lis-forum(a)ncsi.iisc.ernet.in Dear Professionals COMLA solicits contributions for COMLA Bulletin, the details are attached below Regards Anjali RVP- Asia Region, COMLA COMLA Bulletin Notes for Contributors Contributions to the COMLA Bulletin may take one of the following forms: (a) Original articles (b) News items (c) Book reviews Contributions are published only in English, and are subject to review by the Editor. Minor corrections will be made to grammatical and linguistic errors without changing the meaning of the text. The desired length of articles is 2000 to 5000 words. Each article should be accompanied by an abstract of 75 to 100 words as well as a brief statement concerning the author's professional status and experience. Authors should also provide contact information including a street or postal address and an email address. Authors should remember that acronyms and abbreviations should be spelt out the first time they are used in the text, and that each article must contain sufficient background for each reader to understand it, regardless of their professional training. Illustrative material containing statistical data should be presented as charts or diagrams. Photographs should be submitted in TIF format or as positive prints (hard copy). The article should, if at all possible, be submitted either as an email attachment or on a 3.5-inch floppy diskette, using Microsoft Word. Those who do not have access to a computer or email should ensure that the article is submitted as a typewritten manuscript. It is the responsibility of the author to obtain copyright clearance for any copyrighted material which is included. Articles are published at the discretion of the Editor. dear professionals, can anybody help me providing the folowing information? i am a librarian of hyderabad base engineering college. we would like to subscribe some important and useful foreign engineering journals (mainly print version). my queries are- 1. what are the most useful engineering journals for btech or mtech standard? 2. any local vendor supplies those journals? if so give address of them. i don't like to go for consortia or any other membership kind of approach. Hello, Please find enclosed the minutes of the lecture "Open Archive Initiative in India" by Dr. T.B.Rajashekar, which was held on 30th March 2003 at NCSI. Thanks & Regards, -- NCSI-Net co-ordination team Minutes The monthly meeting for March 2003 was held on 30th March 2003. The speaker for the day was Dr. T. B. Rajashekar, who was sharing his experiences at the "International Symposium on Open Access and the Public Domain in Digital Data and Information for Science", which was held from 10-11 March 2003, in Paris. Organized by ICSU, CODATA, UNESCO and ICSTI, the symposium aimed to explore the value of public domain and open access data information. He started of by explaining the oft mis-understood terms "Public Domain" and "Open Access". Public Domain is defined as Sources and types of data and information whose uses are not restricted by statutory IP law and legislation. Information available for public use without authorization. Open Access is propriety information that is made available openly and freely available on the Internet or on other media by the rights holder, but retains some or all the exclusive property rights that are guarantee under statutory IP laws. Open access maybe provided by all types of public/private sector. Mentioning about the Workshop conducted on Science in the Information Society, he said that he was part of the working group, which consisted of 8-10 people. Their workgroup was focused on "Ensuring universal access to scientific knowledge internationally, including overcoming the digital divide." The action points, which the group came out with, are 1. Human and institutional capacity building, building on existing centers of expertise and stores of knowledge. 2. Encourage wider access of knowledge to the developing world. Explaining the need for OAP he said that the provision of free online access to quality information, open domain and open access to scholarly material. Enablers like OAI, BOAI, SPARC, FOS have enabled this service to gain popularity. Its of value to developing countries to help scientist protect IP, remove access barriers, enhance national research capacity, improve visibility leading to improve economy. The open Access Publication in India was explained with examples. Prominent are: 1. Indian Academy of Science (http://www.ias.ac.in), which has 11 journals online. The print edition is priced, but online available for free. 2. INSA, which was established in 1935 has archival issues of 4 journals online 3. Vidyanidhi the project by University of Mysore (http://www.vidyanidhi.org.in) 4. eprints at IISc (http://eprint.ncsi.iisc.ernet.in) 5. University Library project at IISc, which hopes to provide free to read, searchable collection of one-million books (out of copyright) 6. Scidata by NCL, which provides free access to all related data of NCIM (http://www.ncl-india.org/ncim) Others, which were mentioned, were 1. National Health Information Collection: A portal for Indian health data and information. They are developing free software for the same. 2. URDIP: Open access to Indian patents and medicinal plants 3. Scigate: Service from NCSI (http://www.ncsi.iisc.ernet.in) 4. Aero Info: Aerospace virtual library He said that a model for OAP in India should evolve, which would create a national network of distributed inter-operable, open access digital repositories of Science & Technology Research material from Institutions and Journals. This should network with other global services. Research and Development centers should create their own digital repositories, incorporate peer review/quality control. Establish new online only open-access journals, science journals to adopt open access publication. The role of the librarian, he said is very significant in this scenario. The Librarian can help in creating and developing repositories and content management. He also suggested that a national level mechanism is very