Sad and Sudden Demise of Dr. H. Anil Kumar, Librarian of IIM Ahmedabad

Dear Colleagues, I am deeply saddened and shocked to hear about the sudden demise of Dr. H Anil Kumar, Librarian, Vikram Sarabhai Library, Indian Institute of Management, Ahmedabad on 17th July 2020 (Friday). Anil was at the prime period of his professional career, and with his unfortunate, untimely and unexpected passing, we have lost an extraordinary library leader, and a great human being, who was loved by all in the profession as well as from outside. Anil was one of the founding members of MANLIBNET, a strong pillar of the IIM Libraries Consortium, and an active member of the Asia Pacific Business School Librarians Group (APBSLG - in which IIMA, IIMK and ISB are members) and immensely contributed by engaging in constructive discussions/suggestions, through his thought provoking/insightful articles, and by holding/participating in highly impactful conferences/workshops/webinars. He was also serving in the advisory boards of several universities, institutions, professional associations and international publishing firms. Anil stood out in the professional circles because of his brilliant and intelligent discourses/debates, and was respected by all who have known him. He was known for his upright, bold and relentless stands always - no matter what the consequences, be. Anil has contributed immensely to all the libraries that he has worked in, and especially the Vikram Sarabhai Library at IIMA, which he has re-engineered and transformed into a world class library/information/innovation center. Anil has quite successfully groomed a number of start ups in the country, which has brought numerous laurels and respect to the profession too. He was a passionate, compassionate and committed professional and became a role model. At this moment of extreme grief, let us pray to God for His Soul to Rest in Peace and give courage and strength to his family and colleagues to bear the irreparable loss. It is shocking and sad to know about the unfortunate and untimely demise of an eminent professional, and a humble human being. My heartfelt condolences to the bereaved family. I have loss to words to express my personal grief in losing him and I feel it is a personal loss to me, as he was one of the most adorned student of Bangalore University, DLISc., and feel proud to say he was my one of the most gifted student. Very humble down to earth, never considered any work related to the profession dwarfing his image or position and accepted them with professional approach. I was his family friend and more than that his father Dr. G.Hanumappa, Professor at ISEC was also a scholar to reckon with, we knew him personally well. Dr. Anilkumar for some time worked in NLSIU and then moved to Ahmedabad, British Library and later joined Nirma University where he made a name and showed his professional excellence. Once I happen to meet the former Vice Chancellor of that university, and mentioned to him that Dr. Anil was our student, his most remarkable gesture was that we have given a wonderful librarian to them. Later he moved to IIM-A the most coveted position every one desired to get. Very recently Dr. Anil presented a Webinar session under KALA and it was one of the most enchanting lecture and he gave a new perspective for what is "Physical Library" and how to reorient it in the times of ICT boom. He also recalled his close association with KALA and thanked it for giving him required career guidance. It is very difficult here to present all his achievements in this short span. We happen to visit him at Ahemadabad at his home and it was coming together and pleasant time for all of us. With deep sense of sorrow and horrid feeling that Corona has snatched away one of the gifted professional with several years of his services available, We on behalf of Karnataka State Library Association, President, Secretary and other members of the EC and Governing Council and all Members and also on behalf of the Department of Library and Information Science, Bangalore University, as its former Head, convey our heartfelt condolences to the bereaved family, in particular his beloved Wife, Dr. Nishtha Anil Kumar. Dear All, With a deep senseof sorrow, I inform you about the passing away of Mr. J. Harishankar (age 65years), formerly Professional Assistant, Ramesh Mohan Library, English andForeign Languages University, Hyderabad, Telangana State, last Sunday, July 5, 2020due to cardiac arrest. He retired from EFLU in 2015 after serving it for overthree and half decades. With thesudden departure of Harishankar, I lost a dear friend, an association of morethan four decades. He provided selflessly to me great support and invaluablecounsel, both professionally and personally. In recent years, I promised tomeet him several times but could not keep my word. His