---------- Forwarded message ---------- Date: Wed, 23 Oct 2013 10:40:42 +0530 From: Jayadev P Hiremath <jayadevph(a)gmail.com> by Bree Steffen K4TV <http://kfor.com/author/bree-steffen/> NORMAN, Okla. The first 24 hour automated library in the United States was installed in Norman at Irving Recreation Center. The concept is similar to Redbox but patrons will not have to use credit cards, just their library cards to access hundreds of books, audiobooks, and DVDs. Patrons can check items out 24 hours a day, seven days a week, rain or shine. They can even pay fines with credit cards or pick up items placed on hold. There are a lot of installations in China. Lisa Wells, assistant director for Library Services, said. But this is the first United States installation. We were very excited to be first to bring it to Oklahoma, and more importantly, the city of Norman. The automated library was purchased through EnvisionWare, partnering with Pioneer Library system. Many of my employees said this was my birthday present because that was yesterday, and it was bringing this system to life yesterday for the first time in America after 2 and years of research and development. Mike Monk, CEO of EnvisionWare, said. A westside 24 hour library will also be installed. Both the eastside and westside locations will open by November 1. -- Warm regards. Best of India’s articles are published in Open Access Journals
by Sukhdev Singh 23 Oct '13

23 Oct '13

I noted an interesting fact while I was preparing my Presentation for the recently concluded conference of UNESCO, in partnership with Jawaharlal Nehru University (JNU), and the Commonwealth Educational Media Centre for Asia (CEMCA) - "Opening up by Closing the Circle: Strengthening Open Access in India" on 21 October 2013 at JNU. I was trying to answer a frequently asked question in my presentation – what about the quality of Open Access Journals? I did a little bit of research to find out as what is the status of top Indian Journals published from India. As quality of journals is still measured by their Impact Factors – so I picked top 20 Indian Journals according to their 2012 Impact Factors. Then I proceeded to look Internet for the URLs of these Top Twenty Indian Journals and attempted if I could access and download articles from these journals for free. I was able to access 16 of these 20 top journals. Which is quit well – a score of 80%. Coming to Bio-Medical Journals – which is of interest to me – I was surprised by the fact that I could access all these Bio-Medical Journal. Wow – Top Bio-Medical journals from India are accessible openly. So, what does that means? It simply means that best of India’s articles, especially in the field of bio-medical sciences, are published in Open Access Journals. My PPTs of the above mentioned talk are available at - http://www.slideshare.net/sukhi/open-access-to-indian-biomedical-literature Regards, Sukhdev Singh, TD, NIC -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Managing these institutions is a big challenge to the various government agencies such as UGC, AICTE, Universities, etc. These agencies have introduced strict norms, assessment and accreditation processes and policies for minimum requirements, infrastructure, mandatory resources to maintain the quality and standards of these institutions and also the libraries attached to them. The function of libraries has changed dramatically since the global change in ICT from storing of books to learning and disseminating knowledge. It helps the expectations of users also. Best practices are indentified by examining empirical evidence of success. Therefore they have to adopt the best procedures from TQM concepts, ISO standards, assessment and accreditation norms/policies of various governments and certification bodies. The main reason for adopting these procedures is not only to provide quality services for user satisfaction and also to discharge their routine functions effectively and efficiently. Library services need to be frequently evaluated and updated to the changing needs of library users. Library 2.0 calls for libraries to encourage user participation and feedback in the development and maintenance of library services. The focus of the libraries is now user centered, user satisfaction and participation. Therefore, new, innovative and flexible methods are to be introduced to accommodate new concepts for the changing requirements and environment. Objectives To understand the best and innovative practices stated in TQM, ISO and management techniques and principles. To discuss the norms, assessment and accreditation criteria in academic and other type of libraries.
