Net neutrality

http://chronicle.com/blogs/wiredcampus/11-university-and-library-groups-rel… From *The Chronicle of Higher Education* July 10, 2014 by Avi Wolfman-Arent <http://chronicle.com/blogs/wiredcampus/author/awolfmanarent> - 11 University and Library Groups Release Net-Neutrality Principles The nation’s colleges and libraries have a message for the Federal Communications Commission: Don’t mess with net neutrality. Echoing almost a decade <http://chronicle.com/article/The-Fight-for-a-Toll-Free/118444/> of pro-neutrality sentiment in academe, 11 higher-education and library groups released a set of 11 principles <http://net.educause.edu/ir/library/pdf/EPO1305_1.pdf> on Thursday that promote the notion that all Internet content, regardless of origin, should be treated equally. The 11 principles—meant to guide the FCC as it considers new open-Internet rules—include recommendations to prohibit the blocking of legal websites, ensure neutrality on public networks, forbid paid prioritization in the transmission of some content over others, and adopt enforceable policies. Before adopting enforceable policies, though, the FCC will have to find some that stand up in court. In January the U.S. Court of Appeals for the District of Columbia Circuit vacated the commission’s existing net-neutrality rules. The FCC responded in May by saying it would propose new rules that could permit telecommunications companies to charge extra for high-speed delivery of content. Net-neutrality advocates worried then <http://chronicle.com/article/Worried-by-FCC-Plan/146293/> that the new rules, if unchanged, could prove detrimental to cybereducation and research collaboration, among other uses of the Internet. In a news release accompanying the principles, the 11 organizations said the scheme proposed by the FCC would allow Internet-service providers to “give enhanced or favorable transmission to some Internet traffic, block access to certain websites or applications, or otherwise discriminate against certain Internet services for their own commercial reasons, or for any reason at all.” The organizations worry that a paid-prioritization model would shut out many nonprofit institutions. “Libraries and higher-education institutions that cannot afford to pay extra fees could be relegated to the ‘slow lane’ on the Internet,” they said. The public-comment period for the most recent FCC proposal runs until July 15. Although the principles laid out on Thursday do not constitute an official filing with the commission, several of the organizations that signed the statement of principles will also submit a more detailed and legally oriented response to the FCC before the comment period expires. The organizations that signed Thursday’s principles are: - American Association of Community Colleges - American Association of State Colleges and Universities - American Council on Education - American Library Association - Association of American Universities - Association of Public and Land-Grant Universities - Association of Research Libraries - Chief Officers of State Library Agencies - Educause - Modern Language Association - National Association of Independent Colleges and Universities -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Fwd: [OpenGLAM] Fwd: [open-science] Open letter to Elsevier
by Subbiah Arunachalam 10 Jul '14

10 Jul '14

Friends: I received this from another list and I thought that the Indian LIS community might find it relevant. Arun ---------- Forwarded message ---------- From: Lieke Ploeger <lieke.ploeger(a)okfn.org> Date: Thu, Jul 10, 2014 at 2:39 PM Subject: [OpenGLAM] Fwd: [open-science] Open letter to Elsevier Dear all, This week LIBER, the Association of European Research Libraires, together with 17 internationa library and research organisations, issued an open letter to Elsevier calling to withdraw its current policy on text and data mining (TDM). The letter requests that Elsevier withdraw its TDM policy because it places unfair restrictions on how researchers can mine content to which they have legal access to and how they disseminate the results of their research. From the letter: "TDM is a digital research method which enables the analysis of vast and heterogeneous types of content. It has led to new medical and scientific discoveries and is set to be key to increasing the productivity of research and become an established element of research methodologies. Europe is falling behind in the exploitation of TDM because the lack of clarity in the current European copyright framework is disincentivising the uptake of TDM by researchers. In the UK, an exception for TDM has been introduced into legislation. What this means is that TDM will no longer be an activity that is subject to licence in the UK; any researcher will be free to mine content to which their institution has legal access. We see no reason that researchers across Europe and beyond should not have equal rights to mine content to which they have legal access." This letter is part of LIBER’s larger campaign for a European copyright exception for TDM - the full letter is available here: http://libereurope.eu/news/european-research-organisations-call-on-elsevier… It is open to further signatories, so please disseminate amongst your networks! Individuals or organisations wishing to sign the letter should forward their details and logo to susan.reilly(a)kb.nl (Susan Reilly, Advocacy & Projects Manager, LIBER). Seminar on Changing Role of Librarians in Digital Era in August 12, 2014 at JNU in Collaboration with IASLIC and AMLA
by rcgaur＠mail.jnu.ac.in 10 Jul '14

10 Jul '14

Dear Colleague, You have reposed confidence in my capabilities and elected me to the office of Vice- President of IASLIC, (Indian Special Library Association). I thank all of you for that, hope that I would be able to live and work up to the expectations. Every year, country celebrate birthday of Dr. S. R. Ranganathan with professional fanfare. In keeping with the heredity, JNU is organizing a daylong seminar on August 12, 2014 in collaboration with Indian Association of Special Libraries and Information Centres ( IASLIC) & Association of Media Libraries and Archives(AMLA) with suppport from Informatics India. We all are well aware that the profession of Library science is at the crossroads. We have to march forward in the right directions. The profession is afflicted with many problems. For instance, numerous positions in Librarians, across the country remain vacant for various reasons. At times for want of suitable candidates with requisite qualifications, while at others due to indifference and reluctance of the authorities to fill them. Furthermore, there are anomalies in the status, pay structure of Library cadres across the country. A proliferation of Library Science programmes through distance mode has enhanced the supply of Library professionals. The supplies (young graduates) are not competent enough to cater to the demands and expectations of the market. In keeping with the changing times, the LIS curriculum needs to be over handed and revised Internship should be made a compulsory component of the curriculum. The recommendations of National Knowledge Commission have not been implemented. The daylong seminar will provide a forum to raise such issues and deliberate upon their tentative solutions. Much will depends upon the dynamic leadership of Library associations across the country, we all have to work unitedly in order to take our metier with evangelistic zeal, more ahead and scale heights. There is no registration fee however 200 delegates shall be accommodated on first registered and first served bases. I solicit cooperation of all my professional colleagues and request them who are at the helm of the affairs of various association to participate in the remain. It is proposed that a document shall be prepared and submitted to the new Government to approved it of the issues and challenges faced by the Library profession in India ” Ache Din Aane Wale Hain” . I invite you all to participate in above seminar. Brochure attached and registration link below https://www.signupforms.com/registrations/2367 Please feel free to forward it to all Library Professionals in India. Gaur) ************************************ Dr. Ramesh C Gaur PGDCA, MLISc,Ph.D. Fulbright Scholar (Virginia Tech, USA) University Librarian Jawaharlal Nehru University(JNU) New Meharuli Road, New Delhi - 110067 Tele +91-11-26742605, 26704551 Fax : +91-11-26741603 Email: rcgaur(a)mail.jnu.ac.in ;rcgaur66(a)gmail.com URL: www.jnu.ac.in Brief Profile: http://www.jnu.ac.in/Library/RameshCGaur.htm -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.
