Training Programme on ‘Application of ICT in Academic and Research Libraries’ (NIEPA : January 28 to February 1, 2019)

NIEPA is organizing a 5 days Training Programme on Application of ICT in Academic and Research Libraries from 28 January to 1 February 2019 at NIEPA. The Programme is designed to build the capacity of the librarians and teachers to enhance access and use of the libraries and design, transact and assess online courses in different disciplines using Moodle platform. The general objective of the programme is to raise the capacity of the teachers and librarians to use Moodle platform for effective delivery of courses in higher education in blended as well as online modes. I am happy to enclose a note, which will provide further details of the proposed Programme. I take this opportunity to request you to nominate two faculty members working in your department to participate in the proposed Programme. The particulars of the nominating faculty including their complete postal address and telephone/fax/e-mail address may kindly be conveyed to Prof. K. Srinivas, Head ICT & Project Management Unit, NIEPA at ksrinivas(a)niepa.ac.in & dsthakur(a)niepa.ac.in latest by 18 January 2019. The applications will be shortlisted on first cum first basis. The programme will be offered in a blended mode with class room face-to-face interactions and web-based online activities. The learning resources, programme activities will be available to all the participants through the NIEPA Web-based Learning Management System. To access workshop resources and actively participate in all web-based assessments participants must carry their personal laptops, Internet enabled Smart Phones and Internet Dongles. NewGenLib to Koha migration scripts

Greetings to fellow professionals. I have been doing data migration for library systems for more than a decade and found very few of them similar. Even when the source and target systems are same, the configurations and policies are not. Hence it is very difficult to make a generic tool for migration from one system to another. But recently I had an opportunity to migrate a university library system from NewGenLib to Koha. This is not an opinion on any of the systems as both are very capable platforms. The decision to migrate from one system to another are many and often situational. The point of this post is that I found both systems very stable, well structured and both supporting common data standards. Thus compared with my past experience of migration from non-standard systems, this was relatively trouble-free. In fact, it reflects quite well on the standards support in NewGenLib, especially MARC21 for bibliographic data and RDBMS backend for other data. Since no single system is permanent it is always prudent to be on a system that supports established standards which is easy to migrate from, if and when needed. I have decided to make the migration related scripts public without any restrictions. I have removed the customer-specific data mapping and data cleaning sections to make it generic and suitable for simple use cases. I have made the library-specific data mapping configurable using a config file. The code is in Perl and it makes the following migrations possible: 1. Bibliographic and item holdings data. 2. Patrons data with any additional attributes (e.g. Dept, Course). 3. Circulation transactions, including circulation history. Librarian as a Teacher in the e-Learning Ecosystem

Library-in-the-Classroom and Classroom-in-the-Library are concepts evolving in practice too in libraries around the world. There is an intrinsic synergy between the classroom and the library as both are the places for learning. Classroom is the place for teacher assisted learning and library facilitates self-learning. E-Learning offers the advantage of both self-learning and teacher-assisted-learning. This synergy, we can imagine, is likely to lead to convergence of the library and the classroom in the emerging digital world where learning will be extensively driven by e-Learning models. The natural advantage of this convergence is an imperative recognition of Librarianship in a teaching role. Hence, e-Learning, which is lot more than providing access to e-Content, demands keener attention by Librarians. Library Technology Conclave (LTC2019) is the first ever conference focusing on the subject of e-Learning as an extended functional role opportunity for libraries. Dear Dr. D. V. Singh Sir, I totally agree with your views. There must be some logic behind every action. Be it an appointment or promotion or any other thing. There are many instances in our field where the institutes/ universities have violated the norms set for the purpose. There is no transparency in recruitments. We all raise our voice (on online forums only) against such practices when they happen and forget about them after few days. I understand that it is not possible for any one individual to continue the fight against injustice for longer period of time considering his own personal and workplace commitments. But, the professional bodies such as ILA can do it. The representatives of these bodies have volunteered themselves (while contesting elections) to work for the betterment of the profession. But, I have not seen or heard any postings/ communications from any ILA representative on this or any other subject concerning the profession. The DISCUSSIONS are good but, ONLY DISCUSSIONS are not good. Can we expect any course of action from any professional body on this front? Can these professional bodies also work for the things other than conducting conferences and seminars? The appointment of an expert from some other field to one of the top posts in LIS is not the matter of concern; the matter of concern is the diminishing image of the librarians in the society. We need to change this trend. Librarians are very open to welcome anybody.same logic must be applied in other professions.A University Librarian is not eligible to be a professor in library science department as per UGC norms.But UGC finds Statistics professor to be Director INFLIBNET.Before we comment kindly do read advertisement published and also available on UGC website .Transparency is strength