15 pm (India Time) 2nd lecture from 1.30 – 2.45 pm (India Time). There will be a brief Q & A session after the 2nd lecture. The lectures will be delivered online and the link to attend the lectures will be notified via LIS Forum by Dr. Chandrashekhara, Professor & Chairman, Dept. of Studies in LIS, University of Mysore once the arrangements are in place. About Dr. Gnoli: Dr. Gnoli works in the Science & Technology Library, University of Pavia, Italy. He is an internationally known scholar and researcher in the area of Knowledge Organization and is an editor of the International Encyclopedia of Knowledge Organization He has published a large number of research papers in the area of knowledge organization. He has also designed and taught courses on * Knowledge organization from Dewey to the Semantic Web * Facet analysis * Subject indexing in online catalogues and directories He has been a reviewer for several top ranking journals in LIS including Journal of Documentation, JASIST, Knowledge Organization, Journal of Knowledge Management, Journal of Information Science, to mention a few. He is also on the editorial advisory board of the Journal of Information & Knowledge. He has been a member of the Advisory Board of UDC and has served as its associate editor from 2010-2019. Dr. Gnoli has also been a vice-president of ISKO and has been Programme Chair of ISKO International Biennial conferences (2008-2010). We are organising the Library Public Lecture (Hybrid) on 21st December 2023 at 3.30pm to 4.40pm on | "Fair Dealing in Copyright Law - The Made-in-Canada Version" by Dr.Meera Nair. *About the Lecture: * In 2004, in a case addressing the scope of fair dealing, the Supreme Court of Canada uttered a never-before-heard phrase in Canada’s judicial copyright lexicon: User Rights. Though any meaningful arc of history is necessarily still in its infancy, as the twentieth anniversary approaches, reflection is inescapable. More ground has been gained since that handful of librarians made history, yet it cannot be denied that opposition has been fierce and continues to be relentless. Further complicating matters is Canada’s subordinate role in the international publishing sector, a disadvantage which began with its colonial birth and continues today. Along with required adherence to the Berne Convention, as ordered by the British masters of 1886, it is not an exaggeration to say that it took close to 140 years for a distinctly Made-in-Canada approach to both fair dealing and copyright to come to fruition. Given the somewhat parallel histories of India and Canada with respect to statutory copyright, Canada’s past and present may be of interest to librarians and lawyers alike, or indeed anyone in India advocating for user rights in general, and fair dealing in particular. *About the Speaker* Dr. Meera Nair holds a doctorate in Communication, with a research interest in systems of copyright. SoFerence is a leading biennial National Social Conference on Library & Information Science (LIS) organized by India’s largest Corporate Information Resource Centre from Tata Consultancy Services. This year, the 7th edition is scheduled on Saturday, 20th January 2024. The theme of SoFerence is “Transformation of Libraries: Design Thinking Way”. Libraries are continuously evolving in the fast-paced technological milieu, making it increasingly imperative for Libraries to reimagine its collection, services as well as infrastructure in the pursuit of aligning with New Normal. Reimagining involves out-of-the-box thinking and decision-making which are pivoted tightly around library users. Design Thinking is a process applicable to all types of libraries interested in creating innovative services and solving problems iteratively. This year, in SoFerence, we will be conducting an in-person Design Thinking workshop for Library Professionals, focusing on live library problems. LibraryGPT: Inviting academic and private libraries to pilot

Dear All, SocialWell is a data and content startup, bringing enterprise data and content management system, including digital library framework. We have developed and tested a LibraryGPT, a custom GPT model specific to library catalog, holding, and circulation data using college library datasets. We have used LibraryGPT on top of Koha ILMS. We are inviting interested academic and private libraries to join us for a month-long testing and evaluation to understand search behavior among the patrons using standard OPAC search compared to use of natural language-based search. Libraries should be using Koha and ideally have medium to high daily usage, e.g., 100 – 400 searches. We intend to work with 10 libraries in India. Retail websites deploy recommender systems that collect data about their customers. These systems are successful but intrude on privacy. As an alternative, this paper presents an algorithm that uses text mining techniques to find the most important themes of an open access book or chapter.
