LIBRARIANS CHAPTER - Necessary in Present Scenario
by Dp Tripathi 10 Nov '18

10 Nov '18

Dear Professional Friends / Seniors, I wish to draw your kind attention towards the tremendous changes taking place in the academic libraries due to the advent of technology and as a result, the library professionals are under huge pressure to implement these technologies to cope up with the present situation. We are bound to learn and implement the technology for smooth functioning of library and housekeeping operations. However, regret to mention this is happening in less percentage. Most of the library professionals are not computer savvy. Undoubtedly, most of the library professionals are struggling in implementation of technologies such as library automation, digitization, web development for information dissemination, server management, e-resource management etc. Most of the renowned publishers like ACS, IEEE Computer Society, ASME, ACM, ASCE etc. are having the concept of creating *STUDENT CHAPTERS* where students are given unique opportunity for networking, mentoring and bonding over common interest. In brief, a *STUDENT CHAPTERS* is group of students from a university / institute, college, technical colleges who assemble to organize activities related to their fields of study to share their knowledge with each other. A *STUDENT CHAPTERS* also serves as a gateway to forums, panel discussions, symposia, conferences, workshop etc. that further a student’s professional development. This provides an opportunity to students to explore more about their subject and research on particular topic. I wish to mention here that like *STUDENT CHAPTERS, *if the publishers introduce the concept of having *‘LIBRARIANS CHAPTER’* then this will provide a good opportunity to all the working professionals to network, mentor other professionals and also have a strong bonding. This may provide an opportunity to librarians to conduct many activities related to our profession and enhance our knowledge. Most of the Universities / Colleges are subscribing huge resources for their academic community but if their professionals are not well equipped with latest technological knowledge, definitely professionals will face the challenges. My submission with humble request is to raise the voice to introduce the *LIBRARIANS CHAPTERS *by most of renowned publisher so that such activities can assist in bringing the changes in profession and professionals too. Soon, I will share the proposal of *LIBRARIANS CHAPTERS *here with you all to submit and request to submit with your opinion too. I will be happy to receive your suggestions / comments in this regard please. P. Sankaralingam Memorial Endowment Lecture Series
by Prakash R 10 Nov '18

