----- Forwarded message from Ken Kitson <ken.kitson(a)oneworld.net> ----- Date: Thu, 16 Sep 2004 19:31:53 +0100 From: Ken Kitson <ken.kitson(a)oneworld.net> Subject: [GKD] Open Knowledge Network - A Request for Technical Advice To: gkd(a)phoenix.edc.org Dear GKD Members, My name is Dr. Ken Kitson, and I am working as the software designer for the Open Knowledge Network <www.openknowledge.net> which is being co-ordinated by One World <www.oneworld.net> with partners in Africa, Asia and Latin America. The primary goal of OKN is to use information technology to stimulate the generation and exchange of local content between disadvantaged communities in the South. As such, key aspects of the software are that: it supports local languages; is easy to install, use and fix; is capable of working offline most of the time; works with relevant communication methods (poor dial-up lines, compact discs, wireless, satellite); runs on both Linux and Windows; uses open-source software and will become an open-source project. We have some pilot software (written in Java and PHP) running in around 30 community computing centres in India and four African countries, working in seven languages. A demonstration site showing the live local content from our network can be seen on the Internet at: <http://london.openknowledge.net:8080/okn/newsheet_eng.html> We are now designing the next release of the software, and would be particularly interested to know if members of the GKD list: - know of any similar projects we might collaborate with, or technology we should investigate - could advise which technology would be best for building up an active open source community in the South (for example, is Java the most popular language) - would be interested in getting involved in contributing technical advice to the OKN programme by joining our discussion group at: <http://www.dgroups.org/groups/okntechnology> Many thanks for your time. 140-year-old Antique Library floor Tiles on Sale in Rajkot
by Vyasamoorthy＠icicikp.com 17 Sep '04

17 Sep '04

Facelift on, Lang library parts with pieces of the past http://cities.expressindia.com/fullstory.php?newsid=99646 Hiral Dave Rajkot, September 15: Besides avid readers, the Lang Library is nowadays drawing antique lovers! The 140-year-old library, which has a vast collection of over one lakh books, many of them rare, has put on sale old clay floor tiles used when the building was built. About 1,000 antique tiles, used in the main room of the historic library, are on sale with the structure undergoing renovation. Librarian Bipin Mehta says, "The tiles have been carefully removed. Of all the tiles, only 1,000 perfect pieces have been selected for sale." Each tile has the manufacturing company's name and year engraved on it. Within four days of placing an advertisement, the Lang Trust which runs the library, has been flooded with enquiries from as far as US and UK besides parts of the State. While some want to add the tiles to their antique collection, many plan to make decorative pieces of them. An official of the Parswanath Co-operative Bank says, "We want some pieces to decorate the bank's garden. Their antique value would add to the beauty." But buyers will have to wait for a month. "We have given prospective buyers a month's time and will fix the rates only after looking at the response," says Mehta. The library has been named after a British general, W Lang who served in Saurashtra from 1856 to 1858. Library officials say Lang started a small library called 'Victoria' for women in a room of the Kothi Compound building. Victoria, with books from Lang's personal collection, soon became popular among women who were not allowed to go to school then. The library was later shifted to Jubilee Baug and thrown open to all. Many books still bear the stamp of Victoria library. The main reading room has been closed since May for renovation. White marble has replaced the old tiles, the wooden ceiling and staircase have received a fresh coat of paint and more lights have been installed in the reading hall. A special study room for university students has been built on the first floor. The monthly fees, however, remains Rs 5, says Mehta. The library owns rare books dating back to the 1800s like the Chambers Encyclopaedia (1888), Exploring and Adventure in Equatorial Africa (1861) besides the oldest Gujarati dictionary. The library is all set computerise its operations. Two computers will be installed to provide readers with information on availability of books and new arrivals, says Mehta. Mehta says plans are also afoot to post the books on internet. "To begin with, English and Gujarati books which are over 100 years old have been selected for the project. Soon, readers will have access to scanned versions of these books on the internet," he says. =============== sent by ========= Dr.P.Vyasamoorthy, Ph: +91(40)23480053

Fw: Invitation- eForum on "OPEN ACCESS to Scholarly Publications: A model for enhanced knowledge management?"
by Dr. M. P. Tapaswi 15 Sep '04

15 Sep '04

This should be of interest to many on LIS-FORUM. Any one can participate. - Tapaswi ----- Original Message ----- From: Vikas Nath To: murari(a)darya.nio.org Sent: Monday, September 13, 2004 7:54 PM Subject: Invitation- eForum on "OPEN ACCESS to Scholarly Publications: A model for enhanced knowledge management?" Dear Dr. Tapaswi, We invite you to participate in the upcoming eForum on "OPEN ACCESS TO SCHOLARLY PUBLICATIONS: A MODEL FOR ENHANCED KNOWLEDGE MANGEMENT?" hosted by the global public goods Network (gpgNet). http://www.gpgnet.net/topic08.php The eForum will run from 20 September through 4 October 2004. To subscribe to this forum, send a blank email to: subscribe-gpgnet-oa(a)groups.undp.org or, go to: http://groups.undp.org/read/all_forums/subscribe?name=gpgnet-oa There exists a rapidly expanding stock of scientific knowledge. Yet, access to this pool of knowledge is often difficult. A primary reason for this is the relatively high price of scholarly journals, their printed and their web-based versions. This situation, it can be argued is both inequitable and inefficient. Initiatives have been undertaken to demonstrate that scientific knowledge need not necessarily be published in forms that make access expensive - or even impossible. It could be provided free of charge - through open access to it - without detrimental effect on scientific knowledge production and preserving the peer-review process that is key to validate scientific results. With open access, fees to meet the publishing costs - when required - are paid up front when articles are accepted by a journal, rather than by the readers. Access to the journal is then provided for free. Today, about 5% of academic publishing follows the open-access model. But the model is quickly gaining ground, including among both for-profit (BioMedCentral -BMC) and not-for-profit (Public Library of Science PloS) publishers. We can also deliver open access through archives or repositories. OA repositories do not perform peer review, but can host and disseminate works that have been peer-reviewed elsewhere. They are built on open-source software and are very inexpensive to launch and maintain. ------------------------------------------------------------------------ The key points suggested for the debate are: 1. What are the main pros and cons of open-access scholarly publishing? 2. Thinking in particular of scholars in developing countries (and the fact that research grants may not be as easily available for them than for industrial-country scholars), could they face a new disadvantage? What sources will be available to pay these fees when authors cannot get their funder or employer to pay them? Will all open-access journals be able to waive processing fees in cases of economic hardship, as PLoS and BMC do? Should the international aid community maintain a fund/facility to help meet these costs? 3. Is the open-access model of publishing more likely to be successful in some than in other fields? What would determine the likely success? 4. Could the open-access model of knowledge management be applied beyond scholarly academic publishing? ---------------------------------------------------------------------- To aid debate on the topic, read a detailed overview of how open access to scholarly publications works by Peter Suber, Open Access Project Director at Public Knowledge, Washington, D.C, available at http://www.earlham.edu/%7Epeters/fos/overview.htm Also read how the Budapest Open Access Initiative defines "Open Access" at http://www.soros.org/openaccess Join us for this debate and share with us - and the global public - your observations on this topic.