sudden exit is so shocking. I have neverfound him get angry or annoyed. A pleasant personality to work with, he spread cheerfulnessand peace all around. He always advocated restraint whenever there wereconflicts and believed in joining hearts. True to library spirit, he wasneutral to the core and did not belong to any group. He was loved by one andall. He was very much concerned about the future of youngsters he wasassociated with on the EFLU campus and helped many of them settle in theirlife. He used to say several times: “I have to put these boys in some job. Ihave to request the Professors I know. They will definitely help.” He was afather figure and guiding light to several youngsters. They used to rush to himin the library whenever they faced any problem and he invariably used toprovide the necessary relief. Harishankar was very much concerned about the educationand health of his children and struggled very hard in bringing them up. Afterjoining in service, he improved his educational qualifications in LIS. I can neverforget the love shown by him towards me and all members of our library family. Heinvited us innumerable times to his home and offered tasty food cooked by hisdevoted wife. He used to take us to marriage feasts of his family/relatives andpersonally saw to it that we had the best food in an exclusive setting. Qualitieswhich endeared me to Harishankar were his empathy, helpfulness, courtesy and cheerfulness.He did not implement the library rules mechanically and heartlessly. It was ajoy to see the reader services provided by him in the Ramesh Mohan Library. Afew research scholars used to visit the library without proper recommendationletter from their research supervisor. He never turned them away and was alwayshelpful and used to ensure that they received the documents there were lookingfor—helping in locating documents, photocopying, etc. His admirers were notlimited to the faculty, students and non-teaching staff of EFLU but severalscholars belonging to various universities from all parts of India. He becameso popular that the word spread: “If Harishankar is at the issue counter in thelibrary, you need not worry. You will get the documents you want.” He played avital role in building up the image of the Ramesh Mohan Library. For severalyears, he actively participated in timely production of documentation bulletinsin English Language Teaching, Linguistics, and Literature, which were highlyappreciated by the faculty and research scholars. Last Saturdaymorning, Dr. Murugesan, who did PhD from EFLU, rang me up from Thiruchirapallyto alert me about the Guru Pournima celebrations of Sri Ramanasramam. Oneinvariable question he asks whenever he calls me was: “How is Harishankar, Sir?”.Dr. Murugesan is just one of the countless scholars whom Harishankar served withtotal dedication selflessly and great passion. In a recent phone call, Dr.Murugesan mentioned with a great sense of gratitude how he can never forget thehelp provided by Harishankar at the time of submission of his doctoral thesis. I offer myheartfelt condolences to the members of the bereaved family and pray to God togive them strength to bear with this irreparable loss. Dear Sir, My name is Dr. Bhakti Gala. I am an Assistant Professor at the Central University of Gujarat. Based on our research in rural and urban India, Dr. Devendra Potnis, who is an Associate Professor at the University of Tennessee at Knoxville, USA, and I have developed a unified mobile, financial, and information literacy toolkit for public librarians who can use this toolkit to assess and enhance the “mobile payment readiness” of millions of people interested in using mobile phones for carrying out financial transactions in India. Public libraries can reinvent themselves to be more relevant for their local communities by helping their patrons use mobile phones for carrying out financial transactions. This toolkit is the result of a research project funded by ALISE and OCLC. Using our toolkit, public libraries in India can help the Government of India for achieving a cashless economy envisioned as part of the Digital India Programme. If public libraries decide to use our toolkit, it can change their perceived image and utility among the public. Public libraries could gain more support from their local communities and organizations for funding, one of the chronic challenges experienced by libraries in India. Currently, the toolkit is available in English, Hindi, and Gujarati, at https://sis.utk.edu/dp/toolkit. We can translate this toolkit in other languages as per your need. On every occasion, he used to uphold the dignity of the LIS profession. We could see in him an excellent librarian, a poet, a scholar, an author, and a great human being. He was a visionary and an institution builder. Controlled Digital Lending - CDL - India?

