Taylor (born December 22, 1941) is Professor Emerita from the School of Information Sciences, University of Pittsburgh, where she taught for 12 years prior to retiring, and holds an honorary appointment as a Distinguished Adjunct Professor at University of North Carolina School of Information and Library Science. Her career as a library school educator lasted more than 30 years, and included teaching at Columbia University and the University of Chicago. She is lead author or co-author of widely-used texts, including Introduction to Cataloging and Classification (6th to 11th editions) and The Organization of Information (four editions). She has an extensive publication record of refereed articles, books and book chapters, and research reports, and she has given more than 90 guest presentations for national, state, and regional library associations, as well as library schools. Taylor's international activities include serving as a workshop leader, teacher, and/or consultant in Brazil, England, Thailand, and Israel. For her work in the latter two countries, she received Fulbright Senior Specialist Program Grants. She has held leadership positions on many professional association committees, including the ALA/ALCTS Catalog Form and Function Committee (Chair, 1995–1998) and the ALA/ALCTS/CCS Subject Analysis Committee (Chair, 1992–1994). Her professional contributions have been recognized with the ALA/ALCTS Margaret Mann Citation, the ALA/Highsmith Library Literature Award for The Organization of Information, and the Distinguished Alumnus Award from the University of Illinois at Urbana-Champaign Graduate School of Library and Information Science Alumni Association, among other honors. Prior to earning her Ph.D. at UNC, she had worked in libraries as a school librarian and as a cataloger at the Library of Congress, Christopher Newport College (now University), and Iowa State University. Taylor longed to return to North Carolina from the time she left in 1981. After she retired from teaching, she and her husband moved to Chapel Hill in 2007. She continues to write, working with former students on research articles and on new editions of her textbooks. She also enjoys “cataloging” her many pictures of parents, grandparents, great-grandparents, and great-great grandparents, and their families. *3. Festschrift Part:* In this part friends and associates of Dr. Arlene G. Taylor speak about her life and works, and her influence on LIS research and researchers, whether at the level of the individual, institution, or the field of librarianship with special reference to cataloging, metadata, and information organization. I have not read the policy yet, but I definitely agree to your points. I would add that the following details 1) Clearly list the objectives of libraries (as applicable in the modern age) - a centre that is well equipped, be a training and research zone as well 2) Professionally qualified staff managing the libraries will be regularly retrained to be able to handle varied print and electronic resources, aid in teaching research and are involved in the implementation of the curriculum in the institution Completely my views. Building metrics is the key to science and technology measurement and translating the measures to work better. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2020) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, the STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in Science and Technology System. The goal of the tutorials is to enable the participants to familiarize themselves with theoretical as well as practical aspects and application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops and discussions. The STMet has tracks on specialized topics. The STMet address the below themes, not limited. Citation-based metrics Ranking of Journals, Institutions, and Countries Discipline and Domain Analysis Economic factors Databases and datasets for evaluation Evaluation Tools and Indicators Web-based metrics Visibility and impact Internationalization Text-based Metrics Innovation indicators Wearable Devices Open data Scientific Collaboration and cooperation analysis National Evaluation Systems Open access and open publishing New indices for evaluation Altmetrics Web-based metrics Data Science and Digital Repositories Scientific Visualization e-Science in the Cloud Scientific Journalism Scientific Publications All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. The post-conference modified versions of the papers will be published in the following journals. 1. Following are my observations: Nothing new in it to bring transformation in libraries.
