In little more than two months, he has penned seven poems and three short stories. His fourth work of fiction — developed from *Pithar Mel* (‘Meeting of sweet rice cakes’), a poem from a book picked up from the school-library-on-rope — has been selected for the wall magazine of his lower primary school on Jail Road in the outskirts of Assam’s Barpeta town, about 95 km from Guwahati. *It’s exciting* Utpal, in Class V, is from Karertal village. His classmate, Rajeda Khatun, from the same village, has become an advocate of wildlife conservation after reading books where animals are the central characters. Both boys found these books from their school’s unique library, a wall with ropes strung across it, to which the books are clipped. The wall separates the teachers’ room from a storeroom. “We got some books from Sarva Shiksha Abhiyan (SSA) 10-12 years ago, but they were kept in trunks and taken out only when required. Insects and damp damaged them. The hanging library, introduced in our school in August, has worked wonders,” says Chandana Pathak, who takes turns with six other teachers at conducting reading classes with library books for at least two hours a week. The 56 students at Paschim Kholabhanda L.P. School, on an island in the Brahmaputra, had never seen a library before. The new hanging library in their flood-prone school has generated much excitement. *Rediscovering talent* “When we pioneered the hanging library concept in Barpeta district six-seven months ago, the idea was to make the books visible in order to arrest the declining reading habit among students, which was affecting their learning. We have so far put up such libraries in 190 schools,” says Thaneswar Malakar, Barpeta’s Deputy Commissioner and a former Mission Director of SSA. The district has 1,697 lower primary schools, 303 middle-level schools, and 301 secondary schools. The hanging idea serves another purpose; it keeps the books safe during floods. Madhyachar Kholabandha L.P. School, for instance, gets inundated regularly during floods even though it is built on higher ground. With the books hanging high, water can’t reach them. Measures such as the hanging library have helped Barpeta leave other districts of Assam behind in adding value to education across government schools. “The new ideas are working to the extent that many students are leaving private schools,” says Kapil Das, headteacher of Suliyakata Adarsha L.P. School in Barpeta. The school drop-out rate has come down too, and frequent visits by officials to far-flung schools to assess the impact of the programmes have checked child marriage to some extent. Students are not the only beneficiaries of this change in the way education is imparted. “Teachers are rediscovering their talents in singing, playing an instrument, dancing, acting, painting and various sports,” says Jyotsna Rani Barman, the district inspector of schools for Barpeta. Earlier this year, the 1.1 million residents of Nawabshah, Pakistan, endured the hottest April ever recorded on Earth, as temperatures hit 50.2C. In neighbouring India two years earlier, the town of Phalodi sweltered in 51C – the country’s hottest ever day. Dev Niyogi, professor at Purdue University, Indiana, and chair of the Urban Environment department at the American Meteorological Society, witnessed how cities were affected by extreme heat on a research trip to New Delhi and Pune during that 2015 heatwave in India, which killed more than 2,000 people. “You could see the physical change. A researcher gets many clues on the quality of Journals; subscribing institutions get to know many ideas about the kind and quality of Journals before they decide for subscriptions. Funding institutions understand the quality of published research output of researchers and the assessment of the quality of Journals helps the professional societies to improve the quality of Journals they publish. This study centered on seven objectives and four hypotheses. Subject-wise distribution of Journals in SJR and JCR; Ranking of Journals based on SJR and JCR indicators; Ranking of Journals based on h-index; Correlation between different quality metrics; Citation relationship across the Journals; Comparing the ranking of Journals published in India with International level using SJR and JCR; Geographical distribution and Type of Journals published. This study brought out key suggestions and recommendations. Some of the important findings of the study are: Out of seven subject areas considered for the study, multidisciplinary Journals constitute a major share in SJR; Only one Journal in multidisciplinary have an SJR score of more than one, it is same in JCR that has Impact Factor of one and above; Significant differences are found among IPP & SNIP metrics in SJR; Found significant differences in SJR scores of International level Journals when compared with the Journals published in India; Journals published from India are nowhere comparable at the international level in the HSS field; Most of the top-ranked Journals at international level are published either from USA or UK; Spearman’s rank coefficient used in the study to find out the correlations between citable documents and total cites indicates a positive relationship between citable documents and total cites. Overall the study enhances the visibility of HSS journals at the global level. Warm Regards to Distinguished faculties and Dear Colleagues, I have been observing the advertisement notifications for recruitment of Library staff in various institutions across the India from various means like newspapers, forums and blog etc. Nearly every advertisement notification lists one eligibility criteria (under desired or essential) as *"One year diploma in Computer applications"*. Somehow I am still wondering what diploma course will be best suited to library professionals apart from IGNOU's Distance Mode "Diploma in Library Automation and Networking". Also, while in service it is hardly possible to pursue a full-time diploma course and anyhow if someone manages to complete it a question on its authenticity will always remains poking. We all know that MOOCs are gaining momentum throughout world but they are still not recognised by Indian Education System and recruitment boards. How can libraries help Senior Citizens? There are a large number of libraries both public as well as special in every city. Funding for running the library comes from govt or similar agencies. Thus libraries do have responsibility in addition to catering to their regular customers, to others outside their ambit, who also contribute by way of taxes. One such segment of the community that would greatly benefit is the Senior citizens, if libraries extend their co-operation to them. One might think of fulfilling some sort of corporate social responsibility of a different kind. There are lots of things that libraries or librarians can do in this regard. Some of them are listed here. 1. Libraries may lend space for conducting meetings of local Senior Citizens Associations in their premises. 