Dear sir/Madam,  Attituded of both Government and Private Intuitions towards library professionals are same. They looks down us as if we are not productive, even they don't spare a single chance to mock library professionals. These kind of situations happens because of lack of creativity, knowledge, enthusiasm and communication skills among most of our professionals. When it comes to validate our professional demands majority of the library professionals are not able to defend themselves because they can't speak better English and they are unsophisticated in their approach. Dear Professional Friend, I fully agree with Mr. Vijesh, P. V. and Mr. Anand Dodamani. In my personal opinion, I think this is the time we have to think the following: 1. The Associations of Library field should come forward to protest or to place some sort of complaint for this type of discriminant outlook to Library Professionals. 2. The Universities and Schools with Library and Information Science as a course should be much careful to choose candidates(Students) at time of selecting for their course. For I have seen there are quite a bigger number of Universities and Schools (Particularly some Private or Semi aided or Deemed to be) are giving Library and Information Science degrees without thinking about the professionalism and the future of the students. They should teach the modern library management system and current trend of library services. 3. As the universities are not having any future plan for professionalism of the Library and Information Science Course, students passing from universities and schools are trying to accept any kind of job and they are not thinking about the pay scale. The reason is that they have to start a job with their professional qualification. Thus the degradation in the profession is continuing. It is also happening in most of the professional fields in our Country. 4. If we are thinking about Walk - In - Interview. We should not mind over it because now-a-days this is becoming a trend. Candidate with degree of M. Tech, B. Tech., MD, MBBS, MBA are also have to face this type of interviews 5. I am not against females. However, it has been found that in our country most of the Library and Information Science professionals are female. They must have career thinking, but it may be possible that they are cool with this profession without thinking much about their career growth. LIS profession at Crossroads?

Dear Dr Anand, Yes, the so-called ‘degradation’ of librarian’s post in elite institutions is happening since a long time and as you said there is no response or action either from our national associations or from the high-profile LIS experts occupying high positions across the country. I had earlier posted some comments on this issue based on my personal experience on a couple of incidents in this very forum but nothing had happened so far. I personally feel that there are three reasons for this degradation. First, lack of a national accreditation body or an agency to regulate LIS education and employment has created this disparity among similar jobs in different institutions. In the absence of any standard or guidelines there is no control over the uniformity of pay scales and qualifications for top library posts in libraries under different departments/ministries such as UGC, AICTE, MHRD (IITs & IIMs), Indian Medical Council, CSIR, ICAR, Ministry of Culture (public libraries), etc., Second, the proliferation of LIS schools producing too many ‘substandard products’ is leading to surplus manpower unable to get employment. It is an irony that despite a large number of top library posts in many academic and other libraries are lying vacant for years, our LIS professionals are not getting jobs? I think that the 'supply is more than the expected demand' and hence, the employers are trying to dominate while the job seekers are ready to join these posts with lower pay; can we stop them? Third, non-availability of adequately trained & qualified library professionals with ICT skills and managerial capabilities to head these fully-automated libraries; which is again due to poor and substandard LIS education including getting a PhD. I don’t want to name but there were a few instances where some of the librarians in such HE institutions have failed to perform or remained passive and retired without any contribution; leaving a bad impression among the employers. We have more than hundred library associations all over the country plus the national association - ILA which is expected to promote and maintain LIS professional standards, and one of its objectives is “Improvement of the status of librarians”. Perhaps it is time for all us to think differently and do something seriously such as boycotting selection panel invitations or a nation-wide strike? Dr M Koteswara Rao Retd. A recent employment notification for the post of Librarian at IIM-Amritsar at Pay Level-10 has prompted me to write this email to the forum and share some of my thoughts with you. An interesting story on protecting domain names. Not to be missed by owners of domain names -- important digital assets The continuing story provides the full details. Don't miss to read. With regards -- hrmohan Union Bank of India is considered one of the better managed banks in India and RBI recently merged Corporation Bank and Andhra Bank with Union Bank. Both the merged Banks had decades of history and brand name amongst its customers. However, Union Bank seems to be completely unaware of the banking risks in the digital era or it is so poor as not to be able to invest around Rs 800/- ( to renew the domain names of acquired/merged banks -- Corporation Bank & Andhra Bank) on behalf of each of the merged Banks to protect the interests of the customers of these Banks. It is rightly so, but while rejecting the 'one nation one subscription' model we should not see this in an isolation or in silos. This is the larger framework or the agenda of current dispensation at the centre to impose false nationalism.Along with one nation one subscription we must also reject* one nation one tax* one nation one election* one nation one ration card* one nation one market* one nation one mobility card* one nation one test.The one nation theory itself is antithetical to India's rich diversity in terms of its language, its culture everything. Why the academic community support Sci hub?

