OpenMED - Pre-launch Review

Dear Members, We are ready to launch a new service of providing facilities to authors to self-archive their articles. We have named it as OpenMED as being OPEN access archive for MEDical and Allied Sciences. It is descibed as under and available from http://openmed.nic.in URL. "OpenMED is an open access archive for Medical and Allied Sciences. Here authors / owners can self-archive their scientific and technical documents. For this they need to register once in order to obtain a user id in OpenMED system. However no registration is required for searching the archive or viewing the documents. OpenMED is a discipline based International Archive. It accepts both published and unpublished documents having relevance to research in Medical and Allied Sciences including Bio-Medical, Medical Informatics, Dental, Nursing and Pharmaceutical Sciences. These could be preprints (pre-refereed journal paper), postprints (refereed journal paper), conference papers, conference posters, presentations, technical reports/departmental working papers and theses. In case of non-English documents, descriptive data [Author, Title, Source etc.], abstract and keywords must be in English. Submitted documents will be placed into the submission buffer and would become part of OpenMED archive on their acceptance. The aim of OpenMED is to provide free service to academics, researchers, and students working in the area of Medical and Allied Sciences. With discussions, the concept of Medical Knowledge Manager came alongwith the refernce of Dr Sam Pitroda who is back as Chairman of the newNational Knowledge Commission set up by the Indian Government. My question how do we compare Modern Medical Librarian with MedicalKnowledge Manager. Are they same or can they be same. Can their rolesbe merged. Health being a State Subject and rather poor financial status ofthe States.2. UGC norms does not applies to most Medical Libraries (Hospital) andthus no mandatory Qualifications for Librarians.3. Librarians at low positions in such situations and Tradition ofProfessor - in - Library. The end result is that a library gets very limited resources. And whenit comes to Internet connectivity resources it is natural to "ignore"the Libraries. Improper connectivity coupled with lack of properknowledge of IPR issues may lead to Institutions forcing theLibrarians in indulging illegal and unethical practices. Some of these could be: 1. Photocopying, Binding and Maintaining copies of Books and Journalsburrowed from other institutions or its members.2. Retaining CDROM databases beyond their licensed period.3. Printing On-line journals [free or fee based] and maintaining themin library for other members.4. Caching Online Websites and maintaining their archives in Libraries.5. Maintaining copies of Licensed Softwares. Now, who would be responsible if legal case is slapped? Definitely theHead of the Institution. We can always argue that copyright laws arenot balanced and always favor the publishing industry. But then, bybeing institutions, are morally and legally bounded by the law of theland. To avoid such unpleasent situations, it is the time to give dueimportance and resources to libraries. Now-a-days, with broad-bandbecoming a reality, It should be mandatory for libraries to InternetConnectivity atleast. In this Digital Era, can you think ofun-connected libraries? If connectivity is to established in anyinstitution, let it begin with library. Let the Charity begin atLibrary instead of Home. I would request the members of IAMI, to promote the development ofMedical Libraries so that all stake holders [Researchers/Practitioners/ Patients/ Administrators/ Publishers] benefit fromthese. It can adopt a resolution to press for: 1. Appointment of Qualified and Well-Paid Librarians in MedicalInstitutions [including hospitals]. With Librarians directlyresponsible to the Head of the Institution.2. Higher allocation of financial resources to libraries. Investing inmodern digital library technologies.3. Vyasamoorthy, P ==================== SOUTHERN NEWS - ANDHRA PRADESH May 17, 2005 New-look British Library beckons readers Monday May 16 2005 09:48 IST HYDERABAD: British Library, the landmark of the intelligentsia, will wear a new look and offer more services to the people of Hyderabad. In a few weeks, it will turn into a hub centre training people in English accent and other soft skills that will aid a candidate in grabbing the BPO and ITES jobs. There will be self-help literature and a full-time tutor at the library will make things easy for you. The library will have an elegantly done wooden floor with an enhanced security system. The differently-abled can now have easy access of the library and steer the wheelchair in the premises. Aesthetic lighting will replace the existing conventional lighting. These and more will be ready by May 19 when the facilities will be opened to public by Osmania University Vice-Chancellor Prof Suleman Siddique. Edmund Marsden, Minister (Cultural Affairs), British High Commission and Eunice Crook, First Secretary (Cultural Affairs) will come to the city. The British Library has spent close to Rs 1 crore for the refurbishing. ''This is our effort to make the library a hub for learning, creativity and networking,'' says British Library manager Sudhakar Goud. The young learners' section in the library is also redone. More interactive seminars, workshops and activity-oriented events will be held here, he says. A workshop on puppetry is on and noted academician C Ramaiah will give a lecture on unleashing creativity (thankfully not on preparing for IIT).