essential to promote OAP. Working groups should be set up to work towards this goal. It was a very educative talk, which revolved around Open Access and the myths surrounding it. He put across the entire concept in a very informative manner, thus educating the listeners to revolution, which is making inroads into the sub-continent very soon. International CALIBER 2003: A Brief Report ------------------------------------------- by Prem Chand, Scientist-C, INFLIBNET Convenor, CALIBER-2003 Organising Committee premchand(a)inflibnet.ac.in --------------------------------------------- INFLIBNET Center has successfully organized CALIBER- 2003 at Nirma Education and Research Foundation, Ahmedabad during 13- 15th February 2003. The theme of CALIBER 2003 was Mapping Technology on Libraries and People. CALIBER is an annual event of INFLIBNET, which is being organized in collaboration with Universities and Educational Institutions. This was the 10th convention in series and was the First International event. Total of 316 delegates participated in this convention, which included delegates from USA, Philippines, UK, Sri Lanka and Bangladesh apart from Indian delegates. There was an overwhelming response to the call for papers. Authors from different countries contributed and presented papers during the convention. In the proceeding of CALIBER-2003, 67 full text papers and 39 abstracts have been published. About 100 delegates registered for two pre-conference tutorials on Designing and Implementation of Local Area Network and Developing Digital Collection. Prof. B.H. Jajoo, Computer & Information Systems Group, Indian Institute of Management, Ahmedabad and Dr. Dr. Jagdish Arora, Librarian, Indian Institute of Technology, Mumbai were the resource persons for these tutorials, respectively. The conference was inaugurated by Shri Narender Modi, the Honorable Chief Minister of Gujarat State . After lighting the lamp, Shri Modi released the proceedings volume of CALIBER 2003. Shri Modi in his address emphasized that the knowledge must spread and Intellectual Property Rights (IPR) issues should not come in the way of knowledge dissemination Dr. Karsanbhai Patel, Chairman, NERF released the souvenir and CD of CALIBER proceeding. Dr Anup K. Singh, Director NIM welcomed the delegates earlier. Dr. T A V Murthy, Director, INFLIBNET Centre highlighted the activities & plans of INFLIBNET for promoting IT culture in academic sector and transforming Indian academic libraries. He also informed about UGC-Infonet programme, which is coming up in a big way. Under the programme, INFLIBNET will subscribe to core journal in electronic form and make them accessible to academic community in India. Dr. Dilip Kumar Basu, Vice-Chancellor, Tripura University delivered keynote address. Dr. S. Ramani, Chairman, Governing Board of INFLIBNET, in his opening remarks, highlighted the role of private institutions and trusts like NERF, who would play a vital role in making the education truly global one. Shri H Anil Kumar, Organising Secretary, CALIBER-2003 proposed the vote of thanks. Total deliberations of the CALIBER-2003 were divided in to four technical sessions under sub themes. The first session on Library Automation started with the theme paper presented by Dr T A V Murthy and Shri V S Cholin from INFLIBNET Centre. 23 papers were presented in this session out of 43 selected papers. Sh. A R Sethi of Punjab University chaired this session. The second session on User Studies held in parallel with the theme paper from Prof I V Malhan of Jammu University and chaired by Prof. K C Sahoo of Hari Singh Gaur University. There were about 19 papers presented out of 28 selected papers. The third session was on Consortia and had the theme paper presented by Prof Ajit Kembhavi of IUCAA and Dr T S Kumbar of INFLIBNET. Total 11 papers were presented in this session out of 25 selected papers and was chaired by Dr R B Gaddagimath of Gulbarga University. The session on Telecommunication was chaired by Prof I K Ravichandra Rao of DRTC, in which 4 papers were presented out of 11 selected. Dr P K Jaiswal of Mizoram University acted as the Rapporteur General of the conference and he was assisted by Dr Pravakar Rath, Prof. R S R Varalaxmi, Mr V S Cholin, Mr K Prakash, Mr Rajesh Chandrakar, Mr Rajendra Thaty, Ms Swadha Majumadar and Ms Pragnya Pathak in different sessions. CALIBER 2003 brought out few new things like, CALIBER 2003 Updates, a daily conference newsletter covering the daily events, report of technical sessions and interviews of experts were brought out and circulated to the delegates. In addition to the printed copy of the proceedings, delegates have been given the CD of the proceeding. The entire proceeding will be soon available on INFLIBNET web site at http://www.inflibnet.ac.in Mr. P. Pannervel IAS, Municipal Commissioner, Ahmedabad was Chief Guest for valedictory function. He underlined the importance of right information at the right time and he said that information technology is changing significantly the way the society was conducting. There is a need for partnership between the industry and the society for overall benefits. Prof. Girish Agrawal, Director, Physical Research Laboratory, Ahmedabad was the guest of honor for this function and highlighted the changing role of librarians in electronic environment. Dr. P.K. Jayaswal, Rapporteur General presented the report on the technical session and read out on the recommendations made for consideration to UGC, INFLIBNET and university libraries. The Director, INFLIBNET, presented the foreign delegates form Sri Lanka and Philippines with mementos. The valedictory function concluded with vote of thanks by Mr. H. Anil Kumar, Organising Secretary of CALIBER-2003. Around 20 companies from the fields of electronic and online information vendors, books publishers, sellers and subscription agencies displayed their products in the Exhibition arranged at the CALIBER venue. A cultural programme with a flavor of Gujarat folk dances was put up by Mudra Institute of Performing Arts, Ahmedabad after the inaugural function.