but it is none existent in this selection. Dear Sir, Few professionals have raised the issue of appointment of a non professional person as Director of INFLIBNET. Recently Dr. Sharmila Ghosh has written that Berkeley Labs are appointing students from social sciences for their research work I want to give an example from India. Professor Vishwatathan of IISc was appointed Director of INSDOC (now NISCAIR). I understand he was also a non professional like the present director of INFLIBNET. I don't understand why this hue and cry. Judge the individual by his works he does as director. Shoumojit Banerjee Pune 19 December 2018 21:26 IST Updated: 19 December 2018 22:36 IST BORI houses one of South Asia’s largest collection of rare manuscripts The Bhandarkar Oriental Research Institute (BORI), which houses one of South Asia’s largest and most invaluable agglomeration of rare manuscripts, opened its treasure vault digitally by launching an e-library of ancient religious and historical works on Wednesday. Nearly 1,000 rare books and manuscripts in Sanskrit and its related languages are presently available for readers worldwide to savour in this first phase of digitisation. The institute, named after legendary Indologist Ramkrishna Gopal Bhandarkar, was set up in 1917 and has in its possession nearly two-and-a-half-lakh rare books and manuscripts, some of them in an extremely brittle state. “The rationale behind the e-library is to preserve at least some of these books. Hence, we chose to digitise 20,000 among the rarest-of-the rare books and four to five thousand will be available for readers to read them online for free,” said noted Indologist Prof. Shrikant Bahulkar. Three fully-automated Zeutschel high-resolution German scanners were specially procured by the institute at a cost of ₹15 lakh each. “ We began with screening the two lakh-plus manuscripts to zero down on the ones we would digitise,” said Mithilesh Kulkarni of Nyansa, a firm specialising in heritage digitisation. Chinmay Bhandari of Nyansa said that the entire process was one of ‘non-destructive’ digitising, which ensured that even books in decrepit condition were preserved while scanning. “For the past two years, our 15-member team was working in three shifts every day and we digitised more than 3 lakh pages each month,” Mr. Bhandari said. Among the BORI’s notable publications are a 19-volume edition of The Mahabharata, collated with copious critical material, and legendary Sanskrit scholar P.V. Dear Colleagues, Shocked to see the reactions of some of my professional colleagues to the news of the appointment of New Director to the INFLIBNET. What is wrong in it? We all kept quite when many of the IITs/ NITs/ Central and State Universities in the country appointed Professors from other departments as the In-Charge/ HODs of the their libraries ; we maintained our silence when the institutes of eminanance in the country have reduced the Grade/ Academic Level of the librarians; we did nothing when many great institutions in the country have pushed the librarians from Academic to Administrative category. So, why there is an opposition now? Please think about our own inactions in the past. The Professional Associations both at the State and the National level have lost their voice and importance. Dear All It's my pleasure to inform you all that a List of ILA members has been compiled and shared with you all in view of upcoming ILA election. The source of this excel list is ILA website ( https://www.ilaindia.net/index.php?option=com_nswmembership&view=subscribers ) downloaded on dated 13/12/2018. Further the excel is divided into three sheets and the third sheet3 contains personal email ID of approx 600 members but rest of emails are not updated and it seems to be dummy emails allotted to members. dear professional it is very shocking news that a non-LIS person appointed as Director-INFLIBNET. which is total injustice to LIS professionals in the country. At one hand the essential qualification shows that the person from relevant field. however the appointed person is from Statistics, which is not relevant field . the whole profession is disturbed from this decision. ILA is taking it so seriously. we are taking the appointment to meet the honourable Minister of HRD in this regards.the name of INFLIBNET in it self says library network. I request the all professionals, state association that we all should oppose this decision. ILA is representing against this appointment. All professional opposing the same in social media it should also be opposed in writing to authorities, Honourable PM, UGC and other bodies. Here is a description of a new article published on AACR. *Anglo-American Cataloguing Rules (AACR) <https://www.librarianshipstudies.com/2018/12/anglo-american-cataloguing-rul…>* Anglo-American Cataloguing Rules (AACR) is the essential international cataloguing code used for descriptive cataloging of various types of information resources by libraries in the United States, Great Britain, Canada, and Australia as well as in many other countries. It was first developed in 1967 and updated regularly until 2005. The revisions and updates of the standard are referred to as AACR2. The second edition of Anglo-American Cataloguing Rules (AACR2) is the most widely used cataloging code, designed for use in the construction of catalogs and other lists in general libraries of all sizes. AACR2 comprise a detailed set of rules and guidelines for producing metadata in a surrogate record to represent a library resource. The rules cover the standard description of areas like, the title, publisher, edition, series, etc., as well as the provision of choice and form of access points (headings) for all materials which a library may hold or to which it may have access, including books, serials, cartographic materials, electronic resources, etc. AACR also provides rules for the formulation of standard forms of names and titles to provide access to and grouping of those descriptions. AACR2 standardized cataloging and ensured consistency within the catalog and between the catalogs of libraries using the same code in describing the physical attributes of library materials identically. AACR marked a