Dear Library professionals, It is high time to discuss copyright policies, itsinfringement and why the academic community support open access initiatives includingSci hub. The debate is more relevant at present than ever as you all know aboutthe lawsuitfiled recently in the Delhi High Court by the major publishers against Sci-hub andLibGen for copyright infringement. The journal subscription model is pretty old and isaccepted by the academic community for centuries, but unfortunately somepublishing giants have become too greedy. On the other hand, everyone wants free access toscholarly information, but of course, not by violating copyright laws. Perhaps,we have to think of changing the copyright laws! In the race for free access toresearch information, we are destroying the quality and standard of scientificresearch and scholarship which is evident from copyright infringements, theproliferation of predatory journals with low-quality research papers, and OAjournals charging hefty Article Processing Charge (APC), etc. Ultimately, it isthe knowledge creators’ (authors) responsibility and not the librarians, whohave to ‘bell the cat’ or tame the big publishers to bring down journalsubscription prices. Plea of the commercial publishers Threeacademic publishers namely-Elsevier Ltd., Wiley India Pvt. Ltd., AmericanChemical Society filed a petition in Delhi High Court are asking for blockingof Sci-Hub and Libgen, the two websites who provide free downloads of researchpublications and books to research scholars and students. Thetrio publishers together publish 40% of scientific publications. If we take thefive top major publishers, they control more than 50% of thepublications in Science and Social Sciences worldwide, one of the largestconcentrations of market power in any sector. Profits and market caps for thepublishers have also swelled. Journal publishing is a $10 billion industry,with one of the highest profit margins of any sector. Forexample, Elsevier’s parent company RELX Group, boasts a nearly $35billion market cap. The profit margin of Elsevier is 37%, twice that ofGoogle, which dwarfs, by comparison, the margins of tech titans suchas Apple and Amazon also and is under attack globally for itsmonopoly practices and super-profits. The price of these journals has gone up 521% i.e. more than five timesin the last 30 years against consumer price index rise of only 118%. That meansthe price of these publications have become six times while the rest of thegoods is only twice of what they were 30 years back. This is the super-profits,unideal what we are supposed to pay for what is produced by us only. It isimportant to note the fact that commercial publishers are not paying a singlepi for the authors towards content. There is no practice of benevolence in terms ofcash to the authors nor any expenditure involved in review of paper. So, how far they are entitled forcopyright? Also if the employers claim copyright of the Patent, why don’t thesame logic apply in case of articles especially for scientific articles where aresearcher use the infra structure of the institution for his research. The publishers push the libraries to buy bundledsubscriptions of all their products, charge money for any article that maybe required by a researcher anywhere in the world, charging them from $30 to$60 per article. Hence, the premier publisher Elsevierrocked with 982 million dollars. In anutshell, the publishing giants are demanding that Sci-Hub and Libgen becompletely blocked in India through a so-called dynamic injunction. Thepublishers claim that they own exclusive rights to the manuscripts that theyhave published, and that Sci-Hub and Libgen are engaged in violating variousexclusive rights conferred on them under copyright law by providing free accessto their copyrighted contents. Discussion a. Puzzle The American Chemical Society (ACS) is a scientificsociety started in 1876 founded at New York University. Generally, non-profit organization would have been able to shoulder theresponsibility of free access to research but joined with Elsevier and Wiley infiling a suit against Sci hub. b. ‘Copyright infringement’ Let’slook at the landmark judgement given by the Delhi High Court in 2016 on the Delhi University photocopying case. Threepublishing giants – Oxford University Press, the Cambridge University Press andthe Taylor and Francis Group – had at the time banded together to sue DelhiUniversity and a photocopying shop operating under its license. Academicfraternity use research articles only for academic purpose and not for anyprofit. The court had ruled that compilation anddistribution of copies of texts of books prescribed in the syllabus did notinfringe any copyrights of the publisher as defined in the Copyright Act of 1957.Any number of photocopies could be madeand distributed, the court ruled, as long as it was meant for “purpose ofeducational instruction. d. Copyright policy in practice elsewhere 40 years back, in 1980 Universityof Ottawa (Canada) published guidelines for legal deposit legislation where itclearly states that though the publishers have control over their publication,the objective of accessibility to the