10 Nov '18

Dear Sir, May I request you to circulate the below invitation to LIS community. Prakash Roja Muthiah Research Library *____________* *P. Sankaralingam Memorial Endowment Lecture Series* *Inaugural lecture by Prof. K. S. Raghavan* *on* *‘Education for Information Manpower: Challenges and Trends’* *Date *- 16 November 2018 *Time* - 5.30 pm *Venue* Roja Muthiah Research Library 3rd Cross Road CPT Campus, Taramani Chennai 600113 *Tea will be served at 5 pm* *About the speaker* Dr. K. S. Raghavan obtained Master's degree in Library Science from the University of Delhi and Ph.D. from the University of Mysore. He was a Senior Fulbright scholar at UCLA, USA in 1987. Dr. Raghavan served the University of Mysore for 6 years from 1971 and moved to the University of Madras in 1977; He retired from the University of Madras as its Dean (Academic) in 2005 and joined DRTC, Indian Statistical Institute as a professor. Since 2013 he is working as a Visiting Scientist at the Centre for Knowledge Analytics. He was also a visting scientist Ontological Engineering (KAnOE) in PES Institute of Technology, Bangalore from 2013-16. In 2015 he served as a visiting professor at the Nanyang Technological University, Singapore and taught a course on Knowledge Representation and Ontology. He also served as a visiting professor at the Federal University of Minas Gerais, Brazil in 2003. He is serving as secretary of Ranganathan Centre for Information Studies and Member-Secretary of Sarada Ranganathan Endowment for Library Science. He has authored a book, edited about 18 volumes and published over 75papers. He is the Editor of the SRELS Journal of Information Management and on the editorial boards of Knowledge organization (ISKO, Germany) and Libres (NTU). *About the talk* Nations, societies and institutions of all kinds are in a state of flux because of developments in ICTs and globalization. Today’s world is more networked than ever before and countries and communities are much more interdependent on each other. The far-reaching developments brought about by technology in the past two decades have transformed the workplace, which is very different from what it was before the advent of this technology. This is true of practically every kind of institution – manufacturing industries, banks, schools, hotels, airlines, shops, governments, libraries, etc. Given this, there is naturally a growing concern of a possible mismatch between professional education programmes and the requirements of the job market. Therefore, critical attention is being paid to all aspects of higher education with a view to generate manpower with knowledge and skills required for and relevant to the emerging situation. The industry, which is the principal employer of products of professional education programmes, has, in recent years, pointed out that India’s undergraduate and graduate education programmes are too theoretical and are devoid of practical experience necessary for absorption into the industry’s workforce. Planning professional education programmes for the future require that we have an idea, even if it is not a very clear picture, of the emerging future. What makes this particularly difficult in the information and library arena is that the technologies that are driving the changes in the information arena are disruptive technologies. Education programmes need to realize the enormous and fundamental changes that have taken place in the way libraries function that impacts the nature of manpower needed to manage modern libraries in terms of knowledge and skills required. Today there are environments and workplaces outside the conventional library requiring manpower with knowledge and skills in information work and service. Planners also need to take cognizance of the broadened information environment, identify the knowledge and skills required to work in such environments and workplaces and build appropriate components into education programmes designed to train information professionals. In this lecture, the speaker proposes to briefly examine some of these issues. *About P. Sankaralingam* PS, as his colleagues and students would call him (P. Sankaralingam) was a visionary librarian and gifted teacher who was central in the creation of the Roja Muthiah Research Library (RMRL). Sankaralingam was the first Director of the Roja Muthiah Research Library in Chennai, a position he held since September 1993, when the institution was founded. Prior to that appointment he was instrumental in bringing together the forces necessary in India to ensure that the collection of the late Roja Muthiah would be acquired and preserved for the use of scholars. The University of Madras generously gave Sankaralingam a leave of absence to accept the Directorship of RMRL. From 1976 he had been a faculty member in the University's Department of Library and Information Science. From 1968 through 1976, he was Assistant Librarian at the Tirunelveli Medical College, Tirunelveli, Tamil Nadu. His M.Lib.Sc <http://m.lib.sc/>. degree was from the University of Mysore in 1975. The "New Library Movement in India" is the name Sankaralingam gave to loosely confederated activities aimed at improving services and access to collections for readers. He was a central figure shaping the movement in south India. RMRL was workbench for framing and testing new approaches, approaches that already have had a dramatic impact on the visibility and organization of Tamil publications, from classical texts through less well recognized modern literature. Sankaralingam has published twenty-three papers and was involved in preparing indexes for eight books. From 1985-1991, he was joint managing editor of the land-mark Kriyavin tarkalat Tamil akarati [A Tamil - Tamil - English dictionary of contemporary Tamil] published by Cre-A: in 1992. He was also a joint editor of the 1992 publication, Cognitive paradigms in knowledge organization. His translation into Tamil of David Werner's Where there is no doctor appeared in 1984 as Taktar illata itattil and still remains a best seller. Many of Sankaralingam's students have gone on to positions of library leadership throughout India. He was revered by his students as a gifted and demanding teacher who gave special attention especially to the needs of students in financial need. Other major projects and activities in which Sankaralingam was involved, include: a project for developing a machine-readable multi-script bibliographic database of the holdings of the Dept. of Indology, French Institute of Pondicherry; a project to develop an information storage and retrieval system for the audio and video recordings available in the Archives of All India Radio and Doordarshan; and development of a morphological analyzer for Tamil. He was a founding trustee of MOZHI, a public Trust for Resource Development in Language and Culture, and held that position until becoming Director of RMRL. The RMRL Trust has instituted the "P. Sankaralingam Memorial Lecture Series" in honour of this great visionary. -- R. Prakash 9444031245