shift from the previous cataloging rules, which were criticized for being too detailed, complex, and mere compilations of rules to handle specific bibliographic cases. Refrigerated transportation and storage is one of those specialized industrial sectors in which new approaches to strategy and operational excellence can make a huge difference. It’s also an enabler of civilization that nobody notices much – unless they have to live without it. Over the last 20 years, the temperature-controlled logistics sector, as it’s officially called, has quietly but dramatically changed, thanks to three simultaneous global trends. The first is the broadening of nutritional awareness, as people around the world become more accustomed to eating fresh meats, fruits, vegetables, dairy products, and other perishables every day. The second has to do with lengthening food transportation distance. More and more consumers eat food that was sourced thousands of miles away. The third is the changing natural environment. Climate change and pollution, as they affect local agricultural and water supplies, are making society more reliant on diverse sources of fresh food and drink. Although, these technologies are still in very good shape, they do heavily rely on connectivity, i.e., Internet. To address this challenge, this paper proposes a novel dew-cloud architecture that brings the power of CC together with the dew computing (DC). Originally, the dew-cloud architecture is an extension of the existing client-server architecture, where two servers are placed at both ends of the communication link. With the help of a dew server, a user has more control and flexibility to access his/her personal data in the absence of an Internet connection. Primarily, the data are stored at the dew server as a local copy upon which instantiation of the Internet is synchronized with the master copy at the cloud side. Users can browse, read, write, or append data on the local dew site, which is a local Web form of an actual website. With the incorporation of the dew domain naming system and dew domain name redirection, mapping between different local dew sites has become possible. Novel services, such as infrastructure-as-a-dew, software-as-a-dew service, and software-as-a-dew product, are, hereby, introduced along with the DC. This paper presents the following as key contributions: 1) a precise and concrete definition of DC; 2) detailed and comprehensive discussions of its concept and working principle; 3) application potentials; and 4) technical challenges. Biotechnology is nearly as old as humanity itself. The food you eat and the pets you love? You can thank our distant ancestors for kickstarting the agricultural revolution, using artificial selection for crops, livestock, and other domesticated animals. When Edward Jenner invented vaccines and when Alexander Fleming discovered antibiotics, they were harnessing the power of biotechnology. And, of course, modern civilization would hardly be imaginable without the fermentation processes that gave us beer, wine, and cheese! When he coined the term in 1919, the agriculturalist Karl Ereky described ‘biotechnology’ as “all lines of work by which products are produced from raw materials with the aid of living things.” In modern biotechnology, researchers modify DNA and proteins to shape the capabilities of living cells, plants, and animals into something useful for humans. Biotechnologists do this by sequencing, or reading, the DNA found in nature, and then manipulating it in a test tube – or, more recently, inside of living cells. In fact, the most exciting biotechnology advances of recent times are occurring at the microscopic level (and smaller!) within the membranes of cells. After decades of basic research into decoding the chemical and genetic makeup of cells, biologists in the mid-20th century launched what would become a multi-decade flurry of research and breakthroughs. Their work has brought us the powerful cellular tools at biotechnologists’ disposal today. In the coming decades, scientists will use the tools of biotechnology to manipulate cells with increasing control, from precision editing of DNA to synthesizing entire genomes from their basic chemical building blocks. These cells could go on to become bomb-sniffing plants, miracle cancer drugs, or ‘de-extincted’ wooly mammoths. And biotechnology may be a crucial ally in the fight against climate change. But rewriting the blueprints of life carries an enormous risk. To begin with, the same technology being used to extend our lives could instead be used to end them. While researchers might see the engineering of a supercharged flu virus as a perfectly reasonable way to better understand and thus fight the flu, the public might see the drawbacks as equally obvious: the virus could escape, or someone could weaponize the research. And the advanced genetic tools that some are considering for mosquito control could have unforeseen effects, possibly leading to environmental damage. The most sophisticated biotechnology may be no match for Murphy’s Law. While the risks of biotechnology have been fretted over for decades, the increasing pace of progress – from low cost DNA sequencing to rapid gene synthesis to precision genome editing – suggests biotechnology is entering a new realm of maturity regarding both beneficial applications and more worrisome risks. To address this challenge, we deployed the Moral Machine, an online experimental platform designed to explore the moral dilemmas faced by autonomous vehicles. This platform gathered 40 million decisions in ten languages from millions of people in 233 countries and territories. Here we describe the results of this experiment. First, we summarize global moral preferences. Second, we document individual variations in preferences, based on respondents’ demographics. Third, we report cross-cultural ethical variation, and uncover three major clusters of countries. Fourth, we show that these differences correlate with modern institutions and deep cultural traits. We discuss how these preferences can contribute to developing global, socially acceptable principles for machine ethics. All data used in this article are publicly available.