national deposit collection cannot beignored. The journal article should be deposited at National Legal DepositInstitution. e. Public opinions Lis-Forum is the e-mail based largest discussion forum of libraryprofessionals in India. Since, last few weeks, huge discussion is going onregarding the plea of trio publishers in Delhi High Court. Many renownedlibrary professionals in India expressed their strong view that they areagainst to ban Sci-hub. Many tweaked in Delhi High court twitter and othersocial media that if it happens, it give rise to digital colonization etc. Let’s discuss alternative ways to tackle commercialpublishers. To overcome copyright issue, authors should know copyright laws,embargo period, and different OA methods to re-invent OA movement to resolvecopyright issue. a. Our scientific communityshould boycott review and publishing to foreign commercial publishers. b. Archiving preprints: To access free fulltext articles apart from searching in free Open Access journals, the next bestoption is uploading preprints of their papers in their IRs. c. Plan S is an initiative for OA Sciencepublishing launched in 2018 by "cOAlition S", aconsortium of national research agencies and funders from twelve Europeancountries. The plan advocates authors to publish their work in openrepositories or in journals that are available to all by2021. The "S" stands for "shock". NationalKnowledge Commission (NKC) & New Education Policy (NEP) can consider thebelow discussed points. i. As per the existing Book Act, submissionof published book in India in any language by the author/publisher ismandatory. In the same way, ruling can be made to submit an article publishedby the author. ii. Well-knownprofessional institutions like IITs, IIMs, IISc etc. can start domain-basedquality journals at par with the journals published byACM, ACS, ASCE and ASME. iii. Government can strengthen Indian ScienceAbstract (ISA) which has been published by (NISCAIR)which is covering around 1500 journals. iv. “One Nation,One Subscription” is our Prime Minister Sri Narendra Modi’s ambitious goal thatwill prove to be a game changer for the scientific community and individualresearchers. More significantly, the government has also proposed to buy bulksubscriptions of all the important scientific journals across the world, andprovide everyone in India to have free access to them. This avoids multiplesubscriptions and saves foreign exchange also. Government can boost ISA by taking stepslike a. Includejournals not only from Science but Social Sciences and Humanities also. b. AuthorisedGovt. agencies should recognize peer-reviewed quality journals and assist theauthors to avoid predatory journals. c. Rankingof Indian institutions which has been conducted by National InstitutionalRanking Framework (NIRF) should be based on ISA and not on Scopus. It force theauthors to publish in Indian journals which are open access compliant. In asignificant development, Government India is proposed to bring newScience, Technology, Innovation, Policy (STIP) which aims to establish a systemwhereby all researchers in India can access the research published in topinternational journals at no cost said Akhilesh Gupta, senior advisor to DST ina press release on 6th January, 2021. He continued that, “currentlythe subscription cost is exceeding Rs.1500 crore annually for which individualcolleges cannot negotiate with publishers. Only a small fraction of researchersis now able to benefit from theses subscriptions and we would like to changethat.” Scientific publishing has become a pure businessincreasingly characterized by consolidation, soaring subscription fees, andrising profit margins. As a result, plenty of scientists, students, andjournalists advocate for an empire of academic piracy as a necessity. It alsoleads to the question that what value the publishers add to any articlepublished. Open Access activists likeAlexandria Elbakyan and Peter Suber who advocate OA and provide the paywalljournals free of cost have become darlings of majority of academic communitythroughout the world, for which the greedy commercial journals are onlyresponsible. Commercial journals are a twice-paid product, bought first bytaxpayers and secondly by scientists. Here, we have to notice two points i.e.Academicians are not using the research articles for any commercial purpose andSci-hub, Libgen are not making any monetary benefit out of it. With over fifty years’ dedicated service in the library profession in Canada, she has worked in different segments of academic librarianship from college to universities, advocating and practicing information literacy programmes for the effective utilisation of resources. She retired from the University of Manitoba in December, 2015 and is currently a Senior Scholar at the University. The pathetic note by Vineet Kumar on the Sci-Hub is appalling. In countries where the scholarship is poorly funded or there are budgetary constraints every other day- to keep pace with the phenomenally expensive demands of the publishers, Sci-Hub free access, no matter the way it disseminates information, is perfectly reasonable. It is a step closer to the democratization of