Dear Professional Colleagues, I hope many of you are aware of Controlled Digital Lending (CDL) - https://controlleddigitallending.org. CDL allows libraries to lend digital copy of a book to its patrons for a particular period, as long as they have the same book in physical format. Recently Archive.org had a national emergency library under this initiative 3-4 libraries made their digital resources available to everyone to borrow for a particular period of time. Now a few publishers have filed a lawsuit against the Internet Archive https://www.infodocket.com/2020/06/10/temporary-national-emergency-library-…. As a result, the internet archive has moved the emergency library to https://openlibrary.org/, you can still borrow books for one hour. Earlier it was allowed to hold for 14 days upto 10 books. This has paved the way for many library patrons to access resources. My question is whether our country IPR has any provision for such services that can be offered by libraries in India. Especially during this covid situation where patrons can't have access to physical resources, whether same physical resources can be made available under controlled digital lending (CDL) scheme? Is CDL far from reach in our country. He is the first in the country to start a Private Library Network nation wide and his enterprise is flourishing with devoted service to the profession. LIS Academy Virtual Conference - Call for papers

Dear Professional Friends, The entire country has been under the Lockdown status due to Covid-19 Pandemic disease. At this juncture, we need to maintain social distance and stay safe. Due to this lockdown status, Education Institutions are closed, and the Librarians confined to the empty Libraries and the students to their houses. The LIS Academy had earlier announced it's National Conference at the University of Hyderabad, Hyderabad, from 27-29 August 2020. Unfortunately, due to the mass spreading of pandemic COVID-19 disease across the country, the organizers have planned to organize a Virtual Conference from LIS Academy Studio on the same dates. Online Virtual LISACON-2020 The LISACON-2020 Conference will now be held in a Virtual Mode operated from LIS Academy. All the Conference's activities will be web-streamed, and the paper presenters will be allowed to present their papers from their places through Video Recording. The Conference Venue will be created with a studio. Only Plenary speakers and Panel Members will be invited for their physical presence. However, if they are unable to attend physically, they can also address their paper through a webinar. The entire Conference will be held on the scheduled three days, and every day there will be two sessions. Each session will consist of 90 minutes with six invited paper presenters and a Plenary Speaker who will moderate the session. Papers are invited from the professionals, and the best six papers fitting to the theme and cleared through the peer review process will be selected for presentation at the Conference. Accepted Paper Presenters will be treated as Invited Speakers. They will be paid Rs.2000 towards Cash prize, free registration, a memento, and a certificate of appreciation. Plenary Speaker will be paid an honorarium of Rs.5000, a certificate of appreciation and a Memento. The selected presenter will have to share his/her PPT. After scrutiny, they will be asked to create a video for 10 minutes using a zoom platform or any other platform with HD quality MPEG-4 format videos. Abstract of the talk: The Open Access (OA) movement has been going through two decades of the most highly debated evolution. Various initiatives by all stakeholders - scholarly community, authors, publishers, libraries, funding agencies, and the Government - involved in the movement have brought in changes in journal publishing today. The number of open access journals outnumbers the subscription journals. Even in total article views, OA has overtaken subscription journals. Currently, 31% of all articles are available as OA and 52% of article views are from OA journals. Yet, all these initiatives and results have been limited in their impact. The movement's goal post of 100% OA for scholarly communication is still not in sight. On the contrary, libraries and their consortia models continue to spend a significant amount of their budget on their subscriptions besides additional spending by authors on Article Processing Charges (APC). New business models like Plan S are being talked about with no global consensus emerging. The lecture will focus on the critical issues at the heart of the movement such as the institutional repositories (IRs), OA publishing models, copyright conflicts, challenges of finding a sustainable business model and accelerated role of libraries. The speaker proposes to pose and debate on the question - Is there a disruptive OA model in the reckoning? The lecture will also address the Indian scenario and the challenges it poses for Indian scholarly publishing to become an integral part of global OA models. About the speaker Shri. N V Sathyanarayana is a former librarian, information entrepreneur, and information services and products developer rolled into one. He is the Founder Director of Informatics India Ltd., - a leading Information Products and Services Company, established in 1980. Currently, he is the Chairman and of Informatics. Shri Sathyanaraya started his career as a librarian and worked in