At the same time, the very nature of these tools — their ability to codify and reproduce patterns they detect — introduces significant concerns alongside promise. - In developed countries, machine learning tools have sometimes been found to automate racial profiling, to foster surveillance, and to perpetuate racial stereotypes. - Algorithms may be used, either intentionally or unintentionally, in ways that result in disparate or unfair outcomes between minority and majority populations. - Complex models can make it difficult to establish accountability or seek redress when models make mistakes. These shortcomings are not restricted to developed countries. They can manifest in any setting, especially in places with histories of ethnic conflict or inequality. As the development community adopts tools enabled by machine learning and artificial intelligence, we need a clear- eyed understanding of how to ensure their application is effective, inclusive, and fair. The USAID Guide to Making Artificial Intelligence Work for International Development aims to inform and empower practitioners as they navigate an emerging machine learning and artificial intelligence landscape in developing countries. As Xi laid out his plans for the party’s future over nearly three and a half hours, he named artificial intelligence, big data, and the internet as core technologies that would help transform China into an advanced industrial economy in the coming decades. It was the first time many of these technologies had explicitly come up in a president’s speech at the Communist Party Congress, a once-in-five-years event. In the decisive span of a few months, the Chinese government had given its citizens a new vision of the future, and made clear that it would be coming fast. It’s about building momentum with strategically selected RPA projects so you continuously automate more and more complex business processes, and achieve a sustainable—and ever-increasing—ROI. Arguing that solving contemporary business problems requires new organizational principles, models, and dynamics, Whitehurst explains how leaders everywhere can begin rethinking how they utilize data, approach failure, structure teams, and set goals—in short, how they can become more innovative. Compiled three years after the publication of his widely read management book, The Open Organization (Harvard Business Review Press), Organize for Innovation, collects Whitehurst's writing on organizational culture, organizational design, and organizational leadership today—all part of an ongoing conversation about the challenges we face in transformative, fast-moving, and uncertain times. The practice was implemented year-round in 1942, during WWII. Not waking up in the dark, the thinking went, would decrease fuel use for lighting and heating - and help conserve energy supplies to win the war. Nearly 100 years later, though, the US is a divided nation on this topic. For example, a 2012 survey of 1,000 American adults by Rasmussen Reports found that 45% of American adults think daylight-saving is worth it, while more than 40% say it's worthless. Advocacy groups like Standardtime.com are trying to abolish daylight-saving time altogether. Energy-saving claims are "unproven," they write: "If we are saving energy, let's go year-round with daylight-saving time. If we are not saving energy, let's drop daylight-saving time!" More than 127,000 people have petitioned Congress to end daylight-saving time. Many of the comments on the petition are biting. "Daylight saving time is an antiquated practice and serves no purpose in the modern world," wrote Dustin M. from Kings Mountain, North Carolina. "It causes undo stress to millions of Americans and does nothing for anyone." The cyberworld in which we spend our days — and on which our lives depend — is not safe, and is becoming more dangerous all the time. From nation-states trying to sway elections with fake news to ransomware that shuts down hospitals, we are living in a “Wild West” in which any data, or any transaction, may be attacked at any time. And like travelers in a lawless frontier, we are left to scan the horizon constantly for trouble, scrambling to plug the leaks in defenses we don’t quite trust. We are vulnerable not just because of the increasing sophistication of hackers, who are today as likely to be well-funded criminal organizations or governments as petty thieves or amateurs out for the thrill of defacing a Web site. Nor is the greatest threat the development of new offensive tools such as quantum computers, which might soon be powerful enough to crack today’s most widely used cryptographic ciphers. The biggest problem is that our basic approach to cyber security is flawed. "Especially when we stress that we need the whole fecal sample and show them the big bowl." He's asking on behalf of the Global Microbiome Conservancy (GMC), an effort to identify and preserve gut bacteria from different peoples around the world.