information; free access to publicly funded research. The advocates of open access who otherwise should have defended it are siding with the ones whose business is to trap knowledge behind paywalls. it deeply worries me about the future of research in countries like ours. The scholarship is being produced mainly by the universities and is given to third parties for free, and then pay that party to access our own research. There are these terrible problems that require an investigation, different perspectives to deal with them, but unfortunately, we have people who cluelessly are endorsing the monopoly. In our decadent library systems, that failed to give ubiquitous access to their ostensible subscribed resources during the pandemic, it was Sci-Hub, that provided free and uninterrupted access to everyone in their comfort zones. The only issue if there is any, is the issue of copyright, it is time for the policymakers to find alternative ways if they are unhappy with the Sci-Hub, rather than banning it for good. Dear Sir/Madam, Sci-Hub is helping global researchers in an unprecedented way. Without this website we would have not been able to access global scholarly literature. Even today most of the scholarly publications are paywalled content. Alxandra Elkabayn the founder of this revolutionary website has time and again put forth her side of story how she struggled to access scholarly literature for her project work in her country. This story is similar to India and most of the Asian countries as well. How many of us individually or our institution have access to major scholarly literature. Even today many of the top notch universities in India have not been able to provide access to major databases leave aside access to full-text articles. Research communication was limited for learned societies for long after two world wars and emergence of industrial and information society it was exploited commercially. learned societies without any commercial interest have sustained the scholarly publications for so long. Now researchers involving in the production of knowledge have to pay to access their own content or knowledge. And we should also not allow scholarly communications to be in the hands of few commercial publishers. We must also remember Aran Swartz who gave away his life for making knowledge free for all. With same ethos Alexandra Elbakyan has also created Sci-Hub. The Sci-hub statistics has shown that India is one of the top countries in terms of number of downloads through Sci-Hub. Why we were using this site extensively, because of lack of access to scholarly literature. The efforts of Aran Swartz led to the invention of creative commons which is helping authors to make their research open and already Alxandra Elkabayn's Sci-Hub has also pushed the major publishers to adopt open access initiatives or making certain contents open for users. At least for this we must thankful for Alxandra Elkabayn and Sci-Hub. Sci-hub instead of stifling the scientific publishing has expanding its horizon more towards open science. The fruits of open science is very much visible during this pandemic crisis as well. *Five-day International Workshop on “Semantic Techniques and Technologies for Data and Knowledge Representation”* *February 22 – 26, 2021* *Documentation Research and Training Centre* *Indian Statistical Institute* *Bangalore, India* Workshop website: https://drtc.isibang.ac.in/semtech *About the workshop:* Data is the basic unit of every information communication and dissemination activity. It is the single most important input for every informed decision and policymaking (societal, scholastic, political, economic, etc.). However, the huge amount of available data including experimental data, sample data, survey data, library data, census data, etc., are not being used to their fullest potential as much of the data being saved and accessed via computers is primarily designed for human use and consumption and is not really amenable for machine processing. The need is to transform the data into a machine-processable format so that it becomes amenable to software interpretation, reasoning, inferencing, doing analytics, and question answering (e.g., *find me all those works of Rabindranath Tagore that have been translated into other languages*.). The techniques and technologies developed within the Semantic Web (SW) and Linked Data (LD) the research community will enable us to achieve this. *Who Should Attend and Why? * The SemTech2020 is designed for researchers, practitioners, and professionals dealing with data and information cutting across domains and disciplines from both academia and industry. The following are some of the skills that the attendees would acquire on completion of the Workshop. Smart Libraries in Srinagar

