Tomas Allen IFLA / OCLC Early Career Development Fellowship 2007 Program Guidelines Contents Program Overview Selection Process and Award Notification Key Dates Provisions of Award Eligibility Limitations and Liabilities Application Procedures Qualifying Countries Program Overview The IFLA / OCLC Early Career Development Fellowship Program provides early career development and continuing education for library and information science professionals from countries with developing economies. The program is jointly sponsored by the International Federation of Library Associations and Institutions (IFLA), OCLC Online Computer Library Center and the American Theological Library Association (ATLA). On an annual basis program sponsors select up to five individuals, including a theological librarian, to come to OCLCs headquarters in Dublin, Ohio, USA, for a four-week intensive program of lectures, seminars and mentoring. Topics and issues include information technologies and their impact on libraries, library operations and management, and global cooperative librarianship. During their visit to the United States, Fellows participate in seminars and workshops, visit selected North American libraries and cultural heritage institutions, and observe portions of an OCLC Members Council meeting. Key services and activities of program sponsors IFLA, OCLC and ATLA are highlighted. Visits to selected North American libraries, including the Library of Congress, and cultural heritage institutions provide an opportunity for Fellows to meet leading practitioners and discuss real-world solutions to the challenges facing libraries today. By observing a Members Council meeting, the Fellows gain insight into issues affecting global library cooperation and are exposed to the governance of a global library cooperative. Fellows translate their learning and experiences into specific professional development plans that guide their continued growth as well as their personal contributions to their home institutions and country of origin. Key Dates 2007 Program Applications Accepted September 2005 March 17, 2006 2007 Application Deadline March 17, 2006 2007 Applicant Selection Process April - July 2006 2007 Award Announcement August 2006 2007 Program. April - May 2007 (actual program dates to be determined) Eligibility Promising library and information science professionals who are in early stages of career development and who meet all of the qualifications are encouraged to apply. Applicants must: Have a qualifying degree in library or information science (qualifying degree may vary depending upon country of origin) Have obtained the qualifying degree between 2001 and 2005 Have at least two years, but no more than ten years, of library or information science experience Be a legal national from a qualifying country (see list of Qualifying Countries) and be working as a librarian or information science professional in that country Read and speak English proficiently Have a valid passport Be able to obtain an appropriate visa permitting legal entry into the United States Application Procedures For consideration, qualified applicants must prepare and submit an application. The application must follow the content outline and format described in the document Application 2007. The completed application PLUS three letters of recommendation must be received by OCLC no later than Friday, March 17, 2006. Selection Process and Award Notification All applications and letters of recommendation received by the deadline will be reviewed for completeness and responsiveness to the application criteria. Materials received after March 17, 2006 will not be considered. Notification acknowledging receipt of materials will be sent to applicants and to persons providing letters of recommendation. Due to high volume, committee members will not respond to inquiries about application status. A specially appointed Selection Committee, comprised of representatives from the three sponsoring organizations, will evaluate and score the applications and propose award winners to the Vice President, OCLC Member Services, who shall have final selection authority. Award recipients will be contacted to confirm their participation. Award recipients will be announced at the World Library and Information Congress: 72nd IFLA General Conference and Council in Seoul, Republic of Korea, August 2006. Names of award recipients will be posted on the OCLC website after the announcement is made at the IFLA General Conference. Provisions of Award For each Fellow, the award provides: Round-trip airfare, coach class, to the United States from the recipients home country (transportation to and from the airport in the recipients home country is the responsibility of the award recipient) Lodging while in the United States (arranged by OCLC) Transportation within the United States or Canada related to library visits (arranged by OCLC) Per diem while in the United States (amount determined by OCLC) Book allowance (amount determined by OCLC) The award does not provide for (and award recipient is responsible for): Any costs associated with preparing and submitting an application Any costs associated with obtaining a valid passport, passport photos, document processing, or other costs associated with entering the United States legally except as noted, above Any costs associated with travel unrelated to Fellowship activities, insurance, entertainment, personal affects, meals, clothing, toiletries, souvenirs, or other incidental expenses incurred by the award recipient. (The per diem amount included in the award is intended to be applied toward these types of costs.) Any costs other than those specifically enumerated, above Limitations and Liabilities Participation in the program is contingent upon the award recipient being able to legally enter the United States and participate in the program. By accepting the award, the award recipient assumes all risk for illness, injury (including death) or other mishap that he or she may suffer during his or her presence in the United States and during travel to, from, or within the United States or any other country. OCLC, IFLA and ATLA shall have no liability of any type for any such occurrence. Eligibility for major and mibir research projects funded by UGC

Dear members, I would like to know the eligibility norms for UGC funded major and minor reseach projects for LIS professinals in academic settings. One of my friend's application for minor reasearch project has been rejected by the UGC on the pretext that she is a librarian in a college (and not a Library Science teacher probably). When the appointment criteria (Qualifications, NET/SET), Payscale, Career advancement scheme, etc is similar between college librarians and LIS teachers, is it fair that librarians be denied research oppurtunities. Seeking more information on the issue.