2. Libraries may engage senior citizens who are knowledgeable and experienced to give lectures / talks, as a sort of extension activity. 3. Libraries may exempt senior citizens from admission and other fees charged for their services or offer discounts or concessions 4. Libraries may offer opportunities to retired persons to volunteer in library work; this segment would be available relatively cheap. 5. Libraries may offer free or low cost training courses in imparting skills in using smart phone, internet etc 6. Libraries may encourage Lifelong learning activity among the elderly. These could be done: Identifying free or affordable courses to sign up; providing terminals for online learning; to be a meeting point for co-learners; provide class room facilities etc 7. Prolific readers, poets, writers, authors and others among the elderly may be encouraged to give book reviews, donate their books, poetry reading sessions, art and painting exhibitions, display their coin / philatelic collections etc 8. Retirees may be invited for several events conducted by the library by converting them into personal sponsors for specific activities. 9. Senior citizens may be approached to help in fund raising activities for special occasions. 10. Public libraries may even think of providing extension counters in retirement (gated) communities. Corporate bodies include business firms engaged in retail and manufacture, law firms, consultancies, other commercial entities like banks and insurance firms, professional trade bodies and non-governmental organizations. Many of the media organizations such as newspapers and broadcasting can also be brought within the purview of corporates by virtue of their nature and style of functioning, but they are marked by a distinct identity based on their common function. Corporate and media information services naturally reflect their parent organizations and are therefore various and heterogeneous. Yet, across all organizations, they face similar challenges. The primary challenge is to prove their worth when the main function of the parent organizations is not officially information provision or learning. The role of the information professional in such a context is particularly challenging. There is a whole gamut of information which can be provided by the information centres, but the parent body may not always try to obtain them from a dedicated information service. In a scenario where information is abundantly available to end users, information professionals today must ask themselves what value their special skills add to their organization. A Systematic Review* Contract cheating, where students recruit a third party to undertake their assignments, is frequently reported to be increasing, presenting a threat to academic standards and quality. Many incidents involve payment of the third party, often a so-called “Essay Mill,” giving contract cheating a commercial aspect. This study synthesized findings from prior research to try and determine how common commercial contract cheating is in Higher Education, and test whether it is increasing. WEEDING OUT OF BOUND PERIODICALS FOR WHICH LIBRARY HAS PERPETUAL ONLINE ACCESS

Dear LIS Forum Member, We request your views, feedback and suggestions for the following: The Library of the Institute of Mathematical Sciences, Chennai has over a period accumulated 50000+ bound volumes of about 600+ print journals (maths, physics and theoretical computer sciences) stored in the compact mobile racks. Of which, we have also got perpetual access rights to over 40000 volumes. We have taken a policy that we no longer bind journal issues for which we have perpetual access. In view of this and severe space constraints to store bound volumes, we are exploring options for weeding out of the bound volumes of journals. Unfortunately, there is no library weed out policy under general financial rules of government as we are a government funded institution. In the absence of established guidelines by any government agencies, are there any ways by which we can weed out library bound volumes of journals?. This is to request you to kindly share your views, suggestions and any guideline documents for library weed out policy. I also request you to kindly share your experience if you have undertaken such weed out of library materials including books etc. Thank you. Musts for Library Professional: To become a successful library professional in profession, it is essential to keep the seven points alive all the time: 1. Active Responder: A normal library user enters the library with hope to get the desired material with less effort. Here, a library professional should play the role as ‘Active Responder’ by attending the many queries at a time and also keep alive the unfulfilled demand till the demand is fulfilled. 2. Empathetic behavior: Empathy allows your inner conscious to feel other’s pain as if you have pain. A library professional must respond in empathetic manner to the library users and also must try to build the enough confidence in them to use library resources & services with self-help. 3. Service before Self: A library professional should enter the library with motto “Service before Self”. In another word, five laws of library science should always remain in mind and library professional must offer himself after service to the library. 4. Tactful Approach: Library is center of service where a user approaches with different attitudes and options. A tactful approach by library professional will help to deal the various types of users with ease and can avoid inviting bad name to the profession. 5. Perseverance: It is better to knock other door if library professional cannot devote his heart and soul to the profession as library profession requires very hard work and perseverance. Library profession is just not the last door for rejected soul rather it demands enough patience and disposition toward profession. 6. Service with Smile: A library professional must be capable enough to guide others in true sense. S/he must be conversant with library resources available in the library in order to provide the service with smile. Library Professional’s capability should attract the library users towards himself to quench the thirst. 7. Collection development without any prejudice: Collection development in the library by a library professional must be without any prejudice. However, the library professional should not build the collection which is below standard. At the same time, rejection of documents should not be based on personal like or dislike for declaring the documents as below standard.