This news shows that public library movement is not dead yet in India ==================================================== SSCL to establish 2 Smart Libraries in Srinagar: Dr Shahid Srinagar: Two state-of-the-art Smart Libraries are being established in Srinagar city as a part of the joint collaboration between Srinagar Smart City Ltd (SSCL) and Department of Libraries & Research (DL&R), J&K. This was announced by District Development Commissioner, Srinagar, Dr Shahid Iqbal Choudhary during his visit to the SPS Library Srinagar this morning. Dr Shahid, who is also the Chief Executive Officer of the Srinagar Smart City project, said that one library each would be established in potential and uncovered South and North city areas of Srinagar to cater to the large population of readers including students, senior citizens, women and children. He said as a part of the collaboration between SSCL and DL&R, suitable space and funding for the infrastructure would be provided by SSCL while the books and the staff would be arranged for these libraries by DL&R. He said these libraries would be different from the traditional public libraries by offering both formal and informal spaces for the readers with a variety of facilities including dedicated areas for students, senior citizens, women and children. These libraries, he said will be also provided with WiFi, printing, scanning and photocopy facilities and cafeteria so that interested people can spend time in a leisurely ambience. “These libraries will also offer study material, both hard copy and in e-format to the students for competitive examinations like NEET/JEE/CAT/IAS/KAS etc,” he said and added that the citizens can also meet as a group free of charge in the open library space which would be having a comfortable seating arrangement. Dr Shahid said the Smart Libraries concept is a part of the project on how to reposition the public libraries in an environment of new social and technological challenges. “This novel project is aimed at rediscovering how the public and academic libraries move forward and adapt to new technologies, new communities, new user needs and information behaviours,” he said. He said valuable suggestions were also welcome from the citizens on how to make these proposed libraries more attractive and productive. The suggestions, he said can be mailed to the District Administration Srinagar at email dcsgr-jk(a)nic.in or the Libraries Department ( librarieskmr123(a)gmail.com). Senior officials of the Libraries Department Kashmir accompanied the DDC during his visit to the SPS Library and briefed him about various ongoing activities including automation and digitization of rare books and manuscripts. The Department of Libraries & Research has, on the initiative of the Director Libraries & Research, Mr Mohammad Rafi embarked on massive infrastructure upgradation of libraries including automation and digitization. The Department has formulated a DPR for Rs 3 crore for construction of Model Library at Baramulla under National Mission on Libraries (NML) while a similar project is under formulation for SRS Library Jammu. The Department is also establishing IT Hubs in SPS Library Srinagar and SRS Library Jammu to facilitate the students. The Department also plans to introduce the concept of Mobile Libraries in J&K to take the literary mission to the Panchayat-level. The Department has earmarked around Rs 1.50 crore during the current fiscal for construction of new library building at Aishmuqam and upgradation of public libraries at Kulgam, Budgam, Kreeri and Chrar-e-Sharief out of which Rs 70 lakh have been released to the R&B Department for immediate execution of works. Individuals from five countries will help the FORCE11 membership adapt and respond to emerging issues in scholarly communication and maintain the momentum toward open research. Dear Professional Friends, LIS academy profusely thanks all the admirers and supporters of the initiatives of Academy. The Second LISA distinguished lecture was delivered by Prof.Anil D. Sahasrabudhe Chairman AICTE on "Role of Libraries in implementation of NEP-2020 Framework". The lecture was attended by more than 300 Library professionals across India on both WebEx and YouTube platforms. Prof. Sahasrabudhe’s talk addressed many critical issues of the LIS Profession currently, which is at crossroads due to several changing dynamics. NEP's expectations from the libraries in the coming years are well articulated in his talk and set a new direction and benchmark for the library community. His holistic views of reinventing and repositioning libraries in the learning ecosystem have set a road map to academic librarians at various levels. Dear Dr, Viranjaneyalu, I am glad to know that your are conducting FDP for LIS professionals. I also saw the topics to be dealt in the programme which are well set with ensuing trends. But I have a suggestion, over the years I have observed and it is also well expected that LIS professionals, both teachers and practioners lack Domain Knowledge. I have enjoyed being excellent domain knowledge myself gained over the years. When I was a student of BLibSc at KUD we had paper on General Knowledge and our Prof. M.R.Kumbhar would arrange, lectures by Teachers of the University departments on their respective subjects. It helped me when I did my Ph.D. (The knowledge of Anthropology). So I would suggest to include a topic on Domain Knowledge (Universe of Knowledge) perceived by Dr. Ranganathan's Spiral of Scientific Method. This is for your kind information and action.