institutions such as the Indian Institute of Science, Bangalore, HMT, Bangalore, and Smith Kline & French, Bangalore for seven years before promoting his brainchild Informatics. He is also associated with several professional/academic bodies connected with the LIS profession and the information industry. To mention a few: Infotex'93; First National Conference on Digital Libraries (in India) in 1996, Bangalore; Infovision 2005, the first International Information Industry Summit, Bangalore. He is the recipient of the Young Information Scientist Award (1991). The Government of Karnataka conferred on him the Best Librarian Award (2006). The lecture will be presided over by: Professor Subbiah Arunachalam, Visiting Professor, DST Centre for Policy Research, Indian Institute of Science, Bengaluru. About Professor Arunachalam Prof. S. Arunachalam is globally known for his expertise in Scientometrics and their use for assessing the research impact on a wide scale ranging from individuals and departments to institutions and countries. Install Zotero using Snap package management tool

Zotero reference management tool has no Debian/Redhat package for installation. Users had to install from source. Installation from source is not easy for Linux newbies. Now Zotero snaps packaging available. Snap is a software package management and deployment system developed by Canonical (Mother organisation of Ubuntu Linux). It's easy to deploy applications using the Snap tool. Snap package management system can work with most Linux distributions (e.g. Debian, Ubuntu, Fedora, Arch). Packages are called 'snaps' and the package management tool called 'snapd'. Linux users have to install the snapd tool in Linux to install applications in the snap repository. Install Snap sudo apt update sudo apt install snapd Restart the computer after the installation of snapd. Install Zotero using snap Zotero is a free, easy-to-use tool to help you collect, organise, cite, and share your research sources. REALM Project update:Second round of testing begins Test set 2 announced, compilation ofreopening references released Five items have been selected for Round2 of Battelle lab testing to examine the length of time the COVID-19 virus maylive on the surface of these porous materials. Testing began June 23, 2020,using materials provided by Columbus Metropolitan Library, the NationalArchives and Records Administration, and the National Library Service for theBlind and Print Disabled, Library of Congress. The results from test set2 are expected to be released in late July 2020. He is the Founder Director of Informatics India Ltd., – a leading Information Products and Services Company, established in 1980. Currently, he is the Chairman and of Informatics. The findings are part of the REopening Archives, Libraries, and Museums (REALM) Project (https://www.webjunction.org/explore-topics/COVID-19-research-project.html) designed to generate scientific information to support the handling of core museum, library, and archival materials as these institutions begin to resume operations and reopen to the public. The first phase of the research is focusing on commonly found and frequently handled materials, especially in U.S. public libraries. Over the past few weeks, scientists at Battelle tested the virus on a variety of surfaces, in environments with standard temperature and relative humidity conditions typically found in air-conditioned office space. Materials tested in phase one included the cover of hardcover books (buckram cloth), the cover of softback books, plain paper pages inside a closed book, mylar protective book cover jackets, and plastic DVD cases. Battelle tests found the virus undetectable after one day on the covers of hardback and softback books as well as the DVD case. The virus was undetectable on the paper inside of a book and mylar book jackets after three days. “It’s below the limit of detection on our viability assay,” said Battelle Principal Research Scientist Will Richter. Lab testing of physical items followed literature reviews conducted by Battelle to help define the scope of the project’s research and the information needs of libraries, archives, and museums. Last week, the REALM Project released “Systematic Literature Review of SARS-CoV-2: Spread, Environmental Attenuation, Prevention, and Decontamination,” prepared by Battelle. This is an in-depth review of published literature on virus transmission, attenuation, and decontamination methods that can inform discussion and decisions about operations in archives, libraries, and museums. “Scientific research is essential to answer questions about the spread of the coronavirus on materials that are ever-present in our nation’s libraries, archives, and museums,” said IMLS Director Crosby Kemper. “We recognized the need to test specific items and surfaces as these organizations are now reopening, asking: How can we mitigate risk to staff? How should patrons and visitors handle books, touchable exhibits, or DVD cases? Our aim was to equip America's libraries, archives, and museums with information to help them do what they do best: continue serving their communities. I am so pleased and hopeful that this critical work will be reaching the people who need it." “Results from this ongoing research project will help libraries, archives and museums plan with greater confidence at a difficult time,” said Skip Prichard, OCLC President and CEO. “Although