Mandating OA is not bad after all
by Subbiah Arunachalam 11 Apr '14

11 Apr '14

Friends: He who pays the piper can call the tune. The Wellcome Trust did exactly that. The Trust stipulated that those who receive grants for research must make the resulting research papers free to read online. i.e., open access. But the compliance rate was rather poor. Now the Trust has clamped down on open access. Funding for Those who do not comply would be withheld, they announced and then the compliance rate improved dramatically. See http://www.nature.com/news/uk-funder-explains-clamp-down-on-open-access-1.1… There are some eminent Indian scientists who are reluctant to mandate OA and say it would be interfering with the individual scientist's freedom. But the NIH in the US and the Welcome Trust in the UK and many universities in the West have mandated OA. Regards. Friends: NVLI may consider activities such as the ones great public libraries around the world carry out. Here is an example from the New York Public Library: http://www.cnet.com/news/trace-the-past-with-new-york-public-librarys-open-… Trace the past with NY Public Library's Open Access Maps Project Regards. Increasing access to scholarly information
by Subbiah Arunachalam 11 Apr '14

11 Apr '14

Friends: Here is an interesting news story from the US on a collaborative effort to promote new *digital access to scholarly works for students, faculty and the broader public*. Something we in India should also be doing. Please visit http://news.vanderbilt.edu/2014/04/mellon-library-grant/ Unfortunately most public functionaries and apex institutions in India seem to be either indifferent to the very idea of open access or even unaware of its benefits. Both Latin America and China are way ahead of India. Arun -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.