there are various sources of general information about handling materials in the time of COVID-19, this project is designed specifically to test materials and provide useful science-based information to these institutions. Equipped with this critical information, they will be better able to determine measures they can take to mitigate exposure to staff and the communities they serve.” “Any library worker would agree that people make good decisions when their decisions are based on facts and evidence,” said Nate Hill, Executive Director, Metropolitan New York Library Council and member of the REALM Project Steering Committee. “The output of the REALM Project, both the systematic literature review and the lab test results, give library workers the information they need to make practical, informed decisions as they reopen their spaces and resume their services.” Battelle will be initiating lab testing on an additional five materials this month, with results expected by the end of July. Examples of public library reopening plans are being collected, curated, and shared to the website this week. The research reports will inform development of toolkit resources, content, and programming that will help translate the findings for real-world applications in museums, libraries, and archives. “As museums across the country draft their reopening plans, we know that our exhibitions and galleries contain a vast variety of materials that are not addressed in state and federal public health guidelines,” said Carole Charnow, President and Chief Executive Officer, Boston Children's Museum and member of the REALM Operations Working Group. “Therefore, we need up to date, science-based information specific to museums. For those of us that are hands-on, interactive institutions, this is especially critical. Abstract of the talk: The Open Access (OA) movement has been going through two decades of the most highly debated evolution. Various initiatives by all stakeholders – scholarly community, authors, publishers, libraries, funding agencies and the Government – involved in the movement have brought in changes in journal publishing today. The number of open access journals outnumbers the subscription journals. Even in total article views, OA has overtaken subscription journals. Currently, 31% of all articles are available as OA and 52% of article views are from OA journals. Yet, all these initiatives and results have been limited in their impact. The movement’s goal post of 100% OA for scholarly communication is still not in sight. On the contrary, libraries and their consortia models continue to spend a significant amount of their budget on their subscriptions besides additional spending by authors on Article Processing Charges (APC). New business models like Plan S are being talked about with no global consensus emerging. The lecture will focus on the critical issues at the heart of the movement such as the institutional repositories (IRs), OA publishing models, copyright conflicts, challenges of finding a sustainable business model and accelerated role of libraries. The speaker proposes to pose and debate on the question – Is there a disruptive OA model in the reckoning? The lecture will also address the Indian scenario and the challenges it poses for Indian scholarly publishing to become an integral part of global OA models. About the speaker: Shri. Building metrics is the key to science and technology measurement and translating the measures to work better. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2020) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, the STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in Science and Technology System. The goal of the tutorials is to enable the participants to familiarise themselves with theoretical as well as practical aspects and application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops and discussions. The STMet has tracks on specialized topics. The STMet address the below themes, not limited. Citation-based metrics Ranking of Journals, Institutions, and Countries Discipline and Domain Analysis Economic factors Databases and datasets for evaluation Evaluation Tools and Indicators Web-based metrics Visibility and impact Internationalization Text-based Metrics Innovation indicators Wearable Devices Open data Scientific Collaboration and cooperation analysis National Evaluation Systems Open access and open publishing New indices for evaluation Altmetrics Web-based metrics Data Science and Digital Repositories Scientific Visualization e-Science in the Cloud Scientific Journalism Scientific Publications All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. Before a few years, there was a criticism that Web of Science indexed more Chinese and Korean journals because they have more subscriptions in China and Korea. All the Springer and Elsevier new journals are indexed early whereas small publishers need to fight for a longer period for the inclusion in these indexes. A society and university-based CORE ranking system has been introduced in Australia to index Computer Science journals. (http://www.core.edu.au/ They rank computer science journals and conferences very objectively. We need more ranking and journal evaluation systems by non-commercial agencies. The scientific research should be released from the clutches of commercial publishers. Who has given the mandate to the commercial publishers to rank science?
